πŸ”† Royal Indian Navy Mutiny, 1946

πŸ“ Why in News?
βœ… On 18 February 1946, more than 1,000 Indian sailors of the Royal Indian Navy (RIN) went on strike at HMIS Talwar, Bombay, against British rule and discriminatory treatment.
βœ… The uprising rapidly spread to naval establishments across British India and became known as the Royal Indian Navy Mutiny/Uprising of 1946.

πŸ“ Background
βœ… RIN was established in 1934 as a relatively small naval force.
βœ… During World War II, its strength increased from less than 2,000 to nearly 30,000 personnel.
βœ… Post-war plans to reduce the Navy to around 11,000 personnel created insecurity and resentment among Indian sailors.

πŸ“ Major Causes
βœ… Racial discrimination: Unequal treatment by British officers.
βœ… Poor conditions: Complaints regarding food, accommodation and working conditions.
βœ… Pay disparity: Demand for equal pay and allowances with British sailors.
βœ… Nationalist influence: INA trials intensified anti-British sentiments.
βœ… Immediate trigger: At HMIS Talwar, Commander Arthur Frederick King allegedly insulted Indian sailors. Slogans such as β€œQuit India” and β€œDown with the British” were written on the establishment.

πŸ“ Spread of the Uprising
βœ… The strike began on 18 February 1946 and spread rapidly through wireless communication.
βœ… Major centres included Bombay, Karachi, Kolkata, Visakhapatnam and Jamnagar.
βœ… Around 78 ships and 20 shore establishments participated, involving nearly 20,000 personnel.
βœ… A Naval Strike Committee was formed to coordinate the movement.
βœ… Protesters removed British flags and displayed Congress and Muslim League flags, reflecting the broader nationalist character of the uprising.

πŸ“ Major Demands
βœ… Better food and living conditions.
βœ… Equal pay and allowances with British personnel.
βœ… Fair post-service employment opportunities.
βœ… Action against Commander King.
βœ… Fair treatment of INA prisoners.
βœ… Withdrawal of British forces from Indonesia.
βœ… Protection from punitive action for participating in the strike.

πŸ“ Public Support & Repression
βœ… Sections of the public in Bombay, Kolkata, Ahmedabad, Madras and Visakhapatnam supported the sailors.
βœ… Students, workers, dock workers and railway workers joined demonstrations.
βœ… British authorities responded with police and military force, including firing on 22 February 1946.

πŸ“ Significance
βœ… Demonstrated that anti-colonial sentiment had penetrated the armed forces, a crucial pillar of British rule.
βœ… The uprising came shortly after the INA trials, intensifying pressure on Britain.
βœ… Signs of unrest and reluctance to suppress the movement in other sections of the armed forces further exposed the weakening reliability of colonial military control.
βœ… It contributed to the growing British realisation that maintaining colonial rule in India was becoming increasingly difficult.
βœ… The mutiny is therefore regarded as an important factor in the final phase of India’s freedom struggle.

🎯 Prelims Hook:
18 February 1946 β†’ HMIS Talwar, Bombay β†’ Naval Strike Committee β†’ ~78 ships + 20 shore establishments β†’ ~20,000 personnel β†’ widespread public support β†’ British repression.

πŸ”† Communal Award, Poona Pact & Gandhi–Ambedkar Debate

πŸ“ Why in News?
βœ… The Communal Award (1932) and Poona Pact (1932) marked a major turning point in the political representation of the Depressed Classes, later designated as Scheduled Castes.

πŸ“ Background
βœ… Separate electorates had been introduced for Muslims under the Indian Councils Act, 1909 and later extended to other communities.
βœ… During the Round Table Conferences (1930–32), Dr. B.R. Ambedkar emerged as the principal political spokesman of the Depressed Classes.
βœ… Ambedkar argued that social oppression required independent political representation and institutional safeguards, not merely moral reform.

πŸ“ Communal Award, 1932
βœ… Announced on 16 August 1932 by British PM Ramsay MacDonald.
βœ… Recognised the Depressed Classes as a separate minority for electoral purposes.
βœ… Provided separate electorates for them for 20 years.
βœ… Allocated 71 seats in provincial legislatures.
βœ… Separate electorates continued for communities including Muslims, Sikhs, Indian Christians, Anglo-Indians and Europeans.

πŸ“ Why Ambedkar Supported Separate Electorates?
βœ… Wanted representatives elected by members of the Depressed Classes themselves.
βœ… Feared that under joint electorates, candidates would depend on dominant-caste votes and might become politically accountable to them.
βœ… His larger objective was political autonomy and social emancipation.

πŸ“ Why Gandhi Opposed It?
βœ… Gandhi considered the Depressed Classes an integral part of Hindu society, not a separate political community.
βœ… Feared separate electorates would permanently divide Hindu society.
βœ… Believed untouchability should be eliminated through moral and social reform within Hindu society.
βœ… His opposition to separate electorates did not mean opposition to political safeguards or representation for the Depressed Classes.

πŸ“ Gandhi–Ambedkar Difference

Gandhi β†’ Social integration + moral reform + national unity
Ambedkar β†’ Political representation + institutional safeguards + independent leadership

πŸ“ Poona Pact, 1932
βœ… Following the Communal Award, Gandhi began a fast unto death on 20 September 1932 at Yerwada Central Jail, Poona.
βœ… Intensive negotiations led to the Poona Pact on 24 September 1932.

Major Provisions:
βœ… Separate electorates abandoned.
βœ… Depressed Classes received reserved seats within joint electorates.
βœ… Provincial reserved seats increased from 71 β†’ 148.
βœ… Provided 18% representation in the Central Legislature.
βœ… Included measures for improving the educational and social position of the Depressed Classes.
βœ… British Government accepted the Pact as an amendment to the Communal Award.

πŸ“ Significance
βœ… Established the reserved-seat + joint-electorate model that influenced India’s post-Independence constitutional framework.
βœ… Demonstrated that formal equality alone may not ensure substantive political equality.
βœ… Highlighted the fundamental difference between Gandhian social reform and Ambedkarite institutional safeguards.
βœ… Ambedkar sacrificed separate electorates but secured a substantial increase in reserved representation.
βœ… After Independence, reservation of seats for SCs and STs in the Lok Sabha and State Assemblies continued through joint electorates.
