NEW RELEASE: Compact Compiler 0.24.0 with Compact Language 0.16.0 released

Hey everyone! The Midnight Compiler 0.24.0 has now been released and includes a Compact language change from version 0.15.0 to 0.16.0. This upgrade brings significant changes to enhance the Compact Compiler functionality, optimize the Compact Language, along with many bug fixes to further elevate your development experience.

🔑 Key Changes & Highlights:

__Compact Language Changes__
- Naming convention on standard library changed from ‘snake_case’ to ‘camel_case’
- Exported Circuit and Constructor arguments are required to be disclosed
- Ledger Read and Removal Operations can require values to be disclosed
- Branch Condition expressions are sometimes required to be disclosed
- ‘assert’ is now a function-like expression operator
- The ‘=’, ‘+=’, and ‘-=’ operators are now expressions
- Trailing commas now allowed at the end of argument lists
- ‘mint_token’ changed from a 128-bit ledger to a 64-bit ledger and was changed to the camel-cased ‘mintToken’.
- No more changes to exported ledger fields spelling
- No longer allow multiple exported circuits whose names differ only in casing
- ‘std.compact’ file removed

__Compact Compiler Improvements__
- Improved error reporting for missing disclose operators
- Improved error messages for ‘=‘, ‘+=’, and ‘-=’ expressions
- Improved error message for duplicating names from standard library
- Improved error message for invalid exports
