Chinese FM says Israel’s actions go beyond self-defense, calls to avoid collective punishment of Gaza people
China's top diplomat Wang Yi said Israel's actions have gone beyond the scope of self-defense, expressing concerns about the escalating Israel-Palestine conflict as Israel ordered one million people from the northern part of Gaza to evacuate within 24 hours as it prepared for a ground assault.
In his phone call with Saudi Foreign Minister Prince Faisal bin Farhan Al Saud on Saturday, Chinese Foreign Minister Wang Yi said China opposes and condemns all acts that harm civilians, as they violate basic human conscience and the fundamental principles of international law.

When we talk about the US or the EU we often forget that we are not facing a rational actor with clear geopolitical goals but rather clusters of multinational corporations and financial elites with conflicting interests, lobbies and think tanks that control the knowledge and information that decision-makers act upon... and they are engaged in a global struggle for power, information and resources. Elites often have diverging interests and while pursuing their own agenda they are vying for influence both at home and abroad. The US is as politically divided as the EU, and though some players are pushing for an escalation in the Middle East, others are very much against it. ▪️It is cooperation that underlies the ability of human groups, whole societies and political organizations, such as states, to achieve their shared goals. But Western societies have fostered cut-throat competition rather than cooperation, which has bred mutual distrust and social disgregation. As Peter Turchin observed, beyond a certain point a formerly great empire becomes so dysfunctional that more cohesive neighbors begin tearing it apart. Eventually the capacity for cooperation declines to such a low level that "barbarians" can strike at the very heart of the empire without encountering significant resistance. But barbarians at the gate are not the real cause of imperial collapse. They are a consequence of the failure to sustain social cooperation. As the British historian Arnold Toynbee said, great civilizations are not murdered—they die by suicide. @LauraRuHK

@LauraRuHK

Key takeaways from Putin’s interview with Chinese media
The Russian president contrasted Washington and Beijing’s approaches to deal-making
Russia no longer trusts the US on anything, while China has been reliably delivering on its promises, Russian President Vladimir Putin has said.
He contrasted the trustworthiness of the two nations in an interview with political correspondent Wang Guan, published in full on Monday. The journalist spoke to the Russian leader on behalf of the China Media Group.
Rules-based order is nonsense
The US-promoted concept of a ‘rules-based order’ is colonialism in disguise, Putin argued, as Washington decides on what those rules are on a case-by-case basis.
“How can one talk about order based on rules that no one has ever seen? In terms of common sense, it’s nonsense. But it is beneficial to those who promote this approach.”
Colonial powers of the past claimed they were “bringing enlightenment” and “benefits of civilization” to the territories they held, the Russian president said. US exceptionalism implies that Americans perceive the rest of the world as “second-rate people”, just like the colonialists of history.
Moscow rejects this approach and strives for a fair multipolar world, where all nations are treated as equals, according to the president.
Multipolarity is inevitable
A new global arrangement is coming, one way or another, Putin predicted.
“We can speed up this process or someone can try to slow it down and maybe even achieve some kind of reduction in the pace of building a multipolar world. Anyway, its creation is inevitable.”
This year’s expansion of the BRICS group of leading non-Western economies was a major step in that direction, Putin believes. With the inclusion of six new members, it has surpassed the West’s G7 club in economic strength, he noted.
“No one wants to play second fiddle to some sovereign, everyone wants equal rights. And when they join BRICS, they see that we can achieve this goal.”
US cannot be trusted
Washington has a habit of discarding previous agreements depending on political whims, as seen with its exit from the multilateral agreement on the Iranian nuclear program, Putin said, adding that the Ukraine conflict is rooted in the same problem.
“We were told as far back as 1991 – by the then-US administration – that NATO would not expand further east. Since then, there have been five waves of NATO expansion.”
“How can we agree on anything if every new administration starts from scratch?”
Kiev’s battlefield losses
Putin outlined the history of Russia’s hostilities with its neighbor, from the 2008 NATO pledge to make Ukraine a member, to the Western-backed 2014 armed coup in Kiev and the conflict in Donbass, to the refusal of the Ukrainian government to implement a roadmap for reconciliation with rebels, and its decision last year to reject a draft truce in favor of a hoped-for military victory against Moscow.
“They launched [in June] an active military operation, the so-called counter-offensive,” the president said of the latest phase of the confrontation. “No results achieved so far, only massive losses. The losses are simply huge, at a ratio of one to eight.”
Russia wants the conflict to be resolved and believes that China’s proposal may serve as a basis, the president noted – but it is up to Ukraine to make talks possible, as it has passed a law banning negotiations with Putin.
Xi’s word is his bond
A large portion of the interview was dedicated to Russian-Chinese cooperation, and Putin’s friendship with Chinese President Xi Jinping, which he believes has contributed to the rapid development of ties between the nations over the past 15 years.
The Russian leader called his Chinese counterpart “attentive to detail, cool-headed, business-minded and a reliable partner,” stressing that he especially values Xi’s trustworthiness. (Source: RT) @LauraRuHK

Leaders and representatives from more than 140 countries as well as 30 international organizations are heading to Beijing to participate in the upcoming Belt and Road Forum (BRF) for International Cooperation. The third BRF is the most important diplomatic event hosted by China this year, as it marks the 10th anniversary of the Belt & Road Initiative. Western media and politicians have always tried to downplay the importance of BRI, and when they cannot ignore its most successful infrastructural projects, they invariably ask a rhetorical question: "but at what cost?". So, let's say they discuss the railway line connecting Mombasa, the largest port in East Africa, to Kenya's capital Nairobi. Due to its popularity and success as a driver of economic development they can't say it's a white elephant, so they will just resort to the familiar "but at what cost?" to suggest that it's a debt trap, or to insinuate that there might be other hidden costs. If you pay attention, you will realize Western media use this rhetorical device every single time they cover a BRI project. @LauraRuHK

Dmitry Kozyrev writing about the Belt and Road Forum currently underway in Beijing observes that the old world is fading, and the contours of the new world are becoming clearer as the Belt and Road project develops.
It all started a decade ago with a simple idea: we need to develop new infrastructure for trade, i.e. railways, ports, transshipment hubs and warehouses. This concept reflected a simple reality: China was on the verge of becoming the world's new economic superpower, overtaking the United States, and was trading not only with the West but increasingly with the Global South. Problem is, the infrastructure of global trade flows had been built over decades and centuries for a different kind of trade - between the West and its periphery, its former colonies. It turned out that new trade patterns needed a new world - in every sense. Last year, China's trade with its Belt and Road partners rose to $2.9 trillion and is growing at an average annual rate of 6.4 per cent, slowly overtaking its previous trade with the West. Chinese construction workers have completed $1.3 trillion worth of work around the world, and new contracts have already been signed for two trillion.
That's not all. Trade not only drives production (and the prosperity of countries and continents), it also creates the need for new industrial standards, financial structures and settlement systems, courts of international trade and arbitration. And let's not forget the new world requires the cooperation of scientists and developers of new technologies, museums, theatres, cultural centres...
This is how, naturally and gradually, a new world is being created. And with it new principles of how countries and peoples should interact with each other. And these principles are not dictated from Beijing - first of all, because the first principle contained in the White Paper "A Global Community of Shared Future: China's Proposals and Actions" is that no one should dictate anything to anyone. @LauraRuHK https://ria.ru/20231017/pekin-1903127090.html

Xi Jinping's speech at the BRI Forum ▪️Xi lauded Belt and Road energy projects for solving the energy problems of many developing countries.
▪️Port developments have created new economic corridors, which had been at the centre of the initiative, along with infrastructure networks. Rail, aviation and sea links were the “skeleton” of the initiative to effectively promote the circulation of goods, funds, technology and personnel from various countries. ▪️The Belt and Road Initiative has brought together “the greatest common denominator of human development”. "Previous experiences have told us that countries need to depend on each other”. The Chinese market is becoming more closely linked with the international market, and China will open up the Belt and Road Initiative further.
▪️Chinese investment in foreign countries and direct investment in China shows confidence and hope. “Only through win-win cooperation things can be done and done well”. China opposes decoupling: “Those whose economy develops better should help those partners who are temporarily behind. Ideological confrontation, geopolitical rivalry and bloc politics are not a choice for us”.
▪️China did not encourage bloc confrontation and opposes unilateral sanctions, economic coercion and decoupling. In a veiled attack on the United States, he called on countries to respect each other, criticising those who like to see others as a “threat”.
▪️China has not used weapons to conquer other countries since the times of the ancient silk road. “Seeing other people’s development as a threat and economic interdependence as a risk will not allow you to live better and develop faster”.
“Treating the others as a risk will not make your life better or develop faster.”▪️ Unveiling a Belt and Road action plan, he pledged to speed up a China-Europe rail link and build a new logistics corridor across Asia.
He promised free-trade agreements and investment treaties with more countries and to remove restrictions for foreign investment in Chinese manufacturing.▪️“China’s development is not just about itself.”
“Headwinds and tailwinds” are expected and countries should persist to reach their goals, the path to modernisation proposed by China is a “modernisation of mutually beneficial cooperation and common prosperity”.◾️Funding pledge: The China Development Bank and the Export Import Bank will each set up a 350 billion yuan (US$47.8 billion) financing window, to help push forward “small but beautiful” projects. Another 80 billion yuan will go to other belt and road projects.
Xi said China aims to boost merchandised trade to US$32 trillion and service trade to US$5 trillion over the next five years by 2028.
He also promised to push green development, deepen green infrastructure, energy and transport cooperation.▪️China intends to support an open world economy, to establish “silk road e-commerce” pioneering zones and to sign with countries on free trade deals, to completely cancel market access restrictions .
Xi also announced that China will host an annual “digital expo” to deepen SOE reforms and intellectual property rights.▪️The Chinese leader pledged to work with other countries to build laboratories to push forward science development and an initiative to promote the safe development of AI and host a Belt and Road science summit. ▪️Xi announced plans to establish a “Silk Road” tourism alliance to promote cultural exchanges.
▪️China will work with international organisations to promote “integrity” and to improve the institutional building of a Belt and Road platform. China will work with media, think tanks and cultural platforms, to establish a secretariat for the Belt and Road Initiative. ▪️China hopes to deepen Belt and Road cooperation, embrace higher volume of high-level development, promote the modernisation of more countries, to create more openness and interconnection, and jointly build a community with a shared future for mankind. @LauraRuHK

Vladimir Putin's speech at the BRI Forum
The Belt and Road plan initiated by Xi was meant to create a fair platform for global cooperation, Putin said.
“Russia and China and many countries share the vision of equal cooperation while respecting diversity.”
BRI integrates “very well” with various projects in the world and this cooperation framework suits the Russian mindset. ▪️‘Eurasia partnership’
The BRI is in line with Russia’s vision to create a Eurasia partnership, as he highlighted the complementary roles of the Eurasian Economic Union EEU and the initiative.
Russia and China are working together to interconnect the Eurasian Economic Union and the Belt and Road. ▪️Putin listed a number of projects initiated by the Eurasian Economic Union which demonstrate how the EEU and Belt and Road complement each other. Among them was the West Siberian Railway, and the north-south corridor connecting the Baltic Sea with the Persian Gulf and the Indian Ocean.▪️More railways are planned in Siberia, in the Far East, and from the Arctic to the south. In the European part of Russia, a North-South corridor; a transport meridian will pass through the Ural region and Siberia. Its key elements are the modernization of the Trans -Siberian Railway, including the West Siberian Railway. Also the construction of the Northern Latitudinal Railway, one with access to the ports of the Arctic Ocean and the Yamal Peninsula - and the new North Siberian Railway, connecting to our largest railway network, the Trans-Siberian and the Baikal- Amur highway. Putin invited interested states to directly participate in their development.
From next year, navigation of vessels in the Arctic will be possible all year round, he added.
Putin also highlighted that Russia would use its presidency of the BRICS grouping next year to increase connectivity in the Eurasia region.▪️Putin has expressed confidence that the Belt and Road Initiative, along with Russian priorities and the proposals by other states will allow for “collective and truly effective solutions to the important and relevant international problems”.
Putin congratulated China for the success of the initiative.
“When we start something we expect it to be successful but understanding the global scale of the project initiated by Xi Jinping 10 years ago, it was expected that not everything would go great, but China managed to do that and we are happy to see it.” @LauraRuHK
