๐Ÿ”† STRUCTURAL OBSTACLES TO INDIAโ€™S NUCLEAR ENERGY GROWTH

๐Ÿ“ 1. Capital Intensity and Financing Risks
๐ŸŸข Nuclear projects require huge upfront investment and long construction periods before revenue generation.
๐ŸŸข Kudankulam Units 3โ€“4: Approved cost increased from โ‚น39,849 crore to โ‚น68,893 croreโ€”approximately 73% escalation.
๐ŸŸข Uncertain financing and tariff competitiveness affect investment decisions.

๐Ÿ“ 2. Construction Delays and Execution Bottlenecks
๐ŸŸข Delays arise from specialised equipment shortages, contractor cash-flow issues and skilled-worker shortages.
๐ŸŸข Kaiga Units 5โ€“6: Commissioning dates were postponed by five years, to June 2031 and June 2032, respectively.

๐Ÿ“ 3. Uranium Import Dependence
๐ŸŸข Indiaโ€™s domestic uranium deposits are relatively low-grade, making extraction costly and energy-intensive.
๐ŸŸข India imported 18,842 metric tonnes of uranium products during 2008โ€“09 to 2024โ€“25.
๐ŸŸข Dependence on imports creates exposure to geopolitical tensions and supply-chain disruptions.

๐Ÿ“ 4. Regulatory and Nuclear Liability Challenges
๐ŸŸข The SHANTI Act, 2025 provides a framework for private participation, subject to government licensing and safety authorisation.
๐ŸŸข Operator liability ranges from โ‚น100 crore to โ‚น3,000 crore, depending on installation category.
๐ŸŸข Regulatory capacity, safety oversight and clarity over liability remain important.

๐Ÿ“ 5. Nuclear Waste Management
๐ŸŸข Safe reprocessing and long-term isolation of high-level radioactive waste remain major challenges.
๐ŸŸข India uses monitored interim storage but has not yet operationalised a deep geological repository (DGR).
๐ŸŸข Public opposition complicates waste-storage site selection.

๐Ÿ“ 6. Slow Progress in Thorium Technology
๐ŸŸข Indiaโ€™s three-stage nuclear programme depends on fast breeder reactors and eventual thorium utilisation.
๐ŸŸข Sodium-cooled reactor engineering, fuel reprocessing and safety validation create technological hurdles.
๐ŸŸข Despite substantial thorium reserves, commercial-scale thorium power generation remains a long-term goal.

๐Ÿ“ 7. Land Acquisition and Public Resistance
๐ŸŸข Displacement, livelihood concerns, ecological sensitivity and safety fears delay projects.
๐ŸŸข Chutka Nuclear Power Project, Madhya Pradesh, has faced prolonged pre-project delays.
๐ŸŸข Protests at Kudankulam and Jaitapur reflect concerns about radiation, seismic safety and marine ecosystems.

๐Ÿ“ 8. Cooling-Water and Climate Constraints
๐ŸŸข Nuclear plants require reliable cooling-water supplies throughout their operating lives.
๐ŸŸข Heatwaves, droughts, floods and storms can threaten generation and supporting infrastructure.
๐ŸŸข Water allocation and ecological impacts must be carefully managed.

๐Ÿ“ 9. NSG and Technology-Transfer Barriers
๐ŸŸข Indiaโ€™s non-membership in the Nuclear Suppliers Group (NSG) limits seamless access to certain global nuclear technologies.
๐ŸŸข Export controls on specialised materials, alloys and instrumentation create procurement challenges.
๐ŸŸข Technology cooperation often depends on bilateral agreements.

๐Ÿ“ 10. Small Modular Reactor (SMR) Commercialisation
๐ŸŸข India targets five indigenous SMRs by 2033.
๐ŸŸข Proposed designs include BSMR-200 (220 MWe) and SMR-55 (55 MWe).
๐ŸŸข Cost competitiveness depends on standardised manufacturing, repeat orders and successful first-of-a-kind deployment.

๐Ÿ”† UPSC MAINS QUESTION
๐Ÿ“ What are the major structural challenges facing Indiaโ€™s nuclear energy sector? Suggest measures to achieve safe, affordable and sustainable nuclear power expansion.
