๐ Access and Benefit-Sharing (ABS) โ Biodiversity Conservation
๐ Why in News?
๐ข The National Biodiversity Authority (NBA) crossed โน200 crore in cumulative ABS disbursements.
๐ข A fresh โน8.23 crore was sanctioned to 27 State Biodiversity Boards + 5 UT Biodiversity Councils.
๐ข The amount arose from commercial use of Bitter Gourd, Okra, Chilli and Onion germplasm.
๐ What is ABS?
๐ข Under the Biological Diversity Act, 2002, entities using Indiaโs biological resources for research/commercial purposes are required to share resulting benefits with associated communities/States.
๐ข Latest payments came from Nunhems India, East West Seeds India and Bayer Science and Innovation.
๐ How is the Money Allocated?
๐ข Since the crops were sourced through open markets/traders, individual farmers or communities could not be traced.
๐ข Therefore, on an Expert Committeeโs recommendation, funds are distributed to State/UT biodiversity institutions based on the area under cultivation.
๐ Permitted Uses
๐ข Peopleโs Biodiversity Registers (PBRs)
๐ข In-situ & ex-situ conservation
๐ข Ecosystem restoration & Biodiversity Heritage Sites
๐ข Capacity-building of Biodiversity Management Committees (BMCs)
๐ข Community livelihoods
๐ Key Challenges
๐ข Traceability gap: Actual custodians may remain unidentified when resources pass through open markets.
๐ข Equity concern: Benefits may reach State institutions rather than original knowledge-holders.
๐ข Absorption capacity: BMCs have varying institutional capacity to utilise funds effectively.
๐ข Scale: โน200+ crore remains modest compared with Indiaโs broader biodiversity conservation requirements.
๐ International Linkage
๐ข Supports Indiaโs commitments under the Convention on Biological Diversity (CBD), Nagoya Protocol on ABS and Target 13 of the Kunming-Montreal Global Biodiversity Framework (KMGBF).
๐ Key Terms:
NBA โ National level | SBB โ State level | BMC โ Local level | PBR โ Local biodiversity & traditional knowledge record
