جیسا کہ آپ تمام حضرات کے علم میں ہے کہ آج ہندوستان کے مسلمانوں کو جن اہم اور حساس مسائل کا سامنا ہے، اُن میں سب سے بڑا مسئلہ اوقاف اور اُن کی جائیدادوں کے تحفظ کا ہے مثلا مساجد، مدارس، خانقاہیں، قبرستان، درگاہیں، امام باڑے اور دیگر موقوفہ املاک۔ پارلیمنٹ نے وقف (ترمیمی) ایکٹ ۲۰۲۵ء منظور کر لیا ہے جس کے مطابق دفعہ 43 کے تحت وہ تمام ’’رجسٹرڈ اوقاف‘‘ جو پہلے سے درج (registered) ہیں، اُنہیں رجسٹرڈ تسلیم کیا گیا ہے، لیکن دفعہ 3B کے مطابق ان اوقاف کی ’’موجودہ تفصیلات و کوائف‘‘ کو لازمی طور پر اُمید (UMEED) پورٹل پر درج اور اپ لوڈ کرنا ضروری قرار دیا گیا ہے۔اُمید یعنی Unified Minority Mapping and Empowerment for Education, Employment, and Development پورٹل پر اندراج کی یہ قانونی شرط موجود ہے۔ آل انڈیا مسلم پرسنل لا بورڈ (AIMPLB) نے اس قانون کی آئینی حیثیت کو چیلنج کرتے ہوئے ہندوستان کی سپریم کورٹ میں عرضی داخل کی ہے۔ اگرچہ سپریم کورٹ نے بعض دفعات کے سلسلے میں عارضی ریلیف (temporary relief) دیا ہے، تاہم یہ ریلیف اوقاف کے جامع تحفظ کے لیے ناکافی ہے، کیونکہ عدالت نے دفعہ 3B کے تحت تفصیلات اپ لوڈ کرنے کے عمل پر کوئی روک (stay) نہیں لگائی ہے اور یہ عمل 05؍ دسمبر 2025ء سے قبل مکمل کیا جانا لازمی ہے۔آل انڈیا مسلم پرسنل لا بورڈ نے اس مدت میں توسیع کے لیے سپریم کورٹ سے درخواست بھی کی ہے اور یہ معاملہ فی الحال عدالت میں زیر غور ہے۔
وقت تیزی سے گزر رہا ہے اور ملک بھر میں وہ تمام اوقاف اور اُن کی جائیدادیں جو ’’پہلے سے رجسٹرڈ‘‘ ہیں اور جن کی تفصیلات ریاستی وقف بورڈز (State Waqf Boards) کے ریکارڈ میں موجود ہیں، ان کا اندراج اور اپ لوڈنگ اُمید پورٹل پر فوری طور پر مکمل کی جانی چاہئے۔ لہٰذا تمام مسلمانوں سے پرزور اپیل ہے کہ وہ اپنے علاقائی سطح پر فوری طور پر اس بات کو یقینی بنائیں کہ اُن کے اوقاف اور ان کی جائیدادوں، جو پہلے سے رجسٹرڈ اور ریکارڈ شدہ ہیں، کی تفصیلات اُمید پورٹل پر اپ لوڈ کی جائیں۔ اگر ایسا نہ کیا گیا تو ایسے اوقاف اور ان کی جائیدادیں، جیسے مساجد، قبرستان اور دیگر مذہبی اوقاف شدید خطرے سے دوچار ہو سکتے ہیں اور ممکن ہے کہ وہ اپنے ’’رجسٹرڈ وقف‘‘ کے قانونی درجہ سے محروم ہوجائیں۔
میں اس موقع پر انتہائی مخلصانہ اپیل کرتا ہوں کہ آل انڈیا مسلم پرسنل لا بورڈ کے تمام ارکان، ملت کے ہمدرد، قومی، مذہبی و سماجی تنظیمیں، علماء، ائمہ مساجد، متولیان اور سماجی خدمت گذار حضرات اپنے اپنے علاقوں میں فوری طور پر مددگار مراکز (Help Desks) قائم کریں، تاکہ ’’رجسٹرڈ اوقاف‘‘ کی تفصیلات اور کوائف کو اُمید پورٹل پر اپ لوڈ کرنے کا کام بآسانی انجام دیا جا سکے۔ اگر یہ عمل ۵؍ دسمبر۲۰۲۵ء تک مکمل نہ کیا گیا تو متعلقہ متولیان (Mutawallis) کو وقف ٹریبونل سے رجوع کر کے مہلت کی درخواست دینی پڑے گی اور تاخیر کی صورت میں وہ جرمانے اور قانونی پیچیدگیوں کا سامنا کر سکتے ہیں۔ اس کے علاوہ مستقبل میں اوقاف کی اپ لوڈنگ مزید مشکل یا حتیٰ کہ ناممکن بھی ہو سکتی ہے۔ اس لیے آپ حضرات کو تاکید کے ساتھ یہ اہم مشورہ دیا جاتا ہے کہ ایسے مددگار مراکز ایسے افراد کے زیر انتظام ہوں جو تکنیکی مہارت (technical expertise) رکھتے ہوں۔ آل انڈیا مسلم پرسنل لا بورڈ نے پہلے ہی ریاستی سطح پر اوقاف کے تحفظ کے لیے کمیٹیاں تشکیل دے دی ہیں جو مددگار مراکز (Help Desks) کے قیام اور اُمید پورٹل پر اپ لوڈنگ کی تربیت فراہم کرنے کا کام کر رہی ہیں۔ تاہم یہ نہایت ضروری ہے کہ یہ اقدام ضلعی، تحصیلی، اور بلاک سطح تک وسیع کیا جائے، اگر وقت میں توسیع نہ ملی، تو یہ وقت نہایت محدود ہے۔لہٰذا میں تمام مسلمانوں، بالخصوص بااثر سماجی و مذہبی شخصیات اور خدمت گاروں سے پرزور درخواست کرتا ہوں کہ وہ اس عمل کو تیز کریں اور اُمید پورٹل پر اوقاف کی تفصیلات کے اندراج کا عمل جلد از جلد مکمل کریں۔
جب کسی وقف کی تفصیلات پورٹل پر اپ لوڈ ہو جائیں، تو اس کے ریکارڈ کو محفوظ رکھا جائے، کیونکہ ترمیم شدہ وقف ایکٹ (یعنی وقف ایکٹ برائے اُمید) کے تحت وہ وقف رجسٹرڈ شمار کیا جائے گا۔اگر اپلوڈنگ کے دوران کسی قسم کی دقت یا تکنیکی رکاوٹ پیش آئے تو اُن مسائل کو تحریری طور پر متعلقہ وقف بورڈ کے دفتر میں درج کرایا جائے، تاکہ اس سلسلے میں قانونی یا عدالتی کارروائی کی جا سکے۔

*Appeal Regarding Uploading Details on the UMEED Portal*

As you are all aware, the most critical and sensitive issue the Muslims of India are facing presently is the protection of their auqaf and its properties such as mosques, madrasas, khanqahs, graveyards, dargahs,imambaras, and other waqf properties. The Parliament has passed the Waqf (Amendment) Act, 2025, under which as per section 43 all “registered auqaf” which are “registered” earlier are deemed to be registered, but as per section 3B their details and particulars “as existing today” are mandatorily required to be entered and uploaded on the UMEED (Unified Minority Mapping and Empowerment for Education, Employment, and Development) Portal. The All India Muslim Personal Law Board (AIMPLB) is challenging the constitutionality of this law before the Supreme Court of India. Although the Supreme Court has granted temporary relief regarding certain provisions, it remains insufficient for the comprehensive protection of auqaf. The Court has not stayed the uploading of details as required by section 3B on the UMEED Portal and it is required to be done before December 5, 2025. The AIMPLB has already approached the Supreme Court seeking an extension of this deadline, and the matter is currently under consideration. Time is running short, and across the country, the details of auqaf and its properties “those already registered” and “as it exists” with State Waqf Boards—must be uploaded now on the UMEED Portal. Therefore, it is earnestly requested that all Muslims urgently focus on ensuring the uploading of their auqaf and its details including properties, which are already registered and recorded, in their respective regions. Failure to do so may place such auqaf and its properties such as mosques, graveyards, and other religious endowments at serious risk and may be losing their status of being “registered auqaf”.
I hereby make a heartfelt appeal to all members of the All India Muslim Personal Law Board, well-wishers of the community, national, religious and social organizations, scholars, imams, and community workers to immediately establish Help Desks in their respective areas to facilitate the uploading of details and its particulars, of their “registered auqaf”, as required on UMEED Portal. If such uploading is not completed by December 5, 2025, mutawallis (caretakers/custodians) will be required to approach tribunal and seek extension and for such failure may face penalties, and future uploading may become complicated or even impossible. Therefore, it is strongly advised that such Help Desks be managed by individuals with technical expertise. The AIMPLB has already constituted State-Level Committees for the Protection of auqaf, which are working to establish Help Desks and provide training for uploading on the UMEED Portal. However, it is essential that this initiative be extended to the district, tehsil, and block levels, as the available time, if not extended, is extremely limited. Hence, I urge all Muslims, particularly influential community figures and social workers, to expedite uploading on the UMEED Portal. Once the uploading of any auqaf is completed, its records should be safely preserved, as it shall be treated as registered under the amended Waqf Act i.e UMEED. In cases where difficulties arise while uploading, such problems should be documented and reported in writing to the concerned Waqf Board Office so that legal or judicial remedies can be pursued accordingly.

Once again, all Muslims across India are urged to ensure timely uploading of their auqaf and its particulars including properties such as mosques, madrasas, graveyards, and other waqf properties in their villages, towns, and regions.

The Court has not stayed the uploading of details as required by section 3B on the UMEED Portal and it is required to be done before December 5, 2025. The AIMPLB has already approached the Supreme Court seeking an extension of this deadline, and the matter is currently under consideration. Time is running short, and across the country, the details of auqaf and its properties “those already registered” and “as it exists” with State Waqf Boards—must be uploaded now on the UMEED Portal. Therefore, it is earnestly requested that all Muslims urgently focus on ensuring the uploading of their auqaf and its details including properties, which are already registered and recorded, in their respective regions. Failure to do so may place such auqaf and its properties such as mosques, graveyards, and other religious endowments at serious risk and may be losing their status of being “registered auqaf”.
I hereby make a heartfelt appeal to all members of the All India Muslim Personal Law Board, well-wishers of the community, national, religious and social organizations, scholars, imams, and community workers to immediately establish Help Desks in their respective areas to facilitate the uploading of details and its particulars, of their “registered auqaf”, as required on UMEED Portal. If such uploading is not completed by December 5, 2025, mutawallis (caretakers/custodians) will be required to approach tribunal and seek extension and for such failure may face penalties, and future uploading may become complicated or even impossible. Therefore, it is strongly advised that such Help Desks be managed by individuals with technical expertise. The AIMPLB has already constituted State-Level Committees for the Protection of auqaf, which are working to establish Help Desks and provide training for uploading on the UMEED Portal. However, it is essential that this initiative be extended to the district, tehsil, and block levels, as the available time, if not extended, is extremely limited. Hence, I urge all Muslims, particularly influential community figures and social workers, to expedite uploading on the UMEED Portal. Once the uploading of any auqaf is completed, its records should be safely preserved, as it shall be treated as registered under the amended Waqf Act i.e UMEED. In cases where difficulties arise while uploading, such problems should be documented and reported in writing to the concerned Waqf Board Office so that legal or judicial remedies can be pursued accordingly.
The link for the UMEED Portal is: umeed.minorityaffairs.gov.in. Along with this appeal, a form is also attached detailing the documents required for uploading on the portal. Once again, all Muslims across India are urged to ensure timely uploading of their auqaf and its particulars including properties such as mosques, madrasas, graveyards, and other waqf properties in their villages, towns, and regions.
