🛬 В международный аэропорт «Домодедово» из Ливана прибыл очередной спецрейс МЧС России.

Этим же самолётом была ранее сегодня доставлена четвёртая партия российской гуманитарной помощи для нуждающихся жителей Ливана.

Всего домой, в Россию, вернулись 56 пассажиров — граждане России и Белоруссии, которые оказались в сложных жизненных обстоятельствах из-за интенсивных боевых действий на территории Ливанской Республики.

Не оставили в беде и верных друзей — из Бейрута в Москву прилетели две кошки и собака 🐱🐶

Following up on their talks that took place in Kazan on October 23, 2024, the two Leaders discussed current bilateral issues, with an emphasis on improving the efficiency of #RussiaTürkiye cooperation in trade and economy. Accordingly, engagements between relevant agencies from both Sides will be carried out.

Ближний Восток сегодня – лучшая иллюстрация того, какую опасность несут в себе застарелые неурегулированные региональные конфликты. Нерешенность палестинского вопроса на протяжении более чем 70 лет стала причиной ряда кровопролитных войн, принесших невообразимые страдания народам региона.

На днях исполнилось 400 дней с момента перехода арабо-израильского противостояния в горячую фазу. И все эти 400 дней СБ ООН так и не может выполнить свой мандат по поддержанию международного мира и безопасности и сыграть ту роль, которой наделил его Устав ООН.

⚠️На протяжении всего этого времени получивший от Вашингтона карт-бланш на абсолютно любые действия Израиль высокомерно игнорирует позицию международного сообщества и сознательно обостряет ситуацию.

Игнорируя мнение подавляющего большинства членов ООН и нарушая нормы международного права и условия собственного приема во всемирную Организацию, Израиль принял в отношении БАПОР законопроекты, запрещающие деятельность Агентства и отзывающие иммунитеты и привилегии у этой структуры ООН. В случае вступления этих решений в силу последняя опора, оставшаяся в жизни газавитян, рухнет, поскольку никто в обозримой перспективе не сможет заменить БАПОР.

👉Вновь требуем от Израиля соблюдать свои международно-правовые обязательства, не вводить в силу или отменить эти законопроекты.

Заветировав подготовленный «десяткой» проект, США оказались в полной международной изоляции. Их подходы не разделяют ни на Ближнем Востоке, ни члены Совета Безопасности, ни подавляющее большинство государств-членов ООН.

Линия Вашингтона на блокирование работы СБ ООН на ближневосточном направлении остается пятном на репутации уходящей американской администрации, от которого ей уже никогда не удастся «отмыться». Ее потакание и подыгрывание Израилю уже привели к гибели более 44 тыс. мирных палестинцев, в основном – женщин и детей.

❓Сколько еще должно погибнуть, чтобы в Газе, наконец, установился мир? Или США будут этому препятствовать до тех пор, пока не будут истреблены все палестинцы и вопрос о двугосударственном решении отпадет сам собой?

Хочется надеяться, что у других – здравомыслящих – членов международного сообщества хватит решимости этого не допустить. Россия продолжит настаивать на принятии самых решительных мир, чтобы остановить кровопролитие в Газе. Готовы к взаимодействию по этому вопросу со всеми вменяемыми и ответственными членами СБ, а также к работе в рамках Генассамблеи ООН.

Подходы России по ближневосточному урегулированию хорошо известны, опираются на общепризнанную международно-правовую базу и остаются последовательными и принципиальными на протяжении десятилетий.

У нас нет сомнений в том, что только прекращение огня в Ливане и в Газе, а также стабилизация обстановки на ЗБРИ создадут предпосылки для мирных переговоров, которые могут принести долгожданный справедливый и устойчивый мир на Ближний Восток. Он может опираться исключительно на двугосударственное решение, предусматривающее создание независимого суверенного палестинского государства в границах 1967 г. со столицей в Восточном Иерусалиме, сосуществующего в мире и безопасности с Израилем.

Опыт последнего десятилетия показывает, что такие переговоры должны проводиться под эгидой всех ключевых международных и региональных игроков, а не монополизироваться отдельными заинтересованными в продвижении исключительно своей повестки державами.

☝️Только тогда возможно будет восстановить историческую справедливость по отношению к палестинскому народу, обеспечив его право на самоопределение.

О достижении соглашения о долговременном прекращении боевых действий между Израилем и «Хизбаллой»

27 ноября было объявлено о вступлении в силу соглашения о долговременном прекращении боевых действий между Израилем и ливанской «Хизбаллой» с 4 утра по местному времени.

По имеющейся информации, оно предусматривает 60-дневный переходный период, в течение которого израильские военные должны быть выведены с территории Ливана, а «Хизбалла» отведёт свои формирования и вооружения к северу от реки Литани в соответствии с положениями резолюции СБ ООН 1701. В приграничной зоне будут размещены дополнительные подразделения ливанской армии.

В целях контроля за выполнением этих договоренностей и устранения возможных нарушений предполагается создание возглавляемого американскими военными комитета с участием представителей Франции, а также Ливана и Израиля во взаимодействии с Временными силами ООН в Ливане.

❗️ В Москве рассматривают прекращение кровопролития в Ливане как позитивный сигнал о том, что пик вооруженной эскалации в регионе, возможно, пройден, и масштабного конфликта на этот раз удастся избежать.

Российская Федерация выражает надежду, что достигнутое соглашение будет строго соблюдаться и станет важным шагом к долгосрочной и устойчивой стабилизации взрывоопасной обстановки на Ближнем Востоке в целом, создаст необходимые предпосылки к всеобъемлющему политико-дипломатическому урегулированию имеющихся в регионе проблем, как это предусмотрено профильными резолюциями Совета Безопасности и Генеральной Ассамблеи ООН.

☝️ Российская сторона намерена в тесной координации со странами-единомышленниками и далее активно участвовать в соответствующих коллективных усилиях в интересах скорейшего достижения этой цели.

• We will certainly respond to acts of aggression against the Russian Federation. The timing, methods, and weapons employed will be determined by the General Staff of the Ministry of Defence, as each target necessitates a specific approach and appropriate weaponry.

• We do not rule out the combat employment of Oreshnik on military-industrial facilities or command centres, including those in Kiev. We remain cognisant that the Kiev authorities continue their attempts to target our critical assets, including those in St. Petersburg and Moscow.

#Armenia #CSTO

• I think today’s situation between Armenia and the CSTO is most likely caused by internal political processes in Armenia. It is also linked with the aftermath of the Karabakh crisis, without doubt. But I would like to stress that the CSTO has nothing to do with it, you see? I repeatedly said about that. Everything that was happening in this respect had nothing to do with the CSTO because Armenia did not suffer from any external aggression.

• Any country, a member of the organisation, should independently identify its national interests. And we will treat it with respect. That’s my first point. And secondly, Armenia has not announced it has withdrawn. At least not yet. It has said that it is taking a pause, but at the same time it supports all the documents that are endorsed during our today’s meeting, during today’s session of negotiations, and draws our attention exactly to that. If this is true, it means that there is a possibility that Armenia will reinstall its full-fledged format within this organisation. We will see.

• Kazakhstan is more than our ally and reliable partner. Importantly, Kazakhstan is making great strides under the leadership of President Tokayev, and demonstrating stable and robust growth. The sociopolitical situation in the country is stable, which is crucial for planning work in the economic sphere and investing.

• We have billions invested in the economy of Kazakhstan. I mentioned earlier that mutual trade amounts to nearly 30 billion and keeps growing. Our traditional areas of cooperation include space exploration, energy, and, now, advanced technologies. Energy projects may see expanded cooperation in nuclear energy, since we are already working on it as a team.

The conversation centred on the situation in Syria. Both Parties expressed serious concern over the dangerous developments in Syria following the military escalation in the provinces of Aleppo and Idlib.

They expressed unconditional support for the efforts of Syria’s legitimate authorities to restore constitutional order and maintain the country’s territorial integrity, while also emphasising the importance of coordinated efforts within the framework of the Astana Format with the involvement of Türkiye.

🇷🇺 Fundamentals of State Policy of the Russian Federation on Nuclear Deterrence

I. General Provisions

1. These Fundamentals are a strategic planning document in the area of ensuring defence that reflects official views on the essence of nuclear deterrence, identifies military risks and threats intended to be neutralized by the implementation of nuclear deterrence, as well as defines the principles of nuclear deterrence and the conditions for the transition of the Russian Federation to the employment of nuclear weapons.

2. Assured deterrence of a potential adversary from aggression against the Russian Federation and (or) its allies is one of the highest state priorities. Deterrence of aggression is ensured by the totality of the military might of the Russian Federation, including nuclear weapons.

II. The Essence of Nuclear Deterrence

9. The Russian Federation exercises nuclear deterrence toward a potential adversary, defined as individual states and military coalitions (blocs, alliances), that consider the Russian Federation as a potential adversary and possess nuclear and (or) other types of weapons of mass destruction or significant combat capabilities of general purpose forces.

Nuclear deterrence is also exercised toward states that provide territory, air and (or) sea space under their control, as well as resources for preparing and committing aggression against the Russian Federation.

10. Aggression by any state from a military coalition (bloc, alliance) against the Russian Federation and (or) its allies is considered as the aggression by this coalition (bloc, alliance) as a whole.

11. Aggression against the Russian Federation and (or) its allies by any non-nuclear state with the participation or support of a nuclear state is considered as their joint attack.

III. Conditions for the Transition of the Russian Federation to the Employment of Nuclear Weapons

18. The Russian Federation reserves the right to employ nuclear weapons in response to the employment of nuclear and (or) other types of weapons of mass destruction against itself and (or) its allies, as well as in the event of aggression against the Russian Federation and (or) the Republic of Belarus as participants in the Union State with the employment of conventional weapons, which creates a critical threat to their sovereignty and (or) territorial integrity.

19. The conditions that enable the possibility of nuclear weapons employment by the Russian Federation are as follows:
a) receipt of reliable data on the launch of ballistic missiles attacking the territories of the Russian Federation and (or) its allies;
b) employment of nuclear or other types of weapons of mass destruction by an adversary against the territories of the Russian Federation and (or) its allies, against facilities and (or) military formations of the Russian Federation located outside its territory;
c) actions by an adversary affecting elements of critically important state or military infrastructure of the Russian Federation, the disablement of which would disrupt response actions by nuclear forces;
d) aggression against the Russian Federation and (or) the Republic of Belarus as participants in the Union State with the employment of conventional weapons, which creates a critical threat to their sovereignty and (or) territorial integrity;
e) receipt of reliable data on the massive launch (take-off) of air and space attack means (strategic and tactical aircraft, cruise missiles, unmanned, hypersonic and other aerial vehicles) and their crossing of the state border of the Russian Federation.

20. The decision to employ nuclear weapons is made by the President of the Russian Federation.

21. The President of the Russian Federation may, if necessary, inform the military-political leadership of other states and (or) international organizations about the readiness of the Russian Federation to employ nuclear weapons or of the decision taken to employ nuclear weapons, as well as of the fact of their employment. <...>

🇷🇺🇹🇷📞 President of Russia Vladimir Putin had a telephone conversation with President of the Republic of Turkiye Recep Tayyip Erdogan.

The Presidents had an in-depth discussion of the quickly escalating tensions in Syria.

Vladimir Putin stressed the urgent need to stop radical groups’ terrorist aggression against the Syrian state and provide comprehensive assistance to the legitimate authorities’ efforts to restore stability and constitutional order across the country, including using Ankara’s capabilities in the region.

In this context, the two Leaders spoke in favour of strengthening cooperation both bilaterally and within the framework of the Astana process. The key importance of further close coordination between Russia, Turkiye and Iran to normalise the situation in Syria was highlighted.

🤝 The two countries’ Presidents will stay in touch to continue searching steps to de-escalate the crisis.

A number of topical issues related to further development of mutually beneficial Russian-Turkish cooperation with an emphasis on trade, economic and energy components were also discussed.

🇷🇺🇪🇬📞 On December 4, Foreign Minister Sergey Lavrov and Minister for Foreign Affairs, Emigration and Expatriates of the Arab Republic of Egypt Badr Abdelatty spoke over the phone.

During their conversation, the Ministers engaged in a detailed exchange of opinions on key Middle East issues, focusing particularly on current developments in #Syria. They expressed serious concern over the major escalation of the conflict in the country and reaffirmed their support for Syria’s sovereignty, unity and territorial integrity. They highlighted the need to prevent the spread of the terrorist threat, as this could destabilise the entire region.

Additionally, Sergey Lavrov and Badr Abdelatty discussed the situation in the Palestinian-Israeli conflict zone, emphasising the urgent need to end hostilities in the Gaza Strip and to create favourable conditions for a fair resolution of the Palestinian issue in accordance with generally accepted international law.

🤝 The Ministers also reviewed promising projects and guidelines for expanding Russian-Egyptian cooperation. They reaffirmed their mutual interest in maintaining an intensive political dialogue and expanding trade, economic, cultural and humanitarian ties.

💬 Об обострении обстановки в Сирии. 27 ноября действующие в Идлибской зоне деэскалации боевики международной террористической организации «Хейат Тахрир Аш-Шам» с участием других вооружённых группировок, в том числе входящих в состав так называемой «Сирийской национальной армии», начали масштабную наступательную операцию на северо-западе Сирии. По сообщениям, боевикам фактически удалось захватить Алеппо – второй по величине город в Сирии, а также целый ряд населённых пунктов в провинциях Идлиб и Хама.

Атака была совершена в тот же самый день, когда вступила в силу договорённость о прекращении боевых действий между Израилем и ливанской «Хизбаллой».

❗️ Решительно осуждаем данное нападение, в авангарде которого идут террористы, признанные таковыми СБ ООН.

Обращаем внимание на то, что среди них много боевиков-иностранцев, в том числе выходцев с постсоветского пространства. Явно не обошлось и без «украинского следа» – с учётом поступающих сведений о взаимодействии спецслужб киевского режима с боевиками террористической организации «Хейат Тахрир Аш-Шам», включая передачу беспилотников, опыта их применения и т.д. Это, как мы понимаем, не первый и не последний регион, где киевский террористический режим будет применять свой преступный опыт – до этого были африканские страны, теперь речь идёт о Сирии.

Действия террористических группировок, привыкших сеять хаос и разрушения, усугубили и без того напряжённую обстановку в Сирии. Не вызывает сомнений, что они не решились бы на подобную дерзкую акцию без подстрекательства и всесторонней поддержки со стороны внешних сил, стремящихся спровоцировать в Сирии новый виток вооружённой конфронтации и раскручивание спирали насилия. Радикалы явно нацелились на то, чтобы подорвать многолетние усилия по достижению устойчивой нормализации в этой стране, создав серьёзную угрозу безопасности мирных граждан, находящихся в зоне боевых действий. Уже по отработанной тактике, как мы видим, мирные жители используются террористическим отребьем в качестве «живого щита».

Преступления боевиков провоцируют резкое ухудшение и без того сложной гуманитарной ситуации в Сирии, новую волну беженцев и внутренне перемещенных лиц. А ведь Сирия совсем недавно сама приютила у себя около полумиллиона спасавшихся от войны переселенцев из соседнего Ливана.

🇷🇺🇸🇾 Выражаем солидарность с руководством Сирии и её народом в этой непростой ситуации. Подтверждаем нашу приверженность суверенитету, единству и территориальной целостности Сирии. Решительно поддерживаем усилия сирийских властей по противодействию террористическим группировкам и восстановлению конституционного порядка.

Активно работаем с международными партнёрами в целях обеспечения скорейшей стабилизации обстановки в Сирии, прежде всего с задействованием потенциала «Астанинского формата». Министры иностранных дел «тройки» стран-гарантов – России, Ирана и Турции находятся в тесном контакте.

Надеемся, что все государства, которые имеют влияние на ситуацию «на земле» в Сирии, будут использовать его в интересах скорейшего восстановления безопасности и стабильности в этой стране. In the pursuit of an illusory victory over Russia, the administration of the outgoing US President, alongside European “hawks” – more akin to “lame ducks”– have gambled on intensifying conflict. They are endeavouring to arm the Kiev regime to the fullest possible extent before the new US President assumes office, thereby seeking to ensure the perpetuation of hostilities into 2025. <...>

The inadequate Ukrainian leader, Zelensky, makes statements every day on the impossibility of any talks with Russia, while NATO Secretary General Rutte says that weapons deliveries are vital for strengthening Kiev’s negotiating position. Do the NATO and other Western leaders ever look out of their windows? Do they know what their predecessors or allies mired in the NATO negativism said two days ago and what statements and decisions they made? They are out of synch.

On November 27, militants from the international terrorist organisation Hayat Tahrir al-Sham operating in the Idlib de-escalation zone, alongside other armed groups, including the ones that are part of the Syrian National Army, launched a large-scale offensive in northwestern Syria.

We strongly condemn this attack led by terrorists recognised as such by the UN Security Council. Notably, there are many foreign combatants among them, including those from the former Soviet Union. Clearly, Ukraine was also involved, based on the information we are receiving about cooperation between the Kiev regime’s special services and Hayat Tahrir al-Sham, including the transfer of UAVs and sharing the experience of using them. This is not the first or the last region where the Kiev terrorist regime is using its criminal experience. Before that, there were African countries, and now it’s Syria.

ВWe continue to receive overwhelming numbers of petitions from the Russian federal and regional media outlets in connection with the controversial 2022-2023 draft report by UNESCO Director-General Audrey Azoulay on the safety of journalists and the issue of impunity, which ignores the facts of targeted killings of Russian journalists by the Kiev regime. <...>

This destructive and inordinately biased policy of the UNESCO leadership undermines the credibility of this UN special agency and causes serious harm to its authority, while Ms Azoulay herself is in fact an accessory to the information aggression against Russia, the war on the truth. Foreign Minister Sergey Lavrov covered these matters when he met with ambassadors from the World Majority countries accredited in Russia. We will not put up with this.
