Reflection AI, a U.S. startup vying to develop open models, has signed a $1 billion compute deal with European AI infrastructure company Nebius. Nebius, formerly the international arm of Russian tech giant Yandex, will provide Reflection access to Nvidia’s latest chips.
The deal comes just a few weeks after the startup signed a similar deal to access SpaceX’s computing resources, and mirrors several partnerships by AI firms as they race to secure compute for training and deploying their models.

The United States and the United Kingdom have laid out a plan to make it easier for tokenized financial products to move between their markets, signaling that both governments want blockchain-based finance to become a bigger part of mainstream capital markets.
Both governments recognise the importance of promoting competition and innovation, protecting financial stability, safeguarding consumers, and maintaining public confidence in money, in a financial ecosystem that includes multiple forms of money.
1. The UK and United States affirm that stablecoins are an important vehicle for innovation in digital money.
2. The UK and United States intend to stimulate competition and innovation through policies that facilitate the coexistence and circulation of different forms of digital money solutions.
3. The UK and United States intend to advance a timely, clear, and consistent legal, regulatory, and supervisory pathway for digital financial innovation, including for stablecoins.
4. The UK and United States affirm that stablecoins held out as money should be fully backed, on at least a one-to-one basis, by high-quality, liquid assets.
5. The UK and United States affirm that reserve, liquidity, and other prudential requirements for stablecoins should seek to mitigate risks and avoid unnecessary fragmentation.
6. The UK and United States intend to advance regulatory approaches that promote innovation and resilience, without imposing burdensome constraints that undermine commercial viability, create barriers to entry, or hinder competition.
7. The UK and United States support the integration of well-regulated stablecoins into activities including payments, settlement, and tokenised financial markets.
8. The UK and United States intend to set high standards for the custody, segregation, and protection of stablecoin reserves.
9. The UK and United States support clarity, predictability, and cross-border coordination in the event of any potential failure of a stablecoin issuer.
10. The UK and United States affirm the importance of formal mechanisms to enable cross-border stablecoin activity as a feature of domestic regulatory and supervisory regimes.

New York became the first state to halt data center construction after Gov. Kathy Hochul signed an executive order today that temporarily bars the state from approving new permits for large projects.
Hochul’s order applies to data centers 50 megawatts or larger, potentially affecting more than a dozen projects. The state’s Department of Environmental Conservation will not issue any permits that haven’t already been completed.

Google DeepMind CEO Demis Hassabis called for the creation of a new regulatory body to oversee frontier model releases.
“Initially, Frontier Labs would voluntarily share models with the Standards Body for review up to 30 days before release,” the post reads. “Once the assessment protocol is shown to be effective and robust, formalisation could quickly follow, meaning that Frontier Models would be required to pass it to be deployed in the US market. Labs would also work with the Standards Body to address any critical post-release vulnerabilities.”
The proposed system would build on the ad hoc reviews performed by the U.S. government on Anthropic’s Mythos and OpenAI’s Sol. Under Hassabis’ proposed regulator, those decisions could be handed off to a new organization, backed by the U.S. government but funded by the AI industry and operated independently.

“We’re happy to announce the launch of curated vaults on the Stellar network. The vaults are accessible via Stellar DeFi Hub, a service operated by Ultrastellar, a longtime Stellar ecosystem participant. The vaults are also accessible via yield.xyz,“ — Sentora wrote.
“Stellar has the payment rails, tokenization tools, and DeFi primitives that make real-world financial products possible. Sentora adds to vaults on Stellar, increasing access for institutions and fintechs,” — said Raja Chakravorti, Chief Business Officer, Stellar Development Foundation.
“Institutions and fintechs require more than onchain access. They need transparency, operational controls, and infrastructure for large-scale capital. Stellar is the network that provides that foundation, and these vaults make it accessible,” — said Anthony DeMartino, Co-Founder and CEO, Sentora
The roadmap includes additional vault strategies spanning DeFi and RWAs, with deeper integration across the Stellar DeFi ecosystem.

Our mission is to build AI that extends human will and judgment. We have developed a platform that lets anyone customize models, previewed an AI system built for interactive collaboration.
Inkling is a mixture-of-experts system with 975 billion total parameters. It was trained on 45 trillion tokens of text, image, audio, and video, and reasons natively across all four. For now, its outputs are limited to text, including code, styled artifacts, and structured data.

Circle is the first digital assets firm in American history to attain a de novo federal trust bank license

On FoxBusiness, Circle President Heath Tarbert discussed what this milestone means for USDC, regulatory clarity, and the future of trusted stablecoin infrastructure.
Give us a sense right off the bat on how important a milestone this is?
Thank you so much for having me, Liz, and it's absolutely a really important milestone. In fact, it's historic. Circle was the very first digital assets company in American history to get a de novo federal trust charter. So what that basically means is it wasn't a conversion, but we literally built it from scratch. And what this allows us to do is essentially use the very gold standard for regulation around the world to, at some point, manage the USDC reserves, which is critically important because, as you know, USDC is the world's leading regulated stablecoin. Something like 70% of transactions involving dollar stablecoins involve USDC.
Circle, as I read, can open according to this designation on or after July 10th, which, of course, was last Friday. I mean, when does it actually open its doors?
We are open for business. Obviously, we have a business plan. We're moving forward. But we're going ahead. We're excited about the possibility of one of the things that we're going to be able to do is actually hold digital assets in custody. That's really important because folks that are out there that have their digital assets, they want to put them ultimately with a custodian that is subject to the highest quality regulation. So that's a service that we'll offer. And then in the long run, as I mentioned, this entity will oversee and manage the USDC reserves and as a result, will be subject to the Genius Act and making sure that we meet the highest standards that are here in the United States.
So give me your assessment of when the Clarity Act might really finally pass.
Well, we're hoping as soon as possible, because I think it's really important that people understand that this is more than just any old financial regulation. This whole area, starting with the Genius Act, is really an upgrade of the U.S. payment systems, and it allows us to win in the next generation of the Internet, which is the Internet of Value. And so in some ways, it's very important for economic and national security that the U.S. be able to lead. And right now, there are many financial institutions, traditional financial institutions, that really want to get into this space. They want to experiment. They want to be a part of it. They want to start moving value on chain. But the lack of legal certainty is holding them back. So it's a really important law.
