🇷🇺🇨🇳 Joint Declaration of the Russian Federation and the People’s Republic of China on the Emergence of a Multipolar World and International Relations of a New Type (Beijing, May 20, 2026)
📄 FULL DECLARATION
Since the end of the Second World War, changes in the international landscape and in the global balance of power have been accelerating.
On the one hand, the wave of decolonisation and the end of the Cold War led to a significant increase in the number of sovereign states in the world.
The international community has become more diverse and complex. The level of development and international influence of the countries of Asia, Africa, the Middle East, Latin America and the Caribbean has grown. The number of regional and interregional associations has increased, with their activities covering all areas of international relations – from politics and security to the economy and the humanitarian dimension – and their role in world affairs is steadily growing. Interconnectedness and interdependence in the world have reached an unprecedented level in human history.
☝️ Attempts by a number of states to single-handedly manage world affairs, impose their interests on the entire world and restrict the sovereign development opportunities of other countries in the spirit of the colonial era have failed.
In the 21st century, the system of international relations is undergoing a profound transformation, evolving towards a long-term state of polycentricity and the formation of international relations of a new type.
Most states, taking into account their historical experience, have become deeply aware of the advent of a new era and the need to follow the path towards building a more cohesive international community, as well as mutual respect for fundamental interests, equality, justice and mutually beneficial cooperation – without dividing the world into opposing regions and blocs.
On the other hand, the global situation is becoming more complex. Negative neocolonial trends are on the rise, including the practice of unilateral force-based approaches, hegemonism and bloc confrontation.
The basic universally recognised norms of international law and international relations are being regularly trampled upon; it is becoming more difficult for states to coordinate their actions and settle conflicts within global governance institutions, many of which are losing their effectiveness. The global agenda of peace and development is facing new risks and challenges, and there is a danger of fragmentation of the international community and a return to the “law of the jungle”.
***
🌐 Advocating a harmonious process of shaping an equal and orderly multipolar world and international relations of a new type, including a more just and rational system of global governance, Russia and China undertake and call on the international community to adhere to the following basic principles in their relations with one another:
Russia and China will continue to develop a shared vision for shaping a #MultipolarWorld and more just international relations of a new type.

✉️ President of Russia Vladimir Putin sent a congratulatory message to the Heads of State and Government of African countries on the occasion of Africa Day (May 24, 2026)
✍️ Please accept my warmest congratulations on the occasion of #AfricaDay – a holiday that symbolises the victory of the peoples of your continent over colonialism and their aspiration for freedom, peace and prosperity.
African countries have achieved impressive success in the economic and social spheres and are playing an increasingly significant role in addressing pressing issues on the international agenda. Constructive cooperation is expanding within the African Union and a number of subregional organisations, mechanisms for collective response to local conflicts and crises are being developed, and integration processes are being consistently advanced.
The Russian Federation attaches great importance to strengthening its traditionally friendly ties with African states. We are united by the desire to build a just #MultipolarWorld based on genuine equality and the supremacy of international law, free from all forms of discrimination and diktat.
I am confident that the Third Russia-Africa Summit, to be held in Moscow in October, will make it possible to outline new prospects for developing mutually beneficial cooperation between our country and our African partners across various areas.
🤝 I will be glad to welcome African Leaders in Moscow.
I sincerely wish you all sound health and success in your state duties, and peace and well-being to your citizens.
VLADIMIR PUTIN

🎙 President of Russia Vladimir Putin sent a video address to the participants of the International Security Forum taking place in Moscow.
💬 Over the course of several days, 25 thematic sessions will be held – conferences, round tables, briefings and presentations – during which you will have the opportunity to comprehensively discuss key issues of regional and global security.
Today, as the world faces serious challenges, such representative world-level meetings and direct professional dialogue are particularly relevant.
As before, international terrorism, the risks of uncontrolled proliferation of nuclear weapons, extremism, drug trafficking and cybercrime pose a serious threat to all states without exception.
The modern world is interdependent and interconnected, which is why escalating tensions in individual regions have an adverse impact on the entire international community.
❗️ I want to stress that we support close cooperation in ensuring comprehensive stability on the regional and global scale, and advocate for indivisible security.
We believe that timely work on such significant and strategic issues is especially relevant right now, as the #MultipolarWorld is taking shape. Russia is actively involved in this process, including as a member of integration associations that operate on the principles of equality and respect for sovereignty, national interests, historical, cultural and civilisational identities of countries and peoples.
This Forum’s objective is to tackle security problems and assist with expanding pragmatic cooperation between countries for the protection from internal and external threats.
I am certain that the ideas and proposals put forward during the Forum will help strengthen security partnerships between our countries and contribute to achieving a strong balance of power in the world. Of course, they will also help strengthen friendships and trust between our nations.
🤝 I wish you productive work and all the best.

✉️ Russian Foreign Minister Sergey Lavrov’s message to organisers and participants of the 11th International Conference, Russia and China: Cooperation in a New Era (June 1, 2026)
✍️ I cordially welcome the organisers and participants of the 11th International Conference, Russia and China: Cooperation in a New Era – a forum of high standing sponsored by the Russian International Affairs Council and the Chinese Academy of Social Sciences.
This year is special for Russia-China relations. Thirty years ago, our Leaders proclaimed, in a Joint Declaration, for the first time ever, a fundamentally new model of relations between countries in the form of an equal and trust-based partnership underpinned by strategic interaction in the 21st century.
25 years ago, on July 16, 2001, President of the Russian Federation Vladimir Putin and President of the People’s Republic of China Jiang Zemin signed the Treaty of Good-Neighbourliness, Friendship and Cooperation.
Without exaggeration, this landmark document opened a new chapter in the history of centuries-old Russia-China ties and reflected the deep historical traditions of neighbourliness and friendship between our peoples. It laid a solid foundation for building a multi-level architecture of comprehensive partnership and strategic interaction based on equality and mutual benefit.
The trajectory of these relations relies on Leader diplomacy meaning a trust-based dialogue at the top level. It is therefore absolutely natural that, during President Putin’s official visit to China on May 19-20, the Leaders of Russia and China confirmed the renewal of the Treaty for five more years.
☝️ The principles of the Treaty have stood the test of time and continue to stand in today’s realities that include mutual support in matters concerning protection of state unity and territorial integrity, respect for each other’s choice of political, economic, social and cultural development paths, non-interference in each other’s internal affairs, the absence of mutual territorial claims, and the determination of Moscow and Beijing to turn the common border into a belt of eternal peace and friendship.
Russia-China relations do not imply restrictions on the sovereignty of either Side, are not constrained by ideology, and are not directed against third countries. They remain resilient to external influences.
The Treaty established guidelines for practical interaction, contributing to the expansion of trade and economic ties and the promotion of cultural and humanitarian contacts by orders of magnitude. Holding cross thematic years has become an established tradition. Just recently, President Vladimir Putin and President Xi Jinping launched another seminal joint initiative, namely, Russia-China Years of Cooperation in Education.
The Treaty is important internationally. The Russia-China foreign policy partnership based on overlapping interests and close approaches to international issues serves as a core stabilising factor in international affairs. Moscow and Beijing cooperate effectively on multilateral platforms, primarily the #UN and its Security Council, the #SCO, #BRICS, the #G20, and #ASEAN-centred formats.
In conjunction with their like-minded partners, Russia and China are contributing to building a more just #MultipolarWorld. They are doing much to create a space of equal and indivisible security and cooperation in Eurasia.
The broad bilateral agenda requires all dialogue mechanisms to be continuously fine-tuned. In this regard, the role of the expert, scientific and academic communities can hardly be overestimated. Your conference will undoubtedly make its own valuable contribution to these shared efforts.
🤝 I wish you productive work and all the very best.

🇷🇺 President of Russia Vladimir Putin's remarks at a formal reception in honour of the Heads of delegations taking part in the #RussiaASEAN Summit (Kazan, June 17, 2026)
💬 Vladimir Putin: Our Summit is dedicated to the 35th anniversary of relations between Russia and the Association of Southeast Asian Nations.
It has brought together Leaders, Heads of government, senior politicians and statesmen from all 11 ASEAN countries.
🇧🇳 🇰🇭 🇮🇩 🇱🇦 🇲🇾 🇲🇲 🇵🇭 🇸🇬 🇹🇭 🇹🇱 🇻🇳
Such a representative line-up of participants is convincing proof of the mutual desire of Russia and the countries of Southeast Asia to strengthen our partnership, take it to a new, more advanced level, and expand mutually beneficial ties and contacts in every area – politics and security, the economy, trade and investment, culture and humanitarian cooperation.
☝️ We believe that our current Summit, as well as the documents prepared for approval following its results – the Kazan Declaration and the Joint Plan of Action – will fully contribute to achieving this comprehensive goal.
I am confident that we can look to the future with optimism, as Russia-ASEAN cooperation rests on strong bonds of friendship and mutual assistance, as well as the positive experience of partnership accumulated over many years.
At one time, the Soviet Union helped many peoples of Southeast Asia free themselves from the legacy of the colonial era, supported the development of their statehood and economic foundations, and helped strengthen their defence capabilities.
Tens of thousands of students from Southeast Asia graduated from our higher education facilities. The knowledge and professions they gained – as engineers, teachers, doctors, lawyers, economists and many others – have brought, and continue to bring, practical benefit to the citizens of your countries.
🤝 Today, Russia and ASEAN countries continue to jointly develop and multiply the good traditions of mutually beneficial cooperation, while working to deepen our partnership.
Importantly, we stand together for the formation of a fair #MultipolarWorld and uphold the principles of the sovereign equality of states and non-interference in internal affairs.
Both Russia and ASEAN nations share common moral values, respect each other’s national identity and recognise the cultural and civilisational diversity of the world. All our states follow their own development models and do not impose their views on anyone. ✊ This, without doubt, is our strength.
Russia is ready to continue active joint work with ASEAN member states to strengthen our strategic partnership – in the interests of security, well-being and prosperity of our countries and peoples, as well as the Eurasian region as a whole.
🥂 I would like to wish all of us success in this constructive work and propose a toast: to the health of the heads of delegations and all those present; to the further strengthening of the Russia-ASEAN strategic partnership; to the development and prosperity of our countries; to the happiness and well-being of our peoples; and to the success of the anniversary Summit.

📰 Russia's Foreign Minister Sergey Lavrov's article «Ukraine, Europe and Global Security» (June 19, 2026)
This article by Sergey Lavrov was originally planned for publication by the European outlet Politico Europe, but at the last moment, the editorial board decided to cancel its publication.

«Ukraine, Europe and Global Security»
Some Reflections on Resolving the Ukrainian Crisis, Europe and Global Security
✍️ More than two decades of negotiation with Europe, as part of the collective West, leads to only one conclusion: engaging Russia in dialogue has served as a diplomatic smokescreen for the geopolitical expansion of Western institutions, above all NATO and the EU, eastwards, right up to Russia's borders.
☝️ Europe's complicity in fuelling the Ukrainian crisis is undeniable.
In 2013, the EU rejected outright our proposal for a compromise on the association agreement – a deal Brussels had long been pressing Viktor Yanukovich to sign.
It is worth recalling: Ukraine was offered unilateral market opening, without reciprocal commitments – terms that would have proved incompatible with Kiev's continued membership in the CIS free-trade zone. When Viktor Yanukovich requested a deferral, the Europeans incited street riots which swiftly escalated into a coup d'état in Kiev in February 2014.
Russia, for its part, explored every diplomatic avenue to defuse Europe's security crisis. However, in January 2022, the US and NATO rejected Russia's proposal for legally binding mutual security guarantees.
Following the launch of the special military operation, the united Europe threw its support behind the British Prime Minister's efforts to sabotage the Istanbul negotiations between Russia and Ukraine. Boris Johnson's appeal to Kiev – "don't sign anything, just fight" – slammed the door on genuine diplomacy for the foreseeable future.
***
Additional key points:
• The real current objective of Europe's leaders is not to negotiate with Russia. It is to shore up the Zelensky regime and preserve it as a launchpad for continued confrontation against Russia.
• European leaders are scrambling to secure a ceasefire as quickly as possible and for one reason only: to prevent the collapse of Ukrainian military on the battlefield. The plan is to "freeze" the conflict without addressing its root causes, and then rapidly deploy military contingents from the Anglo-French "coalition of the willing" onto Ukrainian soil.
• The united Europe continues to dream of expansion. It intends to absorb Ukraine and Moldova, while pulling Armenia into its sphere of influence. As for Ukraine, it is increasingly eyed as the "striking fist" of a future European military force, independent of the US and independent of NATO.
❗️ This state of affairs poses serious threats to global security. A direct confrontation between NATO and Russia could rapidly escalate into an exchange of nuclear strikes, with catastrophic consequences.
• European leaders should recognize that the model of regional security built in Europe over decades, ever since the adoption of the Helsinki Final Act in 1975, has been destroyed by their own hands. 👉 And it will never be restored.
• We must now move toward creating a continent-wide security architecture open to all Eurasian countries and that reflects today's #MultipolarWorld.
• The principle of equal and indivisible security trampled upon by the Euro-Atlantists, can be embodied within a new Eurasian architecture. When the time is ripe, Europe too will be able to join this great effort.
• Meaningful dialogue requires the restoration of trust, shattered by the anti-Russian actions of the West, and Europe as part of it, in the post-Cold War era.
❌ Trust cannot be restored, nor can dialogue be resumed, through ultimatums such as the one issued to Russia in London on 7 June 2026.

🎙 President of Russia Vladimir Putin's address at a meeting with graduates of military academies (Moscow, June 23, 2026)
Read in full
💬 The current international situation is far from stable. Armed confrontation in the Middle East continues unabated, while the potential for conflict has increased significantly across a number of regions, including Eurasia.
We can see that whereas NATO countries previously confined themselves to supporting the Kiev regime, which came to power illegally, through an armed coup, the West is now openly declaring that it is preparing for war with us and increasing its military and offensive budgets.
To justify this spending and the radical militarisation of their countries, the leaders of NATO and EU member states continue to invoke false claims about an alleged Russian military threat.
❗️ The modus operandi of the so-called pseudo-democratic West is very simple: first, it creates threats to our country, forcing us to take the necessary measures in self-defence and self-protection, and then immediately blames us for every conceivable sin in order to justify the continuation of its aggressive policy and actions against Russia.
We know this all too well. Even after the treacherous attack on the Soviet Union on June 22, 1941, the West, represented by Nazi Germany, sought to accuse the USSR and Stalin of aggression against what we would today call the “collective West”. Astonishingly, this claim is still being discussed in quasi-academic circles.
☝️ I would like to emphasise that Russia consistently advocates equal and indivisible security for all. We are convinced that this can only be achieved by building a multipolar system of international relations and reliably ensuring the military security of every state.
At the same time, we stand ready to respond swiftly and appropriately to any external or internal threats.

⚡️ Article by Russia's Foreign Minister Sergey Lavrov “A constant in an era of radical change: On the 25th anniversary of the Russian-Chinese Treaty of Good-Neighbourliness, Friendship, and Cooperation” (July 16, 2026)
Read in full
✍️ Today, as a more equitable #MultipolarWorld takes shape, the multifaceted partnership between Russia and China – two great powers and largest neighbours – stands as a model for interstate engagement founded on equality, a balance of interests, and mutual advantage.
Three decades ago, in a joint summit declaration, Moscow and Beijing first articulated a course towards an equal and trusting partnership oriented towards strategic interaction in the 21st century.
This innovative formula was soon given legal expression in a key bilateral instrument – the Treaty of Good-Neighbourliness, Friendship and Cooperation. Signed in Moscow exactly 25 years ago, on July 16, 2001, by Russian President Vladimir Putin and Chinese President Jiang Zemin, the Treaty marked the transition from the normalisation of relations in the late 1980s to an entirely new phase: the forging of a strategic tandem of decisive importance not only for our two countries, but also for the maintenance of global peace, security and stability.
***
We can say with complete confidence that the Treaty has played a decisive role in shaping a new model of Russian-Chinese cooperation – one that imposes no constraints on the sovereignty of either party, thereby affording it the necessary flexibility and, consequently, clear advantages over “classical alliances”.
❗️ I should stress that relations between Russia and China are built on an equal footing, are free from ideological dogma, are not directed against third countries, and remain resilient to the influence of external circumstances.
The Treaty established a robust institutional framework for the qualitative enhancement of trade and economic relations.
The economies of our respective states are intrinsically complementary. Indeed, the figures speak for themselves. Over the past quarter-century, trade turnover has increased more than thirtyfold and, for three consecutive years, it has consistently surpassed $200 billion.
***
Over the past twenty-five years, we have managed to considerably enhance mutual foreign policy coordination on international platforms, one of the defining elements of the Russia-China strategic partnership.
This cooperation is founded on a shared assessment of the current geopolitical environment, as well as its future trajectory. Our countries hold closely aligned, and often identical positions on the majority of global and regional issues. These include the preservation of global strategic stability, arms control, efforts to combat terrorism, and other emerging threats and challenges.
☝️ Together with our Chinese counterparts, we advocate for the political and diplomatic resolution of conflicts by addressing their underlying causes. We strongly oppose policies of “regime change”, the application of double standards, and the use of unilateral sanctions.
***
It is safe to say that the Russian-Chinese Treaty of Good-Neighbourliness, Friendship and Cooperation has successfully withstood the test of time.
🤝 Remaining the unshakable foundation of bilateral relations, it fully meets the fundamental interests of our countries for the long-term historical perspective.

🎙 Russian Foreign Minister Sergey Lavrov's opening remarks at the Russia-ASEAN Foreign Ministers’ Meeting (Manila, July 22, 2026)
💬 Sergey Lavrov: Before beginning my remarks, I would like to express my deepest condolences to the people of Thailand and to the families and loved ones of those who lost their lives in the recent devastating fire in Bangkok.
We wish all those injured a speedy recovery.
***
First of all, I would like to thank the Philippine ASEAN Chairmanship for its warm hospitality and the excellent organisation of this meeting, which is being held in the year marking the 35th anniversary of Russia-ASEAN relations.
We are also grateful to Myanmar, the country coordinator for the #RussiaASEAN dialogue, for its efforts to advance our strategic partnership within this format.
In 2027, the coordinating role will pass to Vietnam, and we have no doubt that the steady development of Russia-ASEAN relations will continue.
At yesterday evening’s excellent reception and before the meeting began this morning, many of our ASEAN colleagues and friends recalled the Russia-ASEAN Summit held in Kazan just over a month ago. They spoke highly of the meeting, which clearly demonstrated the mutual commitment of Russia and ASEAN to further rapprochement and broader cooperation based on equality, mutual respect and mutual benefit.
👉 More on the Russia-ASEAN Summit marking the 35th anniversary of #RussiaASEAN relations
Our Leaders reached important agreements in the areas of politics and security, countering new threats and challenges, and developing trade, economic, investment, cultural, educational and humanitarian ties.
We see promising prospects for cooperation in food and energy security, digital transformation and the platform economy. The four fundamental documents adopted at the Kazan Summit (1, 2, 3, 4) provide clear guidelines for our joint work in all these areas.
☝️ Russia firmly believes that ASEAN is our reliable partner and like-minded ally.
For our part, we consistently support #ASEAN’s central role in regional affairs and contribute to strengthening the ASEAN-centred system of interstate relations based on international law, openness, equality and – I would particularly emphasise – consideration for the interests of all participants.
Our common efforts will also be greatly assisted by the shared understanding of international developments reaffirmed in Kazan, as well as the Leaders’ commitment to building a fairer and more sustainable #MultipolarWorld order, strengthening a balanced security architecture in the Asia-Pacific region and, of course, expanding comprehensive cooperation across our vast Eurasian continent.
🤝 I hope that today’s meeting will strengthen our cooperation in all these areas, give fresh impetus to implementing the agreements reached at the Kazan Summit and help unlock the vast potential of Russia–ASEAN cooperation.

🎙 Remarks and answers to questions by Russian Foreign Minister Sergey Lavrov at the session “A New Global Architecture: An Open Dialogue with Sergey Lavrov” during the Federal Educational Marathon “Znanie. Pervye” (Yekaterinburg, September 16, 2026)
💬 Sergey Lavrov: The philosophy of equality, which is becoming increasingly prevalent in today’s world, is particularly characteristic of #BRICS, the latest Summit of which has just taken place in New Delhi.
The countries within this group represent a wide range of civilisations, yet demonstrate #unity in their pursuit of greater opportunities for shared development – to ensure their peoples’ prosperity and security, without harming anyone else or advancing at anyone else’s expense.
☝️ Russia is fully committed to this approach, which also characterises other groupings of a new type, including the #SCO, #CIS, #EAEU and #CSTO.
👉 Unfortunately, the objective process of strengthening multipolarity faces aggressive resistance from our Western colleagues and their elites.
They continue to view these developments as a threat to the dominance they enjoyed for five hundred years – through slavery and colonialism. They are trying to preserve their slipping supremacy by resorting to the most unscrupulous methods, including unlawful ones: unilateral sanctions, direct pressure, interference in domestic affairs and instigation of conflicts.
***
Key points:
• The adaptation of international relations to multipolar realities is an objective process. The #GlobalMajority wants it to succeed, although it will take time and may span an entire historical era.
• We envisage a #MultipolarWorld as one in which small and medium-sized countries are free from blackmail, threats and sanctions, where all such countries are respected and can choose their own partners.
• For us, the Ukrainian conflict resolution requires achieving the objectives set at the beginning of the special military operation, which are aimed at eliminating the root causes of the crisis. These include plans to bring NATO and its military infrastructure right up to Russia’s borders, as well as Ukraine's official state policy, enshrined in law, of eradicating everything Russian.
• I would welcome nationally minded political forces coming to power in European countries. What the Brussels bureaucracy is doing – appropriating powers and rights that essentially belong to national governments – violates, first and foremost, the EU’s own rules.
• We did not sever our relations with Europe – Europe did. We now have all the markets and partners we need. Despite the hybrid war against Russia, things are progressing as well as can be expected under the circumstances.
• As in previous years, we are seeing particularly pronounced attempts by the West to interfere directly in our citizens’ exercise of their voting rights and in the election campaign. This is especially evident abroad, but such attempts are also taking place within Russia.
• If and when European countries wish to resume a serious dialogue, we will first listen to what they have in mind and what they can offer, and then decide whether it is acceptable to us.
• If Europe, which speaks daily about preparing for war against Russia, attacks the Russian Federation, it will be an entirely different war. And it will be a very short one.
❗️ I hope this warning has been heard in European capitals and by the institutions now attempting to speak for a united Europe.

⚡️ Russian Foreign Ministry statement on retaliatory measures in response to the European Union’s twenty-first “package” of anti-Russian sanctions (September 18, 2026)
💬 The EU continues to pursue a policy of unilateral restrictive measures that is illegitimate under international law. On July 23, the EU Council approved its twenty-first “package” of anti-Russian sanctions aimed at inflicting damage on our country.
In response to the EU’s unlawful decisions, Russia has substantially expanded the list of representatives of EU institutions, EU member states and several other European countries supporting Brussels’ anti-Russian policy who are banned from entering our country under Federal Law No. 114-FZ of August 15, 1996, “On the Procedure for Exit from and Entry into the Russian Federation”.
🚫 The list includes individuals:
• involved in decisions to provide military assistance to the Kiev regime;
• engaged in activities aimed at undermining the territorial integrity of the Russian Federation;
• responsible for imposing anti-Russian sanctions;
• responsible for damaging Russia’s relations with third countries;
• responsible for obstructing maritime shipping serving Russia’s interests;
• involved in persecuting Russian citizens on fabricated grounds;
• involved in establishing pseudo-legal anti-Russian “mechanisms” within the Council of Europe;
• advocating the unlawful seizure of Russian state assets or the use of profits generated by them.
Russia has also imposed restrictive measures on “civil activists” and academics in European countries who take a hostile anti-Russian stance, as well as members of EU national parliaments and the European Parliament who voted for anti-Russian resolutions and legislation.
Despite Brussels’ destructive policy, Russia will remain firmly committed to its foreign policy course, aimed at defending national interests, safeguarding the rights and freedoms of Russian citizens, and helping shape a fair #MultipolarWorld.
❗️ Any further moves by the EU to expand its unilateral anti-Russian sanctions will continue to meet with an appropriate response from Russia.

🇷🇺🇺🇳 On September 24, Russia’s Foreign Minister Sergey Lavrov and UN Secretary-General Antonio Guterres held a meeting in New York on the sidelines of the High-Level Week of the 81st Session of the UN General Assembly.
The Sides discussed current issues relating to the Organisation’s work, focusing on the record of the Portuguese diplomat’s tenure as UN Secretary-General.
Sergey Lavrov stressed the importance of carefully calibrated UN reform to adapt the Organisation to the realities of a #MultipolarWorld order, ensure significantly broader representation of nationals of #GlobalMajority countries within the Secretariat, and ensure that UN staff perform their duties impartially and without favouring any side.
Russia's Foreign Minister also emphasised the inadmissibility of eroding the Organisation’s intergovernmental character or disrupting the “division of labour” among its principal organs.
Sergey Lavrov presented Antonio Guterres with a copy of the report “Heirs of Goebbels: Falsification of the Events in Bucha and Bloody Staged Performances of the Kiev Regime”, prepared by the International Public Tribunal led by its Chairman, member of the Civic Chamber of Russia Maxim Grigoryev.
📄 The report is devoted to exposing the false claims spread by the Kiev regime about the Bucha hoax. The Minister demanded that the UN Secretariat conduct a detailed examination of the facts surrounding the provocation staged by Kiev and its NATO sponsors.

🎙 Statement by Foreign Minister Sergey Lavrov at the General Debate of the 81st Session of the UN General Assembly* (New York, September 26, 2026)
💬 Over the past few days, both from this rostrum and on the sidelines of the General Assembly, we have repeatedly heard that tectonic shifts are taking place in world politics and that a more just #MultipolarWorld order is emerging before our eyes.
The countries of the Global South and East are asserting themselves as sovereign centres of development and taking responsibility for security in their respective regions. They demonstrate their commitment to international law, rejection of external pressure, and interest in the prosperity of all states, not just a select few.
This constructive philosophy also underpins Russia’s foreign policy. It is shared by our many like-minded partners and forms the foundation for cooperation within the #CIS, #SCO, #BRICS and other associations of the #WorldMajority.
❌ However, not everyone welcomes these developments. The Western minority, which dominated for five centuries at the expense of others’ resources, continues its attempts to preserve its privileges and impose its “rules” on everyone else.
The West is increasingly resorting to brute force, acting unpredictably and recklessly, and putting at risk the lives and well-being of millions, if not billions, of people on our shared planet. As President of Russia Vladimir Putin put it, the dictatorship of a single hegemon “has spun out of control and is simply dangerous to everyone around it”.
At the beginning of 2026, in violation of every conceivable norm, including basic standards of morality, the US intervention in Venezuela culminated in the abduction of President Nicolas Maduro and his wife and their detention without trial in a US prison. This comes despite the fact that international law expressly requires respect for the immunity and inviolability of senior state officials.
👉 We insist on the immediate release of the Venezuelan Leader and his wife and demand that such actions never be repeated.
We regard the killing of Iran’s Supreme Leader Ayatollah Ali Khamenei, members of his family, as well as members of the Islamic Republic’s military and political leadership, as an unacceptable manifestation of the use of force and coercion.

A year ago, we marked the 80th anniversary of Victory over German Nazism and Japanese militarism. Next week, on October 1, we will mark 80 years since the conclusion of the International Military Tribunal at Nuremberg. The historic Judgment the Nuremberg Tribunal unequivocally condemned Nazi criminals and placed the inhuman ideology of Nazism beyond the bounds of law and morality.
☝️ Yet 80 years later, the lessons of Nuremberg have clearly not been learned by everyone.
Judging by statements from their representatives, the ruling elites of a number of EU countries appear to be infected with ideas of racial superiority and continue to promote extremist, Russophobic views.
They indulge the leaders of the Kiev regime when they honour notorious war criminals and Hitler collaborators in Kiev – people whose hands are stained with the blood of Russians, Jews, Belarusians, Ukrainians and people of other nationalities.
***
Having launched the special military operation in 2022 to protect the people of Donbass and Novorossiya from extermination by the Kiev regime, Russia continues to fight for their security and rights in full accordance with the letter and spirit of the UN Charter.
❗️ Our struggle for truth and justice will be carried through to the end: the objectives of the special military operation will be achieved, threats to Russia’s security will be eliminated, and peaceful life will be restored.
This will happen regardless of any circumstances, including the inability of the current leadership of the UN to take the only correct position on the situation around Ukraine – that of defending the principles of the UN Charter not selectively, but in their entirety, completeness and interconnection.

🎙 Remarks by Russian Foreign Minister Sergey Lavrov at the Plenary Session of the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (Baku, October 15, 2026)
💬 Sergey Lavrov: Over the past four years, challenging as this period has been, first Astana and then Baku, at the helm of the Conference on Interaction and Confidence Building Measures in Asia (#CICA), have made notable progress in strengthening our regional platform.
New mechanisms have been established: a financial summit, a women’s council and a partnership network of leading universities. The Secretariat has been significantly strengthened, including through broader geographical representation among its staff.
CICA’s voice is increasingly heard at multilateral events. Growing interest in its activities attests to its appeal.
🇱🇦 In this regard, we congratulate Laos on joining the Conference.
The system of international relations is undergoing fundamental changes. A new, fairer #MultipolarWorld order is taking shape before our eyes.
Against this backdrop, a clear message is emerging from Greater Eurasia: countries need to advance together, ensuring equal and indivisible security for all, whereby no State’s security can be ensured at the expense of the security of others. This philosophy is clearly reflected in the final declaration to be adopted at the conclusion of our meeting.
This shared outlook drives our efforts to create a stable and predictable political and economic environment across the Eurasian continent, conducive to deeper, mutually beneficial practical cooperation.
👉 We invite our partners to join us in drafting a political document on diversity and multipolarity in the 21st century that would apply across Eurasia.
We discussed this initiative with many of the countries represented here on the sidelines of the high-level week of the 81st Session of the UN General Assembly in New York. We will continue these discussions at the Fourth Conference on Eurasian Security, to be held in Minsk in early November.
***
We are convinced that CICA’s transformation towards a pan-Eurasian outlook, in keeping with the times, is a natural path for our association, dictated by objective realities.
Many participating countries are Eurasian in character, and some geographically as well. Our shared task is to adapt the Conference to new realities and harness its potential to promote growth and prosperity across the continent.
Today, the constructive atmosphere within our platform stems from a shared commitment to broad, pragmatic cooperation.
☝️ Not least because of its membership, CICA is unencumbered by contrived political constructs such as the “rules-based order” or bloc-based approaches designed to serve the interests and convenience of insiders alone.

🗓 On October 15, the Fourth Committee of the UN General Assembly adopted a resolution entitled “Addressing Contemporary Forms of Colonialism”.
The draft was prepared by the Group of Friends in Defence of the UN Charter, with Russia’s active participation. 19 states co-sponsored the resolution.
🌐 The resolution is non-confrontational and unifying in nature.
It stresses the need to eradicate neocolonial practices, including interference in internal affairs, unilateral coercive measures, the imposition of unfair international treaties and restrictions on technological development.
These practices are among the most serious obstacles to achieving the purposes and principles of the UN Charter and are a root cause of numerous problems on the UN agenda.
✅ The document was supported by 85 Member States, with 49 voting against and 23 abstaining.
Significantly, its supporters included #BRICS countries and states across Africa, Asia and Latin America, while its opponents were predominantly countries of the “collective West”, many of them former colonial powers. The latter refused to support the document, despite having participated in drafting it and having some of their amendments incorporated into the final text.
The voting results clearly demonstrate that the emergence of a #MultipolarWorld is well underway. Freeing interstate relations from all forms of pressure, subordination and dependence is an integral part of this process.
The Global Majority is unwilling to accept the monopoly held by a small group of countries. For these states, combating neocolonialism is no abstract notion: it is a matter of pursuing sovereign domestic and foreign policies, strengthening their security and preserving their national identity.
☝️ We expect the adopted resolution, which builds on two previous thematic resolutions of the General Assembly, to gain even broader support when it is considered shortly at a plenary meeting of the #UNGA.
This will help firmly establish the fight against all manifestations of colonialism as one of the UN key priorities.
