The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:

On Thursday, November 5, 2026, at 10:50 a.m. this morning, the Cambodian Liaison Group (CLG) facilitated the ASEAN Observer Team in Cambodia (AOT-KH) in conducting an observation, verification, and reporting mission on the situation along the Cambodia–Thailand border in the O Phlouk Damrei area, located in Thma Da Commune, Veal Veng District, Pursat Province, which is an area that has been attacked and is under the unlawful occupation of Thai military forces. The mission also aimed to examine compliance with and the implementation of all measures stipulated in the Joint Statement following the entry into force of the ceasefire.

It is important to underscore that Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.

The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26,  2025, and all other relevant agreements.

The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.

អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិមេត្តាជ្រាបថា៖

នៅថ្ងៃព្រហស្បតិ៍ ទី៥ ខែវិច្ឆិកា ឆ្នាំ២០២៦ វេលាម៉ោង ១១:២៥នាទីព្រឹកមិញនេះ ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំព្រះរាជាណាចក្រកម្ពុជា (ASEAN Observer Team - Cambodia: AOT-KH) ដើម្បីចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍អំពីស្ថានភាពតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ នៅតំបន់ច្រកជ័យជំនះ ស្ថិតក្នុងឃុំថ្មដា ស្រុកវាលវែង ខេត្តពោធិ៍សាត់ ដែលជាទីតាំងត្រូវបានទទួលរងការវាយប្រហារ រាយបន្លាលួស និងដាក់ពង្រាយទូកុងតឺន័រចំនួន ៥២ គ្រឿង និងការកាន់កាប់ទឹកដីកម្ពុជាដោយខុសច្បាប់របស់យោធាថៃ ដែលបណ្តាលឱ្យប្រជាពលរដ្ឋជាច្រើនគ្រួសារមិនទាន់អាចវិលត្រឡប់ទៅកាន់លំនៅដ្ឋានវិញបាននៅឡើយ និងបានសាងសង់បង្គោលទង់ជាតិថ្មីចំនួន ០២ បន្តសាងសង់ផ្លូវ និងកែលម្អលេណដ្ឋានថ្មី ព្រមទាំងបានជីកប្រឡាយឱ្យកាន់តែជ្រៅថែមទៀតផង។

ការចុះសង្កេតការណ៍របស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន នៅទីតាំងដែលជាដែនអធិបតេយ្យរបស់កម្ពុជា ហើយត្រូវបានយោធាថៃកាន់កាប់ដោយខុសច្បាប់ខាងលើនេះ គូសបញ្ជាក់ពីភាពចាំបាច់ជាដាច់ខាត ក្នុងការចាប់ផ្តើមកិច្ចការវាស់វែងខ័ណ្ឌសីមាដោយគណៈកម្មការចម្រុះខណ្ឌសីមាព្រំដែនគោក (JBC) កម្ពុជា-ថៃ ឱ្យបានឆាប់បំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់ដូចមានចែងនៅក្នុងចំនុចទីបីនៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដើម្បីអនុញ្ញាតឱ្យប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់របស់កម្ពុជាអាចវិលត្រលប់ទៅលំនៅដ្ឋានវិញដោយមិនមានការរារាំង ព្រមទាំងដោយសុវត្ថិភាព និងកិត្តិយស។

សូមគូសបញ្ជាក់ថា កម្ពុជាប្រកាន់ជំហរយ៉ាងម៉ឺងម៉ាត់ក្នុងការការពារខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលបន្សល់ទុកដោយគណៈកម្មការព្រំដែនឥណ្ឌូចិន-សៀម ដោយគោរពគោលការណ៍ច្បាប់អន្តរជាតិ គោលការណ៍ខ្សែព្រំដែនមិនកែប្រែ (Uti Possidetis Juris) គោរពអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម ផែនទី និងកំណត់ហេតុបោះបង្គោលព្រំដែនរបស់គណៈកម្មការបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ព្រមទាំងកិច្ចព្រមព្រៀង និងឯកសារពាក់ព័ន្ធនានាដែលភាគីទាំងពីរបានឯកភាពគ្នានាពេលកន្លងមក។ កម្ពុជាមិនទទួលស្គាល់ជាដាច់ខាតនូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងនោះឡើយ។

រាជរដ្ឋាភិបាល និងក្រសួងការពារជាតិកម្ពុជានៅតែបញ្ជាក់ពីការប្តេជ្ញាចិត្តយ៉ាងម៉ឺងម៉ាត់ ស្មោះត្រង់ សុចរិតក្នុងការគោរព និងអនុវត្តយ៉ាងពេញលេញ និងខ្ជាប់ខ្ជួនបំផុតនូវសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥, សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ ថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ និងកិច្ចព្រមព្រៀងពាក់ព័ន្ធផ្សេងទៀត។
