Peter Nygard's charges stayed in Winnipeg sexual assault case
A Winnipeg judge dropped all sexual assault and confinement charges against fashion mogul Peter Nygard, ruling his right to a fair trial was violated because police failed to keep records from a 1993 investigation. The complainant, April Telek, had accused Nygard of assaulting her in his Winnipeg warehouse, but missing police notes made a fair trial impossible. Nygard, currently jailed in Ontario for another case, expressed happiness at the decision.

Cadaver dogs' search for Lilly and Jack Sullivan didn't find human remains
Dogs specially trained to pick up the scent of human remains did not find two children who have been missing from rural Nova Scotia for more than five months, RCMP announced Wednesday as they renewed calls for information in the disappearance of Lilly and Jack Sullivan.
Lilly, 6, and Jack, 4, were reported missing on May 2, when police received a 911 call from their mother saying they had wandered away from their home in Lansdowne, a sparsely populated community in Pictou County about 140 kilometres northeast of Halifax.
Staff Sgt. Rob McCamon said two dog teams that travelled from British Columbia searched a total of 40 kilometres over three days in late September.

Councillors cancel fee refund in final tweaks to major housing plan
Cancelling a refund to developers was among the final tweaks councillors made to a major city housing plan billed by the mayor as an effort to make Ottawa the "most housing-friendly city in Canada."
Council gave its final stamp of approval Wednesday to Ottawaโs housing acceleration plan, which lays out 53 recommendations for how the city can help get homes built faster and for less. The plan is based on the work of a task forcecomposed mostly of representatives from the real estate development and construction sectors. It aims to speed up new housing projects by streamlining the cityโs approval process, and reducing or delaying some fees paid by developers.

Chinese government stalls city plan to protect historic Ottawa telephone building
Ottawa city council has paused plans to grant heritage status to the historic Bell telephone building at 251 Besserer St. after China, which owns the property, objected. City staff recommended withdrawing the designation for now to allow more time to address Chinaโs concerns. Officials emphasized that the buildingโs heritage value remains recognized, but strict 90-day timelines under the Ontario Heritage Act forced the delay. Councillor Rawlson King said the move is strategic and that the designation process can resume later once negotiations with Chinese and federal officials are complete.

Canadaโs energy minister says Alberta will need to get its neighbouring province on board in order to see its proposed pipeline project to the West Coast come to fruition.
Alberta Premier Danielle Smith announced earlier this month that her government will get started on its proposal for a bitumen pipeline that would run across northern British Columbia to the Pacific Ocean.

As drought conditions persist, some wells running dry in rural Ottawa
As dry weather persists this fall, some residents living in rural Ottawa say the private wells they rely on for water are running empty.
In Kinburn, a community in rural west Ottawa, Tammy Johnstone's well keeps the tap water inside her home running. Peering down into the well on Thursday, Johnstone said it was "almost completely dry," making tasks like doing laundry and showering difficult.
Agriculture Canada monitors drought conditions across the country each month, ranking their severity on a scale of zero to four. In a statement to CBC News on Thursday, the agency said eastern Ontario saw an expansion of Level 2 or "severe drought," as well as the emergence of Level 3 or "extreme drought" in some areas from Kingston to Ottawa.

Vancouver Park Board's apology over Harry Potter event catches J.K. Rowling's attention
Vancouverโs park board passed a motion apologizing to the 2SLGBTQ+ community for hosting the Harry Potter Forbidden Forest Experience in Stanley Park, acknowledging the harm caused by associating with J.K. Rowling, whose views on transgender rights have been widely criticized. The board also stated the event will run for one season only. Rowling responded on X, saying she hadnโt realized sheโd been โdisavowedโ and was unaffected by it. Members of Vancouverโs 2SLGBTQ+ Advisory Committee argued that featuring Rowlingโs work gives a platform to someone who promotes harmful views toward transgender people and that any financial benefit she receives could support her activism against trans rights.

Niagara Falls mayor stresses urgency of finding Marineland belugas a new home as itโs running out of food
Marineland is running out of food โ and money โ to feed the 30 beluga whales and other animals that live at its now-shuttered park, says the mayor of Niagara Falls, Ont.
โUnfortunately, theyโre telling us theyโre burning the furniture to heat the house,โ Jim Diodati told Radio-Canada in an interview Friday. โThereโs no money.โ He said he spoke to park representatives Thursday, and learned it has restructured and borrowed money to continue to buy food for the belugas, dolphins, sea lions, seals, deer and bears โ but itโs only a matter of time before it runs out.

Canada Post workers will return to work, hoping Canadians take up their cause
Canadians should start receiving mail again on Tuesday, after Canada Post workers shift from nationwide strike action to a rotating strike on Saturday morning.
The Canadian Union of Postal Workers, which represents 55,000 Canada Post employees, says the battle for a fair collective agreement continues, but that the downgraded labour action allows workers to resume their jobs and remind Canadians that a full postal service is worth fighting for.
โ[With] the majority of our workers back to work, people are able to go out and talk to the public,โ said Jim Gallant, a CUPW negotiator. โThe public sees what worth there is in the post office.โ
