We see an impending threat - one we know well and that is constantly evolving. Terrorism, framed within state-on-state conflict, looks very different today than it did in the days following September 11, 2001. Technology and state-sponsorship allow for more asymmetric, targeted attacks to degrade or subvert our way of life and our national security.
It has been less than three years since our withdrawal from Afghanistan, and the rise of terrorist organizations once again threatens security and stability not only in the Middle East, but much closer to home.
