Winter Study Tour aka Bharat Darshan has been one of the most excited phase of our professional training. The excitement started the day when we had received a mail to state our preferences over options of various routes. The excitement that infected us lasted till the day when we left New Delhi for our block leave. During the pre-WST talk, Nandini Ma’am said us, “Come back wiser”. Let me share my experience of my Winter Study Tour.

I was allocated Route no 4 which was my first choice. Our trip started from Kashmir valley to Madhya Pradesh, Andhra Pradesh, Andaman and Nicobar Islands, Assam, Bihar, Uttar Pradesh, Haryana and finally ending in New Delhi. Most of the places I visited during my travel was new. I have never been to Kashmir, Assam, Andaman, Madhya Pradesh, Uttar Pradesh and Bihar.

WINTER IS COMING…

So the entire trip was a new and unforgettable experience for me. The week before we left, there was intense snowfall in Kashmir Valley, especially Srinagar and hence most of the flights were cancelled. Though we reached Jammu, we were skeptical on reaching Srinagar and miss some exciting days of our trip with the Indian Army.

With some luck, our flight just got delayed by few hours. Our flight from Jammu to Srinagar was the first flight in a week. The half-hour travel sitting on the window seat and glancing the Pir Panjals were breathtaking. When the flight landed at Srinagar airport, it was totally covered by snow. Stepping out from our flight, winter and cold winds started gripping us.

We were divided and few of us were made to stay in the Old Airport Cantonment area of Kashmir. I’d wish to put on record the hospitality given by the Indian Army to us and the way we were shown various arms of the Indian army. No officer or jawan was ever hesitant to explain something to us or make us feel comfortable.

Travelling in the army convoys with Bullet Proof Jackets and Patkas all day made us feel realised how tough it is the life of an army man. While our internet and prepaid connections were cutoff the moment we entered Kashmir, our jawans were living that life, in farthest corners which remain cutoff during the winters, eating tinned food and guarding our outposts so that no terrorist infiltrates inside our motherland.

We explored Kashmir in one of the most tumultuous time in its history. With article 370 abrogated practically and Internet cutoff, life was indeed tough in the valley. But a positive result was that there were no major disturbances. Post-abrogation, not a single civilian life was lost due to stone pelting or insurgency. Even the NRC-CAA protests all over India had minimal impact in Kashmir. Extreme circumstances requires extreme measures.

While interacting with various army officers I realised one thing. Army is trained to kill and not to govern. Army can ensure dictated peace and hold the region in a semi-independent state for the civilian government to take over and maintain law and order. I increasingly felt how important Civilian government is and the IAS is. In the 70 years of independence India never slipped in being a military government like Pakistan or an authoritarian government like China because we trusted our democratic institutions and made them to work for the people.

The treasure of Central India

Madhya Pradesh showed us some of the best kept secrets of India. Forts such as Gwalior fort, Mandu fort etc., Bhimbetka caves, Smart city mission in Gwalior, Solid waste management in Indore, Mahakaleshwar temple of Ujjain and Sanchi Stupa. Over and above all this, we had our airforce attachment at Gwalior base, the place from which Balakot airstrikes happened. The 1st Squadron (The Tigers), the oldest of IAF’s Squadrons with Mirage 2000’s as their primary fighter jet. The attachment became even more exciting when we met a fighter pilot who was a part of Balakot operation. Apart from seeing the cockpit of Mirage 2000 firsthand, we also saw Sukhoi Su 30 MKI, MIG 21 Bison (the jet used by Wing Commander Abhinandan) in Balakot operation.

The Solid Waste Management work and BRTS in In
dore showed what leadership and skilled governance can transform a city. Indore before 10 years and Indore today is a case study for every city in India to study and gain knowledge.

The land of Nizams and South India

South India was relatively a very new experience for most of our group. South really didn’t disappoint anyone. While our two days at Hyderabad was filled back to back engagements like with Dr Reddy’s Lab to learn about Pharmaceutical industry in India, GMR Hyderabad airport, the 1st Privately owned and operated airport in India.

From Hyderabad we proceeded to Chittor. The second largest district in Andhra Pradesh bordering Tamil Nadu. Chittor was famous for various things including the famous Tirumala Venkateshwara temple, Sri Kalahasti temple, Kalamkari Paintings, SHAR-SDSC, Pulicat Lake, Sri City etc. We were to experience the PM Krishi Sinchayee Yojana implementation in the district. Being a drought prone district in the Rayalseema region, the agriculture in the district has become profitable by taking up Micro-irrigation in a big way. Nearly 100% of horticultural crops are micro-irrigated and fertigated thereby improving water efficiency and increasing productivity.

Micro-irrigated Sugarcane crops under ratoon had 7-8 cycles while flood-irrigated just had 4-5 profitable cycles. We also experienced industry farming in terms of hydroponics and greenhouse farming. By precise scientific interventions Green orbit farms had increased their productivity by 40-50% while reducing the crop maturity timing. Another interesting farm diversification was the practice of Sericulture. Mulberry, being a drought prone crop could easily be cropped in these regions giving handsome returns and local employment to farmers throughout the entire cycle of Silk Processing and Weaving. The establishment of Mega Food Parks and seeing large number of women being employed gave me a sense of pride that India is changing and changing for better. Sri City Industrial Park was the first industrial hub that I had seen. Countless industries creating forward and backward linkages, educational institutes and township will be the future of India’s industrial growth.

To the white sand beaches and blue water oceans.

Hello to Andamans. A place which I wanted to visit since my childhood. Andamans impressed me so much. The weather was good, the place was cosmopolitan with Tourism being the largest source of income, had the old world charm, some amazing peaceful places, clean beaches, crime being at its lowest and people very friendly. Glad I had discovered this place and had time to spend a few days of my life here sipping tender coconut along the beachside.

We had our Navy and Coast Guard attachment in Intergrated Theatre Command in ANC. We were taken a ride in ICGS Rajkiran. Standing in the dock and watching how a battleship is being commanded was a lifetime experience. Cellular Jail was a dark reminder of how freedom fighters were tortured and put to death mercilessly by British. It was a place which had moved me to tears in the entire trip. In my opinion every Indian must visit the Cellular jail in Port Blair to understand that the independence that we enjoy was achieved with numerous unimaginable sacrifices.

A very interesting moment was bike ride in Havelock islands to reach Radhanagar beach. The road leading to the beach is by far the most beautiful road on which I’ve driven my bike. I drove multiple times along the route just to enjoy the natural scenes.

I’m in a dilemma here. While Andaman has a lot of undiscovered tourism potential it has also so much of natural and anthropological wealth. Should we tap these resources or conserve them by not touching them? Because when I did my scuba diving at Havelock what I saw was dead bleached corals. That was not what I signed for and the responsibility for that squarely falls on us, humans. For all the global warming and climate change we’re responsible, I was in total shock of my life underwater.

With freshwater and energy resources at short in Andaman, what I feel is we should have
an Inner Line Permit system like we’ve in the North Eastern States. We should scientifically assess the carrying capacity of the islands and allow tourists only in few islands earmarked for them. Already over 90% of the islands come under protected areas. We should dedicate more resources to protect them further.

The Enchanting North East

Exploring North East, the least known territory of India has been a long term plan. Though I’ve visited Sikkim few years back, it wasn’t a wholesome experience of NE India. So we landed in Assam during the festival of Bihu. Bihu is the harvest festival celebrated at the same time as Pongal in South India and Lohri in Punjab. We were greeted with sweets made of Sesame and Rice flour in our traveling. Our ITDA attachment was in Bodoland area where we experienced the love of Bodos. They had organised a special dance for us where girls in our group wore their traditional dress.

We spent a night at Manas NP. We were made to known how insurgency had spelt a death knell to the NP. Only after peace established did the NP had started to recover. We had visited Nalbari, Bongaigoan, Golden Langur Sanctuary, Manas NP and Kamakhya, Guwahati in our visit.

The Hindi Heartland - Bihar, UP, Haryana and Delhi

Our Bihar diaries are filled with experiences in Bodh Gaya and Pawapuri. We had an attachment with ICAR where they showed us various initiatives done to increase agricultural productivity. We also visited the ancient centre for education, Nalanda. From Patna we proceeded to Kanpur where we had an attachment with IIT-K Startup incubation cell. We heard the path breaking works done by various startups like Kristnam Technologies, Garv toilets etc. From Kanpur we reached Delhi where we had three days of attachments with NSG, Manesar, NDRF Ghaziabad and Delhi Govt attachment. By the afternoon of 31st Jan we started bidding goodbye to our friends to catch our flights and trains to go to our homes. What an experience the 47 odd days of Bharat Darshan gave us.

My final musings:

Bharat Darshan taught us a lot. It showed us how varied our country is, geographically, socially and culturally. India is a land of diversities yet we are united because of the compassion and brotherhood that we have for each other. The soldier in Siachen doesn’t knows whom and all he’s protecting but he’s doing his duty faithfully. The farmer in Assam has no idea who’s hunger his rice would remove and give him a goodnight’s sleep, yet he does. Our people care for people whom they’ve never met or never going to meet in future. Yet we live for each one of them. Our heart beats for each of our countrymen. Each and every Indian matters to us because we’re born in the land of great history and wealth. Let’s preserve and protect our rich cultural history and the diversity. Its the diversity that defines us. Jai Hind
