π Brain Death Certification in India
π Why in News?
β The Supreme Court of India has sought expert opinion from AIIMS on the use of EEG and angiogram in brain death certification.
π What is Brain Stem Death?
β Brain death or brain stem death is an irreversible condition where all brain activities permanently stop.
β Automatic functions like breathing also cease completely.
β The body may still function temporarily with life-support systems.
π Major Causes
β Severe road accidents
β Falls and traumatic brain injuries
β Loss of oxygen supply to the brain
π Importance
β Crucial for organ donation such as heart, lungs, liver, kidneys, etc.
π Legal Framework in India
β Governed by the Transplantation of Human Organs and Tissues Act (THOTA), 1994.
β Certification process guided by NOTTO (National Organ and Tissue Transplant Organisation).
π Protocol for Brain Death Certification
π Medical Board
β A 4-member board certifies brain death:
β’ Hospital in-charge
β’ Neurologist/Neurosurgeon
β’ Treating physician
β’ Another registered medical practitioner
π Mandatory Checks
β Doctors must identify the exact cause.
β Reversible conditions like drug intoxication, hypothermia, or metabolic imbalance must be ruled out.
π Apnea Test
β Checks whether the patient can breathe independently.
β Considered subjective and often not properly videographed.
π Repetition Rule
β Brain death must be confirmed twice with a 12-hour interval.
π Role of EEG and Angiogram
π EEG (Electroencephalogram)
β Measures electrical activity in the brain using electrodes.
β In brain death, EEG shows absence of electrical activity.
π Angiogram
β Uses contrast dye and X-rays to check blood flow in the brain.
β In brain death, it shows complete stoppage of blood flow to the brain.
π Key Concerns
β Lack of proper training among doctors
β Inconsistent certification protocols
β Low awareness affecting organ donation rates
β Debate over reliability of apnea test alone

π Defence Acquisition Council Clears Capital Acquisition Proposals Worth βΉ1.10 Lakh Crore
π Why in News?
π’ The Defence Acquisition Council (DAC), chaired by the Raksha Mantri, granted Acceptance of Necessity (AoN) for defence acquisitions worth about βΉ1.10 lakh crore.
π’ Around 98% of the procurement value is planned to be sourced from Indian industry.
π Key Acquisitions
π’ Army: CBRN Reconnaissance Vehicles, High Mobility Vehicles, Self-Propelled Mechanical Mine Layers, Advanced Light Helicopters, Trawl Tanks and Sarvatra Bridge System.
π’ Navy: Arudhra Radars and design & development of indigenous Marine Gas Turbines (MGTs) for warship propulsion.
π’ Air Force: Upgrades for fighters, transport aircraft and helicopters; Ground-Based Multi-Purpose Jammers (GBMPJ) and RFID-based DEFSAC smart-card access system.
π Acceptance of Necessity (AoN)
π’ AoN is the first, in-principle stage of the capital acquisition process under Defence Acquisition Procedure (DAP) 2020.
π’ It is not a signed contract; subsequent stages include Request for Proposal β Trials & Evaluation β Contract Negotiation β Contract Signing β Delivery/Induction.
π Significance
π’ Strengthens Atmanirbhar Bharat in defence procurement.
π’ Promotes domestic defence industry and reduces dependence on foreign suppliers.
π’ Enhances capabilities across all three armed forces.
π’ Indigenous development of Marine Gas Turbines can reduce dependence on foreign vendors for critical propulsion technology.
π Key Challenges
π’ AoN value does not automatically translate into contracts or timely induction; procurement can take years.
π’ The 98% indigenous figure refers to procurement value, while critical subsystems and technologies may still involve import dependence.
π’ Indigenous MGTs are still at the design-and-development stage, indicating continuing near-term dependence on imports.
π UPSC Mains Model Question
Q. βAcceptance of Necessity is only the first step in Indiaβs defence capital acquisition process.β Discuss the stages that follow and the challenges in translating AoN clearances into actual capability induction. (15 marks, 250 words)
π’ Introduction: AoN is the first, in-principle administrative approval under DAP 2020 and does not constitute a procurement contract.
π’ Stages: RFP β trials & evaluation β contract negotiation β contract signing β delivery and induction.
π’ Challenges: Prolonged procurement timelines, delays in trials and negotiations, technology/import dependence, limited indigenous critical-subsystem capability and the gap between sanctioned AoN value and actual contracts.
π’ Conclusion: Faster procurement while deepening indigenous R&D, critical technologies and domestic manufacturing is essential to convert AoN clearances into effective military capability.
