πŸ”† VISTAR Scheme: Modernising India’s Official Statistical System

πŸ“ Why in News?
🟒 The Union Cabinet has approved the Viksit Bharat Initiative for Statistical Transformation, Analytics and Research (VISTAR) scheme for 2026–27 to 2030–31.

πŸ“ VISTAR Scheme: Key Features
🟒 Nature: Central Sector Scheme.
🟒 Nodal Ministry: Ministry of Statistics and Programme Implementation (MoSPI).
🟒 Duration: Five years (2026–27 to 2030–31).
🟒 Financial Outlay: β‚Ή4,371.10 crore.
🟒 Aim: Modernise India’s official statistical system by improving data timeliness, accuracy, granularity and interoperability, while integrating Artificial Intelligence (AI) and advanced analytics.
🟒 Focus Areas: Large-scale surveys, statistical research, digital transformation and national data governance to promote evidence-based policymaking.

πŸ“ Three Major Components of VISTAR

1. Comprehensive Statistical Operations & Strengthening of Ecosystem
🟒 Conduct 59 surveys during the 16th Finance Commission cycle to address critical data gaps.
🟒 Digitise statistical processes end-to-end and integrate AI and Machine Learning (ML) for data processing, validation and analysis.
🟒 Introduce new indicators, including:

β€’ Headline Index of Services Production (HISP).
β€’ Index of Unincorporated Sector Enterprises (IUSE).
🟒 Encourage alternative data sources such as mobile phone, scanner and e-commerce data to supplement traditional surveys.
🟒 Promote research and capacity-building through student internships and academic research projects.

2. Support for Statistical Strengthening (SSS 2.0)
🟒 Provide financial assistance to States and Union Territories through a redesigned, deliverable-linked framework.
🟒 Strengthen statistical capabilities at State and district levels.
🟒 Support district-level and million-plus-city estimates under:

β€’ PLFS: Periodic Labour Force Survey.
β€’ HCES: Household Consumption Expenditure Survey.
β€’ ASUSE: Annual Survey of Unincorporated Sector Enterprises.
🟒 Support State- and district-level GDP estimates and State-level Index of Industrial Production (IIP) estimates.
🟒 Improve data harmonisation, interoperability, sharing and privacy protection to reduce fragmentation and duplication.

3. Economic Census (EC)
🟒 MoSPI will conduct the 8th Economic Census in collaboration with States and Union Territories.
🟒 It will collect detailed information on non-farm establishments and their workers down to the Gram Panchayat and ward levels.
🟒 The data will help assess India’s unorganised economic sector and improve estimates of its contribution to GDP.
🟒 It will serve as the foundation for developing a National Statistical Business Register (SBR) to support targeted enterprise surveys and policy interventions.

πŸ“ Significance
🟒 Strengthens evidence-based policymaking through reliable and timely data.
🟒 Improves the measurement of the informal and unorganised sectors.
🟒 Promotes cooperative federalism by strengthening State and district statistical systems.
🟒 Supports data-driven governance through AI, digitalisation and alternative data sources.

πŸ“ Mains Practice Question
β€œReliable, timely and granular statistical data is essential for evidence-based policymaking and inclusive economic development.” Examine how the VISTAR Scheme can modernise India’s official statistical system and strengthen data governance.
