🙌 The 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 (𝐅𝐌) 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐨𝐟 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞 (𝐂𝐨𝐏) session on 21 Nov, jointly organised by BCA and JTC, brought together FM service buyers from 20 organisations to exchange ideas on how value chain integration can transform the way FM services are procured and delivered.
In a sector as interconnected as the Built Environment, collaboration across the value chain is essential not just for efficiency and service excellence, but also sustainability, innovation, and talent attraction and retention. BCA shared how progressive FM procurement practices can address key industry challenges like inequitable risk allocation, and payment delays.
👏 Thank you to Incendium Consulting for sharing valuable insights on how clear strategic definition builds trust and long-term partnerships, and JTC for sharing their experience on subcontractor management that strengthens collaboration on the ground.
The takeaways from this FM CoP session are invaluable and will contribute to BCA’s revised Guide on FM Procurement.

Congratulations to the 88 Professional Engineers (PEs) at last week’s 𝐏𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐄𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐬 𝐁𝐨𝐚𝐫𝐝 (𝐏𝐄𝐁) 𝐃𝐚𝐲 𝐨𝐟 𝐃𝐞𝐝𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝟐𝟎𝟐𝟓! Six of them are from BCA, and we couldn’t be prouder. As the engineers took their solemn pledge to uphold the highest standards of public safety, integrity, and professionalism, it reminds us of their commitment and why a PE is one of the most respected credentials in engineering.
Second Minister for Finance and National Development, Ms Indranee Rajah, graced the event and highlighted that to create a future-ready engineering profession, engineers must embrace a culture of continuous learning and adaptability while developing interdisciplinary skills that integrate new technologies.
Becoming a PE is no easy feat; it demands years of professional experience and rigorous study for the Fundamentals of Engineering exam and mastery of the Practice of Professional Engineering exam. But it is all worthwhile as a PE’s work has a direct impact on public safety and the city we live in, influencing how we live, move, and interact with our environment.

From next year, graduates beyond the four traditional engineering branches of civil, electrical, mechanical and chemical may qualify for PE registration by completing supplementary programmes in the prescribed branch and passing the PE exams. This widens the talent pool and supports cross-disciplinary innovation.

PEB will recognise up to 6 months of internship or pre-qualification work experience as part of the 4-year practical experience required for PE registration, thereby boosting mentorship, hands-on learning, and a smooth transition into the profession.
As we honour our PEs and welcome new pathways for future generations, we celebrate a profession that continues to build a safer, smarter, and more sustainable Singapore. To read the full speech by Second Minister for Finance and National Development, Ms Indranee Rajah, visit, go.gov.sg/peb25speech

BCA is proud to be part of two award-winning initiatives recognised at the 𝐏𝐄𝐏-𝐒𝐁𝐅 𝐀𝐰𝐚𝐫𝐝𝐬 𝟐𝟎𝟐𝟓 𝐒𝐢𝐧𝐠𝐚𝐩𝐨𝐫𝐞, graced by DPM and Minister for Trade and Industry Gan Kim Yong and co-organised by the Pro-Enterprise Panel (PEP) and Singapore Business Federation (SBF) Foundation. These initiatives were recognised under the 𝐏𝐫𝐨-𝐄𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞 𝐈𝐦𝐩𝐚𝐜𝐭 & 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩 𝐀𝐰𝐚𝐫𝐝 (𝐏𝐄𝐈𝐏𝐀), a new award to recognise government agencies and businesses that have demonstrated outstanding collaboration in delivering measurable improvements to Singapore's regulatory environment.
✨ Alliance for Action on Business Competitiveness
✨ Tender Lite
Both initiatives represent the collective effort of multiple agencies and industry partners working together to create a more business-friendly regulatory environment.
💡 The Alliance for Action on Business Competitiveness (Manpower) co-chaired by the Ministry of Trade and Industry and the Singapore Business Federation (SBF), brought together public agencies and business leaders to co-create solutions that address pressing manpower challenges. For example, the removal of maximum age and period of employment for work permit holders allows businesses to attract and retain experienced workers.
⚙️ Tender Lite led by Ministry of Finance is a new procurement category for Tenders with estimated procurement value not exceeding $1 million. It streamlines and simplifies contract conditions, thus increasing accessibility of Government procurement to businesses. This demonstrates how close collaborations between public agencies with private sector entities can lead to win-win outcomes.
BCA is privileged to have contributed to these initiatives alongside our counterparts across government and industry. This recognition underscores the value of collaboration, co-creation, and continuous improvement in building a pro-enterprise Singapore.
Congratulations to our partners and the wider community for this shared achievement!
