Quebec to impose French-language quotas on streaming giants

Quebec Culture Minister Mathieu Lacombe tabled a bill today that would force streaming giants to add French-language content and make it more easily accessible to users.

Bill 109, titled An Act to affirm the cultural sovereignty of Quebec and to enact the Act respecting the discoverability of French-language cultural content in the digital environment, has been in the works for over a year. It marks the first time that Quebec would set a "visibility quota" for French-language content on major streaming platforms such as Netflix, Disney and Spotify.

Wildfire evacuations in RM of Alexander, Whiteshell partially lifted

Some people forced from homes and cottages by Manitoba's largest wildfire are allowed to return — but with a warning they must be ready to evacuate in two hours, if necessary.

"That's probably close to half, maybe one-third, of all the people affected can go back. A very big estimated number is [that the fire is] affecting 1,000 people, so it's possible that a few hundred are going back," said Jack Brisco, mayor of the rural municipality of Alexander. The rural municipality covers a large area, from the eastern shore of Lake Winnipeg westward to Nopiming Provincial Park and land east of Lac du Bonnet. That eastern part of the RM is between the wildfire in the RM of Lac du Bonnet and the massive fire raging through Nopiming.

'Shock' and 'panic' as new daycare operators in Alberta told they won't get funding after all

Albertans in the process of setting up new child-care facilities say they've had the rug pulled out from under them as the Alberta government abruptly informed them last week they would not qualify for grants under the federal-provincial child-care agreement.

"I am devastated," said Arshdeep Kaur, who is in the process of renovating a building she purchased in Calgary and planned to open in July as a new daycare named Sparkling Kids.

Kaur moved to Canada from India in 2011 and began working in early childhood education the following year. She said she always dreamed of opening a daycare of her own and initially planned to do it once her own children were a little older.

Person did Nazi salute outside Ontario Chick-fil-A while blasting Kanye West's 'vile' antisemitic song

A Jewish advocacy group has strongly condemned a "vile" video of an unknown person performing what appears to be fascist salute in the parking lot of the U.S.-owned Chick-fil-A restaurant in Burlington, Ont.

The video, shared on X by controversial rapper Ye, formerly known as Kanye West, features someone riding a motorized scooter with flashing lights and a video monitor. The person comes to a stop before twice doing what appears to be a Nazi salute while Ye's new song Heil Hitler plays on the monitor.

The video, which was posted just after 6 a.m. ET on May 14, had garnered more than two million views before it was deleted on Wednesday.

RECAP | Crown wraps questioning NHLer Brett Howden at sexual assault trial of 5 ex-world junior hockey players

Brett Howden’s testimony in the sexual assault trial of five NHL players took an unexpected turn, leading to several days of legal debate over the admissibility of texts he sent in 2018. Justice Maria Carroccia ruled the texts inadmissible but allowed the Crown to pursue another legal path to introduce them, with a ruling expected Monday. The Crown considers the texts crucial to its case. Howden, a former teammate of the accused, finished his initial testimony, with defense cross-examinations set to begin next. The accused players have all pleaded not guilty to the 2018 allegations.

Inside the NDP's last-ditch efforts to save Jagmeet Singh and his riding

In the dying days of the federal election campaign, senior New Democrats made a desperate, last-ditch attempt to save Jagmeet Singh's Burnaby, B.C., seat. Some say it was unwinnable.

At least 20 staff from the party's Ottawa headquarters packed the leader's campaign plane just days before the April 28 election, hitching a ride to the West Coast with a mission to door-knock on his behalf. This was after a small team were sent to Burnaby Central earlier in that month.

The cross-country venture was a waste of resources when the party was fighting for its life in other, closer races, according to three, frustrated sources within the party, who spoke to CBC News on condition they not be identified because they were not authorized to speak publicly.

Police officer was 'reckless' when firing plastic bullets that killed woman: OPCC

The Office of the Police Complaints Commissioner (OPCC) has ruled that Sgt. Ron Kirkwood, a Victoria police officer, abused his authority by firing plastic bullets into a smoke-filled room, resulting in the death of Lisa Rauch, 43. The decision, made by retired judge Wally Oppal, follows a 16-day public hearing. While previous investigations by other agencies found no wrongdoing, the OPCC concluded Kirkwood's actions were reckless and unnecessary. However, Oppal did not find Kirkwood guilty of neglect of duty for failing to make notes after the incident.
