⚡️ Joint Statement "Eurasian Charter of Diversity and Multipolarity in the XXI Century: Inauguration of Negotiations" (New York, September 25, 2026)
✍️ We, the representatives of the Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Russian Federation, the Republic of Tajikistan, the Socialist Republic of Viet Nam, meeting on 25 September 2026 on the margins of the high-level week of the 81st session of the United Nations General Assembly,
Reaffirming our dedication to the purposes and principles enshrined in the UN Charter and international law, such as sovereign equality, political independence and territorial integrity of all States, non-interference in their internal affairs, the inviolability of State borders, and the peaceful settlement of disputes,
Maintaining international peace and security, friendly relations among States, sovereign equality of States, and refraining from the threat or use of force,
Guided by the shared commitment to strengthen international peace, security, and stability on the Eurasian continent and worldwide,
Recognizing the inherent diversity of the world, including the diversity of civilizations, cultures, traditions, and models of development, as a fundamental principle of international relations,
Reafirming that such diversity should be respected in full conformity with international law, including respect for human rights and fundamental freedoms for all,
Convinced of the need to promote a more inclusive, democratic and equitable international order,
Emphasizing that the emerging #MultipolarWorld order must be based on international law, the central coordinating role of the UN and equal opportunities for all States, regardless of their size, economic potential or military capabilities,
Convinced of the need to promote a genuine multipolar world order that ensures equal and indivisible security, mutually beneficial cooperation, and sustainable development for all states,
Recalling the idea of a Eurasian Charter of Diversity and Multipolarity in the XXI Century (hereinafter – the Charter), first articulated at the International Conference on Eurasian Security in Minsk in October 2023, and noting the subsequent discussions on the Charter that have taken place in various venues and formats since then,
Desiring to translate the idea into a political framework for pan-Eurasian cooperation,
Have agreed as follows:
1. We hereby officially launch a negotiation process to develop and adopt the Eurasian Charter of Diversity and Multipolarity in the XXI Century.
Given the Eurasian character of the initiative, the negotiation process shall be open to all interested Eurasian States on the basis of the principles of sovereign equality, inclusiveness, transparency and equal participation.
All decisions on substantive and procedural issues, including the approval of the draft Charter, the determination of its legal nature, format and procedure for adoption, shall be taken only on the basis of concensus.
***
2. The purpose of this process is to develop a political document that sets out the principles of cooperation, reaffirms commitment to international law, and defines common approaches to ensuring equal and indivisible security in the Eurasian space and fostering economic partnerships, promoting cultural and humanitarian ties, and facilitating civilizational exchanges in a multipolar era.
***
3. To this end, we establish a Working Group to develop the Eurasian Charter of Diversity and Multipolarity in the XXI Century, which will conduct the negotiations on the Eurasian Charter in accordance with the Terms of Reference of the Working Group attached to this Joint Statement.

⚡️ Terms of Reference of the Working Group to Develop the Eurasian Charter of Diversity and Multipolarity in the XXI Century
Chairmanship: Belarus, as one of the two original sponsors (with the Russian Federation) of the idea of a Eurasian Charter, will assume the function of the chair in the negotiation process to develop the Charter, with the possibility of appointing two co-chairs. Should no other Eurasian state volunteer for this function, Belarus will perform the role alone.
The initiating States and the Chair shall not be granted any privileges or exclusive powers in determining the content of the document.
Participation: Negotiations will be open to all Eurasian states that participate in the official launch of the process.
Participation in the negotiation process shall not affect the rights and obligations of the participating States arising from the United Nations Charter, other international agreements and arrangements to which they are parties.
Participation in the negotiation process shall not prejudge the positions of States with respect to the content of the Charter and shall not impose any obligation to subsequently support, adopt or sign it. Each State shall independently determine its position on the final document and shall also be entitled to discontinue its participation in the negotiation process at any stage.
If other Eurasian states decide to join the negotiations at a later stage, they should notify the сhair(s) of their intent to participate. The chair(s) will then inform the signatories of the Joint Statement of the relevant requests, and participation of the applicants will be confirmed on a non-objection basis.
In order to ensure equal participation of all States in the negotiation process, States joining the negotiations at a later stage shall be entitled to propose amendments or additions to the text of the draft Charter, including to provisions that have already been discussed during previous rounds of negotiations.
Level of Participation: Each participating state is free to determine the level and composition of its delegation. It may include experts from capitals and/or diplomats accredited in the country hosting the round.
Venues: Negotiation rounds will rotate among the capitals of interested Eurasian states. Belarus will host the first round before the end of 2026. Participating states are encouraged to inform the chair(s) in advance of their intention to host certain rounds of negotiations.
Responsibility of Hosts: It will be the responsibility of a hosting state to provide necessary logistical support for a negotiation round (e.g., meeting room, screens, etc.). Furthermore, hosting state is encouraged to provide other forms of material support to the delegations of participating states (e.g. providing meals).
Conduct of Negotiations: The chair(s) will conduct negotiations in an open, transparent, and inclusive manner, aiming to achieve a consensus-based document. The negotiations and drafting sessions will be in-person. The working language will be English.
Text: The chair(s) will share a "zero draft" text of the Charter with participating states shortly after the launch in New York, allowing time for review prior to the first negotiation round.
Participating States shall be entitled to submit their comments and proposals on the text of the draft Charter to the Chair/Co-Chairs between rounds of negotiations.
Negotiation Timeline: The negotiation process will consist of approximately four to five rounds (more if necessary), each lasting up to three working days.
👉 The goal of the negotiation process is to reach agreement on the text of the Charter, if possible by October 2027, as and when it is ready.
Adoption of the Charter: The Eurasian Charter should be adopted by Eurasian Leaders at a Summit, tentatively scheduled to be held in Minsk, Belarus, upon the final agreement on the document by States participating in negotiation process.

🕯 September 29 marks the 85th anniversary of the beginning of the mass shooting of the Jewish population by the Nazis at the Babi Yar ravine on the outskirts of occupied Kiev.
On September 29–30, 1941, the Nazis and their collaborators rounded up Kiev’s Jews and forced them to Babi Yar. Many had no inkling until the very last moment that death awaited them. Others, realising what was happening, embraced, said their goodbyes, and prayed.
In the space of two days, 33,771 people were shot – predominantly women, children, and the elderly. People were driven into the ravine and gunned down with machine-gun fire. The sound of the shots was drowned out by music and the noise of a plane flying overhead.
💬 Mikhail Sidko, who was six years old at the time of the tragedy – one of the few survivors of Babi Yar – recalled:
Mass executions at Babi Yar continued right up until Kiev was liberated by the Red Army. In total, between 1941 and 1943, over 120,000 people of various ethnic backgrounds were killed there – Jews, Roma, Poles – as well as Soviet prisoners of war and camp inmates, clergy, underground resistance members, and others.
Sonderkommando 4a, part of Einsatzgruppe C, bore direct responsibility for the mass killings.
Ukrainian nationalists serving in the auxiliary police also took an active part in the atrocities.
As they retreated from Kiev, the Nazis attempted to destroy the evidence of their crimes by exhuming and burning tens of thousands of bodies. Nevertheless, they failed to conceal the scale of the atrocities committed. The few survivors of Babi Yar later testified at the Nuremberg Trials. Paul Blobel, who oversaw the exhumation and the destruction of evidence regarding the mass killings, was sentenced to death and hanged.
▪️ Babi Yar became one of the most notorious sites of the mass extermination of Jews during the Holocaust – a grim symbol of Nazi terror and crimes against the civilian population.
The mass extermination of people at Babi Yar marks one of the most tragic chapters of World War II. Remembering these crimes is our shared duty and serves as a reminder that any manifestation of neo-Nazism is unacceptable.
☝️ Starting this year, Russia observes April 19 as the Day of Remembrance for the Victims of the Genocide of the Soviet People Committed by the Nazis and Their Accomplices during the Great Patriotic War.
❗️ Russian diplomacy will continue to seek international recognition of the crimes committed by the Nazis and their accomplices against citizens of the Soviet Union, including the mass killings at Babi Yar, as acts of genocide against the Soviet people.

🎙 Statement by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik at the 63rd Session of the UN Human Rights Council (Geneva, September 30, 2026)
💬 Building on the right of peoples to self-determination enshrined in the UN Charter, the Vienna Declaration and Programme of Action contains a provision recognising the right of peoples to take any legitimate action to exercise this inalienable right.
Exactly four years ago, the residents of the DPR, LPR, Zaporozhye and Kherson regions exercised their legitimate right to self-determination and voted in referendums to join the Russian Federation.
For this honest, open and democratic choice, the Kiev authorities are taking revenge on the people of Donbass and Novorossiya. They are taking revenge through terrorist attacks and war crimes against children, women and the elderly.
Over the past four years, criminal acts by Ukrainian militants have killed more than 9,000 civilians and injured over 25,500. More than 300 children have been killed, and over 1,500 wounded or maimed.
☝️ Their blood is on the hands of Zelensky and his entourage – but not theirs alone.
It is also on the hands of those who allocated €90 billion this year to prolong the bloodshed, those who keep supplying terrorists with more weapons, and those who pay them to kill.
❗️ I call on Ukraine and its Western sponsors to recall the letter and spirit of the Vienna Declaration and Programme of Action, recognise and accept the choice made by the people of Crimea, Donbass and Novorossiya, and put an end to this criminal bloodshed.
