🇺🇸 Texas slams on the brakes for 1,800 data centers, power grid requirements are five times higher than peak record demand

Texas Gov. Greg Abbott (R) just announced a moratorium on all data center approvals through the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) until the agencies have completed an audit of data centers seeking approval to connect to Texas’s electric grid.

The governor wants to ensure that data center applicants provide the following: tax break information, power use and generation, water use and cooling operations, community impact reduction measures, and facility ownership. Applicants that haven’t submitted these details will not be allowed to connect to the grid.

“Our top priority is to protect Texans’ safety and quality of life,” — Gov. Abbott said. “Any project that fails to comply with the requirements set forth by the PUCT and ERCOT, and by state law, must be denied connection to the Texas grid. Simply put, Texans must come first.”

⚡️🤖 OpenAI, Anthropic AI agents implicated in new security breaches

An AI agent was caught creating fake online identities to gain unauthorized access to secure systems during tests of models from OpenAI and Anthropic ‌which revealed a series of new breaches, Britain's AI Security Institute disclosed.

❗️The institute said agents powered by Anthropic's Mythos 5 and OpenAI's GPT-5.6-Sol engaged in unauthorized actions during security evaluations the government organization conducted to assess the models' capabilities.

"Some of the agents being tested had engaged in sustained, potentially harmful activity directed at real people and organisations," — AISI said.

It ran the challenge 122 times, and identified 19 unsanctioned actions across a total of 10 test runs. Anthropic's agent was behind 17 of the actions, and OpenAI's agent the remaining two.

🏦 Wells Fargo to Launch Tokenized Deposits for Corporate and Commercial Clients

Wells Fargo & Company announced the introduction of tokenized deposits, a blockchain-based representation of commercial bank money that when fully deployed will enable Wells Fargo’s corporate and commercial clients to move, program, and settle funds 24/7/365 — without leaving the regulated, insured banking system.

❗️The program will roll out this fall with a limited U.S. dollar (USD) to British pound (GBP) exchange and will expand over the course of 2027 to more clients, countries, and currencies.

“Tokenized deposits will enable Wells Fargo's corporate and commercial clients to move money between accounts and across borders with greater ease and increased speed and builds on the strength of our established banking infrastructure,” — said Wells Fargo CFO Mike Santomassimo.

🤖 15 attorneys general have instructed OpenAI to preserve all materials related to the Hugging Face hack

In a letter to OpenAI CEO Sam Altman, the attorneys general of 15 states wrote that the Hugging Face hack showed that OpenAI is unable or unwilling to ensure the safety of its products. The ChatGPT-maker may have broken consumer protection laws or data-privacy statutes.

“OpenAI has an obligation to act responsibly and to follow State and federal laws that protect Americans’ safety and security. When OpenAI takes actions that imperil the welfare of our citizens, State Attorneys General will step in to protect them,” — the letter added.

They instructed OpenAI to immediately preserve all materials related to the Hugging Face hacking incident, as well as any prior instances in which its agents similarly engaged in unauthorized intrusions into computer systems or databases.

⚡️🧑‍⚖️ Senate Commerce votes to advance key kids’ safety measure

The Senate Commerce Committee voted unanimously Wednesday to advance the Kids Online Safety Act, a key measure that would require companies to develop online platforms with children’s safety in mind.

“We’re sending a message to Big Tech that the era of Big Tech profiting off of our children is over,” — Blackburn said

The measure, championed by Sens. Marsha Blackburn (R-Tenn.) and Richard Blumenthal (D-Conn.), would increase protections for minors’ data and require platforms to give users the option to opt out of personalized algorithms. KOSA could now head to the Senate floor for a full vote.

👛 Announcing Cloudflare Wallets: the programmable wallet for the agentic Internet

🔜 Cloudflare Wallets will allow to store stablecoins, purchase services, and receive funds across the web. Each account with a wallet will also be able to create Virtual Wallets for its agents to enable them to buy APIs, MCP Tools, content, and more.

🔜 Users will be able to define guardrails for their Virtual Wallets (such as an allowance, an allow list, and a maximum transaction size) to help agent spend money safely from the account. This will allow agent to try out many APIs with low friction and managed risk.

🔜 Wallet users will have the option to share their Cloudflare Wallet handles, which will give them a stable identity when interacting with merchants.

‼️There will be two types of Cloudflare Wallets: Account Wallets and Virtual Wallets.

→ Account Wallets are designed for humans who are owners and users of Cloudflare accounts.🔣They will be able to add funds, delegate spend to virtual wallets managed by agents, and remove funds as needed.
→ Virtual Wallets, by contrast, are designed for agents and operate via API keys. Within a Virtual Wallet, an agent will be able to spend funds according to its permissions. Its maximum spend will be capped by the limit set by the owner of the Account Wallet.🔣This framework gives agents freedom to act on behalf of users without constant manual approval while limiting an agent’s ability to overspend.

Also Cloudflare is launching cloudflare․pay, an identity system that enables AI agents to verify which company or user they are acting on behalf of. This approach will permit agents to maintain consistent and persistent identities, making the experience better for all parties. 🚀

⚡️🤑 USDY utility is expanding on Stellar

With RedStone's SEP-40 integration, protocols on Stellar can now use USDY as collateral through a standardized price feed.

💸USDY is Ondo Finance's yield-bearing dollar token for non-U.S. investors, backed by short-term U.S. Treasuries and bank demand deposits. On Stellar, it needed a price feed and SEP-40 contract support to become usable as collateral.

Together, we're building the infrastructure for more productive onchain dollars 🚀

🔥 Circle Announces Founding Validator Cohort and Major Integrations for Arc Ahead of September 16 Mainnet Launch

Circle Internet Group, Inc. today announced the founding validator cohort for Arc, an open blockchain network built for the world's financial markets, real-time money movement, and agentic economic activity.

❗️Arc is currently in private mainnet with more than 100 ecosystem and institutional builders and is on track for a public mainnet launch on September 16, 2026.

Alongside Circle, Arc’s founding validator cohort – which includes BlackRock, The DTCC, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, and Visa — represents a new model for onchain infrastructure.

🔜 BlackRock is expected to deploy BUIDL on Arc, leveraging the network’s native USDC integration.🔣It enables institutional investors to subscribe, redeem, and deploy fund assets within a single onchain environment — removing friction that has historically limited tokenized fund adoption at scale.

“Stablecoins and tokenized assets are inextricably linked within the future of financial market infrastructure,” — said Robert Mitchnick, Global Head of Digital Assets at BlackRock.

At launch, Circle will unveil a product suite built around Arc as a platform, including a composable app framework for common onchain workflows, AI-powered tools for building applications and smart contracts, capabilities that help asset issuers deploy and manage tokenized real-world assets, and intuitive interfaces that help developers, users, and agents navigate the Arc ecosystem. 🚀

📱 Nikita Bier is stepping back from leading product at X and will stay on as an advisor

Ladies and gentlemen, it's time to pass the torch and demote myself to my natural state: a poster. I'll be stepping back from leading product for 𝕏 and will continue on as an advisor.

And in the last 400 days, we rebuilt almost every aspect of X: the Timeline, the Android app, onboarding, notifications, chat and more.

We also launched nearly 30 new products while protecting the integrity of the town square: becoming the first app to show Country-of-Origin on profiles and mounting defenses against AI bots. There's certainly much more work to be done, but our foundation is stronger than ever.
