RT @LatamObscuro: #Mexico Laredo Police Warn of Northeast Kidnappings in Leaked Internal Document

An internal law enforcement ‘Be On The Lookout’ or ‘BOLO’ alert from the Criminal Intelligence Acquisition Unit of the Laredo Police Department was leaked onto social media on August 28th. The BOLO, which was from the Laredo Police Department’s Criminal Intelligence Acquisition Unit, informed officers that the Laredo Police Department Real Time Crime Center was relaying information to the FBI regarding possible kidnapping attempts by #Northeast Cartel sicarios in #Laredo, #Texas. “There are multiple sources indicating that subjects are already in Laredo” the alert warned.

A Spanish translation is as follows:

El Centro de Crimen en Tiempo Real (RTCC) del Departamento de la Policia de Laredo está transmitiendo informacion para el #FBI avisando que el #Cartel Del #Noreste (CDN), posibles Sicarios están intentando secuestrar a varios sujetos en Laredo, TX. Hay múltiples fuentes que indican que los sujetos ya están en Laredo. Si algun oficial se encuentra con un caso de secuestro, USE EXTERMA PRECAUCION.

Steve E. Landin, the Acting Chief of Police in Laredo, Texas said the report was distributed to various agencies and claimed the threat was “not aimed at the general public,” but a rival criminal organization. No confirmation was made regarding who the Northeast Cartel intends to target in the region.

The Northeast Cartel has been linked to the March 24th kidnapping of Erik Taddeo Ramírez from his home in Laredo, Texas after he said he stole $50,000 from the Northeast Cartel during a phone call with an unidentified woman, according to court documents. Five eyewitnesses saw the kidnappers force an injured Ramírez into a blue Dodge Ram, and security footage later showed the truck driving through a point of entry into #NuevoLaredo, Mexico, with one of the alleged kidnappers, Jonathan Cavriales, in the driver’s seat.

On August 27th, Cavriales was arrested for his alleged involvement in the kidnapping of Ramírez while attempting to enter the #UnitedStates in the same Dodge Ram used in the kidnapping. While detained,Cavriales told authorities that he was aware of Ramírez’s involvement in stealing from the Northeast Cartel.

According to court documents, Cavriales claimed he was carjacked and forced to participate in the kidnapping under duress, a claim that FBI agent James Reagan testified there’s no evidence of, saying he couldn’t see if Cavriales was being held at gunpoint in the security footage, but that he was driving with no one in the passenger seat.

Ms.Balderas, the mother of Cavriales, testified that her son was staying with his grandmother, but at 1:00AM on March 23rd, she received a call from her son’s cell phone, where unidentified individuals claimed they were holding Cavriales captive, and urged her not to alert authorities or report him missing if she wanted to see her son alive again. When questioned by authorities the following day, Ms.Balderas falsely told them her son was safely residing in Nuevo Laredo, Mexico out of fear for her son’s safety.

On May 31st, the criminal case against Cavriales was dismissed. The reason the case was dismissed is unclear.
