The documented scenes depict civilians of all age groups taking part in simultaneous peaceful demonstrations across multiple locations in western and central Syria, expressing clear political and civil demands, the main focus of which was the call for a federal system and the decentralization of political authority to their local regions. Demonstrators carried banners and chanted slogans reflecting these demands.

Over 53 locations of peaceful public assemblies were documented in Lattakia, Jableh, Qardaha, Homs, Hama, Tartous, Baniyas, Sheikh Bader, and Safita.

Since the seizure of power by the de facto authority, led by Ahmad Al-Shara (Abu Mohammad Al-Jolani) in Syria in December 2025, vast areas of the country have witnessed a recurrent and systematic pattern of serious violations against Alawites, Druze, Christians, and other religious minorities. These violations have been perpetrated by forces affiliated with the Ministry of Interior (General Security apparatus) and the Ministry of Defense of the de facto authority, as well as by civilian individuals loyal to the authority.

Documented abuses have targeted all civilian age groups, including children, women, and the elderly, and include:

1. Mass killings, summary executions, and other forms of unlawful killing, including extrajudicial executions;

2. Torture and other cruel, inhuman, or degrading treatment or punishment, including physical assault and sexual violence;

3. Arbitrary arrest and detention, enforced disappearance, and abduction;

4. Deliberate destruction of livelihoods, including the burning of forests, agricultural lands, villages, and civilian property, resulting in forced displacement;

5. Forcible seizure of homes, confiscation of private property, and deliberate impoverishment;

6. Looting and destruction of civilian property;

7. Attacks against places of worship and the destruction of religious property;

8. Discrimination and persecution on religious, sectarian, and political grounds;

9. Institutionalized discrimination and persecution;

10. Deprivation of liberty, including imprisonment accompanied by torture or ill-treatment in detention facilities;

11. Mass arrests, sham judicial proceedings, and forced confessions obtained under torture;

12. Collective and arbitrary dismissal of civilian employees, economic persecution, and denial of access to public employment;

13. Hate crimes and incitement to violence;

14. Systematic incitement and institutionalized media disinformation;

15. Repression and use of force against peaceful demonstrations;

16. Institutional assaults, fabrication of security justifications, manufactured charges, and attacks carried out under false pretexts;

17. Denial of violations, destruction or concealment of evidence, and obstruction of accountability mechanisms.

The systematic and widespread nature of these acts, coupled with their deliberate targeting of specific religious groups, indicates the existence of an organized policy or practice of persecution; such acts may amount to crimes against humanity and religious persecution under international law and customary international humanitarian law.
