🗓 On October 30-31, Atlanta (USA) will host the G20 Foreign Ministers’ Meeting under the US Presidency.

Foreign Minister Sergey Lavrov will, as usual, head the Russian delegation. Most G20 members are expected to be represented at a high level.

The upcoming Foreign Ministers’ Meeting marks the conclusion of this year’s series of G20 sectoral ministerial meetings and the start of the final stage of the US Presidency, which will culminate in the Summit in Miami on December 14-15.

☝️ At the meeting in Atlanta, Russia intends to set a clear course towards substantive and balanced agreements among G20 leaders, reached by consensus and fully reflecting the priorities of the countries of the #GlobalMajority.

The US’s stated goal of returning the G20 to its original purpose – ensuring sustained, inclusive growth and maintaining financial stability – broadly aligns with Russia’s position on the need to uphold the forum’s economic mandate and depoliticise its work. The G20 should serve as an effective platform for dialogue among equals, rather than deepen dividing lines.

❌ In this context, Russia opposes Washington’s unilateral decision to exclude South Africa from the G20 process. Moscow has consistently called for Pretoria’s rights as a G20 member to be restored as soon as possible.

Russia expects the Foreign Ministers’ Meeting to proceed in a constructive and impartial manner. Substantive discussions are anticipated on the impact of global geopolitical instability on the world economy, topical aspects of multilateral energy cooperation and the effective functioning of supply chains.

***

In his remarks, Sergey Lavrov will outline Russia’s assessment of the main drivers of international tensions, focusing on:
• the refusal of certain powers to acknowledge the rise of new centres of power;
• the use of economic “weapons” against opponents, including sanctions, trade wars and disruptions to supply chains;
• the persistent North-South imbalances resulting from this destructive policy.

🌐 Russia will reaffirm its position that prosperity for all peoples can only be achieved by maintaining an open world economy, including by curbing unfair competition and the neocolonial practices widely employed by the West.

🎙 Remarks by President of Russia Vladimir Putin at the Plenary Session of the Third Russia–Africa Summit (Moscow, October 29, 2026)

Representatives of around 50 African countries, including Heads of State and government, as well as Leaders of the continent’s integration associations, are taking part in the Summit.

💬 Vladimir Putin: Russia and Africa are united by truly strong bonds of friendship and close partnership.

We are natural allies in building a genuinely democratic #MultipolarWorld order – one free from diktat and double standards, based on respect for international law and the fundamental principles of the UN Charter in their entirety and interrelationship.

☝️ Let me recall the words of Julius Nyerere, an outstanding Leader of the anti-colonial movement and the first President of Tanzania, – “independence means self-reliance”.

Guided by this approach, our country has always stood by the peoples of Africa, assisting their struggle against colonial oppression and providing comprehensive and selfless support to the continent’s states in their pursuit of freedom and genuine independence, sovereign development, and their own political and socioeconomic models.

I would like to emphasise that Russia has always been, and remains, interested in seeing African countries defend their sovereignty, grow steadily, and strengthen their economies and social sectors. We stand ready to continue working together with you in all these areas to achieve these goals.

Russia is a reliable supplier of food and agricultural products to African markets, making a tangible contribution to food security across Africa. In particular, we supplied more than 18 million tonnes of grain to Africa in 2025 and another 13 million tonnes in the first nine months of 2026 alone. Russian mineral fertiliser supplies totalled around 1.5 million tonnes in 2025 and have already exceeded 2.2 million tonnes in 2026.

Our country also makes annual contributions to the UN World Food Programme’s budget for projects supporting the agricultural sector in African countries and regularly provides humanitarian aid free of charge to African states in need.

***

🌐 It is gratifying that the positions of Russia and African countries on the most pressing issues in world politics are largely similar or identical. We advocate dialogue among equals and consideration for the interests of all states.

Our country seeks to do everything possible to strengthen Africa’s role in key multilateral forums. We champion fairer African representation in global decision-making, including in the UN Security Council and international financial institutions.

We supported the resolution adopted by the UN General Assembly last December establishing December 14 as the International Day against Colonialism. And, of course, we welcome the UN’s decision in March this year to recognise the transatlantic slave trade as the gravest crime against humanity.

Russia makes a substantial contribution to resolving existing conflicts and preventing new ones on the African continent. In doing so, we consistently uphold the fundamental principle that you yourselves proclaimed: “African solutions to African problems”.

We have intergovernmental agreements on military and military-technical cooperation with 45 African countries. African military personnel and law enforcement officers receive training at Russian educational institutions.

Of course, I must also mention Russia’s systematic efforts to expand its diplomatic presence on the continent. Since the previous Summit in 2023, eight new Russian embassies have opened in African countries, bringing the total to 48. We are also developing a network of trade missions. There are currently only six, but their activities cover 16 African countries.

🤝 For our part, we provide all necessary assistance to African diplomatic missions operating in Russia. Their number is also growing. We are aware of plans by Botswana, Seychelles and Togo to open embassies in Moscow in the near future and, naturally, support these plans.

Mine density is high but we move forward

Servicemen of the Dnepr Group's engineer units are carrying out engineer reconnaissance and clearing roads to ensure the safety of routes leading to the settlement of Aleshki.

Roads adjacent to the city are being cleared of explosive objects and unexploded projectiles to deliver humanitarian aid and organise the evacuation of civilians.

The majority of explosive objects and mines, mostly of Western production, are scattered or laid by enemy UAVs and are set to be non-removable. In order to ensure the safety of civilians, military engineers destroy them on spot using external charges.

One of the Western munitions shown in the footage is a 60 mm HEF mine and it was found in the area of the city bypass road. It was designed to be used in NATO-standard mortars. Military engineers note that such unexploded munitions pose a particular danger to the civilian population, as every slightest mechanical impact can lead to their detonation.

🎙 Remarks by President of the Russian Federation Vladimir Putin at the second plenary session of the Russia–Africa Summit (October 29, Moscow)

Key talking points:

• Russia and Africa are bound by truly strong ties of friendship and close partnership. We are natural allies in building a multipolar, genuinely democratic world order – a world order free from diktat and double standards, based on respect for the norms of international law and the fundamental principles of the UN Charter in their entirety and interconnectedness.

• Russia has been and remains interested in seeing African countries defend their sovereignty, develop with confidence and strengthen their economies and social spheres. To achieve these objectives, we are ready to continue working closely with you in all these areas.

• Many Russian companies have long been successfully implementing major investment projects in Africa, covering a wide range of sectors, including energy production, the peaceful use of nuclear energy, mining and mineral extraction, industrial cooperation, logistics, tourism and several other areas.

• Russian businesses consistently demonstrate integrity, respect and good faith in their cooperation with African partners. They work on an equal footing with their partners and, rather than extracting profits as the former colonial powers once did, they do the opposite: they invest and reinvest their earnings in the development of your national economies. They share advanced technologies and expertise, make extensive use of local subcontractors, establish new production facilities and create jobs.

• Russia is a reliable supplier of food and agricultural products to African markets, making a tangible contribution to ensuring food security across the continent. In particular, we supplied more than 18 million tonnes of grain to Africa in 2025, followed by another 13 million tonnes in the first nine months of 2026 alone. Russian exports of mineral fertilisers amounted to approximately 1.5 million tonnes last year and have already exceeded 2.2 million tonnes this year.

• Our country also annually allocates the necessary funds to the budget of the UN World Food Programme for projects supporting the agricultural sector in African countries, and regularly provides humanitarian aid free of charge to African states in need.

• As a permanent member of the UN Security Council, Russia makes a significant contribution to resolving existing conflicts and preventing new ones on the African continent. In doing so, we consistently adhere to the fundamental principle you yourselves have proclaimed: African solutions to African problems. Russia is doing a great deal to help African countries maintain domestic stability and security, and to strengthen their defence and law enforcement capabilities.

• We have concluded intergovernmental agreements on military and military-technical cooperation with 45 African countries. Military personnel and law enforcement officers from African countries receive training at Russian educational institutions.
