• It’s inadmissible to allow the terrorist groups to take control of the lands in violation of agreements which exist starting with the UN Security Council Resolution 2254 which strongly reiterated the sovereignty, territorial integrity and unity of the Syrian Arab Republic, which condemned any attempts by terrorists to disturb the life of Syrians, and which called for the direct dialogue between the government and the opposition.

• We are absolutely convinced of inadmissibility to use terrorists like Hayat Tahrir al-Sham to achieve geopolitical purposes, as it is being done now with the organization of this offensive from the Idlib de-escalation area.

• We are trying to do everything not to allow terrorists to prevail, even if they say that they are no longer terrorists.

• We [Foreign Ministers of Russia, Iran and Türkiye] strongly reiterated territorial integrity, sovereignty and unity of the Syrian Arab Republic. We called for immediate end of hostile activities. We stated, all of us, that we want the Resolution 2254 to be fully implemented and for this purpose called for the dialogue between the government and legitimate opposition, as provided in that Resolution.

• I have no slightest doubt that the relations between Syria and Türkiye must be normalized and we will be doing anything to be helpful.

#Palestine

• We strongly condemned the terrorist attack on the 7th of October last year. But at the same time, we strongly condemned the way Israel reacted, basically by starting a collective punishment of the Palestinians.

• Unless Palestinian state is created (which was, by the way, a precondition for the creation of Israeli state), extremism would be breeding and breeding and breeding in the region, there is no doubt.

#Ukraine

• Everything they [the Biden Administration] do indicates that they persuade Europeans not to believe in Russian red lines. They push them farther and farther, providing an example like ATACMS to make the French and the British with their Scalp and Storm Shadow missiles more aggressively involved. They also pressure the Germans with Taurus, as far as I understand.

⚡️ С крайней озабоченностью следим за драматическими событиями в Сирии.

В результате состоявшихся переговоров Б.Асада с рядом участников вооруженного конфликта на территории САР он принял решение оставить президентский пост и покинул страну, дав указание осуществить передачу власти мирным путем.

Россия в этих переговорах не участвовала.

При этом обращаемся ко всем вовлеченным сторонам с убедительным призывом отказаться от применения насилия и решать все вопросы управления политическим путём.

В связи с этим Российская Федерация находится в контакте со всеми группировками сирийской оппозиции.

Призываем к уважению мнений всех этноконфессиональных сил сирийского общества, поддерживаем усилия по налаживанию инклюзивного политического процесса, основанного на единогласно принятой Советом Безопасности ООН резолюции 2254.

⚡️ We are monitoring the dramatic developments in Syria with extreme concern.

Following his talks with a number of participants in the armed conflict in the Syrian Arab Republic, Bashar al-Assad decided to step down as the Syrian President and leave the country, instructing the government to transfer power peacefully.

Russia was not involved in those negotiations.

However, we call on all the parties involved to renounce the use of violence and resolve all governance issues through political efforts.

In this regard, the Russian Federation maintains contact with all Syrian opposition groups.

We urge all parties to respect the opinions of all ethnic and religious groups in Syrian society. We strongly support efforts to establish an inclusive political process based on Resolution 2254, unanimously adopted by the UN Security Council.

We hope that these approaches will be taken into account by the UN and all stakeholders, including in the context of implementing UN Special Envoy for Syria Geir Pedersen’s recent initiative for urgent inclusive intra-Syrian talks in Geneva.

Additionally, Russia is taking all necessary measures to ensure the safety of our citizens in Syria.

Russian military bases in Syria are on high alert. There is no serious threat to their security at the moment.

🇷🇺 On December 12, 1993, the fundamental law of our country — the Constitution of the Russian Federation — was adopted at a nationwide referendum.

The Constitution possesses supreme legal force and direct effect, and is applied throughout Russia.

The principle of separation of powers and the federal system of the State are enshrined in the country's basic document.

📕 #IntrerestingFact: The Russian Constitution is composed of the Preamble, two sections, nine chapters, 137 articles and nine paragraphs of interim and concluding provisions.

📄 Article 86 of the Constitution states:

The President of the Russian Federation:

a) shall direct the foreign policy of the Russian Federation;
b) shall hold negotiations and sign international treaties of the Russian Federation;
c) shall sign instruments of ratification;
d) shall receive letters of credence and letters of recall of diplomatic representatives accredited to his (her) office.

The main copy of the nation’s fundamental law is stored in the Kremlin Library. When assuming office, the President of the Russian Federation takes an oath of allegiance, placing his right hand on this copy of the Constitution. The text of the 33-Russian word presidential oath of allegiance is as follows:

💬 In the execution of the duties vested in me as the President of the Russian Federation, I solemnly vow to uphold and safeguard human rights and freedoms, to honour and protect the Constitution of the Russian Federation, to preserve the sovereignty, independence, security, and integrity of the state, and to faithfully serve the people.

The role of international law as an integral part of Russia's legal system is particularly emphasised. Article 15, paragraph 4 states:

Universally recognized principles and norms of international law as well as international agreements of the Russian Federation should be an integral part of its legal system. If an international agreement of the Russian Federation establishes rules, which differ from those stipulated by law, then the rules of the international agreement shall be applied.

On adoption of two UN General Assembly resolutions on Palestine 🇵🇸

On December 11, during the 10th Extraordinary Special Session of the United Nations General Assembly, two resolutions were endorsed by an overwhelming majority. These resolutions:

• support the mandate of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA),

• called for a ceasefire in the Gaza Strip.

✅ Respectively, 159 and 158 states, including Russia, cast their votes in favour.

❌ In contrast, only seven countries, alongside Israel and the United States, opposed the resolutions including Papua New Guinea, Paraguay, and Tonga among them.

The initial UNRWA document reaffirmed comprehensive support for the Agency’s mandate to deliver vital assistance to six million Palestinians in the Israeli-occupied Gaza Strip, the West Bank, including East Jerusalem, as well as in Jordan, Lebanon, and Syria. Furthermore, the document denounces the adoption by the Israeli Knesset of two bills prohibiting the activities of this indispensable and key humanitarian organisation. It urges Israel to adhere to its international legal obligations as the occupying power and to respect the privileges and immunities of UNRWA, including ensuring the safety of its personnel. Notably, 254 Agency staff members have been killed since the onset of the Israeli military operation in the Gaza Strip.

The second resolution of the UN General Assembly essentially reiterates the provisions of a draft Security Council resolution that was vetoed by the United States on November 20. It advocates for an immediate, unconditional, and permanent ceasefire; the release of hostages and those forcibly detained; and full, safe, and unhindered humanitarian access to all victims and those in need in the Gaza Strip. The resolution reaffirms the steadfast commitment to a two-state solution to the conflict, allowing for the establishment of the State of Palestine within internationally recognised borders without demographic or territorial changes.

The Russian delegation observes that, once again, since the onset of the unprecedented escalation of violence and bloodshed in the Arab-Israeli conflict zone, it is the UN General Assembly that is undertaking the necessary decisions to halt hostilities and provide humanitarian assistance – actions that are a moral imperative in the current dire circumstances.

❗️ Meanwhile, the UN Security Council, the principal body responsible for maintaining international peace and security, remains hamstrung due to Washington’s exercise of its veto, which has been utilised six times since the beginning of the current crisis.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on the report by UNESCO Director-General Audrey Azoulay on the safety of journalists and the issue of impunity for 2022-2023

💬 On December 13, in Paris, the report by UNESCO Director-General Audrey Azoulay on the safety of journalists and the issue of impunity for 2022-2023, which deliberately ignored the facts of targeted killings of Russian journalists by the Kiev regime, was not approved during the resumed meeting of the 34th session of the Intergovernmental Council of UNESCO's International Programme for Development and Communication (#IPDC).

For the first time in the history of IPDC, UNESCO's main biennial document on the safety of journalists and impunity for crimes against them was not approved, but only taken note of.

The Intergovernmental Council of the Programme took this decision not by consensus, as in previous years, but by vote. Only 14 countries, representing mainly the ‘collective West’ and its associates, voted for, while the remaining 21 abstained or voted against.

👉 Thus, the reliability of the data presented in the report has been called into question, which no longer allows it to be perceived as a reliable source of information on the global situation with security of journalists.

🇷🇺 Russia has rejected point blank any form of approval of the document that grossly distorts the real situation in the safety of journalists and, for obvious political reasons, ignores the brutal killings of Russian correspondents by the Kiev regime. We proceed from the fact that this text is in fact a source of misinformation in the area of media workers safety.

Meanwhile, we note that the report was prepared using a non-transparent methodology that was not approved by anyone. This procedure, developed in private by the Secretariat, gave priority to information and opinions from NGOs rather than Member States, which undermines the very intergovernmental nature of UNESCO. In the process of reviewing the scandalous draft report, it emerged that the problem was systemic and that it was also faced by several states of the Global South whose official data on media killings were ignored in the document. <...>

The broad wave of indignation among the professional journalist community also made it possible to draw attention to the problem of arbitrariness in the work of the UNESCO Secretariat and to prevent the approval of the document that deliberately distorts the reality in this area. The open letter from the Union of Journalists of Russia and the Union of Journalists of Moscow to the Director-General of UNESCO alone was signed by more than a hundred media outlets and their associations not only from Russia but also from abroad. <...>

🤝 We thank all those who have shown concern and helped to achieve a triumph of justice through their actions.

We believe that such developments were a serious blow at Audrey Azoulay’s reputation and caused a substantive damage to the UNESCO Secretariat headed by her. The countries of the “collective West” have equally discredited themselves by demonstrating to the rest of the world their real commitment to protecting the safety of journalists and their overall level of respect for human life. The Global South has seen for itself the value of their empty slogans about media pluralism and freedom of speech.

The Russian side is not going to condone the continued preparation of such pseudo statistic reports and, in general, corrupt practices, to meet the interests of a narrow group of countries, by the organisation which is a part of the United Nations. The entire set of accumulated problems in UNESCO's information and communication sector will be examined in detail at the forthcoming meetings of its governing bodies.

☝️ We will consistently stand for the principles provided in the UN and UNESCO charters, which are a cornerstone of international cooperation and unite like-minded Global South countries that oppose the imposition of the notorious “rules-based world order.”

⚡️ Заявление МИД России в связи с развитием ситуации в Сирийской Арабской Республике

В Москве внимательно следят за развитием обстановки в Сирии после перехода большей части территории этой страны под контроль альянса вооружённых группировок, действующих под руководством т.н. Командования военных операций во главе с Ахмадом Шараа.

Отмечаем заявления представителей новых властей о намерении способствовать налаживанию функционирования госаппарата, поддержанию порядка и безопасности, решительному пресечению действий криминальных элементов, недопущению внесудебных расправ. Сам А.Шараа в недавнем интервью заявил о необходимости после революционной смены власти быстро уйти от «инструментов мятежа» и с учётом ошибок прошлого начать строить государство, основанное на верховенстве права и справедливости, с учётом интересов всех групп сирийского общества.

❗️ Со своей стороны считаем, что путь к устойчивой нормализации ситуации в Сирийской Арабской Республике лежит через запуск инклюзивного межсирийского диалога, нацеленного на достижение национального согласия и продвижение комплексного процесса политического урегулирования в соответствии с базовыми принципами, заложенными в резолюцию СБ ООН 2254.

Акцентируем, что на территории САР в течение многих веков живут вместе мусульмане и христиане, а Дамаск является резиденцией православного Патриарха Антиохийского и Всея Востока Иоанна Х – главы Антиохийской церкви, поддерживающей сестринское общение с Русской Православной Церковью. Надеемся, что Сирия и впредь останется родиной для всех своих граждан вне зависимости от их конфессиональной принадлежности.

⚡️ Russia’s Foreign Ministry Statement on the development of the situation in the Syrian Arab Republic

Moscow is carefully monitoring the evolving situation in Syria following the transfer of control over most of the country's territory to an alliance of armed factions operating under the leadership of the so-called Military Operations Command, headed by Ahmad al-Sharaa.

We acknowledge the declarations made by representatives of the new authorities concerning their intention to facilitate the restoration of governmental functions, maintain order and security, firmly suppress criminal activities, and prevent extrajudicial executions. In a recent interview, Mr al-Sharaa himself asserted that following the revolutionary transition of power, it is imperative to swiftly abandon the "tools of rebellion" and, while heeding past errors, initiate the construction of a state grounded in the rule of law and justice, taking into consideration the interests of all segments of Syrian society.

❗️ From our perspective, the path to a sustainable normalisation of the situation in the Syrian Arab Republic lies in the initiation of an inclusive intra-Syrian dialogue aimed at securing national consensus and advancing a comprehensive political settlement process in alignment with the fundamental principles outlined in UNSC resolution 2254.

We emphasise that Muslims and Christians have coexisted in the Syrian Arab Republic for many centuries, and Damascus is the see of the Orthodox Patriarch John X of Antioch and All the East, the head of the Church of Antioch, which shares a sisterly relationship with the Russian Orthodox Church. We express our hope that Syria will continue to be a homeland for all its citizens, irrespective of their religious affiliation.

☝️ It is crucial for Russia that the future of the Syrian Arab Republic be determined by the Syrians themselves.

We are confident that the bonds of friendship and mutual respect that have developed between the peoples of our countries over the past decades will continue to evolve constructively.

No one can predict today the outcome and the political and socio-economic ramifications of the tectonic shifts taking place in this country. We all hope for the best. I would like to emphasize that the Russian Federation has always stood with the brotherly Syrian people, we have always provided, are providing and will continue to provide them with the needed support.

It is the Syrian people, in all their ethnic and religious diversity, who must determine Syria's future. And this future is currently very uncertain given the internal instability which is fraught with a palpable threat to its sovereignty and statehood.

The territorial integrity of the country is more vulnerable now than ever, and there is a real risk that Syria will break down along ethnic and religious lines into a number of cantons. The Syrians today must make every effort to ensure a truly inclusive national dialogue without separating people into losers and winners.

☝️ That would be a very serious and complex endeavor for the Syrians to embark on, and the international community must fully support them.

At the current juncture, one of the main tasks, in our view, is preserving Syrian state institutions and making sure that they are properly functioning so as to provide decent living conditions for ordinary Syrians.

What is important here is ensuring the rule of fundamental norms of law, protecting the rights of the civilian population, including its vulnerable categories, advancing civil peace and national harmony, and preventing acts of vandalism, violence and bloodshed.

In that context, we note the statements made by the de facto Syrian authorities, who claim that they intend to facilitate the work of the State apparatus, maintain law and security, firmly suppress the criminal activities, and prevent extrajudicial justice.

👉 We trust that those approaches will be supported by all Syrian stakeholders.

Given how dramatic the changes in Syria are, we believe that it would be premature to come up with any optimistic forecasts or talk seriously about the improved humanitarian conditions of ordinary Syrians.

We would like to see Syria prosper as well, but so far Syrians are still facing a deepest humanitarian crisis.

⚠️ 90% of the population live in poverty, 70% need urgent food aid. Spiking inflation and devaluating currency (triggered by the latest developments) have aggravated the socio-economic conditions of Syrians.

The humanitarian crisis in Syria, which has reached a catastrophic level, requires urgent and coordinated action by the entire international community. Unfortunately, the UN humanitarian appeal on Syria is seriously underfunded and has only received one third of the funding (32 per cent).

❓ In this regard, we would like to ask the so-called “traditional donors” – Are you going to uphold the principles of humanity and impartiality when it comes to the Syrian humanitarian file? Or are you going to persist (as usual) with your sanctions crusade against the Syrian population?

Sanctions must be lifted because, as we have always said, they affect ordinary people.

🤝 For our part, we will continue to provide assistance to the brotherly Syrian people.
