𝗧𝗮𝗿𝗶𝗳𝗳 𝗥𝗮𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻:
State Electricity Regulatory Commissions (SERCs) must set consumer rates that reflect the actual cost of supply, keeping EV charging entirely outside the cross-subsidy regime.
𝗕𝗿𝗲𝗮𝗸𝗶𝗻𝗴 𝘁𝗵𝗲 𝗜𝗺𝗽𝗮𝘀𝘀𝗲:
To eliminate private under-utilization risk, discoms should directly invest in building charging infrastructure and lease the completed stations out to franchisees to run.
