Turkey's deployment under the Mecca Pact is taking shape.
A ruling party lawmaker says the first Turkish personnel sent to Saudi Arabia will be technical staff and experts, tasked with helping on air defenses and electronic warfare. The same lawmaker says any Turkish troops deployed abroad under the pact will not participate in offensive operations.
