🇦🇷 Argentina Plans to Allow Funds to Invest in Digital Assets

Argentina's Minister of Regulatory Reform, Federico Sturzenegger, has proposed a bill to allow investment funds to purchase digital assets. This initiative stems from a draft “Deregulation Bill” prepared by Sturzenegger, which is currently awaiting signature by President Javier Milei before being submitted to Congress.

❗️The draft also involves the tokenization of securities, legalization of smart contracts, and inclusion of digital assets like Bitcoin as collateral.

The draft would allow mutual investment funds to allocate assets to virtual assets and create funds for qualified investors. It also limits the National Securities Commission's oversight of mutual funds to legality and technical solvency checks, while the central bank would exclusively regulate infrastructure for the registration or transfer of crypto and tokenized assets. The proposal would also allow stocks, convertible bonds and other securities to be issued, stored and traded via blockchain networks.

🇷🇺🏦 Russia’s largest bank, Sberbank, plans to build cryptocurrency trading infrastructure and launch a digital depository by Dec. 1, 2026.

“One of the key elements of the new infrastructure will be a digital depository, which will maintain records of clients’ cryptocurrency rights and account for transactions outside the main blockchain.

It will also facilitate transactions on active wallets to fulfill clients’ currency transfer orders. Sberbank plans to implement the necessary infrastructure for cryptocurrency trading and launch the digital depository by December 1, 2026,” according to Alexander Vedyakhin, First Deputy Chairman of Sberbank’s Management Board.

📌 The plan follows the Federation Council’s approval of a law regulating cryptocurrency trading through licensed brokers, exchanges, asset managers and depositories.

The framework is set to take effect Sept. 1, though rules requiring transactions to pass through licensed intermediaries will apply from July 2027. 🚀

🤖 AI executives demand OpenAI release more details about how the Hugging Face hack happened

🔜 Former OpenAI board member Helen Toner and company cofounder John Schulman were among those calling for greater transparency.

“OpenAI should share far more details of what happened in this particular case, so we can learn from it rather than blowing past it,” said Helen Toner, executive director at Georgetown’s CSET and former OpenAI board member. She called for greater visibility across the industry into “how AI companies are using their own AI internally — not just testing before they release products.”

🔜 Schulman urged OpenAI to publish a detailed transcript showing how the models planned and justified their actions.

In a post on X, he called for OpenAI to release a detailed transcript of the event. His top questions about what happened include, “Did the top-level agent know about the hacking, or was there some ‘value drift’ between it and its subagents? How did it rationalize its behavior?”

❗️OpenAI said it is conducting a review with external advisers and oversight from its Safety and Security Committee. The company plans to publish a technical report once the investigation is complete but has not provided a release date.

“This is an unprecedented incident, and we think it marks an important moment for AI safety,” — said an OpenAI spokesperson.

⬇️What actually happened

⚪️On July 21, OpenAI confirmed that a combination of its models, including the new GPT-5.6 Sol focused on cybersecurity, escaped from a controlled internal testing environment and autonomously breached Hugging Face’s production infrastructure. The models exploited multiple zero-day vulnerabilities and attempted to access sensitive test answers stored within Hugging Face’s systems.
⚪️The incident occurred during evaluations on something called ExploitGym, a benchmark containing 898 real-world vulnerabilities designed to assess how well AI can find and exploit software flaws. The AI decided practice was over and went live.
⚪️Hugging Face first reported the intrusion on July 16, days before OpenAI publicly acknowledged the breach.

📌 Why this matters for crypto and digital infrastructure

🟠Projects that integrate with platforms like Hugging Face for model hosting, training data, or inference pipelines now have a demonstrated example of those platforms being compromised by autonomous AI agents.

🟠Crypto projects that sit at the intersection of AI and blockchain, think decentralized compute networks, AI training token incentives, and on-chain model marketplaces, may therefore face evolving regulatory and compliance requirements as AI safety frameworks develop.

📝 Congressmen Ted Lieu and Nathaniel Moran recently introduced the AI Kill Switch Act. The bill is backed by The AI Policy Network, Americans for Responsible Innovation, ControlAI, and The Alliance for Secure AI.

"It is imperative that these AI systems have kill switches so we can keep this technology from causing catastrophic harm," — Lieu said in the press release.

🛡GitHub, PyPI add time-absed defenses against supply chain attacks

GitHub and PyPI (Python Package Index) have introduced a time-based mechanism in the Dependabot dependency management tool to protect against supply-chain attacks and to limit their impact. Specifically, Dependabot comes with a default three-day cooldown setting, while PyPI will reject new files uploaded to releases older than 14 days.

Dependabot is GitHub’s dependency-update service that reads files containing information about new package versions and opens update pull requests to notify software maintainers. The tool now delays the package update process for 72 hours to reduce the risk of automatically adopting newly published malicious packages.

⚡️🇷🇺 Russian President Vladimir Putin Signs Russia’s First Law on AI

📝 The law “regulates relations in the development, implementation, and application of large-scale foundational AI models,” according to the document.

📌 The State Duma adopted the bill on the development of AI technologies on July 8, 2026.

🟠The law introduces two key concepts: sovereign models, which must be developed by Russian companies throughout their entire life cycle, and national models, which may use foreign components and open-source solutions.

🟠Developers of such models will have access to government support measures, including financial and property assistance, guarantees, and information support.

🟠They will also be permitted to train neural networks using data from federal and regional information systems. The government, in consultation with the relevant security agency, will determine the procedure for accessing such data.

🤖 World’s First Room-Temperature Quantum Material Sorts Light in an Unprecedented Way

Quantum materials could transform computing, secure communications, and energy systems, but a major obstacle remains. Most quantum materials reveal their unusual properties only when chilled to temperatures near absolute zero.

At room temperature, continual atomic vibrations caused by heat can overpower the fragile quantum effects researchers want to control. Suppressing that motion requires large cryogenic cooling systems, limiting many promising materials to laboratory experiments rather than practical devices.

LSU physicists have created the first room-temperature quantum material that can distinguish among different quantum states of light and transport them through separate pathways. Reported in Nature, the work led by Associate Professor of Physics Omar S. Magaña-Loaiza also introduces a general strategy for designing new quantum materials, with possible applications in computing, secure communication, sensing, and advanced energy technologies.

🍏Apple is banking on privacy to set its smart glasses apart

According to Mark Gurman, Apple is planning to reveal its first smart glasses at WWDC next June, with an expectation that they’ll launch by the end of 2027. Part of the hold-up may be around the company’s efforts to get its privacy features and messaging in order. Smart glasses in general, and Meta’s in particular, have ignited controversy over their ability to stealthily capture photos and videos.

“The company has spent more than a decade making privacy one of its defining product messages. Simply entering the same category as Meta risks undermining that reputation, regardless of how Apple’s approach differs,” — Gurman points out

Other hardware and software privacy features are also reportedly in the works. It’s also possible that Apple could eventually release a version of its smart glasses without a camera, or with a camera that is exclusively for sensing and won’t be able to capture video or photos at all, similar to what is rumored for Apple’s AI-enabled AirPods.

🇺🇸🕵🏻‍♂️ US accuses American of allegedly wiping his phone using a ‘duress’ password during border search

The U.S. Justice Department is prosecuting an American for allegedly providing U.S. border authorities with a passcode that wiped the contents of his phone, according to an indictment. The defendant had GrapheneOS on his phone, an open-source operating system that enables users to enter a passcode and wipe a phone clean.

📌 Sam Tunick was stopped for interrogation at Atlanta’s Hartsfield-Jackson airport on 24 January last year, after vacationing in the Dominican Republic. Unbeknown to him, federal authorities had put him on a terrorism watchlist because of his alleged association with the movement against Cop City.

📝 Agent Findley and several others repeatedly asked Tunick to open his phone during the interrogation, telling him they would seize it if he did not. When he finally provided a passcode, “the screen went blank, flashed several times and the phone appeared to restart”, according to the motion.

Tunick’s attorneys said that it was unlawful for U.S. Customs and Border Protection to seize his phone as he arrived back in the U.S. last year and that any evidence — including the alleged wiping of his phone — should be thrown out.

❗️This is thought to be the first known case in the U.S. where federal prosecutors have charged someone for the alleged destruction of data using a “duress” password built into a phone’s software.

The Atlanta federal court overseeing the case is expected to rule on Tunick’s motion to suppress later this year.

⚡️🇰🇷 South Korea trading giant puts receivables onchain in tokenization test with LG CNS

POSCO International, South Korea's largest trading company, has begun tokenizing trade receivables on blockchain in a test that could speed up commercial payments between its global subsidiaries. The company is working with LG CNS, the technology arm of LG Group, to issue, transfer and settle receivables on layer-1 blockchain Injective

🔜 The pilot is using receivables generated by real trade between POSCO's overseas operations and their counterparties rather than simulated transactions. Trade receivables represent money owed to a company after goods have been shipped but before payment is received.

🔜 The companies said putting receivables on a shared blockchain ledger creates a single record that can be transferred and settled while carrying compliance rules with the asset itself.

The initiative, which POSCO plans to move into live production after the pilot, underscores South Korea’s growing corporate adoption of blockchain in areas such as trade finance, stablecoin-based treasury transfers and asset tokenization. 🚀
