The UN Special Envoy for Yemen, Hans Grundberg, briefed the Security Council today on the latest developments in Yemen and his peace efforts.

“The parties are engaging on next steps. I believe we have not seen such a serious opportunity for ending the conflict in eight years. But the tide could still turn unless the parties take bolder steps yet toward peace," said Special Envoy Grundberg.
He added that the release of almost 900 conflict-related detainees renewed the hopes of many more Yemenis that their relatives too may soon be released and demonstrated the power of peaceful negotiations.

Grundberg expressed concern about recent military activity in Marib, Shabwa, Taiz and elsewhere, and called on the parties to exercise maximum restraint and continue to engage with his Office to ensure maintaining the de-escalation.

Grundberg pointed out that “many aspects of the truce continue to be implemented beyond its lifespan…The truce was meant to be a temporary measure to open space for political talks to sustainably end the war. We could never rely on it to deliver a peaceful future to Yemen.” Grundberg noted that he continued his engagement with the parties to identify next steps towards a permanent ceasefire and the reactivation of a political process under UN auspices, as well as engagement on measures that can alleviate the economic and humanitarian situation in the country. He highlighted that “any new agreement in Yemen must be a clear step toward a Yemeni-led political process. It needs to include a strong commitment from the parties to meet and negotiate in good faith with one another.”

Grundberg reported that his Office continues to engage along multiple tracks to build on the benefits of the truce towards a process for Yemenis to come together and agree on how to sustainably end the conflict.
“In addition to my engagements with the parties and regional actors, I continue to consult Yemen women, youth, and civil society. I am always struck during these engagements by the resilience of the social fabric," he said.

Grundberg concluded by saying that mediation efforts will always adapt and evolve, but stressed that the parties must not allow this moment to pass by without coming to agreement.

The UN Special Envoy for Yemen, Hans Grundberg, briefed the Security Council yesterday on the latest developments in Yemen and on his continued engagement with the Yemeni parties and regional interlocutors to establish a ceasefire and launch a political process.

He briefed on his recent meetings with President Rashad Al Alimi in Aden, Ansar Allah leadership in Sana’a, and senior regional and Yemeni officials in Riyadh and Abu Dhabi as well as senior US officials in Washington DC.

“I am encouraged by the positive and detailed discussions I have had. All interlocutors demonstrated an understanding of the immensity of what is at stake and displayed willingness to constructively engage on the way forward. There is clear determination on all sides to make progress towards a deal on humanitarian and economic measures, a permanent ceasefire and the resumption of a Yemeni-led political process under UN auspices,” Grundberg said.

Grundberg reported that, despite progress, some issues require more discussion. However, he stressed that the parties can commit to an agreement and resolve outstanding issues with continued determination and sustained coherence and coordination by the regional and international community.

He reiterated that the truce had provided a conducive environment and starting point to build towards the next steps, as the truce continues to deliver with Yemenis continuing to benefit from commercial flights to and from Sana’a Airport, fuel and other commercial ships entering via Hudaydah port, and reduced levels of hostilities despite sporadic military incidents.

The Special Envoy expressed concern about the continuing reports of violence across frontlines, notably in Al Jawf, Ta’iz, Ma’rib, and Sa’ada, which highlighted the fragility of the current situation and underscored the need for a formal ceasefire.

“The cornerstone of an agreement on the way forward must be the resumption of a Yemeni-led political process under UN auspices to bring an end to the conflict. The difficulties that I have described above, along with Yemen’s other myriad challenges, cannot be addressed through partial or temporary solutions. Only an inclusive and comprehensive political process can sustainably forge a new political partnership and bring the promise of a secure and economically stable future, in which state institutions function effectively and Yemen returns to peaceful relations with its neighbours. This political process will need to address complex issues on the long-term future of Yemen and must start as soon as possible,” Grundberg said.

He stressed inclusivity is key to this political process, highlighting that the recent dialogue conducted by a number of southern political groups underscores “the urgent need for Yemenis to collectively discuss and define their own future through a Yemeni-led, UN-supported process. In this process, all Yemeni voices will need to be heard.” He also emphasized the need for the effective and meaningful participation of women, youth and civil society.
