China can now predict weather 10 days in advance at a cutting-edge resolution of 5km (3.1 miles), finer than most major systems in routine use around the world. The advance was achieved by a Chinese-developed weather forecasting model running on Sugon 8,000, a massive home-grown computing system built entirely with domestically made AI chips.

Researchers at the Stanford University in the US have achieved a global first by measuring a quantum jump in sound in real time. The measurement opens up a new line of scientific exploration with potential applications in quantum computing and sensing that could be applied right away.
Quantum jumps are sudden transitions in energy states of a quantum system. The concept of a quantum jump has been around for more than a 100 years, with theoretical physicist Niels Bohr being the first to propose it in 1913. It was only in 1986 that scientists first observed the jump in trapped ions, which was then followed by an observation in photons, the fundamental particles of light, in 2007.
Nearly two decades later, a team of scientists led by Amir Safavi-Naeini, a physicist at Stanford University, has observed a quantum jump in phonons, the fundamental unit of sound. To explain their discovery, Safavi-Naeini cited the example of sound from a struck bell, which declines gradually over time rather than all at once.
At a quantum level, though, these reductions are happening in jumps, and Safavi-Naeini’s team measured them in real time, a first-of-its-kind achievement.
The research findings were published in the journal Science.

Global payments infrastructure platform Mercuryo and leading self-custodial hardware wallet Tangem announced a limited-time, zero-fee on-ramp campaign for USDC on the Stellar network. The promotion enables users to buy the dollar-backed stablecoin directly into their Tangem wallet with no Mercuryo or Tangem fees.
The campaign supports purchases by credit or debit card, including Apple Pay and Google Pay. Eligible transactions require a minimum purchase of $150/€150 and are capped at $700/€700 per on-ramp transaction. The offer is available for on-ramp only and supports selected local currencies. Network transaction fees on Stellar will still apply.
"We're delighted to launch this zero-fee on-ramp for USDC on Stellar with Tangem," — said Arthur Firstov, Chief Business Officer at Mercuryo. "As stablecoin utility expands across the crypto ecosystem, this offer gives Tangem users a straightforward way to obtain access to USDC."
The offer is available in all countries Mercuryo supports, excluding the United States, the United Kingdom and the European Economic Area. It runs for four weeks from September 15th, or until the promotional pool is used up, whichever comes first.

World has launched World Money, a self-custody financial “super app” combining stablecoin payments, digital asset rewards and trading.
The rollout began Thursday in more than 150 countries, with features varying by location. Users can send supported digital assets, including stablecoins, to a recipient’s World username, deposit eligible assets to earn rewards, and buy and sell digital assets through exchanges.
The app lets users access “Mini Apps” such as Kalshi, Credit and Morpho. A partnership with Stripe allows users to fund their accounts and buy stablecoins with Apple Pay, starting with users in the US.

California Governor Gavin Newsom issued an executive order on Friday pushing to implement guardrails on AI in the state that’s the epicenter of the technology’s boom.
Newsom is ordering a working group to provide a guide in two months with measures to boost California’s AI safety and security laws. The group should consider steps such as having companies develop a “kill switch” for frontier models and requiring independent third parties to draft safety plans for frontier AI companies.

Kenneth Shock thought of three words he had increasingly struggled to say as Amyotrophic Lateral Sclerosis (ALS) affected his speech: 'I love you.' The Neuralink system then produced them aloud for his wife, Cheryl, using a reconstructed version of the voice the disease had gradually taken from him.
The words did not come from his mouth. Neural activity associated with his intended speech was recorded by his Neuralink brain implant and decoded into spoken output.
A beautiful surprise

Anthropic has quietly set up a laboratory to do physical biology work as it pushes its AI ambitions into the world of drug science. The startup has built a wet lab, or place for physical experiments, in the San Francisco Bay Area.
Anthropic has said it wants to unlock treatments for rare diseases, and its biology work has gone beyond "in silico" or computer evaluations. Anthropic's head of life sciences, Eric Kauderer-Abrams, confirmed the startup's wet lab.
“The mission of the company is to develop powerful AI in such a way that benefits the world,” — he said. “By far, we see the biggest opportunity for that in the life sciences, and that is motivating everything that we’re doing.”
The company wants Claude to direct robotic units running experiments with limited human intervention, one source said, though Anthropic says human oversight remains essential for safety.

I am pleased to announce that the United States of America has entered into an Agreement with The Kingdom of Denmark, and Greenland, that gives the United States permanent control over security, and all other needs, in Greenland, completely addressing ALL of our many U.S. concerns.
Additionally, from now on, no U.S. adversary can EVER have a base in Greenland, have a military presence in Greenland, or make sensitive investments in Greenland, without our express written approval.
This is an “Infinite Life” Agreement, there is no end!
We will work with the people of Greenland in its development and construction. This solution is a great one for the United States of America, Denmark, Greenland, and all of our Allies.

The CFTC submitted a new proposal to the White House Office of Management and Budget (OMB) on Thursday. Details were not disclosed. It is unclear which crypto assets it covers, what exchanges would need to do to qualify, what restrictions would apply or how far the CFTC believes its authority extends.
Once the OMB reviews the draft, it will return to the CFTC for a vote and public comment. It would then need another vote to become effective.

XRPL and Stellar have a characteristic institutions want as financial firms increasingly explore blockchain-based settlement and tokenized assets.
“I feel so strongly about this one,” — Ripple’s stablecoin lead, Lauren Berta, said.
“Both Stellar and the XRPL have this single box settlement finality, which, how have we sort of aggregated liquidity on these different chains so far? It's been really attributed to brand.
I will say I'm very excited that these features and the actual usage of these chains will more and more start to drive those decisions because we're getting more mature businesses who you can't deal with a lack of consensus on finality,” — Berta, said.
As financial companies develop tokenized assets, payments and other blockchain-based applications, the speed and certainty of final settlement could become an important factor in selecting a network.

The San Mateo County Board of Supervisors this week voted 4-0 to establish what is being called a first-of-its-kind permitting system for businesses using autonomous, AI-controlled robots. Introduced by Supervisor Ray Mueller, the ordinance addresses battery fires and other public safety risks stemming from the robots' use, but the headline is the way it deals with their impact on employees.
This plan requires businesses to agree to one of three options for any workers whose jobs are taken by the machines: redeploy them with at least equal pay, give them 60 days' notice plus severance, or pay a new "County Automation Impact Fee" into a Workforce Retraining Fund.
That fee would help fund retraining for people whose jobs are lost to automation, putting some of the cost on the businesses introducing the robots. Companies choosing this option would pay into a county fund intended to help displaced workers learn new skills and find other employment.
The county says final adoption is pending, with the ordinance taking effect 30 days afterward.

The brain has a strict security system: the blood-brain barrier. It lets in oxygen and nutrients while blocking toxins and germs. In Alzheimer’s disease, this barrier can become leaky.
Scientists may now have caught one protein helping to hold that door open. A new study published in Nature Aging identifies fibronectin – a protein that helps injured tissue heal – as a key driver of blood-brain barrier damage in Alzheimer's models linked to the APOE4 gene variant. Crucially, the researchers reversed this process in experimental models.
"The most direct and most translatable finding is that reducing fibronectin itself rescues the barrier defects," — Columbia University neuroscientist Çağhan Kızıl said.
This matters because blood-brain barrier breakdown can begin early in Alzheimer's, sometimes before memory problems. Once the barrier weakens, unwanted substances can enter brain tissue and inflammation can increase.
