📝 Mains Model Answer

Health budgetary allocation must go up if India is to prepare for an unpredictable epidemic. Comment.

Introduction:
The COVID-19 pandemic demonstrated that epidemics can rapidly overwhelm healthcare systems, disrupt economic activity and deepen social inequalities. For India, higher and better-targeted public health expenditure is therefore essential to build preparedness, resilience and universal access.

Why higher health allocation is necessary

🟢 Strengthening health infrastructure: Greater investment is required in hospitals, ICU beds, laboratories, oxygen systems, diagnostics and emergency stockpiles to respond to sudden surges in demand.

🟢 Addressing human-resource gaps: India needs sustained investment in doctors, nurses, paramedical personnel, epidemiologists and community health workers, particularly in rural and underserved regions.

🟢 Improving rural healthcare: Unequal distribution of hospitals, beds and medical professionals makes rural and vulnerable populations particularly susceptible during epidemics.

🟢 Disease surveillance: Higher allocation can strengthen real-time surveillance, genomic sequencing, early-warning systems and research for emerging infectious diseases.

🟢 Reducing financial vulnerability: High out-of-pocket expenditure can push households into financial distress. Greater public financing can improve affordability and access to essential healthcare.

🟢 Prevention over cure: Investment in primary healthcare, vaccination, sanitation, nutrition and health awareness can reduce the burden of preventable diseases and improve epidemic resilience.

Way Forward

🟢 Move towards adequate and predictable public health financing, with greater emphasis on primary and preventive healthcare.
🟢 Strengthen Ayushman Bharat and Health & Wellness Centres and improve last-mile delivery.
🟢 Build stronger Centre–State coordination and integrate public and private healthcare capacities during emergencies.
🟢 Establish robust pandemic surveillance, research and rapid-response mechanisms.
🟢 Use technology, telemedicine and digital health systems to expand access.

Conclusion:
Epidemic preparedness should be viewed not merely as expenditure but as an investment in human capital and economic resilience. India needs a health system that is adequately financed, prevention-oriented and capable of rapidly scaling up during unforeseen health emergencies.

🔆 Mains Model Answer

Q. “Honesty as a policy always comes with a price. The path of honesty, like dharma, is straight yet seldom simple.” Elaborate. Discuss the importance of honesty in civil services.

📍 Introduction
Honesty means being truthful and open. It is a facet of moral character that includes integrity, truthfulness and straightforwardness of conduct, along with the absence of lying, cheating and theft. However, honesty often comes at a price, demanding sacrifice, courage and the strength to overcome hurdles created by society and the system.

📍 Why is the path of honesty not easy?
🟢 Requires courage and self-discipline: It takes considerable courage to remain honest with oneself and others. The honest person may be considered impractical or even abnormal for refusing to compromise.
🟢 Straight yet seldom simple: Though honesty appears simple in principle, its practice is difficult. Straightforwardness and blunt reactions can create conflicts, even with close and loved ones.
🟢 Often not immediately rewarded: Honesty may attract criticism, derogatory remarks and pressure from corrupt individuals to compromise. While honesty may eventually be recognised, the wait can be unpredictably long.
🟢 Loneliness and isolation: Honest individuals often suffer lonely struggles and isolation. They may be shunned by friends, family or colleagues for being too idealistic and not sufficiently practical.
🟢 Requires perseverance: Like the difficult road in the question, the honest person must continue despite obstacles, setbacks and personal costs, driven by a strong inner moral force.

📍 Importance of Honesty in Civil Services
🟢 Public welfare: A civil servant’s decisions affect millions of lives. Honesty ensures that day-to-day administration, development and public welfare are guided by the interests of the people.
🟢 Protection of the vulnerable: Dishonesty in public service can make the poor, illiterate and marginalised the biggest victims. For example, corruption in a road contract can lead to poor-quality roads, accidents, vehicle damage and pollution.
🟢 Probity and democratic governance: Honesty and integrity promote probity in public service, in line with the democratic spirit of the Constitution. They help civil servants distinguish between what is right and wrong while resolving conflicts and taking decisions.
🟢 Good governance: An honest officer improves the work culture and motivates subordinates to act with integrity, ensuring effective and ethical delivery of public services.
🟢 Responsible use of power: Civil servants at higher levels are entrusted with policy formulation and decision-making that can influence the entire nation. Therefore, honesty towards oneself, one’s duty and public purpose is essential to ensure that power is used for its designated purpose.

📍 Conclusion / Way Forward
🟢 Honesty may indeed demand courage, sacrifice and even personal suffering. However, civil services require institutional environments that protect honest officers, promote ethical conduct and ensure accountability. Ultimately, honesty must become not merely a personal virtue but the foundation of public service, because the true test of an honest civil servant is the ability to continue on the right path even when the road is difficult.

🔆 SOCIAL AUDIT — MODEL ANSWER

Q. What do you understand by the term ‘Social Audit’? Discuss how it aids in good governance.

🔆 Introduction

Social Audit is a participatory process through which the community critically examines the implementation, expenditure and outcomes of government programmes. It involves primary stakeholders, local administration and community institutions, thereby making governance more transparent, accountable and participatory.

🔆 How does Social Audit aid Good Governance?

🟢 Reduces corruption: Community scrutiny can expose irregularities, leakages and malpractices. For instance, social audits under MGNREGA in Anantapur, Andhra Pradesh helped check corruption.

🟢 Transparency & accountability: Verification of official records and expenditure, including information obtained through RTI, enables citizens to question deviations and hold implementing agencies accountable.

🟢 Monitoring & feedback: It provides ground-level feedback on the quality of works, wage payments, beneficiaries and service delivery, helping improve programme performance.

🟢 People’s participation: It transforms beneficiaries into active stakeholders. Under MGNREGA, social audits have contributed to proper job-card entries, awareness about wage slips and improved worksite facilities.

🟢 Empowers marginalised groups: It provides voice to poor and excluded communities, enabling them to influence local development priorities and assess the performance of elected bodies.

🟢 Policy evaluation: By identifying physical and financial gaps between planned and actual outcomes, social audits help improve policy design and implementation.

🟢 Strengthens local governance: It empowers the Gram Sabha, improves record-keeping by Panchayats and strengthens grassroots democratic accountability.

🔆 Issues

🟢 Weak implementation: Social Audit Units in several States have faced difficulties in accessing records and ensuring that reports reach Gram Sabhas in local languages.

🟢 Lack of institutionalisation: Auditors may face resistance, intimidation and dependence on implementing agencies.

🟢 Administrative apathy: Delayed documents, postponement of audits and inadequate action on findings weaken the process.

🟢 Low participation: Livelihood pressures and lack of awareness can limit community participation.

🔆 Way Forward

🟢 Make implementing agencies legally responsible for providing records and acting upon findings.

🟢 Use MIS and digital platforms to track programme implementation and facilitate feedback.

🟢 Encourage civil society, universities and Village Resource Persons to participate in audits.

🟢 Strengthen media outreach and Gram Sabha awareness.

🟢 States can draw lessons from Meghalaya’s Community Participation and Public Services Social Audit Act, 2017.

🔆 Conclusion

Social Audit converts citizens from passive beneficiaries into active participants in governance. By institutionalising community scrutiny, ensuring follow-up action and protecting the independence of auditors, it can bridge the gap between policy objectives and actual outcomes, thereby strengthening participatory, transparent and accountable governance.
