UNITED STATES HYPOCRISY OVER STOLEN MEDICAL DRUGS.

Good Evening.

For those Zambians who are wondering why Dictator Hakainde Hichilema can take action against senior government officials currently involved in stark cases of corruption, the Zambian Whistleblower has solved the mystery for you tonight.

Dictator Hichilema will not lift a finger against corrupt senior public officers fingered as using State Chambers to loot the Treasury because he knows Western Governments especially the United States of America will protect him at all cost.

This has been demonstrated clearly by United States Ambassador to Zambia Micheal Gonzales over the latest report of theft of medical drugs supplied by donors to Zambian hospitals. A United States Agency for International Development) USAID) Market Assurance Report 2024, has found that over 90 percent of Donor drugs procured to support poor Zambians are being stolen.

The study undertaken by a team from USAID between 2021 and 2023, covering more than 3000 vendors of medicine and medical supplies across the ten provinces of Zambia, revealed that over 90 percent of these vendors were selling stolen medicines and medical supplies donated by USAID and other donors.

This is the reason why most hospitals do not have drugs and patients are dying indiscriminately, the report observed.

But instead of making the report public, US Ambassador Michael Gonzales, who discussed it with senior Ministry of Health Officials, agreed with them to have the report embargoed because of fear of the embarrassment it will bring to Dictator Hichilema's government.

Despite the high stakes involved and the number of Zambian lives being endangered, the US government is more worried about protecting Dictator Hichilema, than protecting the lives of vulnerable Zambians.

Ambassador Gonzales has colluded with State House and Ministry of Health officials to hide this report from the public, but fortunately, some USAID officials have disagreed with the approach taken by Gonzales.

The Zambian Whistleblower is aware that numerous meetings have been held between USAID, State House and Ministry of Health, including the one in the first week of April 2024 where this report was discussed extensively.

The conduct of Gonzales shows that the US government has a relationship only with Dictator Hichilema and not with the Zambian people. This also confirms the misgivings of many Zambians and other people within the Southern region over the US'a Africom office in Lusaka. Dictator Hichilema seems to be a special US project to be protected at all cost even in the face of serious allegations of his personal failure to fight corruption among officers very close to him.

Even if the US government gives Zambia a lot of condoms and ARV's, they should never be trusted. They are here for their own interest which Dictator Hichilema is promoting. Even if he is suspected of being involved in corruption, they will turn against him, as they have shown from shielding him from embarrassment caused by this report which has discovered why Zambians are dying needlessly for Lack of drugs when donors have been donating consistently.

By the way, you Zambians should also know that the US Embassy in Lusaka must be aware of the events surrounding the abduction of Petauke Central Independent Member of Parliament Emmanuel Banda. It is a safe bet that the US Embassy surveillance equipment extends its coverage to the area on which this crime happened. And the US Embassy actually also interviewed Jay Jay from the hospital. Why will they not make public the information they have gathered?

DONT PRAISE DICTATOR HICHILEMA OVER SHAMAKAMBA DECISION HE WAS PRESSURED TO MAKE

Dr O'brien Kaaba, who started this week on a heroic note is dismantling his own reputation by accepting to write a note eulogising Dictator Hakainde Hichilema who forced Anti Corruption Commission (ACC) Director General Tom Shamakamba to resign, only after mounting public pressure for Dictator Hichilema to act.

Dr Kaaba has fallen into the trap of all United Party for National Development (UPND) praise singers, which the Zambian Whistleblower has warned about several times.

Even when it is Dictator Hichilema himself who is at fault, they will fish around for some individual or group to take the fall so that their leader remains blameless. This is cultish behaviour.

Dr Kaaba wants Zambians to accept the nonsense that there is something heroic or decisive about Dictator Hichilema's decision. The University of Zambia ( UNZA) Don wants to thank the ATM for dispensing his own cash.

Rather, Dictator Hichilema has just come out at his opportunistic best, sacrificed his henchman Shamakamba, so that he can now carry on his pretence of fighting corruption.

The hard evidence does not support Dictator Hichilema's charade, which is why it is sad for Dr Kaaba to join in this pretence.

In his own article, which sparked these events, Dr Kaaba stated categorically that the ACC under Shamakamba has been facilitating plunder of state resources being orchestrated by "State's Chambers".

Dr Kaaba also stated that Dictator Hichilema should actually remove his legal advisers because they have been part of this looting. This must include legal advisers based at State House.
None of the legal advisors has been removed, w hich is hardly decisive on the part of Dictator Hichilema. It is also worth noting that since assuming office in 2021 the ACC oversight was moved to State House.

So, how can a supposedly intelligent academician like Dr Kaaba be expressing gratitude to Dictator Hichilema for taking this one ineffectual step? Hichilema can only be recognized if he fired other people outside the ACC. Shamakamba did not get corrupted or compromised by himself but other state actors with even more influence than himself. This is a fact every sane Zambian can tell even judging from the Milingo Lungu consent agreement.

He has been forced to write that note to protect Dictator Hichilema's now sordid reputation. It is now clear that Dr Kaaba actually did not intend his article to go public. Unfortunately for him it did but fortunate for Zambians.

And for you Zambians who are easily cheated, Shamakamba was forced to resign in order for you to remain blank on other people involved in this state engineered corruption. The law guides on how a Director General of ACC can be removed and that is through a tribunal. For one to be ACC DG or Deputy DG, one has to be able to qualify to be a judge. Even the removal from office should be like removing a judge from office. Dictator Hichilema avoided the tribunal to remove Shamakamba because it could have implicated State House and probably himself in particular.

Kkkkk. One of the tabloids doing image building for Hichilema went even further to State that Hichilema encouraged Shamakamba to resign so that investigations against Muchende can proceed. Why didn't Hichilema also encourage the Solicitor General who it is confirmed he is being investigated to resign? Does it make sense to you that the one investigating should be asked to resign and not the one being investigated?

The issue here was to avoid Shamakamba being removed through a tribunal because it could have attracted testimonies from third parties.

So why should Kaaba praise a decision that will bury the truth? . The person at the centre of the controversy Marshal Muchende is still in office. So why should Kaaba sink/ think so low and start praising Hichilema.

The only reason why the dismissal of Shamakamba looks unique is because the issue was raised by a Praise Singer( Kaaba).

We do not think Hichilema could have made that decision if it was Musa Mwenye for example who had exposed Shamakamba.

The State's Chambers, which is at the centre of initiating legal suits and pre-agreeing huge settlements, is still intact. We are actually reliably informed that the state chambers is in the process of signing another consent agreement with some lawyer over a matter involving Shoprite.

Even the removal of Tom Shamakamba from ACC is just scratching the surface because there are heinous cases of corruption by ACC staff themselves which the public should know.

As Zambian Whistleblower, we are investigating credible leads that a senior member of staff at ACC had been drawing housing allowance for years despite him being accommodated in an institutional house. Investigations were conducted and the matter has just died down quietly.

The same senior member of staff working with others even abused K1million which was exhibit against some Peruvian businessmen who have since relocated to Democratic Republic of Congo ( DRC). The officer whose name we shall with hold for now even used part of that money to operate a Kaloba business. Other officers are alleged to have sold themselves government vehicles purchased brandnew last year when they were not even entitled to them. Government policy forbids this.

These are extremely serious allegations.

As Zambian Whistleblower, we believe there is no need to praise Dictator Hichilema for constructively dismissing Shamakamba because the " big guys' including Solicitor General Marshal Muchende are still intact.

We would also like to take this opportunity to urge who ever will take over from Shamakamba to immediately after taking office launch Investigations against Copperbelt Minister Elisha Matambo who is a personal friend to Shamakamba.

Who on the Copperbelt does not know that Matambo has accumulated unexplained wealth in a short period of time. Where did Matambo get the money to construct those expensive houses in Mitengo area of Ndola? Is that money all from proceeds of blackmountain? Not possible.

CONCLUSION

The point here is this: Kaaba is not a hero. He is one of the chief praise singers and this is the real reason why HH panicked and Tom had to go. What leadership has HH demonstrated when he has not fired any corrupt person since his election? Kakubo and Tom were both asked to resign instead of being dismissed. Why?

Why is HH reluctant to fire his corrupt officials even when blatant wrongs are evident? Praise singers would be quick to claim that in the case of Tom, it is because the DG of ACC enjoys security of tenure and cannot be fired by the President or any authority. Wrong.

The law provides that the DG can be removed from office following specific procedure conducted by a tribunal. See the Anti Corruption Act No 3 of 2012, Section 10 (3) to (8). The reason why HH has opted to accept resignation and not a tribunal is because the tribunal route may have exposed the extent of the corruption, implicated HH and embarrassed the regime. Resignation offered HH the way to cover their shared corruption and hope that the issue would fade away.

The allegations levelled against Tom and Marshal are serious allegation. Who would a person who claims to be an anti corruption champion want to simply bury them using a resignation? From the allegations leveled, there are more officers that have been sighted and this needs a through and full investigation. But HH was afraid that appointing a tribunal would expose the rot. So why is Kaaba praising him when he has shown no leadership? It is because Kaaba is keen to show that he is still a praise singer.

In fact, if what Kaaba said was said by Musa Mwenye, the response would have been different. Praise singers and HH would have called for Mwenye’s blood on account that he has used confidential or privileged information to attack HH. For the reality is that the relevance of what Kaaba said lies in the fact that he is a board member of ACC who has access to information that ordinary citizens don’t have.

So he used privileged information to attack Tom and Marshal.

But what he said is not new. It has been said by so many other people before that HH was shielding his officials from prosecution, that Tom and marshal were engaged in corruption. But Dictator did not listen because the speakers were not praise singers.

The message is clear: it is not the message that matters; it is who says it. If the message is said by Sishuwa, Brebner Changala, Telesphore Mpundu or the opposition, Dictator HH won’t pay attention. If it is said by praise singers like Kaaba and Laura, he pays attention because these are members of the praise team

NOW SOLICITOR GENERAL MARSHAL MUCHENDE SUES THE WHISTLEBLOWER ( O'BRIEN KAABA).

ZWB COMMENT. It is illegal to threaten or victimise a Whistleblower. Though we have not been approached, the Zambian Whistleblower is ready to offer Dr. Kaaba the technical support to beef up his defence so that he can prove his allegations against Mr. Marshal Muchende.

MARSHAL MUST GO!

Good Evening.

Before we give our reasons why we believe Solicitor General Marshal Muchende should have been fired by now, we have a serious announcement to make.

On Monday July 22nd 2024 at 20hrs we will publish an article concerning the dealings at the Zambia Medicines and Medical Supplies Agency ( ZAMMSA) and the role played by Yash Pharmaceuticals in depriving millions of Zambians essential drugs in hospitals.

The article will also reveal other prominent figures in the United Party for National Development ( UPND)party and Government who have been benefiting from the cruel and unethical conduct by both ZAMMSA Management and Yash Pharmaceuticals. That will be on Monday July 22. 2024 at 20hrs.

Tonight we come to you with an appeal for many Zambians to join the call for the immediate dismissal of Solicitor General Marshal Muchende and the complete overhaul of the Anti Corruption Commission ( ACC) top staff.

We will start with the reason why there is need for a complete overhaul of staff at ACC. Actually we need a special team to investigate the conduct of officers working for the ACC.

Had Dictator Hichilema led by example through declaring his assets, we could have been calling for a thorough asset declaration exercise for all ACC staff but it would be unfair to do so when the top most politician in the nation has not done so.

However, despite all the above stated challenges, we believe the country can still salvage something from the ACC through an extensive deliberate overhaul programme.

Two days ago we announced to you that the Zambian Whistleblower was investigating a senior officer at ACC who had been collecting housing allowance despite living in an institutional house.

That person is Raymond Chiboola the Director of Investigations who has just been sent on forced leave because " someone" heard that we are working on that story and needed to preempty us. We are happy because the end has justified the means.

Raymond Chiboola's conduct was uncovered during the time of Rose Kuzwayo Nkonde as Acting Director General of ACC. Administrative punishment was devised and like many others, Raymond Chiboola who was by then not even the Director of Investigations cried foul that he was being targeted because he was Tonga.

After the UPND came into power, Raymond Chiboola's position as Director Investigations was cemented because everyone in the new administration believed the lies that he was victimised when in fact not.

He went further and appointed his young brother Desmond to be Chief Investigations Officer reporting directly to him. This means that the entire intelligence unit of ACC was managed by brothers.

Raymond Chiboola developed a special relationship with Director General Tom Shamakamba. With his position, he was able to identify corruption suspects who could willingly accept to enter into Consent agreements with the ACC provided they shared ( Ka something) with both Chiboola and the DG Shamakamba.

Chiboola was responsible for issuing warrants to search bank accounts and properties for the would be useful suspects. This is the man who was incharge of Investigations. Raymond Chiboola is the one who arranged the K60 million consent agreement between the ACC and former Foreign Affairs Permanent Secretary Ronald Simwinga.

Raymond Chiboola is also linked to the theft of K1million from the ACC Safe although he is not mentioned alone in this allegation but with the Commission Secretary Ivor Mukwanka.

The story here is that some few years ago, a Peruvian National doing business on the Copperbelt attempted to bribe a Zambia Revenue Authority ( ZRA) official with K1 million through his agent called Samboko .

The ACC managed to stop this illegal transaction and K1million was seized and kept in the ACC vault as exhibit. Later the ACC managed to convince the Peruvian to forfeit the money and indeed the Peruvian forfeited the K1million and left to go and settle in the Democratic Republic of Congo ( DRC).

After sometime, with the authority of the Commission Secretary Ivor Mukwanka, Chiboola and others started using this money and when it was realized that there was this exhibit money, over K750,000 had been squandered.

WHY MARSHAL MUCHENDE MUST GO.

We now come to Solicitor General Marshal Muchende. We think he should do his appointing authority a favor by resigning because pressure will continue mounting.

State Counsel Muchende is aware that the kitchen will get hot for him very soon and has since started closing ranks

In case you didn't know, Lusaka Lawyer Frank Gwaba whilst working under Keith Mweemba Advocates was retained by a Lusaka businessman to collect for him millions of United States Dollars owed to him by the Zambian Government. The agreement was that Mr. Gwaba would get 10 percent commission.

Indeed Mr. Gwaba successfully pushed for payment of this money from Ministry of Justice under the compensation fund but before the money was transfered into Mr. Gwaba's law firm account for onward transmission to his client, Mr. Muchende convinced the client to switch law firms to his own law firm. Mr. Muchende then influenced the quick release of the said amount of money into his law firm's account. This made Counsel Frank Gwaba perturbed and shared his disappointment with The Mast Newspapers.

State Counsel Muchende then reported Counsel Gwaba to the Legal Practitioners Committee ( LPC) of the Law Association of Zambia ( LAZ). The LPC then went ahead and invited Mr. Gwaba to defend himself against the complaint filed by Mr. Muchende and Mr. Gwaba did submit his counter claim to LPC of LAZ.

ABUSE OF AUTHORITY OF OFFICE BY SOLICITOR GENERAL MUCHENDE.

The Zambian Whistleblower is not amazed by the allegations leveled against Marshal Muchende by Frank Gwaba because our Chief Consultant has been treated the same way through Lawyer Keith Mweemba.

We will write more about this when we write about Keith Mweemba because we will soon be writing about him. What we are concerned about is the use of Mr. Muchende's official position to deal with a private matter.

We believe he used his position to intimidate Mr. Gwaba. Fearing opening a Pandora box, State Counsel Muchende has withdrawn a complaint to LPC of LAZ using his official position and letterhead.

He also lodged the complaint using the same status and letterhead when in actual sense the differences he has with Mr. Gwaba are private. We have a lot more to write about Mr. Muchende in the coming days.

We have some questions for you.

With what we have explained, do you think even if a new board and Director General were in place at ACC, fair Investigations will be conducted on the suspended Director of Investigations Raymond Chiboola when his young brother is incharge of Investigations and intelligence?

Do you think there can be impartial Investigations when the Commission Secretary is also mentioned in some allegations?

By the way, we are also investigating the one who has been appointed to act.

On Mr. Muchende, we urge LAZ to play its oversight role to support public interest by divulging the defence Counsel Gwaba gave. This is no time for sacred cows.

The Zambian Whistleblower is of the view that a lot will be told about Mr. Muchende in the coming days. He would do well to resign because tough times await him as we go towards 2026.

ZAMBIANS MUST DEMAND TRANSPARENCY FROM ITS LEADERS.

Good Evening.

Tonight we want to remind you about the need to demand transparency from your political leaders in all ranks. As long as someone is employed by the public and is paid by the public,, transparency is a must.

The bigger the public office one occupies, the more the demand for transparency from both those who are being governed and those occupying those offices. It is actually good leadership quality for those holding public offices to voluntarily disclose their interests in commercial matters that can bring about conflict of interest.

However, if public officers can not voluntarily declare interest in matters that can bring conflict of interest, citizens are at liberty to remind such public officers to be transparent.

It is not an offence to ask and it is for this reason that this evening we pose some questions to everyone including Dictator Hichilema.

It is common knowledge that Hakainde Hichilema is linked to a company called African Life which also manages Saturnia Regna Pension Zambia a Pension Trust company that owns a lot of properties in Zambia and beyond.

The Government of Zambia which is headed by an Executive President has under its structures the Zambia National Public Healh Institute (ZNPHI), which is not only funded by the Zambian Government but bilateral and Multilateral Donors as well.

Then the Chief Executive Officer of the ZNPHI institute also happens to be the Special Assistant to the Republican President on Covid and Health in General. This Presidential Aide even drives a State House Vehicle.

Then you discover that the ZNPHI is renting offices from a building along Addis Ababa Road in Lusaka which people tell you was constructed at former Coin Security Zambia offices and that Coin once belonged to Late Politician and Businessman who was also founding President of the ruling party the UPND Anderson Mazoka and that the current Republican President is the Administrator of the Mazoka estate. Then someone tells you that actually the building ZNPHI is renting is owned by Saturnia.

Can it be wrong to ask questions that seek clarification? If not, what questions can you ask? Will they include such questions as was there any advert from ZNPHI seeking office space? Is it morally correct for ZNPHI to rent offices from a company linked to the Republican President if indeed it is proved so?

Let us debate this issue. Does the building at the Corner of Addis Ababa and Chaholi raod belong to Saturnia? If indeed it does, is it in order for ZNPHI headed by Hichilema's Aide to rent from Saturnia? If there is nothing wrong, what should be the procedure?
