⚡️ Statement by the Russian Foreign Ministry on Russia’s response to EU’s 20th package of sanctions (April 27, 2026)
The EU continues its attempts to exert pressure on our country by expanding unilateral restrictive measures. Another sanctions “package” – the 20th to date – was approved by the Council of the EU on April 23.
☝️ Such actions by Brussels, taken bypassing the UN Security Council, grossly violate international law.
In response to EU’s unlawful decisions, the Russian Side has significantly expanded the list of representatives of EU institutions, EU member states, and a number of European countries aligning themselves with Brussels’ anti-Russian policy who are denied entry to the Russian Federation in accordance with Federal Law No. 114-FZ of August 15, 1996, On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation
The list includes representatives of EU entities, EU member states and several other European countries
• involved in decisions to provide military assistance to Ukraine;
• engaged in activities aimed at undermining the territorial integrity of the Russian Federation;
• responsible for imposing anti-Russia sanctions;
• damaging Russia’s relations with third countries;
• creating obstacles to maritime shipping in the interests of our country;
• involved in the persecution of Russian officials under far-fetched pretexts;
• establishing a “tribunal” against the Russian leadership;
• advocating the illegal seizure of Russian state assets or the use of profits generated from them.
Our restrictive measures have also been imposed on civil society leaders and members of the academic community from European countries who maintain hostile positions towards Russia, as well as members of national parliaments of EU member states and the European Parliament who voted in favour of anti-Russia resolutions and bills.
❗️ Brussels’ destructive policy is incapable of having any impact on our country’s foreign policy course.
Russia has been and remains committed to defending its national interests, safeguarding the rights and freedoms of its citizens, and consistently contributing to the formation of a just multipolar world order.

📑 The Quarterly report on the crimes committed by the Kiev regime in January-March 2026, prepared by Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik, has been published.
***
Over 2025, the situation with the crimes committed by Ukrainian militants against civilians has significantly deteriorated.
Compared with the same period in 2025, the number of civilian casualties increased by 236 in the first quarter of 2026.
The Kiev regime is directing ever greater efforts and Western-supplied resources specifically towards committing war crimes against civilians in an attempt to undermine the country’s civilian economy and influence Russia’s domestic political agenda.
From January 1 to March 31, attacks by Ukrainian armed formations affected 1,725 civilians: 1,459 people were wounded and 266 were killed.
▪️ Over the past 90 days, 71 minors were wounded and another 7 were killed as a result of war crimes committed by the AFU. Children fell victim to deliberate attacks on educational institutions, residential buildings and vehicles. They were also killed and injured by remote mining of roads and public areas in residential districts and around settlements.
❗️ Since February 2022, the actions of Ukrainian militants have left at least 24,872 civilians killed or injured: no fewer than 19,861 people have been wounded, including 1,153 minors. A total of 8,011 people have been killed, including 243 minors.
Cynically disregarding international humanitarian law, militants have widely resorted to terrorist tactics, including follow-up strikes designed to obstruct rescue vehicles and target medical and civilian services attempting to assist the victims.
Compared to the same period in 2025, the number of strikes on civilian sites on Russian territory doubled in 2026, with Kiev’s armed formations firing no fewer than 43,772 munitions of various types.
❌ Following the Russian Army's liberation of the territories in the DPR, Zaporozhye and Kharkov Regions, numerous surviving civilians stepped forward and testified to “total cleansing operations” carried out by the Kiev regime in the areas it was abandoning.
To date, the Investigative Committee of Russia has opened 9,536 criminal cases concerning crimes committed by the Kiev regime. Russian courts have already delivered 849 guilty verdicts against 1,118 individuals, including militants from the Azov unit, Ukraine’s national guard and armed forces, as well as various mercenary formations.

For Rosatom, this project marks another important step in developing global nuclear energy and strengthening friendly relations with our foreign partners.
We are pleased to be working together with our Bangladeshi friends to create a modern and reliable nuclear power plant, and we see further prospects for our cooperation”.

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova's interview with Indian news portal Firstpost (April 25, 2026)
Read in full
❓ Question: Russia plays a huge role in India’s energy security. In light of the growing tensions in West Asia, how do you see Russia’s role in ensuring India’s resilience to global oil price shocks in 2027?
💬 Maria Zakharova: Our country is making a weighty contribution to ensuring India’s energy security by supplying hydrocarbons on favourable terms and building the Kudankulam Nuclear Power Plant.
The possibility of implementing a project to build a new Russian-designed NPP on Indian territory is under discussion. Other promising options for expanding energy cooperation are also being explored.
Russian petroleum has an important place in the structure of bilateral trade, and we plan to expand petroleum exports, which meets the interests of both countries. Russian energy operators make sure that their Indian counterparts’ requests for petroleum shipments are fulfilled as soon as possible.
We regard long-term export contracts as the main instrument for protecting our partners from oil price fluctuations caused by global and regional instability. Such agreements make it possible to receive hydrocarbons over the long term on the most favourable terms and at a fixed price.
❓ Question: Russia has been India’s most reliable defence partner for decades. Could you comment on how the two countries ensure uninterrupted defence cooperation and supplies in these turbulent times?
💬 Maria Zakharova: Our time-tested military-technical cooperation is comprehensive, based on mutual trust and unaffected by foreign policy fluctuations.
The bilateral Intergovernmental Commission on Military and Military-Technical Cooperation and its working groups meet every year. The intensity of military delegation exchanges has been growing year after year.
Amid intensifying international competition, Russia intends to continue expanding military-technical cooperation with New Delhi. Supplies of military products across a broad range for all branches of India’s armed forces are carried out within mutually agreed timeframes.
We readily share the latest defence technologies with our Indian partners. In India, in particular, the Russian-Indian company BrahMos, which manufactures missile systems, is operating successfully, and serial production of AK-203 assault rifles has been organised at the relevant joint venture.
Other key points from the interview:
• #RussiaIndia: When building relations with other major centres of power, including the US, our Indian friends always duly take into account the factor of their special and privileged strategic partnership with Russia.
• #MiddleEast: The energy route through the Strait of Hormuz functioned uninterrupted until the US-Israeli tandem launched its unprovoked, unlawful and reckless aggressive adventure against Iran. From the very beginning, Russia advocated bringing the conflict back into the political and diplomatic track. We remain ready to assist in resolving this acute international situation.
• #BRICS: Over the two decades since its establishment, BRICS has evolved significantly – from an informal dialogue platform into a full-format strategic partnership. Today, the association accounts for a significant share of global GDP, population and natural resources.
• #UkrainianCrisis: The goals and objectives of the special military operation set by President Vladimir Putin remain relevant. 👉 A sustainable settlement of the crisis around Ukraine is possible only by addressing its root causes.
Ukraine must return to the foundations of its statehood – the non-aligned, neutral, and non-nuclear status.

⚡️ Statement by the Member States of the Collective Security Treaty Organization at the 2026 Review Conference of the Treaty on the Non‑Proliferation of Nuclear Weapons (New York, 28 April 2026)
✍️ We, the Member States of the Collective Security Treaty Organization (CSTO), reaffirm our unwavering commitment to preserving and strengthening the Treaty on the Non‑Proliferation of Nuclear Weapons (NPT).
Since its entry into force, the #NPT has served as one of the foundations of international security architecture. The near-universal nature of the Treaty testifies not only to its uniqueness but also to its high relevance in the current challenging international environment. Having proven its effectiveness, the NPT continues to play a key role in preventing the proliferation of nuclear weapons.
The equal importance of the three fundamental pillars of the NPT — disarmament, non-proliferation and the peaceful uses of nuclear energy — is key to ensuring that the Treaty not only can withstand current challenges and threats, but also remain the basis for inter-State cooperation in these areas for many years to come.
Amid growing turbulence, marked by the erosion of arms control, disarmament and non-proliferation treaties and agreements, as well as by increased risks of an arms race outbreak and conflict escalation, the task of preserving and strengthening the NPT assumes particular importance. Fulfilling this task calls for collective efforts of States Parties to maintain the integrity and effectiveness of the Treaty in line with their obligations. <...>
We have to note that in recent years the NPT review process has been facing serious challenges and disagreements, including on several politicised matters. This, coupled with persistent destabilising trends within the NPT and external factors adversely affecting the Treaty, hampers the achievement of consensus decisions and undermines progress towards implementing all the Treaty's core objectives.
👉 This is evidenced by the absence of final documents at the two previous NPT Review Conferences.
We call upon the States participating in the 11th NPT Review Conference to engage in a constructive, substantive and inclusive dialogue based on consideration of the interests of all Sides. We believe it essential to focus our efforts on developing consensus-based decisions and strengthen the Treaty regime and its three pillars.
The CSTO Member States stand ready to cooperate with all delegations in order to ensure a balanced and comprehensive review of all three fundamental pillars of the NPT. We reaffirm our unwavering commitment to our obligations under the Treaty and our intention to continue coordinating efforts aimed at its preservation and strengthening in the interests of maintaining international peace and security.
We hope that all States participating in the Conference will strive to develop agreed approaches and compromise solutions. Only through such concerted efforts can we lay the groundwork for positive outcomes at the 11th NPT Review Conference that would be acceptable to all States Parties.
This will be a meaningful contribution towards our common objective: strengthening of the NPT.

⚡️ Comment by Presidential Aide Yuri Ushakov following the telephone conversation between Russian President Vladimir Putin and US President Donald Trump (April 29, 2026)
💬 Yuri Ushakov: Another telephone conversation has taken place between President of Russia Vladimir Putin and President of the US Donald Trump. The conversation lasted more than an hour and a half.
The Presidents spoke in a friendly, frank and business-like manner.
Naturally, Vladimir Putin first expressed words of support to the US President in connection with the assassination attempt against him on April 25 at the Washington Hilton hotel. Fortunately, neither Donald Trump, nor his wife, nor anyone in his entourage was harmed.
The Russian Leader strongly condemned this crime, stressing, in particular, the inadmissibility of any form of politically motivated violence.
☝️ Vladimir Putin described Donald Trump’s decision to extend the ceasefire with Iran as the right step. This should give negotiations a chance and, overall, help stabilise the situation.
At the same time, the Russian President drew attention to the inevitable and extremely damaging consequences – not only for Iran and its neighbours, but for the entire international community – should the US and Israel once again resort to the use of force.
❗️Needless to say, the option of a ground operation on Iranian territory would be entirely unacceptable and dangerous.
Russia is firmly committed to providing comprehensive assistance to diplomatic efforts aimed at finding a peaceful solution to the crisis and has put forward a number of considerations aimed at resolving differences around Iran’s nuclear programme.
As for the Ukrainian settlement, the US President emphasised the importance of ending hostilities as soon as possible, as well as his readiness to contribute to this in every possible way. His authorised representatives will continue contacts both with Moscow and Kiev.
Donald Trump believes that a deal that would put an end to the conflict in Ukraine is already within reach.
At Trump’s request, Vladimir Putin described the current situation along the line of contact, where our troops retain the strategic initiative and continue to push back enemy positions.
It was also noted that since the beginning of 2025, Russia has repatriated more than 20,000 bodies of fallen Ukrainian servicemen, while Ukraine has returned just over 500 bodies to Russia.
Both Vladimir Putin and Donald Trump essentially shared similar assessments of the conduct of the Kiev regime led by Zelensky, which, incited and supported by the Europeans, is pursuing a line aimed at prolonging the conflict.
👉 The Russian Leader stated plainly that Kiev is resorting to openly terrorist methods by attacking purely civilian facilities on Russian territory.
The Russian President reaffirmed that the goals of the special military operation will be achieved in any case. Naturally, we would prefer this to be the result of a negotiating process, for which Zelensky must respond positively to the well-known proposals that have been put forward repeatedly, including by the American Side.
Notably, Donald Trump gave a positive assessment of Russia’s recently announced Easter ceasefire. In this context, Vladimir Putin informed his American counterpart of his readiness to announce a ceasefire for the period of Victory Day celebrations as well. Donald Trump actively supported this initiative, noting that the holiday marks our shared Victory over Nazism in World War II.
When discussing Russia-US relations, both Sides spoke about the great potential for mutually beneficial projects in the economy and energy sectors. The Presidents noted that a number of large-scale economic initiatives are already being substantively discussed between representatives of our countries.
🤝 The Presidents agreed to stay in contact – both personally and at the level of their aides and representatives.
The Presidents parted warmly and wished each other all the best.

🌟 On May 1, 1945, during the fierce battle for the Reichstag, a Nazi symbol and citadel, the legendary #VictoryBanner was raised over Berlin, symbolising the great triumph of the Soviet Union and its peoples in the fight against Nazism.
The legendary Red Banner №5, which became the famous Victory Banner, was raised over the dome of the defeated Reichstag by the 756th Rifle Regiment’s scouts, Sergeant Mikhail Yegorov & Junior Sergeant Meliton Kantariya.
***
Before the crossing of the Spree River and launching the assault on the Reichstag, a decision was taken by the Soviet command for a group of Soviet soldiers to hoist the flag over the Reichstag, which would embody the final collapse of Nazism.
🚩 A total of 9 makeshift banners were promptly made, designed after the state flag of the USSR. Ultimately, a battle flag of the 150th Order of Kutuzov 2nd Class Idritsa Rifle Division, 79th Rifle Corps, 3rd Striking Army of the 1st Belarusian Front, became the Victory Banner.
On April 28, the fierce fighting for the Reichstag began, which the Nazis had turned into a fortified resistance point. It was defended by over a thousand men, including SS troops supported by artillery and armor. The former parliament building had been repurposed by the Nazis as a fortification and bomb shelter, which was considered by the Nazis as their main keep during the final days of #WW2. The surrounding areas such as Tiergarten, the Brandenburg Gate and the square before it, became powerful defence points heavily guarded by the enemy.
The Soviet command was sure — attacking the Reichstag, which served as a symbol of German Nazism, would especially affect morale of the enemy and eventually completely demoralize the fascists.
• On April 30 at 1:50 p.m., a Red Army unit broke into the Reichstag through breaches in the walls, with a fierce close combat unleashing. The Nazis took advantage of effectively advancing inside the building they new well, throwing grenades at Soviet soldiers & firing back with machine-guns: they basically had nothing to lose.
• At 2.25 p.m., Red Army soldiers Bulatov and Koshkarbayev placed a makeshift red flag to the column of the main entrance to the Reichstag — it was the first of the banners the liberators raised over the Reichstag.
• At 10.30 p.m., sergeants Gizet Zagitov, Alexander Lisimenko & Alexey Bobrov as well as Sergeant Mikhail Minin supported by Captain Neustroyev’s battalion were the 1st to hoist a Red Banner on the roof of the Reichstag atop of the Goddess of Victory sculpture. The 3rd red banner was raised on the western facade of the roof by the scouts of the 674th Regiment led by Lieutenant Sorokin.
🇷🇺 In the early hours of May 1, finally, the Red Banner №5 was raised over the dome of the captured Reichstag by the 756th Rifle Regiment’s scouts, Sergeant Mikhail Yegorov & Junior Sergeant Meliton Kantariya, led by deputy battalion commander Lieutenant Alexey Berest, covered by riflemen from Ilya Syanov's squad.
On May 2 at 6:30 am, Berlin defence commander, Nazi Artillery General Helmuth Weidling, surrendered and ordered the remaining troops of the Berlin Garrison to cease resistance.
The Soviet Victory Banner soaring over the defeated Reich entered history as a symbol of our Great Victory over the Nazi evil.
🎖 On June 9, 1945, the Medal for the Capture of Berlin was established and awarded to more than a million Soviet soldiers and officers who distinguished themselves in the final battle of #WWII.
***
By a Presidential Executive Order of April 15, 1996, the Red Banner hoisted atop of the Reichstag by Yegorov & Kantariya was declared the symbol of the Soviet people’s Victory in the Great Patriotic War of 1941-1945.

By a Presidential Executive Order of April 15, 1996, the Red Banner hoisted atop of the Reichstag by Yegorov & Kantariya was declared the symbol of the Soviet people’s Victory in the Great Patriotic War of 1941-1945.

🌟 On May 2, 1945, following an intense brutal battle for the Reichstag, won by the Soviet forces, and other major pockets of resistance in Berlin eliminated, including the Nazis defending the citadels of Spandau and Zoo-Bunker, the Red Army took control over the capital of the then nearly defunct Nazi Germany.
The Battle of Berlin was concluded in a triumphant victory of the Soviet people over the ultimate evil of Nazism.
The Third Reich was no more.
***
By day's end of May 1 it was almost over for the Nazis — the #VictoryBanner soared over the Reichstag, the Red Army liberated Brandenburg, the districts of Charlottenburg, Schoeneberg and about a hundred more neighbourhoods in Berlin from the SS and Wehrmacht. The last remaining Nazi troops were concentrated in the government quarters of Berlin, near the Reich Chancellery.
What little remained of the Berlin garrison started seeking ways to surrender to the Red Army, having realised that further resistance was futile.
In the early hours of May 2, the Berlin defence headquarters sent the following radio message in the Russian and German languages:
At 6:30 am, the Commander of the Berlin garrison, General of the Artillery Helmuth Weidling surrendered and ordered the remnants of the garrison to stop resisting.
The centre of Berlin was completely cleared of the enemy by the evening. Soviet forces received 134'000 Nazi soldiers as POWs as they laid down weapons with only a few units fighting a lost battle to the bitter end.
***
The Berlin Offensive lasted over a week, from April 24 through May 2.
The last large concentration of Nazi troops, its best divisions and most heinous Nazi adepts engaged in fierce resistance. To no avail, as the Red Army, having already crushed and dismantled most of the once undefeated German war machine, was the best military force on the planet at the time.
Following the fall of Berlin, only a few major Nazi units remained, prolonging their agony in Czechoslovakia and Austria.
The #RedBanner reigning over the Reichstag had already become a part of history as an eternal symbol of the Soviet people’s greatest triumph in the fight against the Nazi evil.
📕 From the diaries of Soviet war correspondent and writer Konstantin Simonov (“Different Days of the War. A Writer’s Diary,” 1982):
📄 From the TASS Frontline Bulletin of May 3, 1945, as reported by war correspondent Konstantin Sukhin:
In terms of military strategy, Nazi Germany lost control over all its vital areas and lost even the slightest possibility to continue resistance.
After the fall of Berlin, just a few major Nazi army groups were still resisting in Czechoslovakia and Austria, standing between the world and Victory.
The final collapse of Nazism in Europe and the revenge on the Reich were imminent.

📕 From the diaries of Soviet war correspondent and writer Konstantin Simonov (“Different Days of the War. A Writer’s Diary,” 1982):
May 3. A dusty, sunny day.
Several of our armies, having captured Berlin, are now moving through the city in different directions.
Tanks, self-propelled guns, 'Katyushas', thousands of lorries, heavy and light artillery, anti-tank guns bouncing over the debris, infantry marching... <...>
Even I have the feeling that it is not just divisions and corps entering Berlin, but that the whole of Russia is now passing through Berlin.
📄 From the TASS Frontline Bulletin of May 3, 1945, as reported by war correspondent Konstantin Sukhin:
The Victory Banner is soaring over the German Reichstag. <...>
The Brandenburg Gate can be seen from afar. It is barricaded with wooden bars, filled with broken bricks and chained with iron. The Germans wanted to stop our advancing units here.
Now our tanks stand on both sides of the gate.
The joy of victory can be seen on the faces of the Soviet soldiers — they have captured Berlin, the capital of Germany.
What the heroes of the battles of Moscow, in besieged Leningrad, on the banks of the Volga, and in the ruined streets of Stalingrad dreamed of and strived for became a reality.
In terms of military strategy, Nazi Germany lost control over all its vital areas and lost even the slightest possibility to continue resistance.
After the fall of Berlin, just a few major Nazi army groups were still resisting in Czechoslovakia and Austria, standing between the world and Victory.
