๐Ÿ‡ฉ๐Ÿ‡ช A German biotech has big ambitions in cancer. Now it needs to get a medicine approved

German biotechnology company Immatics is developing an experimental cell therapy targeting PRAME, a protein expressed in more than 50 cancer types. The treatment modifies a patientโ€™s own T cells to recognize and attack cancer cells carrying this target, potentially opening new treatment options for tumors that have been difficult to treat with existing immunotherapies.

In an early-phase clinical trial involving 16 patients with uveal melanoma, a rare form of eye cancer, all patients experienced tumor shrinkage following treatment. These preliminary results suggest that PRAME-targeted therapy could have potential beyond melanoma, including in ovarian and pancreatic cancers.

Immatics is now working to advance its lead candidate toward regulatory approval and expand the approach to additional solid tumors. The therapy remains investigational, and further clinical trials are needed to confirm its safety and efficacy.

โš ๏ธ PHP Armageddon: OpenAI, Googleโ€™s Wiz find ancient holes, panicking the internet

The U.S. National Security Agencyโ€™s sent out an alarming warning that two critical holes had been found in PHP, with patches already issued by the PHP Foundation.

PHP is a server-side programming language so widely used for web applications that it powers roughly 70% of the websites on the internet; by some accounts, thatโ€™s more than 33 million sites. It is also used by popular content management systems like WordPress.

The NSA warned that these holes are so severe that if a website canโ€™t be patched immediately, it should be pulled off the web until it can be. The holes allow attackers to infiltrate the serverโ€™s file system or a database that may be used by the web app.

Interestingly, these holes have been tucked away in all versions of PHP since version 5, which was released in 2004. Websites not running relatively current versions of PHP will have some updating work to do, as PHP 8.1 and older versions are no longer supported. The recommendation is to update the web server to the current version of PHP, which is 8.5.12.

๐Ÿค‘ Stellar Ramps Up Quantum Readiness With Bell Upgrade

Stellar
is stepping up its quantum-readiness efforts, and the latest Bell upgrade could mark another important milestone in the networkโ€™s long-term security strategy.๐Ÿ”

As concerns grow over the potential threat quantum computing poses to blockchain technology, Stellarโ€™s push to prepare for the next generation of computing could strengthen its appeal as a forward-looking blockchain ecosystem.

๐Ÿš€ Stellar outlined the goals of its upcoming Bell Protocol upgrade, highlighting plans to support business-ready smart accounts at scale, begin work on quantum-safe signatures, and improve ledger performance.

๐Ÿ—“ The upgrade is expected next month, with November 3 and November 23, 2026, emerging as potential testnet and mainnet activation dates, respectively.

โ—๏ธIf implemented as planned, the upgrade could mark an important step in Stellarโ€™s long-term push to strengthen its infrastructure and prepare for emerging security challenges.

In June 2026, Stellar introduced its Quantum Preparedness Plan (QPP), outlining its strategy to transition the network toward quantum-safe cryptography. The initiative reflects Stellarโ€™s efforts to address potential future threats from quantum computing while strengthening the networkโ€™s long-term security and resilience.

โžก๏ธ Under Stellarโ€™s quantum roadmap, every account is expected to be able to add a quantum-safe signer through a native protocol upgrade by the end of 2027, without changing its existing address or transaction history.

โžก๏ธ Meanwhile, enterprise wallets could begin adopting quantum-safe signing as early as 2026 through Soroban smart contract accounts, allowing businesses to prepare for emerging quantum threats ahead of the broader network transition.

๐Ÿง‘โ€โš–๏ธ Meta Ordered to Pay $25 Billion for Deceiving Users on Privacy

New Mexico sued Meta in 2021 over a scandal involving the political consulting firm Cambridge Analytica, saying the social media company had misled users with its public statements about their data privacy.

Last month, after a two-week trial, a jury in the State District Court in Santa Fe ruled against Meta, saying the company had committed 43 million violations of New Mexicoโ€™s consumer protection laws. Each violation carried a penalty of up to $5,000.

Judge Francis J. Mathew of the Santa Fe court issued the landmark penalty, writing that the company and its executives purposefully misled the public.

โ€œThe harm in this matter is difficult to overstate, and goes to the heart of Facebookโ€™s basic business proposition,โ€ โ€” Judge Mathew wrote in a 20-page judgment.

He said the โ€œextraordinary number of willful violationsโ€ that repeated over years โ€œsupport the highest level of penalty.โ€

๐Ÿ’ธ Elon Musk says money will be 'irrelevant' if his vision of a multiplanetary future comes true

Musk predicted that advances in robotics and space travel will create a multiplanetary economy, at which point "money becomes irrelevant" and "conventional currency will not matter."

โ€œI think currency will be measured in fundamental physics metrics like, you know, power, like wattage and tonnage, mass and energy.โ€

โ€œThere won't be anything that humans can do that the AI and the robots can't do better. People will likely turn to hobbies like growing their own fruits and vegetables, or making art, to find purpose in life,โ€ โ€” he said.

โšก๏ธ๐Ÿค‘ Arf and Ripple Partner to Bring Settlement Liquidity to the XRP Ledger

Arf is bringing RLUSD-powered settlement liquidity to licensed cross-border payment companies on the XRP Ledger. Arf helped pioneer PayFi and has scaled to around $10 billion annually in global settlement volumes. As XRPL's native lending infrastructure comes online, it will become part of that settlement liquidity. ๐Ÿš€

โ€œPayment companies need capital to keep money moving while they wait for funds to settle. Weโ€™re meeting that need at scale, with $10 billion in annual settlement volume and capital turning over four times a month.

Through this partnership with Ripple, weโ€™re bringing stablecoin working capital to the XRP Ledger to help payment companies bridge that gap and support more payment volume,โ€โ€“ Ali Erhat Nalbant, Co-founder and CEO at Arf, said.

๐Ÿ‘‰ As the first phase of the partnership, Arf will provide direct RLUSD settlement liquidity on the XRP Ledger. Arfโ€™s short-duration settlement liquidity is typically repaid within one to five days as cross-border payments settle, allowing capital to be repeatedly deployed against real payment flows.

๐Ÿ‘‰ Once XRPLโ€™s native lending infrastructure becomes available, Arf plans to bring more of its settlement liquidity activity directly onto the protocol. That means the capital supporting this liquidity can be managed onchain and deployed through native lending functionality, while Arf continues to handle underwriting and working capital decisions offchain.

๐Ÿ‘‰ The infrastructure includes Single Asset Vaults, which allow capital to be pooled and managed onchain, and the Lending Protocol, which enables that capital to be extended as structured loans. The proposed capabilities are subject to XRPLโ€™s amendment process before they can become available on mainnet.

โ—๏ธPayment companies do not need to operate onchain to benefit. Arf allows licensed financial institutions to manage their treasuries between fiat and stablecoins, supported by Arfโ€™s bank accounts in major financial hubs, while the underlying blockchain infrastructure operates behind the scenes.

Arf has already built against the proposed protocol, providing a concrete implementation of how the Lending Protocol can support institutional settlement financing.

๐Ÿง‘โ€โš–๏ธ Rep. Eugene Vindman proposes keeping data center power costs off household electric bills

As data centers expand, Representative Eugene Vindman wants the companies behind them to pay the added costs of supplying their electricity โ€” rather than passing those expenses to other utility customers.

The Democrat representing Virginiaโ€™s 7th District introduced the Make Data Centers Pay Act, which would amend federal law to prevent qualifying data centersโ€™ power and infrastructure costs from being shifted onto households and small businesses.

"Hardworking Americans should not have to pay higher electricity bills to subsidize some of the largest and most energy-intensive data centers in the world,"โ€” Vindman said.

๐Ÿง‘โ€โš–๏ธ Blockchain Association Urges Congress to Reform US Crypto Tax Rules

Blockchain Association
has urged US congressional leaders to revise digital asset tax rules, arguing that existing requirements create uncertainty for taxpayers and compliance burdens for businesses.

๐Ÿ“ In an October 22 letter to Senate Majority Leader John Thune, Senate Minority Leader Chuck Schumer, House Speaker Mike Johnson and House Minority Leader Hakeem Jeffries, the industry group proposed changes to the tax treatment of stablecoins, staking rewards, broker reporting and transactions between crypto wallets.

๐Ÿ”˜Blockchain Association proposed a de minimis exemption for digital asset transactions, which would allow certain low-value transactions to avoid tax-related burdens.

๐Ÿ”˜The group also called for stablecoins to receive cash treatment for tax purposes and for relief from Form 1099-DA reporting requirements.

๐Ÿ”˜The group proposed limiting broker reporting obligations to intermediaries that have custody or control of customer assets. Under its approach, non-custodial developers and infrastructure participants would be excluded from these requirements.

๐Ÿ”˜The association said reporting rules should protect taxpayer privacy while supporting legitimate enforcement.

๐Ÿ”˜It also proposed that transfers between a personโ€™s own wallets, smart-contract interactions and transfers across blockchain networks should not trigger tax when the ownerโ€™s economic ownership and exposure remain unchanged.

๐Ÿ”˜Blockchain Association called for mining and staking rewards to be treated as self-created property, with tax generally due when the assets are sold or otherwise disposed of rather than when the rewards are received.

๐Ÿ”˜The group urged Congress to clarify that staking does not constitute impermissible business activity for grantor trusts, partnerships and regulated investment vehicles. It also proposed recognizing staking rewards as permissible investment income and allowing Americans to hold digital assets in retirement accounts.

๐Ÿ”˜Blockchain Association urged Congress to establish a statutory safe harbor for foreign persons trading digital assets on US exchanges, consistent with the treatment of securities and commodities.
