🤑 SEC Clears Evernorth Filing to Raise Up to $132 Million to Buy More XRP

The SEC has cleared a filing that could hand Evernorth Holdings up to $132 million — capital the Ripple-affiliated XRP treasury company’s own strategy points toward buying more XRP. The prospectus, dated October 19, 2026, registers 11,499,992 shares of Class A common stock issuable if holders of the company’s publicly traded warrants exercise them.

Buried in the filing’s finer print is a detail investors hadn’t previously seen: the price of XRP fell by roughly 40% between the day Evernorth’s merger agreement was signed, and the day it actually closed a year later — a swing large enough to trigger a built-in adjustment mechanism for several of the deal’s early investors.

📝 Chainlink, Cardano, Hedera, Avalanche, Stellar & Aptos Urge SEC to Codify Digital Commodity Status

Six blockchain organizations have jointly asked the U.S. SEC to write the definition of a “digital commodity,” and its status as a non-security, into the binding text of the agency’s proposed Regulation Crypto Assets, rather than leaving it in the rule’s preamble.

The comment letter was signed by Chainlink Labs, Hedera, Aptos Labs, Ava Labs, the Stellar Development Foundation (SDF), and the Cardano Foundation, all organizations behind networks whose native tokens U.S. regulators have already described as digital commodities.

“Chainlink was proud to partner with Hedera, Aptos, Ava Labs and Stellar in urging the SEC to codify its digital commodity framework,” — Taylor Barr, Head of Policy at Chainlink Labs, wrote on X.

“Builders need lasting certainty. Codifying this progress would be a meaningful step toward keeping America the home of digital asset innovation.” 🇺🇸

🇩🇪 A German biotech has big ambitions in cancer. Now it needs to get a medicine approved

German biotechnology company Immatics is developing an experimental cell therapy targeting PRAME, a protein expressed in more than 50 cancer types. The treatment modifies a patient’s own T cells to recognize and attack cancer cells carrying this target, potentially opening new treatment options for tumors that have been difficult to treat with existing immunotherapies.

In an early-phase clinical trial involving 16 patients with uveal melanoma, a rare form of eye cancer, all patients experienced tumor shrinkage following treatment. These preliminary results suggest that PRAME-targeted therapy could have potential beyond melanoma, including in ovarian and pancreatic cancers.

Immatics is now working to advance its lead candidate toward regulatory approval and expand the approach to additional solid tumors. The therapy remains investigational, and further clinical trials are needed to confirm its safety and efficacy.

⚠️ PHP Armageddon: OpenAI, Google’s Wiz find ancient holes, panicking the internet

The U.S. National Security Agency’s sent out an alarming warning that two critical holes had been found in PHP, with patches already issued by the PHP Foundation.

PHP is a server-side programming language so widely used for web applications that it powers roughly 70% of the websites on the internet; by some accounts, that’s more than 33 million sites. It is also used by popular content management systems like WordPress.

The NSA warned that these holes are so severe that if a website can’t be patched immediately, it should be pulled off the web until it can be. The holes allow attackers to infiltrate the server’s file system or a database that may be used by the web app.

Interestingly, these holes have been tucked away in all versions of PHP since version 5, which was released in 2004. Websites not running relatively current versions of PHP will have some updating work to do, as PHP 8.1 and older versions are no longer supported. The recommendation is to update the web server to the current version of PHP, which is 8.5.12.

⚡️🇺🇸 Trump says fraud investigations make 'very big dent' in overseas scams

President Donald Trump said his administration has made a "very big dent" in scams by foreign criminal networks that lure Americans into fraudulent investments. FBI Director Kash Patel said his agency had taken down 20 scam compounds throughout the world.

"Federal law enforcement has been able to warn over 10,000 Americans targeted for victimization, and we've prevented $1.6 billion in losses — at least — this year," Trump said.

"We will work tirelessly to help recover what has been stolen and dismantle the criminal networks that prey on our people."

🤑 Stellar Ramps Up Quantum Readiness With Bell Upgrade

Stellar
is stepping up its quantum-readiness efforts, and the latest Bell upgrade could mark another important milestone in the network’s long-term security strategy.🔐

As concerns grow over the potential threat quantum computing poses to blockchain technology, Stellar’s push to prepare for the next generation of computing could strengthen its appeal as a forward-looking blockchain ecosystem.

🚀 Stellar outlined the goals of its upcoming Bell Protocol upgrade, highlighting plans to support business-ready smart accounts at scale, begin work on quantum-safe signatures, and improve ledger performance.

🗓 The upgrade is expected next month, with November 3 and November 23, 2026, emerging as potential testnet and mainnet activation dates, respectively.

❗️If implemented as planned, the upgrade could mark an important step in Stellar’s long-term push to strengthen its infrastructure and prepare for emerging security challenges.

In June 2026, Stellar introduced its Quantum Preparedness Plan (QPP), outlining its strategy to transition the network toward quantum-safe cryptography. The initiative reflects Stellar’s efforts to address potential future threats from quantum computing while strengthening the network’s long-term security and resilience.

➡️ Under Stellar’s quantum roadmap, every account is expected to be able to add a quantum-safe signer through a native protocol upgrade by the end of 2027, without changing its existing address or transaction history.

➡️ Meanwhile, enterprise wallets could begin adopting quantum-safe signing as early as 2026 through Soroban smart contract accounts, allowing businesses to prepare for emerging quantum threats ahead of the broader network transition.

🧑‍⚖️ Meta Ordered to Pay $25 Billion for Deceiving Users on Privacy

New Mexico sued Meta in 2021 over a scandal involving the political consulting firm Cambridge Analytica, saying the social media company had misled users with its public statements about their data privacy.

Last month, after a two-week trial, a jury in the State District Court in Santa Fe ruled against Meta, saying the company had committed 43 million violations of New Mexico’s consumer protection laws. Each violation carried a penalty of up to $5,000.

Judge Francis J. Mathew of the Santa Fe court issued the landmark penalty, writing that the company and its executives purposefully misled the public.

“The harm in this matter is difficult to overstate, and goes to the heart of Facebook’s basic business proposition,” — Judge Mathew wrote in a 20-page judgment.

He said the “extraordinary number of willful violations” that repeated over years “support the highest level of penalty.”

💸 Elon Musk says money will be 'irrelevant' if his vision of a multiplanetary future comes true

Musk predicted that advances in robotics and space travel will create a multiplanetary economy, at which point "money becomes irrelevant" and "conventional currency will not matter."

“I think currency will be measured in fundamental physics metrics like, you know, power, like wattage and tonnage, mass and energy.”

“There won't be anything that humans can do that the AI and the robots can't do better. People will likely turn to hobbies like growing their own fruits and vegetables, or making art, to find purpose in life,” — he said.
