HB 149 and HB 197 are both up in committee this afternoon at 1:30 in 220 Senate Building. These are good ones to testify in support of. Both of these are sponsored by Rep Nicholeen Peck. HB 149 allows a civil lawsuit for child sexual abuse. HB 197 prohibits a Local Education Agency (LEA) from providing certain materials to students that have been removed statewide;
▸requires an LEA to review instructional material an LEA adds to the LEA's collection of
instructional material;
▸enacts certain prohibitions on a vendor of digital instructional material.
I am going to try to be at the Capitol this afternoon for those.
I just emailed all the committee members about HB 197. It is an important bill.

HB 197 will be heard in the Senate Government Operations Committee today at 1:30 PM (Room 220, Senate Building).
Please send a quick email to the committee members below. You can use these bullet points to craft your message:
Email the Committee:
rwinterton@le.utah.gov; mmckell@le.utah.gov; nblouin@le.utah.gov; ebuss@le.utah.gov; jplumb@le.utah.gov; ssandall@le.utah.gov; evickers@le.utah.gov
Key Points to Include:
Thank the Chair: Specifically thank Senator Winterton for putting HB 197 on the agenda.
Support the Review Process: Support lines 198-200, which require LEAs to review books for sensitive material before they are made available to students.
Urgency: Mention that explicit content (including recent challenges involving necrophilia and graphic sexual acts) is entering schools at an alarming rate through industry recommendations.
Support Librarians: This bill provides the legislative guidance and LEA support librarians need to ensure collections remain age-appropriate.
Human Impact: Note that these materials have real consequences for students' mental health and well-being (as seen in the stories of Utah students like Megan and Rachel).
Sample Subject Line: Support HB 197 - Protecting Utah Students

Background for your letter (feel free to copy/paste):
Librarians are overwhelmed, and award-winning books now frequently include graphic descriptions of sexual violence and "spice" that lead to addiction and trauma. HB 197 follows the 2025 legislative audit recommendations by ensuring that "screening happens before the shelf." Please vote YES to protect our children and support our librarians.

Talking Point for 3/4-3/6!
Please text your senators and ask them to support HB 195 Precious Metals Amendments.
This bill has already passed the house. Only contact your senator. This bill allows for a gold transaction system for citizens. This bill is very important for Utah sovereignty and family sovereignty as it insulates us from government digital currency. It also helps protects us from inflation. Rep Ken Ivory is the sponsor.

I am at the committee hearing for HB 197 Schools Materials Amendment. Rep Peck is showing how in the Utah Education Network there is direct advertising to the students for things like Kratom and vaping. This is happening in the UETN databases. There should be no advertising to kids. This bill also requires school materials to be looked at before they go on the library shelves.
They just held HB 197. That is unfortunate. That bill should have been passed to protect our youth from advertisements in the Utah Education Network databases. Jennie Earl from the Utah State Board of Education confirmed these advertisements are indeed on there.
We are now talking about HB 183. This bill is supposed to create uniformity in the code by only using the term sex instead of gender. There are people from the trans communitee testifying against it. Gender definitions are subject to changes whereas sex is not. There are other people testifying in support of the bill. This bill is creating a lot of stir. This bill replaces gender in the code with sex. Sen Plumb just made a motion to hold the bill. The intention of the bill was to make clarity in the code. There is a difference between sex and gender. The bill was just held which means it was killed.
Now we are hearing HB 502 School Attendance Modifications by Rep Welton. Attendance is definitely a problem in the schools. This bill gives an option to schools. They aren't forced to participate. Rep Welton is saying part of the learning is the discussion had at school. This bill allows A school may adopt a policy that permits attendance to account for more than 10% but
not more than 20% of a student's final grade for a course in grades 7 through 12. I definitely think attendance is important at school. This bill just passed the committee unanimously.
Great win at the Supreme Court for parental rights!

Supreme Court. 6-3.

In Mirabelli v. Bonta, the Court ruled that California cannot secretly transition children at school while shutting parents out. The injunction we fought for— protecting every objecting parent in California—is back in effect.

Remember to get the talking point out to your senator! I texted my senator, Todd Weiler, this evening. HB 195 is a very important bill. It was vetoed last year by the governor. Rep Ivory said he has been told that will not happen again.
This is an important bill. It moves people back into the public category on the voter rolls unless they can qualify for the private and withheld. This has passed the house and senate. This should be good to go unless the governor vetoes it.
This bill was held in the house committee and will not pass this session. It prevents one county clerk from doing all the signature verification for a state race like what happened in the 2024 governor's race. The fragmentation of power is a very important safeguard for our elections. I hope we can pass it next year.
