๐ Why in News?
โ The Commission for Air Quality Management (CAQM), in its 29th Full Commission Meeting (18 August 2026), approved Direction No. 102 and Direction No. 103 to strengthen air-pollution control in Delhi-NCR.
โ Direction 102: Phased transition of Light Goods Vehicles (LGVs) towards cleaner technologies.
โ Direction 103: Technology-enabled monitoring and stricter dust-control measures for stone crushing units.
๐ CAQM: Key Facts
โ Established under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021.
โ Replaced the Environment Pollution (Prevention and Control) Authority (EPCA).
โ Jurisdiction: Delhi, Haryana, Rajasthan, Uttar Pradesh and Punjab.
โ Its directions override those of CPCB and SPCBs within its jurisdiction, subject to the Supreme Court.
โ GRAP serves as its emergency response framework for tackling deteriorating air quality.
๐ Direction No. 102 โ Cleaner LGVs
N1 LGVs | GVW โค 3.5 tonnes
โ Delhi: From 1 January 2027
โ High Vehicle Density districts โ Gurugram, Faridabad, Sonipat, Ghaziabad & Gautam Buddha Nagar: 1 July 2027

โ SPCBs/DPCC must verify compliance and recover Environmental Compensation (EC).
โ CAQM Flying Squads can conduct random inspections; violations can lead to fresh closure.
๐ Other Key Decisions
โ GRAP Stage-I: Invoked 19 May 2026 and revoked 29 May 2026 โ remained active for 11 days.
โ 6 thermal power plants penalised โน61.85 crore for failing biomass co-firing targets in 2024-25.
โ Direction 65: Alternate-fuel relaxation extended till 13 September 2026 amid West Asia energy-supply disruptions.
โ Plantation target for 2026-27: 4.61 crore; 2.53 crore achieved by 4 August 2026.
โ 1,816 units cumulatively issued closure orders; 1,461 considered for resumption after compliance.

๐ GRAP: Four Stages
๐น Stage I: Poor โ 201โ300 AQI
๐น Stage II: Very Poor โ 301โ400 AQI
๐น Stage III: Severe โ 401โ450 AQI
๐น Stage IV: Severe+ โ >450 AQI
๐ Key Challenge
โ Delhi-NCRโs pollution problem is structural and multi-sectoral, involving transport emissions, road/construction dust, industries, biomass burning and other regional sources.
โ Emergency measures such as GRAP can address pollution episodes, but sustained improvement requires source-specific, coordinated and year-round interventions.
๐ UPSC Mains Question
๐น โDelhi-NCRโs persistent air pollution reflects not merely an emergency-response challenge but a structural governance problem.โ Critically examine the institutional design of CAQM and evaluate the effectiveness and limitations of GRAP in achieving sustained improvement in air quality.

๐ MQ-9B Sea Guardian: India Leases HALE Maritime Drones
๐ Why in News?
โ India has contracted to lease 2 MQ-9B Sea Guardian HALE RPAS for the Indian Navy for โน1,943 crore.
โ The 30-month lease aims to strengthen Maritime Domain Awareness (MDA) and persistent surveillance across the Indian Ocean Region (IOR).
โ Contract signed on 17 August 2026 in New Delhi with General Atomics Aeronautical Systems Inc. (GA-ASI), USA.
๐ MQ-9B Sea Guardian โ Key Features
โ Class: High-Altitude Long-Endurance (HALE) RPAS
โ Endurance: 35+ hours of surveillance

โ This experience contributed to Indiaโs subsequent decision to pursue acquisition of 31 MQ-9B aircraft.
โ Indiaโs indigenous TAPAS-BH (MALE) programme remains under development, while a deployment-ready indigenous HALE capability is still absent.
๐ Strategic Significance
โ Persistent MDA: Enhances Indiaโs ability to monitor movements across the vast IOR.
โ Rapid capability: Leasing provides an immediate capability while indigenous systems and long-term procurement mature.
โ Blue-water surveillance: Particularly useful for tracking surface vessels and supporting wider maritime security operations.

๐ข Labels must now carry a warning against their use in children below 4 years.
๐ What is this Combination?
๐ข It is an FDC commonly available as oral drops, syrups and tablets for symptomatic relief from common cold, allergic rhinitis and nasal congestion.
๐ข It combines an antihistamine with a nasal decongestant.
๐ Chlorpheniramine Maleate
๐ข A first-generation antihistamine that blocks H1 histamine receptors.
๐ข Helps relieve sneezing, runny nose and watery eyes.
๐ข Can cross the blood-brain barrier and cause drowsiness/sedation.
๐ Phenylephrine Hydrochloride
๐ข A sympathomimetic decongestant.
๐ข Causes vasoconstriction of blood vessels in the nasal passages, helping reduce nasal congestion.
๐ข Systemic effects may include increased blood pressure and heart rate.
๐ Why Restricted Below 4 Years?
๐ข Immature metabolism: Developing liver and kidney functions can increase the risk of drug accumulation and toxicity.
๐ข Serious adverse effects: Young children may be vulnerable to tachycardia, convulsions and paradoxical excitation.
๐ข Overdose risk: Multiple cough-and-cold products may contain the same active ingredients, increasing the risk of accidental double dosing.
๐ข Safer alternatives: Common viral colds are generally self-limiting; measures such as saline nasal drops and adequate hydration are preferred for young children.
๐ Prelims Focus
๐ข Chlorpheniramine โ H1 antihistamine โ Allergy symptoms
๐ข Phenylephrine โ Vasoconstrictor โ Nasal decongestion
๐ข FDC โ Two or more active pharmaceutical ingredients in a fixed ratio
๐ข Restriction โ Warning for children below 4 years
