🗓 On October 22, the 6th ASEAN-Russia Youth Summit opened at Far Eastern Federal University (FEFU) in Vladivostok 🇷🇺, bringing together more than 100 young leaders from Russia and all #ASEAN Member States.
🔹️Held under the motto “ASEAN and Russian Youth: Dialogue of Cultures and the Creative Force of Progress", the Summit provides a platform for young people to exchange ideas, strengthen mutual understanding and explore new avenues for cooperation between Russia and Southeast Asia. The five-day event is dedicated to the 35th anniversary of ASEAN-Russia relations.
🔹️The opening ceremony was attended by H.E. San Lwin, Deputy Secretary-General of ASEAN for the ASEAN Socio-Cultural Community, alongside representatives of Russian government bodies, the ASEAN Secretariat and the academic community. Addresses were delivered by representatives of the Russian Ministry of Foreign Affairs and the Ministry of Science and Higher Education, as well as the leadership of FEFU.
🔹️The Summit attracted approximately 7,000 applications, reflecting strong interest among young people in strengthening ASEAN-Russia relations. Selected participants will engage in discussions and collaborative activities focused on technology, creative industries and the exploration of the World Ocean. The programme will culminate in the adoption of a declaration outlining shared principles and future directions for ASEAN-Russia youth cooperation.

📆 13-15 октября по приглашению Министра иностранных дел Российской Федерации С.В.Лаврова Генеральный секретарь АСЕАН Као Кимхорн совершил рабочий визит в Москву. Поездка прошла в год 35-летия отношений между Россией и АСЕАН и 30-летия российско-асеановского диалогового партнерства в развитие проведенного в июне с.г. в Казани юбилейного саммита Россия-АСЕАН. Визит был нацелен на решение задач, поставленных на этой встрече лидерами нашей страны и Ассоциации, выполнение Комплексного плана действий по реализации стратегического партнерства между Российской Федерацией и АСЕАН на 2026-2030 годы (КПД), обмен мнениями по региональной и глобальной проблематике, а также вопросам дальнейшего укрепления практического сотрудничества.
В ходе визита Генсекретарь Ассоциации провел встречи с руководством российских ведомств, на которых обсуждались перспективы уплотнения координации между Россией и АСЕАН, в том числе в контексте выполнения КПД, с фокусом на взаимодействие в сферах политики и безопасности, цифровой трансформации, науки, технологий и инноваций, высшего образования, молодежных обменов, энергетики, сельского хозяйства и продовольственной безопасности, ликвидации последствий чрезвычайных ситуаций, а также экономического сотрудничества. Обсуждены актуальные региональные и международные вопросы. Состоялись переговоры с Министром иностранных дел Российской Федерации С.В.Лавровым; советником Президента Российской Федерации А.А.Кобяковым; Министром науки и высшего образования Российской Федерации В.Н.Фальковым; Министром энергетики Российской Федерации С.Е.Цивилевым; заместителем Министра цифрового развития, связи и массовых коммуникаций Российской Федерации Б.М.Черкесовой; заместителем Министра сельского хозяйства Российской Федерации М.В.Марковичем; заместителем Министра Российской Федерации по делам гражданской обороны, чрезвычайным ситуациям и ликвидации последствий стихийных бедствий – главным государственным инспектором Российской Федерации по пожарному надзору А.М.Супруновским.
Као Кимхорн встретился с членами Московского комитета АСЕАН (МКА), проинформировал их о ключевых событиях в рамках Ассоциации. Члены Комитета, в свою очередь, представили информацию о мероприятиях и контактах, проведенных МКА с российскими партнерами в интересах развития отношений между Россией и АСЕАН. Кроме того, состоялась встреча с Председателем Коллегии Евразийской экономической комиссии Б.А.Сагинтаевым, в ходе которой рассматривались вопросы региональной экономической интеграции и укрепления кооперации между АСЕАН и Евразийским экономическим союзом. Глава асеановской штаб-квартиры также провел встречу с председателем Делового совета Россия-АСЕАН И.В.Поляковым для обсуждения перспектив расширения торгово-экономических связей, инвестиционного сотрудничества, взаимодействия в сфере туризма и прямых деловых контактов между Россией и АСЕАН.
В рамках Международного форума «Российская энергетическая неделя – 2026» Као Кимхорн выступил на сессии «Энергетический мост Россия-АСЕАН: ресурсы, технологии, новые рынки».
Он также посетил МГИМО МИД России и провел встречу с ректором МГИМО академиком РАН А.В.Торкуновым. В знак признания вклада Као Кимхорна в развитие отношений между Россией и АСЕАН ему было присвоено звание почетного доктора МГИМО. Генсекретарь Ассоциации принял участие в открытии международной конференции «Россия и АСЕАН в Азиатско-Тихоокеанском регионе», организованной Центром АСЕАН при МГИМО, выступил с докладом на тему роли АСЕАН в условиях меняющейся региональной и глобальной ситуации, а также провел «круглый стол» с российскими экспертами по Юго-Восточной Азии.

📆 At the invitation of Minister of Foreign Affairs of the Russian Federation, H.E. Sergey Lavrov, Secretary-General of ASEAN, H.E. Dr. Kao Kim Hourn, undertook a working visit to Moscow, the Russian Federation, from 13 to 15 October 2026. The visit took place in conjunction with the 35th anniversary of ASEAN-Russia relations and the 30th anniversary of the ASEAN-Russia Dialogue Partnership, following the ASEAN-Russia Commemorative Summit held in Kazan, in June 2026. It provided an opportunity to follow up on the outcomes of the Commemorative Summit, advance the implementation of the Comprehensive Plan of Action to Implement the ASEAN-Russian Federation Strategic Partnership (2026-2030), exchange views on regional and global developments, and explore avenues for strengthening practical cooperation.
During the visit, the Secretary-General held discussions with senior Russian officials on ASEAN-Russia cooperation, including the implementation of the Comprehensive Plan of Action for 2026-2030, with a focus on political security cooperation, digital transformation, science, technology and innovation, higher education, youth, energy, agriculture and food security, disaster management, and economic cooperation, as well as regional and international developments. These engagements included meetings with H.E. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation; H.E. Dr. Anton Kobyakov, Adviser to the President of the Russian Federation; H.E. Dr. Valery Falkov, Minister of Science and Higher Education of the Russian Federation; H.E. Sergey Tsivilev, Minister of Energy of the Russian Federation; H.E. Bella Cherkesova, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation; H.E. Maxim Markovich, Deputy Minister of Agriculture of the Russian Federation; and H.E. Dr. Anatoly Suprunovsky, Deputy Minister for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters of the Russian Federation.
The Secretary-General also met with members of the ASEAN Moscow Committee (AMC) and briefed them on key developments in ASEAN. He also received updates from members of the Committee on activities and engagements that the AMC undertook with Russian stakeholders in promoting ASEAN-Russia relations. He further held discussions with H.E. Dr. Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission (EEC), on regional economic integration and the strengthening of cooperation between ASEAN and the Eurasian Economic Union (EAEU). He also met with Mr. Ivan Polyakov, Chairman of the Russia-ASEAN Business Council (RABC), to discuss opportunities to strengthen trade, investment, tourism, and business-to-business linkages between ASEAN and Russia.
The Secretary-General delivered remarks at the session “The Russia-ASEAN Energy Bridge: Resources, Technologies, New Markets” of the Russian Energy Week 2026 International Forum.
In addition, the Secretary-General visited the Moscow State Institute of International Relations (MGIMO University), where he met with H.E. Prof. Dr. Anatoly Torkunov, Rector of MGIMO University, and was conferred an Honorary Doctorate in recognition of his contributions to advancing ASEAN-Russia relations. During the visit to MGIMO University, he participated in the opening of the international conference “Russia and ASEAN in the Asia-Pacific Region,” hosted by the ASEAN Centre at MGIMO University, where he delivered the keynote lecture on ASEAN in the Evolving Regional and Global Developments and engaged in a roundtable discussion with experts on Southeast Asia.

🇷🇺🇫🇮🇳🇴📞 On October 27, President of Russia Vladimir Putin had a telephone conversation with President of Finland Alexander Stubb and Prime Minister of Norway Jonas Gahr Store at the request of the Finnish and Norwegian sides.
They exchanged views on resolving the Ukrainian crisis in light of Vladimir Putin’s talks with Special Envoy of the US President Stephen Witkoff in St Petersburg on October 21 and Alexander Stubb’s and Jonas Gahr Store’s contacts with Stephen Witkoff and Zelensky in Oslo.
The leaders welcomed the agreement to resume trilateral talks between Russia, Ukraine and the US in Abu Dhabi in the first half of November, focusing, in particular, on security arrangements for Russia and Ukraine following a complete cessation of hostilities.
Vladimir Putin assessed the current situation in the conflict zone in Ukraine and recalled the conflict’s root causes.
☝️ He stressed that a just and lasting peace can only be achieved if the Russian Federation’s legitimate interests are fully and unconditionally taken into account. He also drew attention to the confrontational policies of EU and NATO countries, which are prolonging the hostilities.
The sides also addressed security and stability in the Baltic Sea region and Northern Europe. In this context, the President of Finland and the Prime Minister of Norway reaffirmed the importance of respecting international maritime law and the principle of freedom of navigation.
Russia's President provided an update on the launch of a US-mediated humanitarian operation near the Russian town of Alyoshki and the introduction of a temporary ceasefire in the Kherson sector for this purpose.
The leaders of the three countries agreed to maintain direct telephone contacts.

On October 29, Cambodia celebrates the 22nd anniversary of the coronation of His Majesty King Norodom Sihamoni.
On this solemn occasion, H.E. Mr Anatoly Borovik, Russian Ambassador to Cambodia, sent a congratulatory message to the Monarch. The Head of the diplomatic mission praised the Sovereign's achievements in strengthening national unity and harmony, which have earned His Majesty the love of His subjects. H.E. Mr Anatoly Borovik specifically highlighted the Monarch’s contribution to the development of Russian-Cambodian relations, which mark their 70th anniversary this year.

On October 29, Cambodia celebrates the 22nd anniversary of the coronation of His Majesty King Norodom Sihamoni.
On this solemn occasion, H.E. Mr Anatoly Borovik, Russian Ambassador to Cambodia, sent a congratulatory message to the Monarch. The Head of the diplomatic mission praised the Sovereign's achievements in strengthening national unity and harmony, which have earned His Majesty the love of His subjects. H.E. Mr Anatoly Borovik specifically highlighted the Monarch’s contribution to the development of Russian-Cambodian relations, which mark their 70th anniversary this year.

📄 We have taken note of an AFP article titled “US-brokered truce begins in Ukrainian town”, published by the Khmer Times on October 28, 2026. The piece fails to impartially cover the humanitarian operation currently conducted between Russia and Ukraine in the city of Alyoshki.
🇷🇺 To fully understand the situation in the area, it is essential to note that Alyoshki, located in the Kherson region, is an integral part of the territory of the Russian Federation. In the September 2022 referendum, the population of the region voted in favour of joining Russia. This is the political reality from which any meaningful discussion must proceed.
❗️ At the same time, the Armed Forces of Ukraine (AFU) caused a humanitarian disaster in the city. According to Rodion Miroshnik, Ambassador-at-Large of the Russian Ministry of Foreign Affairs, only 1,000–1,100 people remain in the city, with its original population of 24,000. The majority of the residents left are individuals of limited mobility and their close relatives who cannot leave them behind. For about three years, Alyoshki has been without electricity and a centralised water supply. Ukraine claimed it has been delivering humanitarian aid from drones, whereas there are numerous evidence of the AFU attacks against the population of the city. Ukrainian forces has been planting mines along the main roads used to deliver food and essential supplies and to evacuate residents. Civilians attempting to obtain necessities or leave the area have been exposed to grave risks, including attacks involving UAVs.
📌 Russia welcomes the efforts of US First Lady Melania Trump, who has made a substantial contribution to securing agreement on the humanitarian operation in Alyoshki. Nonetheless, the AFP article does not mention the role of the Russian side, especially the work done by the High Commissioner for Human Rights Yana Lantratova, whose direct engagement helps to coordinate and implement the agreements reached. No mention is made of Russian troops fully observing the ceasefire in the area – instead, AFP mentions the situation in Kiev which has nothing to do with the operation in Alyoshki.
❌ Equally misleading is any narrative that presents the conflict as having begun only in February 2022. Armed hostilities in eastern Ukraine began in 2014 – the Kiev regime shelled residents of Donbas for years, destructing civilian infrastructure and displacing and killing, as they still claim, "their people". The suffering of the population of Donbas cannot be selectively omitted simply because it complicates a politically convenient account of the conflict.
📌 Once again, the Western press is making every effort to discredit Russia, blatantly distorting the facts and presenting information in a way that benefits Kiev and its sponsors. Such an attitude is hardly conducive to normalizing dialogue and resolving the conflict through political and diplomatic means. The humanitarian situation in Alyoshki requires immediate practical action without politicization. At a time when the lives and safety of residents depend on the successful implementation of carefully negotiated arrangements, politically motivated reporting risks undermining the very efforts intended to save lives.

It is essential to thoroughly verify information about employers and agents, working conditions, and document processing procedures. One should not transfer funds, provide passport details, or share copies of personal documents with unknown individuals until the legality and authenticity of the offer in question have been verified.

⚡️ Russia's High Commissioner for Human Rights Yana Lantratova:
The ceasefire in the humanitarian mission area in Alyoshki remains in effect.
No incidents have been reported. Both the Russian and Ukrainian sides are fully honouring their commitments.
We are on our way to Alyoshki with my Ukrainian counterpart Dmitry Lubinets. Together, we are coordinating the implementation of the agreements reached with the assistance and coordination of US First Lady Melania Trump.
This mission was made possible in large part thanks to our servicemen and the Russian Defence Ministry. Military engineers surveyed and cleared mines from the roads so that the humanitarian convoy could reach Alyoshki.
☝️ It is especially important now to maintain the ceasefire. The safety of civilians and mission participants depends on each side acting responsibly.

👉 25 buses with a total capacity of at least 750 passengers have been prepared to ensure the safe, voluntary evacuation of Alyoshki residents. Transport for people with limited mobility, nine ambulances and more than 50 medical personnel have also been arranged.
Humanitarian aid has been collected based on requests from the residents themselves.
❗️ The priority now is to deliver essential supplies and help those who have decided to leave.
