The UN Special Envoy for #Yemen Hans Grundberg delivered his briefing today to the #UN Security Council.

✍🏽 Key points included:

✅ The Special Envoy stressed that Yemen’s conflict cannot be separated from wider regional dynamics: “Yemen is both a mirror and a magnifier of the region’s volatility. Stability in one arena depends on progress in the other.”

✅ He warned against an alarming and dangerous intensification of hostilities between Ansar Allah and Israel. “This escalatory cycle must end.”

✅He warned that “if Yemen is perceived and addressed primarily through the lens of regional concerns, the voices, the needs and the aspirations of the Yemenis themselves become sidelined”. He called for a focus back on Yemen, its internal challenges and on unlocking its great potential.

✅ On the latest wave of arbitrary detentions by Ansar Allah, the Special Envoy warned that the detention of over 40 UN staff, along with the violation of UN premises and property, represents “an egregious escalation” against the UN itself. He expressed solidarity with all detained colleagues and stressed he would continue to work for their unconditional and immediate release. He also urged Ansar Allah to repatriate the surviving crew members of Eternity C.

✅ He highlighted that thousands of Yemenis are detainedas a result of the conflict. He urged progress and reaffirmed the continuous work of his office with the parties to ensure the release of all conflict-related detainees under the “all-for-all” principle.

✅ On the frontlines in Yemen, he noted that while relative calm and stability continues to hold, recent military activity in Al Dhale’, Ma’rib and Ta’iz serves as a warning that miscalculations could trigger a return to full-scale conflict. He called for de-escalation and for meaningful security dialogue with all relevant actors. He also highlighted the opening of key roads over the last year as evidence that cooperation is possible.

✅ The Special Envoy noted that the work of the Government of Yemen has helped improve the Yemeni economy, with hard won gains to the value of the currency and a reduction in the cost of living. He welcomed constructive dialogue with the Central Bank in Aden, ministers, and private sector representatives, stressing the need to depoliticize national institutions and take a nationwide view to realize Yemen’s full economic potential.

✅ He reaffirmed that dialogue—however difficult—is the only viable path to bridge divides. He outlined that the best way forward is to engage on the commitments made towards a roadmap, making sure they are anchored in Yemeni ownership and responsive to current challenges and broader, regional security needs.

✅ He thanked the Council for their role in supporting a credible, Yemeni-led, regionally supported political agreement.

✅ شدد المبعوث الأممي على أن الاستقرار في اليمن لا يمكن فصله عن الديناميكيات الممتدة في المنطقة: "فاليمن يعد مرآة لاضطرابات المنطقة ومكبّر لها في آن واحد."

✅ حذّر من تصعيد مقلق في الأعمال العدائية بين أنصار الله وإسرائيل. "لقد آن الأوان لوقف هذه الدورة المستمرة من التصعيد."

✅ حذّر قائلاً: " إذا جرى النظر إلى اليمن والتعامل مع أوضاعه بشكل رئيسي من زاوية المخاوف الإقليمية، فإن أصوات اليمنيين واحتياجاتهم وتطلعاتهم ستُهمَّش." ودعا إلى إعادة التركيز على اليمن، وتحدياته الداخلية وإبراز إمكاناته الكبيرة.

✅ فيما يتعلق بالموجة الأخيرة من الاعتقالات التعسفية التي نفذتها أنصار الله، حذّر المبعوث الخاص من أن احتجاز أكثر من 40 موظفاً من موظفي الأمم المتحدة، إلى جانب اقتحام مقار الأمم المتحدة، والاستيلاء على ممتلكاتها، يُعد "تصعيداً صارخاً" ضد الأمم المتحدة بحد ذاته. وعبّر عن تضامنه مع جميع الزملاء المحتجزين، وأكد أنه سيواصل العمل من أجل الإفراج عنهم فوراً ومن دون قيد أو شرط. كما كرر حثّه لأنصار الله على إعادة أفراد طاقم السفينة إيترنيتي سي الناجين.

✅ أشار إلى أن آلاف اليمنيين محتجزون نتيجة النزاع. وحثّ على إحراز تقدم وأكد على استمرار عمل مكتبه مع الأطراف لضمان إطلاق سراح جميع المعتقلين على خلفية النزاع، عملاً بمبدأ "الكل مقابل الكل".

✅ فيما يتعلق بخطوط المواجهة في اليمن، أشار أنه من استمرار الاستقرار والهدوء النسبي فإن الأنشطة العسكرية الأخيرة في مناطق مثل الضالع ومأرب وتعز تُنذر بأن أي حسابات خاطئة من أي طرف قد تدفع نحو عودة نزاع شامل.. ودعا إلى خفض التوتر والحفاظ على حوار أمني بنّاء مع جميع الأطراف المعنية. وأشار إلى إن فتح طرق رئيسية خلال العام الماضي يُبرز أن التعاون أمر ممكن.

✅ وأشار المبعوث الخاص إلى أن جهود الحكومة اليمنية ساعدت في تحسين الاقتصاد اليمني، والتي حققت بجهد كبير في رفع قيمة العملة وخفض تكاليف المعيشة. ورحّب بالحوار البنّاء مع البنك المركزي في عدن، والوزراء وممثلي القطاع الخاص، مُشدداً على ضرورة إبعاد المؤسسات الوطنية عن التسييس وتبني رؤية وطنية جامعة لتحقيق الإمكانات الاقتصادية الكاملة لليمن.

✅ جدد التأكيد على أن الحوار – مهما كان صعباً – يظل السبيل الوحيد الممكن لرأب الفجوة. وأوضح أن أفضل طريق للمضي قُدماً هو الانخراط في الالتزامات التي تم التعهد بها تجاه خارطة الطريق، مع ضمان أن تكون مرتكزة على ملكية يمنية، وأن تستجيب للتحديات الراهنة وللاحتياجات الأمنية الإقليمية الأوسع.

During his briefing to the Security Council, the UN’s Special Envoy for Yemen stressed:

✅Yemen’s unresolved conflict is a fault line, sending tremors across its borders and amplifying regional rivalries.
✅The latest arbitrary detention of 22 UN staff in Sana’a and Hudaydah is an egregious escalation by Ansar Allah, endangering peace efforts and humanitarian support.

In response to a question from “Yemen Future” on the assassination of Ms. Iftihan Al-Mashhari, Director of the Cleaning and Improvement Fund in Taiz, the UN Special Envoy for Yemen, Hans Grundberg, stated that her killing is “a major setback with negative ramifications on women in leadership roles, and women across the country.” He added: “Her killing, carried out in daylight while on her way to work, is a stark reminder of the serious risks faced by women and by public sector officials who are fighting corruption.” He stressed: “It is crucial that a thorough and transparent investigation is conducted and that all perpetrators of this crime are brought swiftly to justice.”

And he further underlined: “Equally important is the need for concrete measures supported by Yemeni authorities at all levels, to ensure women in leadership roles can carry out their duties safely, including when their role includes anti-corruption, good governance, and social accountability.”

Statement attributable to the Spokesperson for the Secretary-General – on Yemen

The Secretary-General condemns the continuing military escalation between Israel and the Houthis. On 24 September, the Houthis struck Eilat with a drone, reportedly resulting in 20 people injured, and, on 25 September, Israel conducted airstrikes on Sana’a, which reportedly killed at least nine people, including children, and injured over a hundred and fifty others.

He reminds all parties of their obligations to ensure that civilians are respected and protected at all times, in accordance with international law.

The Secretary-General remains deeply troubled about the risk of further escalation in the region and continues to urge all to exercise utmost restraint.

Statement attributable to the Spokesperson for the Secretary-General - on additional UN Personnel arbitrarily detained by Houthi de facto authorities in Yemen

The Secretary-General strongly condemns the continued arbitrary detentions of its personnel and its partners, as well as the ongoing unlawful seizure of UN premises and assets in areas under Houthi control. Most recently, the Houthi de facto authorities detained nine additional UN personnel, bringing the total number of arbitrarily detained UN staff to 53 since 2021.These actions hinder the UN’s ability to operate in #Yemen and to deliver critical assistance. The Secretary-General remains deeply concerned about the safety and security of United Nations personnel in Yemen.

The Secretary-General reiterates his urgent call for the immediate and unconditional release of all personnel from the United Nations, non-governmental organizations, civil society organizations and diplomatic missions. They must be respected and protected in accordance with applicable international law.

The Secretary-General reiterates that United Nations personnel must be allowed to independently perform their functions without hindrance. The premises and assets of the United Nations are inviolable and must be protected at all times, consistent with the Charter and the Convention on the Privileges and Immunities of the United Nations.

The United Nations will continue to work tirelessly, and through all available channels, to secure the safe and immediate release of all arbitrarily detained personnel, as well as the return of UN agency offices and other assets. The Secretary-General remains steadfast in the UN commitment to support the people of Yemen and their aspirations for a just and lasting peace.
