The RPwD Act (2016) shifted Indiaโ€™s approach to disability from "Charity and Welfare" to a strict legal "Right." Under this new law, who is legally obligated to provide "reasonable accommodation"?
Paradigm Shift

The RPwD Act, 2016 shifted disability policy from welfare to rights, expanding recognized categories from 7 to 21 and establishing concepts like reasonable accommodation.

Judicial Reinforcement:

In Vikash Kumar v. UPSC the Supreme Court ruled that reasonable accommodation is central to equality, creating positive obligations for the State and private actors.

Data and Undercounting Gaps:

Census 2011 recorded 2.68 crore disabled persons, far below global estimates, leading to under-budgeting and under-representation.

Implementation Barriers:

Challenges include delayed Unique Disability ID (UDID) certifications, fragmented enforcement, weak grievance redressal, and uneven physical or digital accessibility.

Intersectionality:

Disability intersects with poverty, caste, gender, region, and climate risk, compounding barriers for marginalized groups.

Way Forward:

Recommendations include a National Accessibility Compliance Mission, mandatory universal design standards, and active representation under the principle of "Nothing about us without us".

Day 16 CSAT PYQ Series Today, we will be looking at a Maths question. We alternate between RC, LR and Quant PYQs in this series. Try to solve it. Solutions will be provided later today.
This is the Handwritten solution of Today's CSAT Maths PYQ.

This is an elaborate explanation of every step just for your understanding.

You are not supposed to solve this in such a lengthy way.

Think like this..

2 incorrect entries, So once we are done with the 100-0 calculation we get number of students as 25.

Make sure the next correction is done after the first correction so the average is x+4 when we solve for the 56/81 error ( The difference is 25 this is instinct because number of students is also 25 so now it's divisible)

Subtracting equations we get y-x as 3

Let us know if there are any doubts

2)โ€‹ It ruled that appeals against the orders of the Central Administrative Tribunal (CAT) must lie directly to the Supreme Court to ensure speedy justice for civil servants.
