Niantic has acknowledged a current issue which prevents Agents that are in the process of a Recursion to change their faction. They are working to resolve this as quickly as possible and recommend to hold off on Recursions until the issue is fixed.
If you have already recursed and were not able to switch factions, you can open a support ticket within 48 hours of your Recursion. NIA Ops will be able to manual switch your faction which will not count towards the "one-time faction change exception" (more commonly known by Agents as the manual faction change via support which resets an Agent to L1).
If you still plan on recursing, you can try these steps which have seen some success (but which are not guaranteed to work):
- Hit level 16
- Restart the Scanner
- Recurse
- If no Faction choice after recurse, try restarting the Scanner again before doing any actions generate AP
If these steps didn't work, submit a ticket for a manual Faction Change.

A new update to Ingress Prime was announced by Niantic!
In update 2.123.1, Portal Scanning was updated to support the latest Niantic Lightship AR version. This version now includes quality checks before you can upload a scan and rejects your scan if it doesn't pass these checks (scanned feet/ground, too dark etc.). In the gif above, you can see how the new scanning process works.
Additional bug fixes include a fix for the non-functional "Choose your faction" screen sometimes suddenly appearing for some Agents as well as fixes to Overclock sound settings.

Update 2.123.1 brought with it an update to Lightship ARDK which is used in Portal Scanning and Overclocking. Android phones are required to use Googles ARCore to make use of it and if they're not supported, the options for Portal Scanning are hidden in the scanner.
With the newest update however, it seems like Ingress instantly crashes on phones that do not support ARCore. If your phone is not on the list of supported devices below, disable automatic updates on Google Play and do not update until Niantic fixes the problem.

Niantic has released version 2.123.2 for Android, which fixes the issue where the game crashes immediately after launch.
The problem didn't seem to be with ARCore, as we assumed, instead old GPUs in phones seem to have caused problems.
