πŸ”† Communal Award, Poona Pact & Gandhi–Ambedkar Debate

πŸ“ Why in News?
βœ… The Communal Award (1932) and Poona Pact (1932) marked a major turning point in the political representation of the Depressed Classes, later designated as Scheduled Castes.

πŸ“ Background
βœ… Separate electorates had been introduced for Muslims under the Indian Councils Act, 1909 and later extended to other communities.
βœ… During the Round Table Conferences (1930–32), Dr. B.R. Ambedkar emerged as the principal political spokesman of the Depressed Classes.
βœ… Ambedkar argued that social oppression required independent political representation and institutional safeguards, not merely moral reform.

πŸ“ Communal Award, 1932
βœ… Announced on 16 August 1932 by British PM Ramsay MacDonald.
βœ… Recognised the Depressed Classes as a separate minority for electoral purposes.
βœ… Provided separate electorates for them for 20 years.
βœ… Allocated 71 seats in provincial legislatures.
βœ… Separate electorates continued for communities including Muslims, Sikhs, Indian Christians, Anglo-Indians and Europeans.

πŸ“ Why Ambedkar Supported Separate Electorates?
βœ… Wanted representatives elected by members of the Depressed Classes themselves.
βœ… Feared that under joint electorates, candidates would depend on dominant-caste votes and might become politically accountable to them.
βœ… His larger objective was political autonomy and social emancipation.

πŸ“ Why Gandhi Opposed It?
βœ… Gandhi considered the Depressed Classes an integral part of Hindu society, not a separate political community.
βœ… Feared separate electorates would permanently divide Hindu society.
βœ… Believed untouchability should be eliminated through moral and social reform within Hindu society.
βœ… His opposition to separate electorates did not mean opposition to political safeguards or representation for the Depressed Classes.

πŸ“ Gandhi–Ambedkar Difference

Gandhi β†’ Social integration + moral reform + national unity
Ambedkar β†’ Political representation + institutional safeguards + independent leadership

πŸ“ Poona Pact, 1932
βœ… Following the Communal Award, Gandhi began a fast unto death on 20 September 1932 at Yerwada Central Jail, Poona.
βœ… Intensive negotiations led to the Poona Pact on 24 September 1932.

Major Provisions:
βœ… Separate electorates abandoned.
βœ… Depressed Classes received reserved seats within joint electorates.
βœ… Provincial reserved seats increased from 71 β†’ 148.
βœ… Provided 18% representation in the Central Legislature.
βœ… Included measures for improving the educational and social position of the Depressed Classes.
βœ… British Government accepted the Pact as an amendment to the Communal Award.

πŸ“ Significance
βœ… Established the reserved-seat + joint-electorate model that influenced India’s post-Independence constitutional framework.
βœ… Demonstrated that formal equality alone may not ensure substantive political equality.
βœ… Highlighted the fundamental difference between Gandhian social reform and Ambedkarite institutional safeguards.
βœ… Ambedkar sacrificed separate electorates but secured a substantial increase in reserved representation.
βœ… After Independence, reservation of seats for SCs and STs in the Lok Sabha and State Assemblies continued through joint electorates.

πŸ”† India’s First Grassland Guide: Reclaiming Open Natural Ecosystems

πŸ“ Why in News?
βœ… India launched its first Guide to Grasslands and Other Open Natural Ecosystems of India at UNCCD COP17, Ulaanbaatar, Mongolia.
βœ… The guide seeks to move away from the traditional classification of grasslands and other open ecosystems as β€œwastelands” and recognise their ecological, economic and livelihood value.

πŸ“ Guide at a Glance
βœ… Released: 17 August 2026, UNCCD COP17
βœ… Nodal Ministry: Ministry of Environment, Forest & Climate Change
βœ… Produced by: ATREE, IUCN, ICFRE, SAC-ISRO & CoE-SLM
βœ… Covers Himalayan grasslands, Terai, Thar, Deccan savannas, Banni grasslands, rocky plateaus, ravines, scrublands, coastal systems and deserts.
βœ… Focus areas include pastoralism, fire ecology and carbon sequestration.
βœ… Linked with India’s Land Degradation Neutrality (LDN) commitments under UNCCD.

πŸ“ Why Grasslands Matter?

🌱 Biodiversity
βœ… Habitat of species such as Great Indian Bustard, Indian Wolf, Blackbuck, Chinkara and Lesser Florican.
βœ… Many specialist species depend specifically on open ecosystems and cannot simply be replaced by forests.

🌍 Carbon Storage
βœ… Grassland soils can store substantial amounts of below-ground carbon.
βœ… Conversion to agriculture, plantations or infrastructure can release this stored carbon.

πŸ„ Livelihoods
βœ… Support pastoral communities dependent on seasonal grazing.
βœ… Traditional systems such as Oran (sacred community commons) and Gauchar (village grazing land) have helped sustain grasslands.

πŸ”₯ Fire Ecology
βœ… The guide distinguishes ecologically managed/controlled burning from destructive wildfires and recognises fire as a potential grassland-management tool.

πŸ“ Major Policy Concern
⚠️ Many grasslands continue to be recorded as β€œwastelands”, facilitating their diversion for infrastructure, plantations and other land uses.
⚠️ Tree-centric conservation can also lead to inappropriate afforestation of naturally treeless ecosystems.

πŸ“ Key Conservation Challenges
βœ… Legal protection gap: Grasslands lack a dedicated comprehensive conservation framework.
βœ… Afforestation conflict: Planting trees on natural grasslands can damage species adapted to open habitats.
βœ… Renewable-energy conflict: Solar infrastructure can overlap with important Great Indian Bustard habitats.
βœ… Pastoral rights: Existing legal frameworks provide weaker tenure recognition for many grassland-dependent pastoral communities.
βœ… Implementation gap: The guide is primarily a policy and knowledge framework; effective conservation requires implementation and institutional protection.

πŸ“ India & UNCCD
βœ… UNCCD: United Nations Convention to Combat Desertification.
βœ… Adopted in 1994; entered into force in 1996.
βœ… One of the three Rio Conventions, alongside UNFCCC and CBD.
βœ… India has committed to achieving Land Degradation Neutrality by 2030 and restoring 26 million hectares of degraded land.

πŸ”† Vaishya Tekri Mound

πŸ“ Why in News?
βœ… Madhya Pradesh has begun preparations for the excavation and restoration of Vaishya Tekri, nearly 90 years after its earlier excavation.

πŸ“ About Vaishya Tekri
βœ… Location: Ujjain, Madhya Pradesh.
βœ… Nature: Massive Mauryan-period Buddhist stupa mound.
βœ… Historical Association: Traditionally linked with Emperor Ashoka, who is believed to have built a stupa here during his viceroyalty of Ujjain.
βœ… Naming: Traditionally associated with Devi, Ashoka’s wife, who is believed to have belonged to the Vaishya community.

πŸ“ Buddhist Connections
βœ… The site has been associated with Kanakgiri Vihara mentioned in ancient Buddhist literature.
βœ… It has also been linked with a large stupa described by Chinese traveller Hiuen Tsang.
βœ… However, these identifications remain inconclusive.

πŸ“ Key Features
βœ… Massive Structure: Estimated at around 350 feet in diameter and at least 100 feet high, making it substantially larger than the Sanchi Stupa.
βœ… Construction: Core made of compacted local blackish murum, with large bricks forming the outer facing.
βœ… Engineering: Bowl-shaped masonry at the base helped support the superstructure and resist pressure.
βœ… Moat: A rectangular depression surrounded the stupa, with evidence of a worshippers’ passage on the western side.

πŸ“ Earlier Excavation
βœ… First excavated in 1938–39 by the Archaeological Department of the erstwhile Gwalior State.
βœ… Excavation established that the mound was not natural, but represented the remains of a Buddhist stupa.
