President Donald Trump announced in early October that he would be utilizing Congressโ $2 billion Medicare Improvement Fund to give enrollees $90 checks to help them pay their premiums.
โToday, more than 20 million Americans will have $90 in their bank accounts to offset healthcare costs and make life more affordable. These checks come right after the Trump Administration sent out $500 Obamacare refund checks and announced rules for increased price transparency,โ โ White House Spokeswoman Allison Schuster said.

The XRP Ledger switched on a feature that lets an account owner give another account permission to do specific jobs without handing over the keys that control the account.
Businesses making routine crypto transactions need signing keys available throughout the day, but keeping keys with broad powers on an internet-connected computer increases the damage a hacker could cause if that computer is compromised.
Banks already separate payment and compliance duties among staff. The upgrade gives businesses a way to make those divisions enforceable on the ledger itself.

Meta began implementing a complete restriction on ads and paid marketing messages placed on its platforms by ByteDance, the Chinese company that remains in charge of key parts of TikTok in the US.
The ban will take effect in the US, Canada, Egypt, Indonesia, Japan, Thailand and Vietnam, according to Meta, and also extend to third-party advertisers running campaigns that link to TikTok and other ByteDance properties in those countries.

Layer-1 blockchain Sui is set to launch Hashi, a new institutional network that allows holders to use Bitcoin as collateral for lending without moving it off the Bitcoin ledger. The mainnet is slated to roll out in phases later this month.
โHashi is launching with serious capital and a coalition of industry leaders because institutions want to put Bitcoin to work without giving up the protections they require,โ โ Adeniyi Abiodun, Co-Founder and Chief Product Officer of Mysten Labs, the original creator of Sui, said.
The primary target for this capital is a massive pool of dormant wealth. Sui estimates that roughly $1 trillion worth of Bitcoin is currently sitting idle. Until now, institutional and corporate balance-sheet holders have lacked a compliant, transparent ecosystem to safely deploy their native Bitcoin in DeFi.
This launch comes amid a broader shift in Bitcoin-backed finance, where borrowing is moving far beyond speculative crypto trading. Bitcoin holders now use bitcoin-collateralized loans to cover real-world expenses like university tuition, real estate acquisitions, and corporate working capital.

Florida Attorney General James Uthmeier just announced that the state is suing TP-Link, claiming that the company has been โlying about the safety of its routers and its ties to the CCP.โ
โChinese state-sponsored hackers exploited TP-Link routers sitting in American living rooms. Many of those models cannot even update themselves automatically, and TP-Link has stopped supporting them,โ โ the Florida AG said on the social media platform.
โThey also told Floridians they have split from China and that they build U.S. products in Vietnam, but that is fiction. Research and manufacturing remain rooted in China, less than 1% of the parts in that Vietnam plant actually come from Vietnam.โ

China proposed banning fully hidden car-door handles and requiring physical controls for certain safety-critical functions as regulators seek to strengthen oversight of vehicle design and product testing, according to draft rules issued for public comment by the Ministry of Industry and Information Technology and three other agencies.
The rules would also prohibit foldable and flexible display screens in vehicles and require additional safety assessments for a range of innovative designs. The proposal says some manufacturers have launched new products without sufficient testing, increasing vehicle safety and environmental risks.

President Donald Trump is working with Vladimir Putin to release Russian diesel supplies into global markets, a move that upends years of sanctions as the White House seeks ways to tame soaring fuel prices.
Trump announced a series of cargoes beginning this month totaling about 13.5 million barrels, initially. The Kremlin published a statement citing Putin who said Russia was ready โto supply oil and petroleum products to the US and global markets.โ The US Treasury also issued a waiver for previously sanctioned Russian fuel.

The Stellar Development Foundation has joined the Blockchain Association's Vaults Workstream to engage the SEC and industry peers on regulatory questions around onchain vault technologies.
The workstream, launched September 30, 2026, focuses specifically on how vault technologies function and operate onchain rather than the broader custody regulatory framework. The group convenes protocol developers, service providers and policy experts to align on technical standards and help inform SEC guidance as the regulator addresses digital asset storage mechanisms.
SDF joining a policy workstream focused on vault-specific technical questions rather than broad custody regulation narrows the group's initial scope.
If the SEC issues guidance tied to the workstream's recommendations, adoption would depend on whether those recommendations address the specific custody and control questions the agency has flagged in enforcement actions against centralized exchanges and custodians.

A flaw in the XRP Ledgerโs payment system could have let an attacker create large amounts of new XRP without paying for it, breaking the tokenโs fixed-supply rule, according to a security report.
The bug, believed to date to 2015, was found by researcher Cayden Liao and Veria AI and internally reported on Sept. 22. Engineers at RippleX, Rippleโs developer arm, reproduced the attack on a standalone server and confirmed the newly created XRP could be spent in a later transaction.
RippleX said it found no evidence the flaw was exploited on any public network.

A document issued by the CPC Central Committee and the State Council on October 9, 2026, explicitly integrates blockchain into Chinaโs strategy for developing โnew quality productive forces.โ
Clause (ix) calls for the creation of a national integrated computing network and a national blockchain network. This is not just rhetoric โ it is a concrete task outlined in the section on the deep integration of the real and digital economies.
The national blockchain network is mentioned alongside the โEastern Data, Western Computingโ initiative, smart manufacturing, and the industrial internet โ positioning it as part of Chinaโs core infrastructure for data and computing.
The document also calls for the establishment of a unified national data market, requiring an open, shared, and secure nationwide marketplace for data. It separately highlights the need for convenient and secure mechanisms for cross-border data exchange.

A Colorado woman has filed a federal lawsuit against an officer, Flock Safety and others after she was allegedly mistakenly hit with a criminal summons last year. In her lawsuit, Chrisanna Elser alleges that an officer used a Flock camera to track her and connect her to a $25 package theft from the porch of a home in Bow Mar.
Elser filed the lawsuit on Monday, accusing the defendants of negligence, invasion of privacy, unlawful search and other violations. The lawsuit concerns a criminal summons that was later voided after Elser presented evidence that she says proved she was not the suspect.
"The scariest part is what happened to me can happen to anyone," โ Elser said.

Australia would require AI companies to prove they are properly testing models and preventing harm under proposed new laws modelled on banking and aviation safety rules.
Assistant Minister for Science, Technology and the Digital Economy Andrew Charlton has signalled the government wants to make AI companies demonstrate their safety systems are effective, rather than dictate how they should manage every risk.
"AI needs regulating because its harms are severe, hard to undo, borne by people who never chose them and sometimes invisible until they arrive," โ he said.
"The market will not fix this alone, because the incentives reward speed and capability, and even the people at the top of the industry cannot slow down by themselves."

NASA released a much-anticipated โrequestโ to the US commercial space industry to develop private space stations that, as early as 2030, will succeed the International Space Station as a place for astronauts to live in low-Earth orbit.
โThis will ensure NASA has a sustained human presence in LEO for crew members to perform science and exploration.โ
Several private companies that have worked for years on designing and developing such stations have been keen to learn exactly what capabilities NASA is seeking. These new documents finally provide some answers.
