π BEYOND E20: INDIAβS FLEX-FUEL TRANSITION
π Whatβs in the News?
π’ The Ministry of Road Transport & Highways (MoRTH) amended the Central Motor Vehicles Rules, 1989, to expressly include E100 alongside E85 in emission certification.
π’ The amendment creates a regulatory pathway for Flex-Fuel Vehicles (FFVs), taking India beyond the E20 blending stage.
π’ It is an enabling measure, not a mandatory fuel-switching requirement.
π Understanding Ethanol Fuels
π Ethanol: Alcohol (CβHβ OH) produced by fermenting sugars or starch. It increases petrolβs octane number and supports combustion, but has approximately one-third less energy per litre than petrol.
π’ E20: 20% ethanol by volume.
π’ E85: Up to 85% ethanol.
π’ E100: Predominantly ethanol.
π’ 1G Biofuels: Produced from sugarcane juice, molasses, maize and other food-grain feedstocks.
π’ 2G Biofuels: Produced from agricultural residues, such as rice straw.
π Flex-Fuel Vehicles (FFVs)
π’ Run on different ethanol-petrol blends within their certified range using a single fuel tank.
π’ Sensors and engine controls adjust to the fuel mixture, while compatible fuel-system materials resist ethanolβs corrosive effects.
π’ Important: E10/E20 compatibility does not automatically make a vehicle suitable for E85/E100. Check the manufacturerβs manual and fuel-compatibility sticker.
π Indiaβs Ethanol Blending Journey
π’ 2003: Ethanol Blended Petrol (EBP) Programme introduced.
π’ 2018: National Policy on Biofuels set the original E20 target for 2030.
π’ 2021: NITI Aayogβs roadmap advanced the E20 target to 2025.
π’ 2022: E10 blending achieved; the E20 target was brought forward.
π’ 2024β25: E20 blending achieved, five years ahead of the original 2030 target.
π’ 2026: E85/E100 flex-fuel vehicle certification pathway introduced.
π Significance for India
π Energy Security
π’ Domestically produced ethanol can partially substitute imported crude oil and reduce the import bill.
π Agriculture
π’ Creates additional markets for sugar mills and grain growers and can help sugar mills clear cane-price arrears.
π Environment
π’ Suitable engines may reduce certain exhaust pollutants and lifecycle greenhouse-gas emissions, depending on feedstock and production methods.
π Technological Transition
π’ FFVs can enable higher ethanol utilisation beyond the practical blending ceiling for ordinary vehicles.
π Challenges and Concerns
π’ Food vs Fuel: Diversion of maize and rice to ethanol may increase food and animal-feed prices.
π’ Water Footprint: Sugarcane cultivation is water-intensive and may aggravate groundwater stress.
π’ Mileage: Lower energy content can increase fuel consumption per kilometre, requiring competitive E85/E100 pricing.
π’ Infrastructure: Wider adoption requires compatible vehicles, dispensing stations and reliable ethanol supplies.
π’ Policy Coordination: FFVs and flex-fuel hybrids must be integrated coherently with Indiaβs electric-mobility transition.
π Institutions & Key Terms
π’ PM JI-VAN Yojana (2019): Supports advanced biofuel projects, including second-generation biofuels.
π’ Global Biofuels Alliance: Co-founded by India at the 2023 G20 New Delhi Summit.
π’ ESY: Ethanol Supply Year, running from November to October.
π’ OMCs: Oil Marketing Companies, including IOCL, BPCL and HPCL.
π’ FFV-SHEV: Flex-Fuel Strong Hybrid Electric Vehicle.
π Way Forward
π’ Expand sustainable, residue-based ethanol production.
π’ Align fuel pricing with mileage and operating costs.
π’ Develop vehicle models, refuelling infrastructure and dependable ethanol supply together.
π’ Protect food security and water resources while assessing lifecycle emissions.
π UPSC Mains Practice Question
Having achieved E20 blending, India is preparing for flex-fuel vehicles that can run on E85 and E100. Critically examine the opportunities and challenges of high-ethanol fuels for Indiaβs energy security, agriculture and environment. (15 marks, 250 words)

π Heatwave Exposure Among Infants and Older Adults
π’ Lancet Countdown on Health and Climate Change: India ranks among the countries with the highest heatwave exposure for infants and older adults, alongside China, the US and Russia.
π’ Global heatwave exposure in 2025: Older adults experienced 10.8 billion person-days of heatwaves, while infants experienced 1.1 billion person-days.
π’ Average exposure: 12.8 heatwave days per older adult and 8.7 days per infant.
π’ In India, people experienced over 2,600 hours annually of moderate or higher outdoor heat stress, affecting sleep and agricultural and labour productivity.
π’ The report urges governments to formally recognise climate change as a global health emergency.
π ECONOMY
π Indiaβs Soybean Imports (2025β26)
π’ Indiaβs soybean imports reached a record 1.1 million metric tonnes in the marketing year ending 30 September 2026, compared with around 2,000 tonnes in the previous year.
π’ Higher domestic soybean prices prompted processing mills to increase overseas purchases.
π’ India permits imports only of non-GM soybeans, limiting sourcing to countries including Niger, Benin, Togo and Nigeria.
π’ Niger was the largest supplier, accounting for over 430,000 tonnes.
π’ Customs authorities investigated shipments declared as originating in Niger over suspected mislabelling of Nigerian cargoes to evade tariffs.
π’ Indiaβs soymeal exports halved to 1 million tonnes in 2025β26.
π ENVIRONMENT
π Gerrothorax maritimus: Fully Marine Stem Amphibian
π’ Discovered in Guizhou Province, China, and announced in October 2026.
π’ Lived approximately 237 million years ago during the Late Triassic period.
π’ Two nearly complete fossil skeletons were found in an ancient offshore marine environment.
π’ Measured approximately 737 mm (about 3 feet) long, with a chunky, disc-shaped, bottom-dwelling body covered in heavy bony plates.
π’ Its armour may have protected it from marine predators such as ichthyosaurs.
π’ It was a bottom-dwelling ambush predator that sucked prey from the seafloor, similar to a modern wobbegong shark.
π’ Research findings were published in Nature Ecology & Evolution.
π Siang Upper Multipurpose Project (SUMP)
π’ Proposed 11,200 MW hydropower and water-storage project on the Siang River, Arunachal Pradesh, designed by NHPC Limited.
π’ If completed, it would be Indiaβs largest hydropower project.
π’ Intended benefits include electricity generation, water-table improvement and flood moderation.
π’ Strategic significance: A proposed buffer against sudden water-flow changes associated with Chinaβs planned 60,000 MW hydropower project on the Yarlung Tsangpo in Tibet.
π’ India estimates the Chinese project could divert up to 40 billion cubic metres (BCM) of water or create a risk from sudden releases.
π’ Declared a National Project in 2008; it remains stalled at the pre-feasibility survey and technical assessment stages amid local resistance.
π Oxfam Report: Carbon Emissions and Inequality
π’ Report: βDisaster Divide β How Climate Chaos Deepens Inequality and Enriches the Few.β
π’ The richest 0.1% (about 8 million people) produce more carbon pollution than the poorest 3.5 billion people combined.
π’ A person in the richest 0.1% contributes nearly 400 times more to extreme heatwaves than someone in the poorest half of the global population.
π’ The richest 1% are responsible for 20% of global warming since 1990βaround 100 times more per person than the poorest half.
π’ Private jets collectively emit more COβ in two seconds than a person in the poorest half emits in an entire year.
π’ Emissions from the richest 1% are projected to cause 1.9 million excess heat-related deaths and nearly $53 trillion in economic damage by 2050.
π’ The report highlights how wealthy investors in high-polluting industries can also profit from disaster recovery, preparedness and insurance.
π Indiaβs Four Publications on Biodiversity and Biosafety
π’ Released at a side event during COP-17 of the Convention on Biological Diversity (CBD) in Yerevan, Armenia.
π’ Launched by Union Minister Bhupender Yadav, along with officials from the NBA, UNDP, Armenia and the CBD Secretariat.
π’ Four publications:
π’ Guidelines for Designation of Indiaβs Other Effective Area-Based Conservation Measures (I-OECMs), 2026 β criteria for recognising conservation outside protected areas.
π’ 5th National Report on the Cartagena Protocol on Biosafety β Indiaβs governance of living modified organisms.
π’ The Convention on Biological Diversity Handbook: Reference Guide and Indian Perspective β support for international negotiations.
π’ Indiaβs ABS Success Story β Indiaβs leadership in Access and Benefit-Sharing under the Nagoya Protocol.
π SECURITY
