🎙 Remarks and answers to media questions by Russia’s Foreign Minister Sergey Lavrov following the CIS Council of Foreign Ministers (Turkmenbashi, October 7, 2026)
💬 Today, we began with bilateral talks with my colleague, Deputy Chairman of the Cabinet of Ministers and Foreign Minister of Turkmenistan Rashid Meredov. We focused primarily on deepening our strategic partnership, which we consider particularly important, in line with our Leaders’ directives.
🇷🇺🇹🇲 Next year, we will mark the 35th anniversary of diplomatic relations, so today we agreed to draw up a programme of events, including exhibitions, the publication of archival documents and cultural events. We will report to Vladimir Putin and Serdar Berdimuhamedov on matters within our remit that require decisions by our Presidents.
We discussed preparations for the #CIS Council of Heads of State meeting, which will open tomorrow evening with a formal reception, followed by the main proceedings on Friday. An environmental Summit of the five Caspian states will take place later that day, after the CIS Summit.
🤝 Rashid Meredov and I praised our cooperation across all areas. We attach particular importance to expanding economic, investment and trade ties. The Intergovernmental Russian-Turkmen Commission on Economic Cooperation is due to hold its next meeting before the end of 2026.
We share the view that historical memory must be preserved, especially at a time when Europe is clearly taking a lax approach to the revival of Nazism in a number of countries, with the acquiescence of their ruling circles. We approved plans to erect a Friendship monument in Ashgabat in gratitude to the city’s residents who welcomed people evacuated from besieged Leningrad during the Great Patriotic War.
We discussed the international agenda, including cooperation within the CIS and in the Caspian region. We proposed developing ties between Turkmenistan and the Eurasian Economic Union. We also invited Turkmenistan to take an active part in work on the Eurasian Charter of Diversity and Multipolarity in the 21st Century.

Key points from the answers to media questions:
• There are positions that never overlap 100 percent in any body or between any two countries in any region of the world. Each country has its own national interests, and diplomatic culture means finding a balance between them. That is precisely what we did at today’s Council of Foreign Ministers.
• President of Russia Vladimir Putin has repeatedly stated publicly that the Americans proposed organising talks between Russia, the US and Ukraine, and Moscow agreed on the understanding that we first needed to hold our elections, after which we would agree on the timing, venue, agenda and other details.
• The Kiev regime began doing everything it could to disrupt the State Duma elections. Throughout all three days of voting, it carried out an unprecedented number of terrorist attacks on civilian targets, including polling stations. Several people were injured, and there was even a fatality.
❗️ As for moving from statements to concrete action, that question should be put to others.
• We held bilateral talks with the Ukrainians in Istanbul, but in 2025 Ukraine broke off the process without explanation. These were followed by trilateral talks between the US, Russia and Ukraine in Abu Dhabi, which were also broken off, and again not at our initiative.
• We also fully accepted the proposals put forward by the US in August 2025 during the Alaska Summit between Russian President Vladimir Putin and US President Donald Trump.
☝️ So, our conscience is clear. It is not our fault that the Americans were unable to withstand unprecedented and brazen pressure from Europe, which later proudly declared that it had “buried Anchorage”.

How Russians taught the English (and not only them!) to drink tea with LEMON!
Tea was introduced to Russia from Asia in the 17th century. As early as 1679, Russia and China concluded an agreement on tea supplies and the beverage gradually spread throughout the country. Tea was imported into Russia by caravans overland.
Russians became widely acquainted with lemons later than they did with tea. Although it had been fashionable to grow them in tsarist greenhouses since the time of Peter I, they did not become a popular fruit among the common people until the second half of the 19th century. It was then that a Nizhny Novgorod merchant named Ivan Karachistov brought back saplings of Turkish lemons, which, surprisingly, took root in ordinary Russian homes.
By that time, tea began to be served in roadside taverns. They say this is exactly how the tradition of putting lemon in tea arose. After all, something sour helps to relieve nausea on long journeys. The idea originally came from the caretakers of post stations where travelers stopped, but, later, it was adopted by tavernkeepers, as well.

🎙 Statement by President of Russia Vladimir Putin at the Caspian Environmental Summit (Turkmenbashi, October 9, 2026)
💬 Vladimir Putin: The Caspian Sea is of immense environmental, economic, transport and, of course, cultural and historical importance to all of us as one of the cradles of Eurasian civilisation.
Russia attaches the highest priority to working with its partners to protect and preserve the Caspian Sea’s ecosystem. Governments, businesses, civil society organisations and a wide range of scientists and specialists are actively involved in these efforts.
❗️ I share the view expressed by my colleagues that the declining water level of the Caspian Sea is one of the most pressing challenges we face today.
According to our estimates, over the past 20 years, some 20,000 square kilometres along the Russian section of the Caspian coastline alone have dried up. Russia has to allocate substantial budget funds every year to dredging operations to keep shipping routes navigable.
Research by Russian and foreign experts indicates that the main cause of the Caspian Sea’s declining water level is climate change.
☝️ Our countries need to develop joint measures to preserve the Caspian Sea’s ecosystem. We believe it is essential to make full use of existing international institutions for this purpose. I am referring primarily to the Conference of the Parties to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea – the so-called Tehran Convention of 2003.
I would also like to mention Russia’s proposal to create a digital copy of the Caspian Sea. This would be a highly accurate virtual model using AI algorithms to analyse changes in evaporation, precipitation and river inflows. The model could be used to produce reliable projections of changes in the Caspian Sea’s water level.
I would stress that large-scale efforts to preserve the Caspian ecosystem require not only financial resources and intergovernmental mechanisms, but also highly qualified specialists with expertise across a wide range of natural sciences. Training such specialists is a pressing task.
🤝 Russia has always supported, and will continue to support, closer cooperation among our countries to preserve the Caspian region’s ecosystem, ensure its sustainable growth and improve people’s quality of life.

One of the topics that will be in demand for expert analysis and practical proposals in the coming years is the promotion of international economic cooperation of the Eurasian Economic Union. It is important to integrate into this agenda such issues as the development of transnational transport and logistics routes, the creation of a barrier-free environment for trade and investment through trade policy tools, and the convergence and simplification of national regulatory procedures.

⚡️ Foreign Intelligence Service of the Russian Federation:
The Press Bureau of the Foreign Intelligence Service of the Russian Federation (#SVR) reports that, according to information received by the SVR, the European Commission’s leadership is the main force behind the smear campaign launched in Europe against Rosatom and its involvement in the construction of Hungary’s Paks II NPP.
Commission President Ursula von der Leyen has explicitly tasked her staff with forcing Peter Magyar’s government to abandon cooperation with Russia on the peaceful use of nuclear energy.
Brussels-controlled Politico Europe has been chosen as the campaign’s “mouthpiece”.
Pseudo-journalist Ben Makuch has been appointed its chief provocateur. Previously specialising in politically commissioned attacks on Russia, he has now reinvented himself as an “energy expert”.
EU bureaucrats have openly admitted that European suppliers cannot compete fairly with Rosatom in the nuclear energy market. This means that any alternative arrangement for building Paks II in Hungary would be less efficient and less safe.
Ursula expects her active role in driving Rosatom out of Hungary and replacing it with a Western company to be “duly rewarded”. She already has extensive experience of lobbying for major corporations for personal gain and concluding dubious multibillion-dollar contracts. The most striking example was the contract with US company Pfizer to supply COVID-19 vaccines.
The globalist sect running the EU, of course, takes no account of the views or interests of the Hungarian people.
☝️ The Hungarian authorities will face a difficult choice: give in to the media frenzy fuelled by Brussels and deprive the country of a reliable source of electricity capable of ensuring its energy security for decades to come, or stand firm and defend their citizens’ interests.
