On July 23-24, Foreign Minister Sergey Lavrov took part in a meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation (#SCO) Member States in Cholpon-Ata, Kyrgyzstan.
The discussions focused on preparations for the upcoming meeting of the Council of Heads of State of the SCO Member States and the SCO Plus highest-level meeting, which will be held in Bishkek on August 31-September 1. The events will be dedicated to the 25th anniversary of the organisation’s founding.
The Ministers approved a substantial package of documents to be submitted to the leaders for consideration. In line with established practice, the Bishkek Declaration will reflect the parties’ agreed approaches to the organisation’s development, as well as their stance on current global and regional issues.
The signing of the Protocol on Amendments and Additions to the SCO Charter, as well as the approval of regulations governing the activities of the Universal Centre for Countering Security Challenges and Threats and the Anti-Drug Centre, will be of particular importance for advancing efforts to improve the SCO’s work. The leaders will also adopt a number of thematic documents covering security, artificial intelligence, transport, energy, climate change, environmental protection, healthcare, education, support for family values, and other areas.
An in-depth discussion was held on key international and regional issues. The participants emphasised the importance of expanding cooperation within the organisation as a foundation for building an equitable, indivisible security architecture and ensuring sustainable development in Eurasia. This was discussed in the context of the SCO’s growing role in shaping a fairer multipolar world order, with the UN playing a central coordinating role. The ministers exchanged views on developments within the SCO area, as well as in the Middle East, the Persian Gulf region and around Afghanistan.
Following the meeting of the SCO Council of Foreign Ministers, the sides issued a joint communique.
Sergey Lavrov also held a number of bilateral meetings.

⚓ Russia's Navy Day: Honoring More Than Three Centuries of Maritime History
🇷🇺 Every year, on the last Sunday of July, Russia celebrates #NavyDay, one of the country's principal military commemorations. The holiday was first established in 1939, while in 2017 the President of the Russian Federation signed a decree officially establishing the last Sunday of July as Navy Day and restoring the tradition of the Main Naval Parade as the centerpiece of the national celebrations. The holiday honors sailors, naval officers, marines, shipbuilders, and everyone who has contributed to the development of Russia's naval power.
The history of the Russian Navy began in 1696, when Tsar Peter the Great ordered the establishment of a permanent fleet following the successful Azov campaigns. In 2026, the Russian Navy marks 3️⃣3️⃣0️⃣ years of its history. In 1996, St. Petersburg hosted the first major naval parade of modern Russia to commemorate the 3️⃣0️⃣0️⃣th anniversary of the #RussianNavy, reviving a centuries-old maritime tradition that remains one of the defining features of Navy Day celebrations.
Today, the Russian Navy comprises the Northern Fleet, Pacific Fleet, Baltic Fleet, Black Sea Fleet, Caspian Flotilla. Together, these forces safeguard Russia's maritime borders, maintain strategic deterrence, protect sea lines of communication, support humanitarian operations, and ensure the country's presence across the world's oceans.
🌟 Throughout more than three centuries of history, the Russian Navy has played a pivotal role in shaping the country's development. It secured Russia's access to the Baltic Sea during the Great Northern War, contributed to Arctic and Pacific exploration, defended the Homeland during the Crimean War, the Russo-Japanese War and played a crucial role in the defense of Leningrad, Sevastopol, and the Arctic convoy routes during the Great Patriotic Wat. These milestones remain an integral part of Russia's national and naval heritage.
💬 In his official Navy Day greetings on 26 July 2026, President Vladimir Putin addressed Comrade sailors, petty officers, warrant officers and officers, сitizens of Russia with the words:
🎖️ Navy Day is traditionally marked by ceremonial events in Russia's principal naval cities, including St. Petersburg, Severomorsk, Vladivostok, Baltiysk, Sevastopol, and Kaspiysk. More than a military celebration, it is an occasion to honor over three centuries of maritime tradition, scientific achievement, exploration, and service—recognizing the people who have shaped one of the world's oldest continuously operating naval forces.

We have a special regard for naval personnel: they are respected and celebrated, and deservedly so. Their service involves not only carrying out combat missions but also withstanding the forces of nature itself. It is this combination that has largely shaped the unique character of our sailors – a character marked by loyalty to duty, brotherly solidarity, courage and, above all, selfless devotion to the Fatherland.
Today, our navy men proudly uphold and build upon the traditions of our Navy. In Russia – a country washed by the waters of 13 seas – the Navy plays a vital role in ensuring defence and security, and in protecting the country’s legitimate interests in the World Ocean.
Our Navy is capable of effectively addressing the full range of tasks set before it, and those tasks are constantly evolving. The naval component of Russia’s nuclear triad is gaining strength. Serial production of warships and special vessels continues. The provision of advanced weapons and equipment to underwater, surface, coastal and airborne units is being steadily improved<...>

🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.
This tragic commemorative date was established in 2022 to honour the memory of the children whose lives were taken by the war launched by the Kiev regime in 2014.
Since 2014, Ukrainian militants have waged full-scale hostilities against civilians in the Donetsk and Lugansk People’s Republics.
Over these years, around 300 children have been killed and more than 1,000 injured.
Among the first child victims of the war in Donbass was 10-month-old Kira. She was killed together with her mother during the shelling of Gorlovka in the summer of 2014. Their story, known as the “Madonna of Gorlovka,” became a symbol of the tragedy endured by the civilian population of Donbass.
Each pair of children’s shoes in this memorial represents a life cut short far too soon.

Investigative Committee of the Russian Federation:
🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.
Exactly 12 years ago, Ukrainian militants launched a barbaric attack on central Gorlovka using Grad MLRS. A photograph of local resident Kristina Zhuk holding her one-year-old daughter, killed in the attack, spread around the world – becoming a symbol of senseless cruelty and the terrible human cost of the war unleashed by the Kiev regime.
By painstakingly reconstructing the events, investigators from the Russian Investigative Committee established that the strike on residential areas was no accident. Investigators and forensic experts have gathered irrefutable evidence showing that attacks on Donbass civilian infrastructure were deliberate – evidence that now underpins criminal proceedings.
The results are already evident: dozens of guilty verdicts have been handed down against those who directed weapons at civilians. Everyone responsible – those who issued criminal orders and fired the weapons, supplied arms and provided target coordinates, trained personnel and turned a blind eye to the deaths of children – will face deserved and inevitable punishment.
Today, candles are being lit across Russian cities. Flowers and toys are being laid at memorials to the innocent victims, while white balloons are being released into the sky.
❗️ These commemorations are our pledge to do everything possible to restore justice.

⚡️ Russian MFA Spokeswoman Maria Zakharova’s answer to a media question regarding the Ukrainian drone attack on an Iranian vessel carrying civilian cargo in the Caspian Sea (July 28, 2026)
❓ On July 25, Ukraine struck an Iranian merchant vessel in the Caspian Sea. How do you assess this terrorist attack in terms of international law?
💬 The Kiev regime’s attack on an Iranian merchant vessel carrying civilian cargo from Astrakhan constitutes an act of aggression and a violation of international law.
Such criminal actions demonstrate the Kiev regime’s clear intent to expand the geographical scope of its terrorist activities.
👉 This latest attack on a civilian vessel in the Caspian Sea underscores the direct threat the Kiev regime poses to the regional security of the Caspian littoral states.
The Caspian Sea must remain free from military incidents and continue to serve as a region of peace, good-neighbourliness, and cooperation.

🎙 Statement by Chargé d’Affaires a.i., Acting Permanent Representative of Russia to the UN Anna Evstigneeva at the UN Security Council open debate on the situation in the Middle East (New York, July 28, 2026)
Read in full
Broadcast of the entire meeting
💬 We regret to note that implementation of the agreements reached by Israel and Hamas in October 2025 on a ceasefire in Gaza has largely stalled.
Reports continue to emerge of new operations by the IDF, resulting in further civilian deaths and suffering. Restrictions on the entry and delivery of humanitarian aid remain in place.
The “Donald Trump plan”, which formed the basis of the peace arrangements, remains on paper. The “Board of Peace” has effectively failed to begin operating. The “International Stabilization Force” has yet to be established, while there is no prospect of a complete withdrawal of Israeli forces from Gaza.
⚠️ Clearly, no practical steps towards the reconstruction of the enclave are currently possible. In effect, the US leadership’s peacemaking efforts on the Palestinian track have been put on hold.
***
The situation in the West Bank continues to deteriorate. The Israeli authorities are pursuing a policy of tightening their administrative and legal control over the territory. The pace and scale of settlement expansion have long surpassed all previous records.
Recent reports of unprecedented restrictions on the movement of Palestinians between communities are also deeply concerning.
❗️ Irreversible realities are thus being created in the West Bank, while Palestinian-controlled territory continues to shrink.
***
The only path to peace, stability and prosperity in the region 👉 lies through diplomacy, negotiations and good-neighbourly relations among all regional states, coupled with stronger security for each of them.
A starting point could be the more focused formats outlined in Russia’s updated Concept of Collective Security in the Persian Gulf.
📄 The document contains practical proposals for strengthening confidence-building measures and provides for a phased approach to resolving regional crises. Ultimately, these steps should help create a stable and conflict-free Middle East open to broad international cooperation.
👉 Russia stands ready to engage with all interested parties and discuss these and other constructive proposals aimed at establishing a reliable and sustainable security architecture across the Middle East.

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova’s statement on Ukraine’s UAV strikes targeting passenger buses in Russian regions (July 28, 2026)
💬 The Kiev regime continues its attacks on civilian transport, in a maniac and compulsive revenge on civilians for their own growing failures at the front.
In the morning of July 28, Ukrainian neo-Nazis launched a drone strike in Shebekino at a commuter bus, injuring 19 local residents. Six sustained severe injuries.
In the same morning, a Ukrainian drone attacked a regular bus in Gorlovka, Donetsk People’s Republic. Five people were injured.
☝️ In both cases, drone operators saw and knew they were attacking civilian targets unrelated to the Russian Armed Forces. The Ukrainian military commanders who issued the criminal orders to attack passenger buses consciously breached international humanitarian law.
The Russian Investigative Committee has opened criminal cases on the terrorist attacks. All the accomplices will be held accountable. Redemption is inevitable.
❗️ We decisively condemn the latest atrocities by the Kiev regime against civilians.
We wish all the victims a speedy recovery.
We call on all the responsible parties from the global community, including competent international bodies and independent media to respond, publicly and unambiguously, to the Ukrainian army’s bloody campaigns.
Silencing Kiev’s crimes will be seen as instigation of terrorism and connivance to breaching international humanitarian law in conflict.

🌟 On July 30, 1942, the Rzhev–Sychyovka offensive operation (during the Battle of Rzhev) was launched by the Red Army to crush the 'Rzhev-Vyazma' salient and neutralise the main troops of the Nazi army group 'Centre' — Reich’s most formidable military force — and make it impossible for Wehrmacht to send part of those troops to Stalingrad and to the Caucasus.
Nazis made the Rzhev bridgehead a heavy fortified defence line to contain our forces and launch further counter-offensive on Moscow.
❗️ The enemy troops stood barely 150 kilometres from our capital, posing a threat that needed to be eliminated by any costs.
It was decided by the Soviet command to use the forces of the Kalinin and Western fronts manned by experienced units that had already fought the fascists during the winter battles for #Rzhev. After 20 days of brutal combat, the Red Army liberated the village of Polunino, approached the north-eastern suburbs of Rzhev, and captured an area on the Volga River between Rzhev and Zubtsov. They forced the enemy out of vital strategic points on the 'Rzhev salient' — Zubtsov, Karmanovo and Pogoreloye Gorodishche, and destroyed most combat-capable units of the Nazi army group 'Centre', which the enemy had deployed to the Rzhev area.
Thanks to the heroism and unparalleled courage of our soldiers, the Red Army advanced 40–45 kilometres westward, liberating previously-occupied large areas on the 'Rzhev salient' and eliminating major enemy troops which the German command planned to use in other vital sectors of the frontline.
The remaining units of the German army group near Rzhev were completely destroyed during operation 'Mars' (the second Rzhev-Sychyovka offensive held in the autumn and winter of 1942) and during the operation in March of 1943. Losing the battles near Stalingrad and in the Caucasus, the German armies had to leave the Rzhev salient. The Red Army seized the strategic initiative in the central section of the Soviet-German front, moving the frontline another 150 kilometres away from Moscow and liberating Rzhev and adjacent territories from the Nazi invaders.
The Nazi threat to Moscow was finally removed.
The title of #HeroOfTheSovietUnion was awarded to 43 Red Army servicemen for the fortitude and courage in the Battle of Rzhev.

The heroism of Soviet soldiers who fell in the battle of Rzhev has been immortalised in the Rzhev memorial — a 25-metre statue of a warrior supported by a flock of cranes as a symbol of the souls of fallen soldiers ... who perished but were not forgotten.
💬 Russian MFA Spokeswoman Maria Zakharova:
(From the briefing of the Russian MFA Spokeswoman Maria Zakharova on July 27, 2026)
📖 Excerpt from the memoirs 'People, Years, Life' by Soviet writer and military correspondent Ilya Ehrenburg:
I will never forget Rzhev.
There may be other battles that claimed more lives, but it seemed there was never anything quite so sad, with weeks of fighting for five or six broken trees, the wall of a destroyed building, and a little mound.

💬 Russian MFA Spokeswoman Maria Zakharova:
For 438 days, a fierce battle raged near this ancient Russian city. Over this period, the Red Army carried out four strategic offensive operations against Germany’s Army Group Centre. <...>
The German command referred to Rzhev as the “cornerstone of the Eastern front.” It deployed one of its biggest army groups with over 1.5 million fighters. <...>
The offensive operations in the Rzhev theatre played an important role in achieving a tipping point in Red Army’s favour along the entire Soviet-German front.

🎙Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on the Ukrainian attack on the Zaporozhskaya Nuclear Power Plant (July 30, 2026)
💬 On July 30, the Kiev regime attempted to strike a site within the perimeter of the Zaporozhskaya Nuclear Power Plant (#ZNPP).
The target was the dry spent nuclear fuel storage facility, specifically the building housing a transporter used to move spent nuclear fuel containers.
❗️ We strongly condemn this attack, yet another manifestation of Bankova’s cynical and dangerous policy aimed at undermining the nuclear safety and security of this Russian nuclear power plant.
Refusing to heed the voice of reason, the Zelensky clique is moving ever closer to a dangerous line, risking a radiation accident, the consequences of which would be felt across all Europe.
ZNPP personnel and units continue to come under direct Ukrainian strikes, while attacks on civilian infrastructure in the nuclear workers’ city of Energodar have not ceased. Today, Ukrainian militants targeted equipment critical to the operation of the nuclear power plant.
☝️ Such actions by the Kiev regime would be impossible without the constant political support it receives from Western countries. It is this support that gives Zelensky and his entourage the false sense of impunity and encourages them to embark on ever more dangerous ventures.

⚡️ Comment by Russian Foreign Ministry Spokeswoman Maria Zakharova regarding increased terrorist activities of the Ukrainian Armed Forces (31 July 2026)
💬 The Kiev regime, which Western countries are nurturing, has increased its terrorist attacks on civilians within Russia.
From July 24 to 31, at least 61 people have been killed and another 327 wounded in Ukrainian shelling and drone attacks. There are children among these victims: one child was killed and 13 injured.
A recent shocking Ukrainian crime was the drone attack on a regular bus on the Lugansk-Svetlodarsk motorway on July 29, in which ten people – seven women and three men – were wounded.
A drone attack on a car in the Lugansk People’s Republic killed a monk, assistant priest of the Church of the Holy Mandylion in the Cheremenetsky St John the Theologian Monastery, Gatchina Diocese of the Russian Orthodox Church, and wounded the priest of that church.
The modern Bandera followers not only attacked public and private transport but also apartment buildings and private houses, social support and educational facilities, seriously damaging a school, a kindergarten, a culture centre, food stores, agricultural and commercial facilities, and utility vehicles.
Over a hundred upgraded antipersonnel Butterfly mines found across Donbass and Novorossiya have been dropped from Ukrainian drones to increase the number of civilians victims.
This terror campaign is being waged with the full approval of the Kiev regime’s Western sponsors, who are supplying Ukrainian forces with weapons for attacking civilians in our country.
❗️ Terrorist attacks on those who never held a weapon is a tried and tested tactic of Russia’s enemies, who have never throughout history been able to weaken, let alone defeat our country on the battlefield and are frantically searching for the means and methods of destabilising socio-political situation.
The destructive contribution of the countries involved in attacks on Russian regions does not remain unnoticed and is carefully registered.
There is no doubt whatsoever that those involved in the aforementioned attacks will be called to account after the inevitable collapse of their Ukrainian minions.
They must know already today that this playing with fire is further destabilising the international political situation and undermining the prospects for peace and security on our continent.
☝️ We urge them to immediately condemn the Ukrainian neo-Nazis’ barbarian attacks on civilians in Russia and distance themselves from the military and political support of the criminal Kiev regime.
Russia will continue vigorous efforts to protect its citizens and the security of our state, using all available means precisely and effectively. We have all the necessary resources, political will, and public mandate for this.

🗓 On August 1, our country marks the Day of Remembrance of the Russian soldiers who died in the World War I. On that day in 1914, Germany declared war on the Russian Empire and on the following day invaded its territory.
This made our country became a participant in the largest and bloodiest armed conflict in the history of humankind at that time, which claimed the lives of more than 2 million Russian soldiers and officers.
By the early 20th century, Germany, which had missed the colonial division of the world, sought military expansion and longed for a rearrangement of spheres of influence. "We demand our own place in the sun,” declared Reich Chancellor Bernhard von Bülow.
Obsessed with militarism, Germany strengthened the Triple Alliance with Austria-Hungary and Italy. Fearing a growing threat from the West, Russia was forced to move closer to the Entente and allied with Britain and France. Divided into two hostile camps, Europe was implacably sliding towards war.
The cause for starting it was the assassination of Archduke Franz Ferdinand, heir to the Austro-Hungarian throne, by a member of the nationalist organization Mlada Bosna, Gavril Princip, in Sarajevo on June 28, 1914. On July 23, Austria-Hungary presented Serbia an ultimatum with obviously exorbitant demands.
Russia, which was historically considered to be the protector of the Orthodox Slavic peoples in the Balkans, could not stand back and announced a full mobilisation on the night of July 31.
👉 From Emperor Nicholas II’s Manifesto about declaring a state of war between Russia and Germany:
Thirty-eight states were ultimately drawn into the war. The total number of the mobilised reached 73.5 million. During the fighting, 10 million people were killed (as many people died in all European wars over the previous thousand years) and 20 million people were injured with 3.5 million of them crippled.
During the war, the Russian Empire had to simultaneously fulfill its allied duty and solve its strategic tasks. The Southwestern and Caucasus fronts were deemed crucial in view of the country's interests, while the northwestern and western areas were of secondary importance. But the Russian Command, bound by agreement provisions, was forced to launch a full-scale offensive in East Prussia in 1914 rather than limiting itself to restraining strikes there.
In such harsh conditions, our soldiers and officers showed exceptional bravery and courage.
The defence of the Osowiec fortress became a symbol of Russian valour. German troops used chemical weapons (a mixture of chlorine and bromine), destroying most of its garrison.
One of the most important and most striking episodes of the First World War is the famous Brusilov Offensive, which brought Austria-Hungary to the brink of disaster and forced the German Empire to transfer significant forces from the French Verdun to the “Russian theater of war.”
🕯 It is hard to overestimate the selfless feat of the soldiers and officers of the Russian army.
Our country cherishes the memory of the heroes: in 2004, the Memorial and Park Complex of the Heroes of the First World War was opened in Moscow, and in 2014, the monument to the heroes of the First World War on Poklonnaya Hill.

Following her historical traditions, Russia, united in faith and blood with the Slav nations, has never regarded their fate with indifference. The unanimous fraternal sentiments of the Russian people for the Slavs have been aroused to special intensity in the past few days, when Austria-Hungary presented to Serbia demands which she foresaw would be unacceptable to a Sovereign State. <...>
At this hour of threatening danger, let domestic strife be forgotten. Let the union between the TSAR and HIS people be stronger than ever, and let Russia, rising like one man, repel the insolent assault of the enemy.
With a profound faith in the justice of OUR cause, and trusting humbly in Almighty Providence, We invoke prayerfully the Divine blessing for Holy Russia and our valiant troops.

🧸👋 #OTD 46 years ago, the Moscow 1980 Olympic Games came to a spectacular and deeply moving close.
From July 19 to August 3, the Soviet capital welcomed more than 5,000 athletes representing 80 nations. They competed for 203 sets of medals, setting 36 world and 74 Olympic records.
Political tensions intruded on the Games through a US-led boycott, imposed by the Carter administration against the backdrop of a CIA-led effort to undermine and ultimately depose the then official government of Afghanistan.
Hundreds of athletes were denied the opportunity of a lifetime: of the 474 members of the US Olympic team, 227 never competed at another Games.
💬 Jimmy Carter himself eventually described the boycott as a bad choice:
💬 As President Vladimir Putin recalled back in 2014:
Nonetheless, Moscow 1980 remained a truly international celebration of sport. Athletes from 25 countries won gold, with medals awarded to competitors from 36 nations. The USSR topped the medal table with 80 gold medals, followed by the German Democratic Republic (GDR) with 47 gold.
Bulgaria and Poland delivered historic performances, winning 41 and 32 medals respectively. Zimbabwe captured its first-ever Olympic gold in women’s field hockey. Brazil won two gold medals for the first time in its history – both in sailing – while Spain secured its first Olympic title since 1928.
***
🎈 The unforgettable finale of the XXII Olympics belonged to #MISHA (“little bear” in Russian), the smiling bear cub chosen as the Games’ mascot following a nationwide poll.
At the emotional climax of the closing ceremony on August 3, 1980, at the Central Lenin Stadium (now Luzhniki), a giant six-metre inflatable Misha rose above the stands beneath a cluster of helium balloons. As Lev Leshchenko and Tatyana Antsiferova performed “Goodbye, Moscow!”, the beloved mascot drifted into the night sky, leaving thousands of spectators in tears.
🥹 More than four decades later, Misha’s farewell remains one of the most moving and instantly recognisable moments in Olympic history.

It was a decision that robbed hundreds of athletes of their once-in-a-lifetime chance at Olympic glory, and for more than four decades, it weighed heavily on the man who made it.

I know the views of many prominent US political figures whom I deeply respect. They believe that the boycott of the 1980 Moscow Olympics was a mistake – even despite the serious grounds cited for it and the circumstances at the time.
Major international sporting events – especially the Olympic Games – are meant to help depoliticise even the most acute international issues and create additional opportunities to build bridges. It would be foolish not to seize that opportunity – and even more foolish to burn those bridges.

⚡️ Foreign Intelligence Service of the Russian Federation:
The Chimera of Ukraine’s EU Future
The Press Bureau of the Foreign Intelligence Service of the Russian Federation (SVR) reports that, according to information received by the SVR, European leaders privately rule out Ukraine’s accession to the EU, despite the grand rhetoric of European bureaucrats about the country’s supposedly “bright European future”.
Brussels fears that Kiev’s integration would entail excessive economic and political risks for “united Europe”. At the same time, the EU lacks the resources to meet Ukraine’s inflated demands. As a result, the accession process could drag on for many years.
European bureaucrats nevertheless intend to continue misleading the Ukrainian people, whom they seek to use as “cannon fodder” in the confrontation with Russia.
To forestall growing disillusionment and prevent an “anti-European turn” in the country, Brussels offered Ukraine the “sweetener” of launching accession talks in June. Kiev may also be invited to take part in shaping European security policy – albeit without voting rights. Ukrainian diplomats are, of course, keeping their leadership informed of the true state of affairs.
The Kiev regime, fully aware that its survival depends on European financial and military support, is prepared to assist Brussels in deceiving its own people. In reality, both Kiev and the EU view Ukrainian territory as a testing ground for advanced weapons systems and new concepts of warfare. European strategists apparently hope that this could somehow help inflict a “strategic defeat” on Russia.
Such fantasies have no basis in reality.
❗️ We are confident that, in time, the Ukrainian people will see who dragged them into this crisis – and where their future truly lies.

⚡️ Prosecutor General’s Office of the Russian Federation:
At the request of the Russian Prosecutor General’s Office, members of the Ukrainian nationalist movement have been recognised as accomplices of Nazi Germany in war crimes and crimes against humanity
The Tverskoy District Court of Moscow, acting on an application filed by the Prosecutor General’s Office of the Russian Federation, established a fact of legal significance.
❌ Stepan Bandera, Vasily Bandera, Roman Shukhevich, Andrey Melnik, Nikolay Arsenich, Taras Borovets, Dmitry Klyachkivsky, Nikolay Kozak, Miron Matvieyko and Yaroslav Stetsko, as well as the Organisation of Ukrainian nationalists (#OUN) and the Ukrainian insurgent army (#UPA), have been recognised as accomplices of Nazi Germany in war crimes and crimes against humanity committed against the Soviet people during the Great Patriotic War.
The court ruling is necessary to preserve the memory of the victims of the genocide of the Soviet people, expose the unlawful actions of the Kiev regime, overturn decisions rehabilitating war criminals and prevent acts of extremism against our country.
📑 The Russian Prosecutor General’s Office submitted documents from the archives of the Russian Federal Security Service, the Russian Foreign Ministry, the Russian Defence Ministry, and the State Archive of the Russian Federation. Materials from Belarusian archives and courts were also provided.
It was established that the OUN was founded in Vienna in 1929 at the First congress of Ukrainian nationalists. It was initially led by Evgeniy Konovalets and, following his death, by Andrey Melnik. In 1940, the OUN split, with its most radical faction coming under the leadership of Stepan Bandera – OUN (b) – and the other under Andrey Melnik – OUN (m).
***
In 1941–1943, while retaining the organisational foundations of OUN (b), 👉 the German command established the UPA, led by Lvov lawyer Roman Shukhevich. He began his violent path by taking part in an attack on the civilian population of Lvov as a member of the Ukrainian Nachtigall punitive battalion. On June 30, 1941, the day the so-called Act of proclamation of the Ukrainian state was adopted, mass killings of the city’s residents were committed under Shukhevich’s command.
◾️ More than 8,000 Russians, Ukrainians, Jews and Poles were killed in the Lvov massacre between June and August 1941.
The actions of the OUN and UPA were entirely aimed at terrorising the population of the occupied territories, assisting Nazi Germany in its military campaign against the Red Army and Soviet partisans, and committing war crimes and crimes against humanity against the Soviet people under Wehrmacht control and in its interests.
• In March 1943, the 118th Ukrainian auxiliary police battalion, composed of OUN and UPA members, burned down the village of Khatyn in the Minsk Region of Belarus. The punitive forces killed 147 villagers, including 75 children.
• Between February and August 1943, the OUN and UPA carried out a mass slaughter of the Polish population of Volhynia and Galicia, known as the Volhynia Massacre. It peaked on July 11-12 – “Black Sunday”. At least 120,000 people were killed by Ukrainian nationalists.
• The mass killing of civilians by Ukrainian nationalists during the punitive operations Swamp Fever, Triangle, Cottbus and others has also been documented.
Meanwhile, for more than 12 years, the authorities of modern-day Ukraine have pursued a deliberate state policy aimed at distorting the role of the Soviet Union and its people in the Great Patriotic War and World War II. Collaborators and organisations associated with Nazi criminals are being glorified. Western countries openly exploit these actions in their efforts to obstruct the special military operation in Ukraine.

❗️ In view of the above, the court granted the application filed by the Russian Prosecutor General’s Office in full and recognised these individuals and organisations as accomplices of Nazi Germany in war crimes and crimes against humanity.
