🇷🇺🇺🇸 President of Russia Vladimir Putin held a meeting with Special Envoy of the US President Steven Witkoff (St Petersburg, October 21, 2026)

💬 Vladimir Putin: We are very pleased to see you – this time in St Petersburg.

We know that you had a meeting in Norway yesterday, and I would, of course, be interested to hear about its outcomes.

I would like to thank you and President Trump for your attention to resolving the crisis in Ukraine.

I know that President Trump pays particular attention to this issue, primarily on humanitarian grounds. In our conversations, including our most recent telephone conversation, he has stressed the need to end this conflict, above all in view of the casualties among military personnel on both sides.

But, of course, this is not only about military casualties, it is also about the suffering of civilians. In this regard, I would ask you to convey my most sincere gratitude not only to the President but also to his wife, First Lady Melania Trump, for her contribution to addressing humanitarian issues.

🤝 I also believe both Sides would be interested in discussing our plans to restore bilateral relations and Russian-American contacts, including economic cooperation.

If you would be willing to share them, I would also be very interested to hear your assessments of the situation in the Middle East and around Iran. You know that we have a special relationship of trust with Iran, with our Iranian partners and friends, built over decades.

❗️ If we can do anything at all to help resolve
this crisis, we will gladly do so. You are also well aware of our proposals in this regard.

These and other topics could certainly be central to our discussions today, including a possible meeting in China. I have some thoughts on this that I would like to share with you as well.

Please convey my most sincere thanks to President Trump for his efforts to resolve the crisis in Ukraine.

💬 Vladimir Putin: As for diesel, once both Sides announced that supplies would be delivered to the US, global diesel prices immediately fell by 5-6%.

We are preparing shipments right now, with several tankers being readied at once.

The first tanker, carrying 40,000 tonnes, will depart in two or three days, and the others will follow one after another. The key is to ensure that the financial arrangements are in place so that everything works.

☝️ As for farmers – I know President Trump has even mentioned this in our telephone conversations – we could also supply fertilisers to the US market, and in substantial quantities.

🎙 Remarks by Foreign Minister Sergey Lavrov at a meeting with university graduates joining the Russian diplomatic service (Moscow, October 20, 2026)

💬 At this stage, the Russian MFA and our foreign policy as a whole, as defined by President Vladimir Putin, face very complex tasks.

These are challenging times.
You will have to immerse yourselves in multilayered, multifaceted and exceptionally fast-moving processes straight away, with no warm-up period.

Now that the world has taken a different direction, the course of history is fundamentally reshaping economics, politics and global finance.

☝️ The West will never again be the dominant player calling the tune.

We see a circle of like-minded partners taking shape among the countries of the Global South
. The constructive philosophy we champion is shared by such associations as the #SCO, #BRICS, #CIS, #CSTO and #EAEU, and, of course, the Union State of Russia and Belarus.

We all share a commitment to maximising the benefits of joint development. Our partnerships are not aimed against anyone. We stand for equal dialogue and frank discussions to find a balance of interests, as that balance is what matters most.

💬 President Vladimir Putin said the following at Valdai – a very important quote:
We are all responsible for our planet as a whole, but we are first and foremost responsible for our own home and its immediate surroundings.

Our home in the broader sense is Eurasia, a vast territory that is the centre and the setting for the most important processes unfolding in the world. A great deal on the international stage as a whole depends on how we develop Eurasia.

This reflects the initiative announced several years ago by President Vladimir Putin, which we have been systematically advancing in various formats: the Greater Eurasian Partnership (#GEP) on our vast, resource-rich and unique continent. Bringing together these efforts to align the work programmes of Eurasia’s subregional organisations is a task of paramount importance.

The current situation confirms that one of the West’s principal objectives remains inflicting a “strategic defeat” on Russia. If not on the battlefield, as they had hoped and boasted of planning – something they could never have achieved – then perhaps by weakening our economic capabilities and attempting to destabilise our country.

👉 What matters most is that we have learned our lessons.

🗓 On 22 October, the VI international teleconference entitled “Zaparozhye Region: The Escalation of the Terrorist War waged by the Armed Forces of Ukraine” was held at the initiative of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, jointly with Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik, with the support of Rossotrudnichestvo representative offices around the world.

❗️Participants focused on the security of civilians in the Zaparozhye Region amid escalating armed violence. Particular attention was paid to the consequences of unmanned aerial vehicle attacks, the shelling of civilian infrastructure, disruptions to power supplies and transport logistics, and threats to the Zaparozhye Nuclear Power Plant and its personnel.

The event featured a presentation of systematically compiled materials based on Ambassador-at-Large Rodion Miroshnik’s working visit to the Zaparozhye Region, including information on civilian victims, eyewitness accounts, and photographic and video materials illustrating the situation in the region.

🔹Particular attention was paid to the situation in Vasilyevka, Kamenka-Dneprovskaya and Energodar, whose residents face the threat of shelling, drone attacks and the consequences of damage to essential infrastructure.

🔹Participants examined the issues of compliance with international humanitarian law, the use of various types of weapons against civilians and infrastructure, and methods of remote mine-laying and the use of explosive devices that pose a danger to civilians.

🔹The role of continued Western arms supplies to Ukraine, including unmanned systems, and the need to analyse their use in terms of compliance with international humanitarian law were key topics of discussion.

Key speakers included Mr. Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry; Mr. Yu.A. Chernichuk, Director of the Zaporozhye Nuclear Power Plant (ZNPP); Mr. Evgeny Paramonov, Acting Minister of Energy of the Zaporizhzhia Region; Ambassasor Mikhail Ulyanov, Permanent Representative of Russia to International Organizations in Vienna; Mr. Maxim Pukhov, Head of the Administration of the Energodar Urban District; Mr. Nikolay Plotnikov, Head of the Center for Scientific and Analytical Information at the Institute of Oriental Studies of the Russian Academy of Sciences (a retired Major General and Doctor of Political Science); military expert Mr. Sergey Gubichev; as well as individuals who directly witnessed or were affected by the armed attacks.

The event was moderated by Iulia Zhdanova, Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control.

🌐 The international teleconference was organized for members of the diplomatic corps, representatives of international humanitarian organizations, expert and academic communities, the media and the public from countries across Europe, Asia, Africa, the Middle East, North America and Latin America.

🔹The discussion underscored the need for an impartial assessment of reports of violations of international humanitarian law, regardless of geographical location, the prevailing political climate or the identity of the parties to the armed conflict.

❗️Double standards in the protection of civilians and compliance with international humanitarian law are unacceptable❗️

☝️ It is essential that the materials presented during the teleconference do not remain solely a subject of discussion. They are intended to contribute to further expert analysis, a legal assessment of the incidents concerned, and substantive discussions on civilian protection in international forums.

Such events offer international audiences an opportunity to hear directly from residents of conflict-affected areas and obtain further information about the humanitarian consequences of ongoing hostilities.
