H1B, H4 EAD Green card survey - Many families applying canada PR as back up. Some moved, waiting for PD date to get current & return to US with i140.

Extra delay of 1-2 year added as S386 can only be implemented starting Oct 1, 2021 at the earliest (if passed by Oct 1, 2020).
If approved after Oct 1, 2020, then earliest it can be implemented is Oct 1, 2022!!
This has been done to give GCs to ROW if they have already filed before the approval of S386.
What do you think? Is it fair deal? I guess it is ok if it helps S386 pass.
Things will at-least move forward. People who have waited 10+ years can wait another 1-2 years!

S386 Amendment with Dick Durbin. ROW 5.75% green card reservations, no increase in GC numbers. Get 3 year i485 EAD after i140. No ageing out for H4 dependent.
