Read in full
💬 Vladimir Putin: First of all, I would like to thank you and all our Chinese friends for the warm welcome, the invitation and the hospitality extended to us.
We have just held substantive restricted-format talks on key issues of bilateral cooperation in the traditionally friendly and trust-based spirit.
As is customary, the co-chairs of the five intergovernmental commissions will report on their work, while our Foreign Ministers will brief us on coordination in the international arena.
☝️ The comprehensive partnership and strategic interaction between Russia and China in the new era is a model of interstate relations in today’s world. It is based on the principles of equality and mutual consideration of each other’s interests, mutual support, friendship and genuine good-neighbourliness.
Our goal is the well-being and prosperity of the Russian and Chinese peoples. These unwavering foundations have enabled our relations to successfully pass the test of strength and resilience more than once.
Over the 25 years since the signing of the foundational Treaty of Good-Neighbourliness, Friendship and Cooperation, Russia-China interaction has expanded significantly.
Our relevant agencies maintain close and constructive contacts and are actively working to further advance joint projects and initiatives.
🤝 We are determined to continue working together in the same spirit. We will continue to develop our bilateral cooperation and remain actively engaged on international platforms, where our colleagues work in close coordination to lay a solid foundation for sustainable progress towards a #MultipolarWorld.

📄 FULL STATEMENT
Key points:
• The Treaty of Good-Neighbourliness, Friendship and Cooperation between Russia and China not only fully reflects the deep historical traditions of good-neighbourliness and friendship between the Russian and Chinese peoples and their readiness to pass them on from generation to generation, but also embodies the universal human values of peace, development, equality, justice, democracy and freedom.
• The Sides develop their relations in accordance with the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other’s internal affairs, equality and mutual benefit, peaceful coexistence, the sovereign right to choose one’s social system and development path, and the preservation of cultural and historical identity and traditional moral values.
• Russia-China relations are not bloc-based or confrontational in nature and are not directed against third countries.
• The stable and comprehensive nature of Russia-China relations fully meets the fundamental interests of the two countries and their peoples, corresponds to the objectives of the comprehensive national development of both states, and makes an important contribution to advancing a just #MultipolarWorld and the democratisation of international relations.
***
• The Sides, guided by Leaders’ diplomacy, will consistently and fully implement the agreements reached by the Heads of State, maintain close contacts at the highest and high levels, and ensure the effective and uninterrupted functioning of mechanisms for interaction between governments, legislative bodies and political parties.
• The Sides will continue to strengthen the traditional friendship between the armed forces of the two countries, deepen mutual trust in the military sphere, improve cooperation mechanisms, expand the practice of joint exercises and air and maritime patrols, strengthen coordination and interaction in bilateral and multilateral formats, jointly respond to various challenges and threats, and support global and regional security and stability.

***
• The Sides are convinced of the need to fully eliminate the root causes of the Ukrainian crisis on the basis of compliance with the principles of the UN Charter in their entirety, totality and interconnection, with a view to ensuring mutual security and laying the foundations for lasting peace. The Sides support all efforts conducive to establishing long-term and sustainable peace, and advocate continuing the search for a solution through dialogue and negotiations.
• The Sides share the view that the military strikes by the US and Israel against Iran violate international law and the basic norms of international relations, and seriously undermine stability in the Middle East. Russia and China emphasise the need for the parties involved in the conflict to return to dialogue and negotiations as soon as possible in order to prevent the conflict zone from expanding.
• Russia and China reaffirm their commitment to a comprehensive, just and sustainable settlement of the Palestinian issue on a generally recognised international legal basis, with the two-state formula at its core.

🇷🇺🇨🇳 Joint Declaration of the Russian Federation and the People’s Republic of China on the Emergence of a Multipolar World and International Relations of a New Type (Beijing, May 20, 2026)
📄 FULL DECLARATION
Since the end of the Second World War, changes in the international landscape and in the global balance of power have been accelerating.
On the one hand, the wave of decolonisation and the end of the Cold War led to a significant increase in the number of sovereign states in the world.
The international community has become more diverse and complex. The level of development and international influence of the countries of Asia, Africa, the Middle East, Latin America and the Caribbean has grown. The number of regional and interregional associations has increased, with their activities covering all areas of international relations – from politics and security to the economy and the humanitarian dimension – and their role in world affairs is steadily growing. Interconnectedness and interdependence in the world have reached an unprecedented level in human history.
☝️ Attempts by a number of states to single-handedly manage world affairs, impose their interests on the entire world and restrict the sovereign development opportunities of other countries in the spirit of the colonial era have failed.
In the 21st century, the system of international relations is undergoing a profound transformation, evolving towards a long-term state of polycentricity and the formation of international relations of a new type.
Most states, taking into account their historical experience, have become deeply aware of the advent of a new era and the need to follow the path towards building a more cohesive international community, as well as mutual respect for fundamental interests, equality, justice and mutually beneficial cooperation – without dividing the world into opposing regions and blocs.
On the other hand, the global situation is becoming more complex. Negative neocolonial trends are on the rise, including the practice of unilateral force-based approaches, hegemonism and bloc confrontation.
The basic universally recognised norms of international law and international relations are being regularly trampled upon; it is becoming more difficult for states to coordinate their actions and settle conflicts within global governance institutions, many of which are losing their effectiveness. The global agenda of peace and development is facing new risks and challenges, and there is a danger of fragmentation of the international community and a return to the “law of the jungle”.
***
🌐 Advocating a harmonious process of shaping an equal and orderly multipolar world and international relations of a new type, including a more just and rational system of global governance, Russia and China undertake and call on the international community to adhere to the following basic principles in their relations with one another:
Russia and China will continue to develop a shared vision for shaping a #MultipolarWorld and more just international relations of a new type.

🇷🇺🇨🇳 President of Russia Vladimir Putin and Premier of the State Council of China Li Qiang held a meeting in Beijing (May 20, 2026)
💬 Vladimir Putin: Today’s talks with President Xi Jinping were highly productive and useful. A substantial package of documents was signed, including joint statements by the Heads of State, which set out our common approaches and areas of work – without exaggeration – in practically all key areas.
Together with President Xi Jinping, we have now set new, ambitious objectives for a qualitatively new stage in the development of Russia-China cooperation.
☝️ The governments of both countries always bear a special responsibility, because it is the governments that deal with practical work in very specific areas. We all understand this perfectly well. The final result depends to a large extent on how deeply you are involved in this work. We look forward to your visit to Russia.
I already mentioned today that, despite a certain adjustment in bilateral trade indicators at the end of 2025, trade turnover is showing strong growth this year – more than 10%.
We will continue developing trade cooperation in line with the approved long-term strategies, above all the Plan for Russia-China Economic Cooperation through 2030.
One of our priorities is to ensure that our cooperation is reliably protected from negative external influence. A key factor here is the near-total use of national currencies in bilateral trade.
The agenda includes the implementation of a broad range of joint sectoral projects in energy, industry, space, agriculture, transport and logistics. Digital innovations and artificial intelligence technologies, which are rapidly transforming our lives, are opening up new opportunities for the economic development of our countries.
Humanitarian contacts are developing actively, including in culture, cinema, sport, youth exchanges and tourism.
This has certainly been facilitated by the decision, taken at the initiative of our Chinese friends, to introduce a visa-free regime on a reciprocal basis. It helps both tourists and those engaged in practical work across a whole range of areas.
🤝 Today, together with President Xi Jinping, we officially launched the Russia-China Years of Education. I am confident that this new interstate thematic project will bring personnel training across a wide range of fields, including advanced industries, to a new level, helping ensure the scientific and technological sovereignty of our countries.

🎙 Russian President Vladimir Putin's statement to the press following Russia-China talks (Beijing, May 20, 2026)
💬 Russia-China relations have reached a truly unprecedented level and continue to develop. At the same time, our relations are self-sustaining, independent of the current global environment, and serve as a model for how relations between countries and peoples should be built today.
As for today’s talks, they took place in a traditionally warm, comradely and constructive atmosphere. All key areas of bilateral cooperation were discussed in detail.
The Joint Statement adopted following the talks outlines the priority areas of Russia-China interaction.
A substantial package of intergovernmental, interagency and corporate documents was also signed – around 40 in total. Many are aimed at further deepening economic cooperation.
I would like to emphasise that Russia and China are important trading partners for each other. In 2025, trade turnover reached almost $240 billion, while its structure expanded, including through goods with high added value.
Coordinated steps to switch settlements between modern enterprises in Russia and China – and between our countries as a whole – to national currencies were of major importance. As a result, practically all Russia-China export-import operations are carried out in rubles and yuan. In effect, we have built a stable system of mutual trade that is protected from external influence and negative trends on global markets.
Russia is modernising key railway lines in the eastern direction, such as the Trans-Siberian and Baikal-Amur mainlines. The infrastructure of the Trans-Arctic Transport Corridor, including its main artery – the Northern Sea Route – is also being consistently expanded.
Following the successful cross Years of Culture, Russia and China are launching new major interstate humanitarian projects – for example, the Russia-China Year of Education. Its programme of the cross years includes hundreds of different events – conferences and seminars, concerts, exhibitions and master classes, academic competitions and contests.
***
💬 President Xi Jinping and I also exchanged views on current international issues.
Following this exchange, a Joint Declaration was adopted, confirming reflecting the convergence of our countries’ principled approaches.
☝️ The key point is that Russia and China are committed to an independent and self-reliant foreign policy, act in close strategic coordination, and play an important stabilising role on the world stage.
We are working together for the sake of peace and universal prosperity. It is in this spirit that Moscow and Beijing jointly stand in defence of international law and the provisions of the UN Charter in their entirety, totality and interconnection, interact effectively within the Shanghai Cooperation Organisation, #BRICS and other international structures, and make a significant contribution to addressing urgent global and regional issues.
Russia supports the priorities of China’s presidency of #APEC this year. For our part, we will provide all necessary assistance in their practical implementation. I am confident that the Summit of this association in Shenzhen will be productive.
Of course, we will continue to closely coordinate our positions in such multilateral formats as the #G20, the World Trade Organisation, the World Bank and the IMF, as well as the New Development Bank. We intend to facilitate the alignment of integration processes within the #EAEU and China’s Belt and Road Initiative, with a view to forming the Greater Eurasian Partnership.
