In a simulated test staged by the US military, an air force drone controlled by AI killed its operator to prevent it from interfering with its efforts to achieve its mission.

AI used “highly unexpected strategies to achieve its goal” in the simulated test, said Col Tucker ‘Cinco’ Hamilton, the chief of AI test and operations with the US air force, during the Future Combat Air and Space Capabilities Summit in London in May.

“The system started realising that while they did identify the threat, at times the human operator would tell it not to kill that threat, but it got its points by killing that threat. So what did it do? It killed the operator. It killed the operator because that person was keeping it from accomplishing its objective,” he said, according to a blogpost.

“We trained the system – ‘Hey don’t kill the operator – that’s bad. You’re gonna lose points if you do that’. So what does it start doing? It starts destroying the communication tower that the operator uses to communicate with the drone to stop it from killing the target.” No real person was actually harmed outside of the simulation.

@LauraRuHK

Argentina could join the New Development Bank (NDB) of the BRICS group of leading emerging nations as early as in August

Bank President Dilma Rousseff reportedly told Argentine Economy Minister Sergio Massa that the bank's board of directors formally authorized a vote on Argentina's admission to the bank at the next meeting.

The proposal, put forward by Brazil, will be discussed at the next meeting of the board of directors in the first half of August in South Africa, the report said.

The NDB is an international financial institution established in 2014 at the annual summit. The NDB aims to mobilize resources for infrastructure and sustainable development projects in BRICS and other emerging markets and developing countries through the provision of loans, guarantees, and other financial instruments.

Learning from China - Russia's economic management model in recent years has increasingly taken into account China's experience, Minister of Economic Development Maxim Reshetnikov told Vedomosti during Prime Minister Mikhail Mishustin's visit to China. He named two principles characteristic of China's system which have begun to be applied in Russia.

Firstly, according to the minister, the planning horizon has been lengthened considerably. The period to 2030 is now seen as more of a medium-term horizon, with plans to address strategic issues being made to 2040-2045.

The second area to which the authorities are paying much more attention is demand monitoring. When there is a decline in consumption - both among the population and in the corporate sector - the authorities react quickly and compensate drawing from the budget.

"In recent years, we have become much less afraid of borrowing and have started to use budget deficits as a tool for economic development".

"On the one hand, we see all the results from China and this is something we have a great deal of respect for. On the other hand, it is important not to overinvest in infrastructure, but to invest also in technology development. These are often high-risk projects that need state subsidies," the minister explained.

Certainly, it is impossible to tell, that we borrow any elements from the Chinese model - to adopt it it is simply technically impossible, Reshetnikov has summarized: "We have our own institutes, own practice, principles. But we carefully analyse and take into account the experience of our Chinese colleagues".
The transition to new principles was completed last year, he said. According to him, the main change is the achievement of a qualitatively different level of coordination between the fiscal and monetary policies. The government and the Central Bank, he said, are now actually drafting their plans on the basis of a common goal: a sustainable increase in GDP while maintaining financial stability. Increased coordination, he said, was evident even from a superficial examination: at least the participation of the Central Bank chairperson or her deputies in the meetings of the government on economic issues has become a rule. Representatives of the Finance Ministry and the Ministry of Economic Development have begun to participate in meetings of the Central Bank's board of directors, although not as voting members. In addition, the President holds regular meetings with members of the government on economic issues, in which the Chairperson of the Central Bank traditionally participates. @LauraRuHK https://finance.mail.ru/2023-06-02/vlasti-adaptirovali-kitayskie-principy-upravleniya-ekonomikoy-56461053/

All eyes on Singapore - The 20th Shangri-La Dialogue, a key security summit in the Asia-Pacific, gets under way in Singapore from Friday to Sunday. The dialogue, organized by the London-based International Institute of Strategic Studies (IISS), is expecting about 600 delegates from more than 40 countries and regions.

US Secretary of Defense Lloyd Austin will deliver a speech on Saturday, themed, "US leadership in the Indo-Pacific", which is rather tone-deaf in a region that has seen its share of US-style "leadership" and isn't impressed. Despite knowing the Shangri-La Dialogue is a platform dominated by Western countries to attack China, China comes anyway. Li's attendance at the Shangri-La Dialogue speaks for itself. It shows the PLA is willing to talk to regional countries, and jointly pursue Asia's stability, experts said.

China wants to keep its military communication with other countries open despite tensions with the US. During the event, China will have face-to-face bilateral talks with defense chiefs from a dozen countries, and military dialogues will be unfolded at different levels, not just between defense ministers. A fierce debate between China and the US will be inevitable. The Chinese People's Liberation Army (PLA) delegation has attracted much attention, especially with the debut attendance of Chinese State Councilor and Minister of National Defense Li Shangfu at the Shangri-La Dialogue.

Li will make a major speech on "China's New Security Initiatives" on Sunday morning. Li's attendance at the Shangri-La Dialogue will be vital to expound China's vision on global and regional stability. China-proposed Global Security Initiative (GSI) for common, comprehensive, cooperative and sustainable security is crucial to addressing regional and global security challenges aggravated by unilateralism and confrontations, experts said.

There has also been wide speculation on whether there will be direct communication between Li and his US counterpart Lloyd Austin at the event despite an official meeting is unlikely given the fact that the US had been constantly infringing on China's interests.
Li and US Secretary of Defense Lloyd Austin shook hands at the Shangri-La Hotel before the opening dinner, the first time the two have met since Li assumed office. But the interaction was limited to this gesture. @LauraRuHK https://www.globaltimes.cn/page/202306/1291865.shtml

#CGTNFirstVoice: Since 2002, #SLD has seen Western countries playing a leading role in the agenda setting of Asia's security. Under the name of sharing views on diplomacy, countries outside the region have been making waves in Asia.

In 2018, the U.S. announced it would sanction Li Shangfu. Till now, the U.S. has not lifted the sanctions. Worse still, it has intensified attacks against Beijing on issues concerning China's sovereignty. The U.S. has shown no sincerity in talks with China.

The essence of the U.S. Indo-Pacific strategy is to woo more Asian countries, contain China's development and maintain American hegemony. However, the U.S. has miscalculated its strategy.

Russia will not negotiate with terrorists who target civilians - Not even two weeks have passed since the previous attempt by Ukrainian troops to break into the Belgorod region. Yesterday it was repeated again. Some two motorized infantry companies, supported by tanks, tried to break through to Shebekino. Unlike the previous time, they failed to advance beyond the border.
When it became clear that they could not break through, they began massive shelling of Shebekino and other residential districts of the Belgorod region, and an attempt was made to launch a drone strike on the region's administrative centre. And judging by the way in which these actions were amplified on social media by the staff of the propaganda office, such a scenario had been considered in advance. Fortunately the local authorities managed to evacuate the area quickly, but at least 11 people were still injured.
Symbolically, on the same day the "What kind of Ukraine do we need?" forum was held in Moscow. Zelensky was not invited, but he apparently decided to give the right answer to this question.
We do not need any. As long as the current Kiev regime remains in power, there can be no negotiations. At the same time we must admit that Ukraine has come a long way in a year and a half. Nations are born in wars. And before our eyes, the Ukrainian nation is kneaded on the basis of Russophobia, hatred for everything Russian and for all Russians. And as long as Ukraine as a state has a potential even remotely comparable to the current one, Russia will not be able to exist and develop peacefully. Only with Ukraine liberated from right-wing radical ideas can Russia sit down at the negotiating table. But there is still a long way to go before that.
“ We are ready for a counteroffensive” - Volodymyr Zelensky in an interview with WSJ.

But then he clarified:

▪️Ukraine needs more Patriot systems to protect both civilians and the military on the front lines.

▪️RF has air superiority. The lack of protection from enemy aircraft means that many soldiers will die during the counter-offensive.

▪️Biden helped Ukraine more than Trump. When the latter was president, there was no "full scale". But the likely change of administrations is frightening

While both Chile and the United States have freedom of expression enshrined in their constitutions, neither government has issued a statement on the arrest of Chilean/American citizen Gonzalo Lira, a popular war blogger who has been living in Kharkov, Ukraine for several years. On May 1, Ukrainian state security agents arrested Lira for the second time in just over a year.

The first time he was jailed, Lira emerged after several days, announcing his freedom to the public through new social media accounts. This time, however, Ukrainian authorities charged him with the alleged crime of justifying “Russia’s armed aggression” and disseminating “fakes about the war in Ukraine.” If convicted of these crimes, he faces 13 years in prison. His father talked to The Grayzone and fretted that the Ukrainian government was preparing a “kangaroo court” for his son. https://thegrayzone.com/2023/06/01/father-gonzalo-lira-american-jailed-in-ukraine-imprisonment/?s=35

Switzerland refuses to supply weapons to Ukraine

98 members of the National Council (Parliament) of Switzerland voted against the bill, which allowed other states to transfer Swiss-made weapons to Ukraine, 75 voted for its adoption. This country has a so-called war materials law that prohibits the supply of Swiss weapons to warring countries.

Despite pressure from Kyiv and its allies, Switzerland has not yet been given permission to re-export its weapons. To date, it has already turned down multiple requests, including from Germany, Spain, and Denmark, remaining true to its neutrality while expressing clear support for Kyiv.

In June 1989, when i was still living in Milan, i attended a rally in support of the Chinese students who had gathered in Tiananmen Square. I knew nothing about China but as a young activist i thought all student protests were genuine and worthy of support. Little did i know Gene Sharp, the father of colour revolutions, was in Beijing instructing students, that NED and Soros had invested a lot of money in this protest. Ten years later, in 1999, i attended a candlelight vigil to mark the tenth anniversary of what in Hong Kong is known as "June 4", a ritual that received generous support from NED and other US outfits. On that occasion i picked up a booklet published by Human Rights in China, an organization based in New York and funded by the US government, that had compiled a list of 155 victims among protesters but had conveniently omitted to mention that casualties among the PLA soldiers sent to quell the riots were even higher. To put these figures into perspective, in 1980 the South Korean military regime admittedly killed 165 students, though the opposition puts the death toll at over 600. In 1998 in Indonesia the Suharto regime was responsible for the massacre of around 1000 protesters. Many people in the West never heard of what happened to students in South Korea and Indonesia but for reasons you can easily imagine, the "Tiananmen massacre" narrative is still going strong in the West. In recent years I had several interesting chats with foreign diplomats who were in Beijing in 1989 and also read articles published by mainstream media at the time. Interestingly their accounts are far more in line with the Chinese official narrative than what you may read on Wikipedia these days. If you are interested in the topic, this is a pretty informative source. It states that the Tiananmen Square massacre was a hoax because no one died in the square itself, most people (workers and soldiers, but very few students) were killed elsewhere. A fact confirmed by a Wikileaks cable from the US Embassy in Beijing (sent in July 1989) that quoted eyewitness accounts of a Latin American diplomat and his wife: “They were able to enter and leave the [Tiananmen] square several times and were not harassed by troops. Remaining with students … until the final withdrawal, the diplomat said there were no mass shootings in the square or near the monument.” @LauraRuHK https://www.criticalsocialworkpublishinghouse.com/post/1989-tiananmen-square-student-massacre-was-a-hoax

#TiananmenSquareMassacre? Once upon a time Western journalists dared to question the official narrative. Students didn't die in the square, but was blood spilled in June 1989 in Beijing? Yes, about 200-300 people died in violent riots in various parts of Beijing — and about half of those who died were soldiers and cops sent to thwart this US-led colour revolution. @LauraRuHK

@LauraRuHK https://canadianpatriot.org/2021/08/20/the-comprehensive-tiananmen-square-massacre-hoax-dossier/

The Tiananmen Square protest was so "spontaneous" that student leaders were exfiltrated by the MI6 and CIA in what is known as Operation Yellowbird.

Apparently Yellowbird didn't exfiltrate only student leaders in 1989, more than 400 people, were smuggled through Hong Kong, and then onwards to Western countries. @LauraRuHK

A senior Chinese general lashed out at US Secretary of Defence Lloyd Austin on Saturday, accusing him of “seriously distorting the facts and truth” of Taiwan’s status.
At the Shangri-La Dialogue in Singapore, Lieutenant General Jing Jianfeng, vice chief of the Central Military Commission’s Joint Staff Department, said Austin had tried to “pull out of Beijing’s one-China principle”.
“The US’ comments on Taiwan ignore the facts, distort the truth and are completely wrong,” Jing said on the conference’s sidelines.
“First, there’s only one China in the world, and Taiwan is a sacred and inalienable part of Chinese territory.
“Second, the one-China principle represents the consensus of the international community.
“Third, it is the common aspiration and sacred responsibility of all Chinese people, including our Taiwan compatriots, to complete the reunification of the motherland.”
Jing accused the US of hollowing out the one-China principle – which is not US policy – by strengthening exchanges between US and Taiwanese officials, condoning Taiwanese separatist activities and selling more and more capable weapons to Taiwan.
“It has frequently transited through the Taiwan Strait to flex muscles and induced other countries to interfere in the Taiwan question.” The comments came after Austin told the defence conference that the US network of friendly countries in Asia would defend against coercion, especially in the Taiwan Strait.

Jing warned independence-learning forces and other countries that the People’s Liberation Army was “fully prepared” for a fight for Beijing’s long-standing goal of “reunification”.
“The Chinese PLA Army stands fully prepared and ready to firmly defend China’s sovereignty, reunification and territorial integrity at any time,” he said. (Source: SCMP) @LauraRuHK
