π Right to be Forgotten (RTBF)
π Why in News?
β Delhi High Court laid down key principles governing the Right to be Forgotten (RTBF), emphasizing a balanced approach between privacy and the publicβs right to know.
π What is the Right to be Forgotten (RTBF)?
β Right of an individual to request the removal, erasure, or de-indexing of personal information that is no longer necessary, relevant, or justified.
β Aims to protect privacy, dignity, reputation, and enable individuals to move on from past events.
β Not an absolute rightβrequires balancing with freedom of speech and public interest.
π Evolution in India
β Justice K.S. Puttaswamy (2017): Recognised Right to Privacy as a Fundamental Right under Article 21; informational privacy may include aspects of RTBF.
β High Courts (Delhi, Karnataka, Kerala & Orissa) have considered RTBF in cases involving acquittals, matrimonial disputes, sexual offences, and online personal data.
β Courts have consistently balanced privacy, free speech, open justice, and public interest.
π RTBF & DPDP Act, 2023
β DPDP Act, 2023 does not expressly recognise RTBF.
β Provides the Right to correction, updating, and erasure of personal data held by data fiduciaries after the purpose of processing ends or consent is withdrawn.
β RTBF extends beyond data protection by addressing public accessibility of information.
π Delhi High Court Ruling
β RTBF is not absolute; every request must be decided case by case.
β Courts must balance:
β Article 21 β Privacy, dignity, reputation.
β Article 19(1)(a) β Freedom of speech & expression.
β Public interest, judicial transparency & open justice.
β Judicial records generally remain public records.
β Courts may order search engine de-indexing or masking of personal identifiers instead of deleting judicial records.
π Constitutional Balance
β Article 21: Protects privacy, dignity, reputation, and personal autonomy.
β Article 19(1)(a): Protects free speech, press freedom, public access to information, and judicial transparency.
β Open Justice Principle: Ensures accountability, transparency, and public confidence in the judiciary.
π Challenges
β No comprehensive statutory RTBF framework.
β Information spreads across multiple websites, archives, and social media, making complete removal difficult.
β Foreign websites may not comply with Indian orders.
β AI systems, cached webpages, and archived databases can continue reproducing information.
β Divergent High Court rulings have created legal uncertainty.
π Way Forward
β Adopt a multi-layered mechanism:
β Data Fiduciaries β Handle routine deletion requests under the DPDP Act.
β Search Engines β Implement de-indexing orders where appropriate.
β Courts/Independent Adjudicatory Authority β Decide complex cases involving free speech, judicial records, and public interest.
β Strengthen coordination between Courts, the Data Protection Board of India, and digital platforms for consistent and constitutionally balanced outcomes.
π UPSC Prelims Fact
β The Digital Personal Data Protection (DPDP) Act, 2023 provides rights to correction, updating, and erasure of personal data, but does not explicitly recognise the Right to be Forgotten as an independent legal right.

π Asiatic Lion Crisis
π Why in News?
β Death of 8 Asiatic lion cubs due to heat-induced dehydration in Gir Forest, Gujarat has renewed concerns over habitat overcrowding, disease risks, and the need for lion translocation.
π About the Asiatic Lion
β Scientific Name: Panthera leo persica
β IUCN Status: Endangered
β Natural Habitat: Gir Landscape, Gujarat β the only wild habitat of Asiatic lions.
π Current Status
β Population increased from 674 (2020) to 891 (2025).
β Overcrowding has forced many lions to move outside protected areas.
β Supreme Court (2013) directed translocation of lions to Kuno National Park (Madhya Pradesh), but implementation remains pending.
π Major Challenges
β Habitat Saturation: Exceeded carrying capacity leads to territorial conflicts and stress.
β Genetic Bottleneck: Low genetic diversity increases vulnerability to diseases.
β Disease Risk: A single epidemic can threaten the entire population.
Eg: Canine Distemper Virus (CDV) killed 23 lions in 2018.
β HumanβWildlife Conflict: Increasing encounters due to movement into villages.
β Infrastructure Hazards: Deaths from roads, railways, open wells, and electric fences.
π Why is Translocation Needed?
β Creates a second free-ranging population as biological insurance.
β Reduces extinction risk from epidemics, forest fires, or natural disasters.
β Aligns with IUCN conservation guidelines.
β Kuno National Park was developed as an alternative habitat for Asiatic lions.
π Concerns Over Translocation
β Symbol of Gujaratβs identity and regional pride.
β Gujarat favours expansion to Barda Wildlife Sanctuary.
β Presence of Project Cheetah in Kuno National Park may complicate ecosystem management.
π Way Forward
β Implement the Supreme Courtβs 2013 order through scientific and phased translocation.
β Develop satellite habitats like Barda Wildlife Sanctuary.
β Adopt a One Health approach through vaccination of domestic animals.
β Build wildlife crossings, cover open wells, and improve railway safety.
π UPSC Prelims Facts
β Asiatic Lion (Panthera leo persica) is found only in the Gir Landscape of Gujarat.
β Kuno National Park (Madhya Pradesh) was identified as the second home for Asiatic lions.
β Barda Wildlife Sanctuary has been proposed as an additional habitat within Gujarat.

Eg: Canine Distemper Virus (CDV) killed 23 lions in 2018.
β HumanβWildlife Conflict: Increasing encounters due to movement into villages.
β Infrastructure Hazards: Deaths from roads, railways, open wells, and electric fences.
π Why is Translocation Needed?
β Creates a second free-ranging population as biological insurance.
β Reduces extinction risk from epidemics, forest fires, or natural disasters.
β Aligns with IUCN conservation guidelines.
β Kuno National Park was developed as an alternative habitat for Asiatic lions.
π Concerns Over Translocation
β Symbol of Gujaratβs identity and regional pride.
β Gujarat favours expansion to Barda Wildlife Sanctuary.
β Presence of Project Cheetah in Kuno National Park may complicate ecosystem management.
π Way Forward
β Implement the Supreme Courtβs 2013 order through scientific and phased translocation.
β Develop satellite habitats like Barda Wildlife Sanctuary.
β Adopt a One Health approach through vaccination of domestic animals.
β Build wildlife crossings, cover open wells, and improve railway safety.
π UPSC Prelims Facts
β Asiatic Lion (Panthera leo persica) is found only in the Gir Landscape of Gujarat.
