🇷🇺🇱🇦 On October 7, Russia and the Lao People’s Democratic Republic celebrate the 6️⃣6️⃣th Anniversary of the establishment of diplomatic relations.

Bilateral ties between Moscow and Vientiane are rooted in long-standing traditions of friendship and cooperation and are characterised by a high level of trust.

Our country provided significant assistance to the Lao people in their struggle for national liberation, as well as in building national statehood, developing the economy and strengthening the country’s defence capabilities.

***

🤝 #Laos is a reliable partner of Russia in the #AsiaPacific.

The foundation of our bilateral relations is the Treaty on the Principles of Friendly Relations, signed on March 9, 1994. In October 2011, Russia and Laos adopted the Declaration on Strategic Partnership in the Asia-Pacific Region.

Russia-Lao ties are multifaceted.

Political dialogue at the highest and high levels is maintained on a regular basis. Inter-parliamentary ties are developing actively, while exchanges of delegations between relevant ministries and agencies are expanding.

📈 Trade and economic ties are steadily growing. Last year, bilateral trade doubled compared to 2024. The Inter-governmental Commission operates on a regular basis.

One of the priority areas of bilateral cooperation is the development of military and military-technical cooperation. Interaction in the fields of security and law enforcement is also gaining momentum.

Cultural and humanitarian exchanges are being expanded, while joint initiatives in education are being promoted, including support for the Russian language in Laos. More than 10'000 Lao nationals have received education at Soviet and Russian universities. Many graduates have been promoted to senior positions in the country’s Party and state apparatus, the Command Staff of the Lao People’s Army and law enforcement agencies.

President of the Lao People’s Democratic Republic, Comrade Thongloun Sisoulith is a graduate of the Leningrad Pedagogical Institute. Prime Minister — Comrade Saleumxay Kommasith — graduated from MGIMO University. In his previous capacity as Minister of Foreign Affairs, he visited our country on numerous occasions, attended the St Petersburg International Economic Forum.

🌐 Russia and Laos have similar or identical positions on key international issues, enabling effective cooperation within leading international and regional frameworks. We share a commitment to building a fairer and more democratic #MultipolarWorld based on the principles of the #UNCharter, including the principle of sovereign equality of all states — #UNCharterIsOurRules.

Moscow and Vientiane continue their constructive cooperation within #ASEAN and ASEAN-centred mechanisms. The Lao Side has expressed its readiness to join the activities of the #SCO as a dialogue partner.

💬 President of Russia Vladimir Putin, during his meeting at the Kremlin with President of Laos Thongloun Sisoulith, who came to Russia to take part in the #VictoryDay celebrations (May 9, 2026):
Our relations are built and continue to develop on the basis of friendship, mutual respect and trust. <…>

We are actively working together on the international stage.

New opportunities for cooperation are also opening up following your country’s obtaining the status of a dialogue partner of the #SCO.

🎉 We congratulate our Lao colleagues and friends on this shared Anniversary and look forward to further strengthening Russian-Lao friendship and developing bilateral relations.

🗓 October 7 marks the 24th anniversary of the signing of the Charter of the Collective Security Treaty Organisation (#CSTO), the instrument that established the CSTO as an international regional association.

Its stated purposes – the strengthening of peace and stability and the collective defence of the independence, territorial integrity and sovereignty of the member states – remain the cornerstone of mutually beneficial cooperation in a true spirit of alliance.

On this basis, the Russian Federation assumed the CSTO chairmanship in 2026 under the motto ‘Collective Security in a #MultipolarWorld: A Common Goal, a Shared Responsibility’.

In a short span by historical standards, the Organisation, which today brings together six states – Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan – has made substantial headway and established itself as a key mechanism for safeguarding regional security.

The CSTO systematically addresses the prevention and settlement of crises and counters the many challenges and threats to stability. It continually enhances the combat readiness of the organisation’s Collective Forces and sustains intensive foreign-policy coordination.

Drawing upon its considerable experience and advanced security instruments, the CSTO continues to evolve, adapting flexibly to changing circumstances.

🛡 In order to strengthen the Organisation’s security capabilities, the unique combat experience of the Armed Forces of the Russian Federation is being drawn upon – including in exercises involving the CSTO Collective Forces held in the Chelyabinsk Region in September and October 2026.

Cooperation in the emerging fields of biological and information security is likewise gathering pace. Operations conducted by the law-enforcement agencies and security services of the member states to combat terrorism, illicit drug trafficking, illegal migration and cybercrime continue to deliver substantial results.

🤝 The development of ties with other international organisations is a key strand of the CSTO member states’ systematic efforts. Since 2004, the Organisation has held observer status at the UN General Assembly. Priority is being given to deepening cooperation with the CIS and the SCO, and the roadmap for cooperation among the three organisations in areas of mutual interest continues to be implemented. A joint conference of the CSTO, CIS and SCO on security issues in Central Asia and Afghanistan will be held in Moscow on October 15-16.

The memory of the Soviet Union’s Victory in the Great Patriotic War remains a cornerstone of our allied cooperation and of our shared enduring values. The CSTO member states are joining forces to preserve the truth about the heroism of the Soviet people and to prevent any rewriting of history or any distortion or revision of the war’s outcome.

Prospects for expanding multifaceted allied cooperation will be discussed at the forthcoming session of the CSTO Collective Security Council, and at the joint meeting of the Organisation’s Council of Foreign Ministers, Council of Defence Ministers and Committee of Secretaries of Security Councils. Both will be held in Moscow on November 10-11. Decisions aimed at strengthening the CSTO collective security system are to be signed.

❗️ The further expansion of comprehensive cooperation with the CSTO member States is a priority of the Russian Federation’s foreign policy.
🎙 Statement by President of Russia Vladimir Putin at the restricted-format meeting of the CIS Council of Heads of State (Turkmenbashi, October 9, 2026)

💬 Vladimir Putin: Over the past three and a half decades, the Commonwealth of Independent States (#CIS) has come a long way, establishing itself as a respected regional integration association.

It is thanks to the CIS that we have managed to preserve, and in many areas even strengthen, the economic, social, cultural and humanitarian ties our peoples developed over centuries of living in a single state.

The economy has always been, and remains, one of our priorities for cooperation. The CIS countries work closely together in trade, investment and high technology. Of course, we would like to move faster and work more effectively in this area. That is certainly true. Nevertheless, progress is being made.

📈 Notably, Russia’s trade with its CIS partners exceeded $110 billion in 2025 and grew by a further 12% in the first half of this year.

Our countries have also established effective coordination in tackling financial and economic offences, money laundering and corruption. We are implementing joint programmes to combat the criminal use of digital technologies, organised crime, drug trafficking, terrorism and extremism. Our law enforcement agencies and special services maintain close operational contacts.

A number of useful new decisions on criminal justice, cybercrime prevention and border protection have been submitted for approval at this Summit, and Russia supports them.

🌐 I am pleased to note that the CIS countries unanimously support the establishment of a fair #MultipolarWorld order based on the universally recognised principles of international law and the central role of the UN.

Humanitarian ties are an important part of our partnership within the CIS. We maintain intensive exchanges in science and education, culture and tourism, healthcare and environmental protection, sport and youth policy.

As for the environment, thanks to our hosts, who are chairing this meeting, we will also discuss the situation in the Caspian Sea today – a pressing issue for many of us.

🇷🇺 The Russian language is a powerful unifying force across the vast CIS region, as has also been noted today. In 2026, the International Organisation for the Russian Language began its work. Its first ministerial meeting took place in Moscow, setting out the main areas of work to preserve our shared Russian-language cultural and humanitarian heritage and promote the Russian language worldwide.

I have repeatedly stressed the importance of joint efforts by the CIS countries to protect our shared history and prevent its falsification. Young people must know the truth about our peoples’ achievements during the Soviet era and the heroic feats of our fathers and grandfathers during the Great Patriotic War.

More broadly, promoting a positive image of the CIS among the public, in the media and on the international stage is a particularly important task. We expect the relevant decision being approved at today’s meeting to give fresh impetus to this work.

🤝 Following our established tradition, dear friends, I would like to invite you all to St Petersburg on December 21. We traditionally gather for a friendly meeting of CIS Leaders ahead of the New Year, giving us an opportunity to discuss current issues and future plans in an informal setting.

🎙 Opening remarks by Russian Foreign Minister Sergey Lavrov during talks with ASEAN Secretary-General Kao Kim Hourn (Moscow, October 13, 2026)

💬 Sergey Lavrov: This is already your second visit to Russia this year.

In June, you took part in the Russia-ASEAN Summit, which marked the 35th anniversary of our partnership. I would like to thank you once again for the constructive role played by the Secretariat you lead in preparing and holding the Summit and agreeing on its outcome documents.

Today, we have an excellent opportunity to review the implementation of the decisions adopted by the Leaders of Russia and #ASEAN at the Summit in the areas of politics, security, countering new challenges and threats, trade, economic and investment cooperation, as well as cultural, educational and humanitarian ties.

We are also engaged in substantive discussions on launching new areas of cooperation, including maritime security, combating pandemics, and dialogue on youth and customs issues.

I would also like to invite you to share your assessment of the prospects for Eurasian integration, taking into account your contacts with the heads of the executive bodies of the #EAEU and the #SCO during the Summit in Kazan.

☝️ Advancing our strategic partnership with ASEAN remains one of our consistent priorities in Asia and Eurasia. We see the Association as a reliable partner, with whom we share many years of engagement on the international stage and an increasing number of practical projects being implemented.

We share a commitment to building a fairer #MultipolarWorld order, including across Greater Eurasia, where Russia and the ASEAN member States are located.

🤝 Since the very beginning of our relations, Russia has consistently respected the ASEAN-centred security architecture in Southeast Asia. We continue to uphold this principle today as we advance President Vladimir Putin’s initiative to establish a Greater Eurasian Partnership as the material foundation for a continent-wide security architecture.

📆 On October 15, Russia's Foreign Minister Sergey Lavrov will take part in the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (#CICA) in Baku.

The event will address CICA’s continued development, including its role in the broader framework of cooperation between platforms across Eurasia.

Discussions will cover a wide range of areas of practical cooperation on CICA’s agenda, including support for small and medium-sized enterprises and international information security, both coordinated by Russia.

Participants will also exchange views on current international and regional issues.

🌐 CICA comprises 28 countries: Russia, Azerbaijan, Afghanistan, Bangladesh, Bahrain, Vietnam, Egypt, Israel, India, Jordan, Iraq, Iran, Kazakhstan, Cambodia, Qatar, Kyrgyzstan, China, Kuwait, Mongolia, the UAE, Palestine, Pakistan, the Republic of Korea, Tajikistan, Thailand, Turkiye, Uzbekistan and Sri Lanka.

The Summit is expected to approve Laos’s accession as a full member.

Observers (Belarus, Indonesia, Laos, Malaysia, Saudi Arabia, Turkmenistan, the Philippines, the League of Arab States, the International Organization for Migration and the UN) and partner organisations (the Economic Cooperation Organization, the SCO, the SCO Regional Anti-Terrorist Structure and the UN Office on Drugs and Crime) have also been invited.

The Summit’s agenda will focus on ensuring sustainable development in the region and strengthening connectivity across the continent, as well as countering emerging challenges and threats, including those in international information security.

During the event, the Russian Side intends to draw its partners’ attention to the transformation of the system of international relations as a new, more just #MultipolarWorld order takes shape.

📃 The Summit is expected to adopt a general political declaration and a thematic document on improving occupational safety standards.

***

🇷🇺 Russia has been a CICA member since its inception. Russian proposals and projects within the association seek to promote cooperation based on equality and mutual benefit, with a focus on tangible results.

In 2021, Russia’s proposal to include cooperation on international information security in the CICA Catalogue of Confidence Building Measures was endorsed. Russia coordinates cooperation in this area.
We regularly hold seminars on the sustainable development of the Internet, security in the use of ICTs and efforts to counter their use for criminal purposes.

☝️ Russia promotes the preservation of historical memory within CICA. At Moscow’s initiative, a ministerial statement marking the 80th anniversary of Victory in World War II was adopted in September 2025.

🎙 Remarks by Russian Foreign Minister Sergey Lavrov at the Plenary Session of the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (Baku, October 15, 2026)

💬 Sergey Lavrov: Over the past four years, challenging as this period has been, first Astana and then Baku, at the helm of the Conference on Interaction and Confidence Building Measures in Asia (#CICA), have made notable progress in strengthening our regional platform.

New mechanisms have been established: a financial summit, a women’s council and a partnership network of leading universities. The Secretariat has been significantly strengthened, including through broader geographical representation among its staff.

CICA’s voice is increasingly heard at multilateral events. Growing interest in its activities attests to its appeal.

🇱🇦 In this regard, we congratulate Laos on joining the Conference.

The system of international relations is undergoing fundamental changes. A new, fairer #MultipolarWorld order is taking shape before our eyes.

Against this backdrop, a clear message is emerging from Greater Eurasia: countries need to advance together, ensuring equal and indivisible security for all, whereby no State’s security can be ensured at the expense of the security of others. This philosophy is clearly reflected in the final declaration to be adopted at the conclusion of our meeting.

This shared outlook drives our efforts to create a stable and predictable political and economic environment across the Eurasian continent, conducive to deeper, mutually beneficial practical cooperation.

👉 We invite our partners to join us in drafting a political document on diversity and multipolarity in the 21st century that would apply across Eurasia.

We discussed this initiative with many of the countries represented here on the sidelines of the high-level week of the 81st Session of the UN General Assembly in New York. We will continue these discussions at the Fourth Conference on Eurasian Security, to be held in Minsk in early November.

***

We are convinced that CICA’s transformation towards a pan-Eurasian outlook, in keeping with the times, is a natural path for our association, dictated by objective realities.

Many participating countries are Eurasian in character, and some geographically as well. Our shared task is to adapt the Conference to new realities and harness its potential to promote growth and prosperity across the continent.

Today, the constructive atmosphere within our platform stems from a shared commitment to broad, pragmatic cooperation.

☝️ Not least because of its membership, CICA is unencumbered by contrived political constructs such as the “rules-based order” or bloc-based approaches designed to serve the interests and convenience of insiders alone.

🗓 On October 15, the Fourth Committee of the UN General Assembly adopted a resolution entitled “Addressing Contemporary Forms of Colonialism”.

The draft was prepared by the Group of Friends in Defence of the UN Charter, with Russia’s active participation. 19 states co-sponsored the resolution.

🌐 The resolution is non-confrontational and unifying in nature.

It stresses the need to eradicate neocolonial practices, including interference in internal affairs, unilateral coercive measures, the imposition of unfair international treaties and restrictions on technological development.

These practices are among the most serious obstacles to achieving the purposes and principles of the UN Charter and are a root cause of numerous problems on the UN agenda.

✅ The document was supported by 85 Member States, with 49 voting against and 23 abstaining.

Significantly, its supporters included #BRICS countries and states across Africa, Asia and Latin America, while its opponents were predominantly countries of the “collective West”, many of them former colonial powers. The latter refused to support the document, despite having participated in drafting it and having some of their amendments incorporated into the final text.

The voting results clearly demonstrate that the emergence of a #MultipolarWorld is well underway. Freeing interstate relations from all forms of pressure, subordination and dependence is an integral part of this process.

The Global Majority is unwilling to accept the monopoly held by a small group of countries. For these states, combating neocolonialism is no abstract notion: it is a matter of pursuing sovereign domestic and foreign policies, strengthening their security and preserving their national identity.

☝️ We expect the adopted resolution, which builds on two previous thematic resolutions of the General Assembly, to gain even broader support when it is considered shortly at a plenary meeting of the #UNGA.

This will help firmly establish the fight against all manifestations of colonialism as one of the UN key priorities.
🇰🇿 On 25 October, #Kazakhstan celebrates its national holiday — the Day of the Republic.

This national holiday symbolises the patriotism and unity of the people of Kazakhstan, who are confidently pursuing the path of dynamic development and prosperity. In recent years, Kazakhstan has achieved impressive progress in various fields and is today a strong, influential and respected actor in the international arena, playing a constructive role in global affairs.

Our countries and peoples share close cultural, spiritual and moral values, centuries-old bonds of friendship, a common history of life in one country, as well as shared achievements and victories.

🤝 Russia and Kazakhstan are closest partners, friends and reliable allies.

Relations between Moscow and Astana are characterised by strategic partnership and alliance, rest on longstanding historical ties of friendship, and are based on mutual trust and consideration of each other's interests.

The Leaders of our nations, who have developed warm personal relations over years of working together, regularly meet and hold telephone conversations, comparing notes on current bilateral issues as well as regional and global affairs.

Russia and Kazakhstan play an important role in advancing post-Soviet integration. Our countries were among the pioneers of these processes and the founding-fathers of the Eurasian Economic Union (#EAEU). They also actively cooperate within the #CIS, #CSTO and #SCO.

🌐 #MultipolarWorld: Moscow and Astana are at the forefront of efforts to shape a more democratic multipolar world. They share similar views on the key role of international law in relations between states and on the need to take the interests of all countries into account in issues of global security.

Our countries attach particular importance to developing humanitarian cooperation and promoting the unifying role of the Russian language in strengthening peace and good-neighbourly relations across Eurasia, as well as in shaping a new architecture of security and mutually beneficial cooperation on the continent.

In this regard, the International Organisation for the Russian Language (#IORL) officially commenced its work this spring. The initiative to establish the organisation was put forward by President of Kazakhstan Kassym-Jomart Tokayev during talks with President of the Russian Federation Vladimir Putin in 2021.

🎉 We extend our cordial congratulations to our Kazakh colleagues and friends on their national holiday! We wish them well-being, prosperity, stability and every success!

🎙 Remarks and answers to questions by Russia's Foreign Minister Sergey Lavrov at a working meeting with heads of leading African media outlets (Moscow, October 27, 2026)

💬 Sergey Lavrov: Our relations are growing deeper and richer with every passing day – indeed, with every passing hour.

We regard the African continent as a distinct civilisation and one of the key pillars of the #MultipolarWorld now taking shape on the international stage through the natural course of history, replacing the hegemony exercised by Western countries for more than 500 years.

🌍 Africa’s role as one of the key pillars of this polycentric world order is clearly reflected in the Foreign Policy Concept of the Russian Federation, approved by President Vladimir Putin in March 2023.

Russia is committed to strengthening equal, mutually beneficial relations aimed at helping African countries build their own industrial base and enhancing Africa’s independence in the global economy, finance and technology. More broadly, we seek to help our African friends consolidate their sovereignty

We do so in full accordance with the principles of the UN Charter, including equality, mutual respect and non-interference in internal affairs.

We strive, to the fullest extent possible, to continue the work that the Soviet Union, the predecessor of the Russian Federation, carried out immediately following decolonisation: laying the foundations of national industry and the social sector in many African countries and making a substantial contribution to strengthening our African friends’ defence capabilities.

Other key points
:

• Egypt is our key partner in the Middle East in addressing security issues and tackling challenges and threats. These, incidentally, became significantly more acute and widespread following the “Arab Spring” and, before that, the US invasion of Iraq and a series of other ventures, including in Libya and Syria, which fuelled refugee flows and spawned new terrorist organisations. ☝️ All our friends in the Middle East now have to contend with these consequences.

• Some members of Western elites disregard the interests of their own peoples and countries. They have declared Russia an adversary – some even an outright enemy. This certainly does not help foster normal international relations. 👉 In effect, it condemns the West to isolation, excluding it from promising multilateral initiatives that are now shaping the agenda for the future.

• The West is convinced that it has the right to label others and that everyone else must listen. This is the logic of former EU foreign policy chief Josep Borrell, who proudly described Europe as a flourishing garden surrounded by a jungle that must be fought. We can now see what kind of “flourishing garden” this is in footage of events unfolding in Paris and several other capitals.

• The information war will continue and, I would even say, is tending to intensify. Especially now, when, for example, US President Donald Trump’s administration, despite all its actions in support of Ukraine (supplying weapons sold to the Europeans and providing satellite intelligence) is open to dialogue with us and openly advocates expanding and deepening that dialogue to cover as many areas as possible.

• Disinformation is what the West is still using, in a desperate effort, to keep its public on side. But the demonstrations and protests show how difficult this has become. It is trying to convince people that they must sacrifice everything – wages, jobs, healthcare and social benefits – so that Ukraine can “defeat” Russia.

• The information war is the very weapon the West is using to try to stay afloat. But it is working less and less effectively. First, because people in European countries can feel their living conditions deteriorating. 🤝 Second, because our joint efforts in the information sphere are clearly delivering results.

🎙 Address by President of Russia Vladimir Putin at the Plenary Session of the Russia–Africa Economic and Humanitarian Forum (Moscow, October 28, 2026)

Key points:

• The Russia–Africa Forum, its agenda and participants, and its free and open dialogue fit naturally into the global transformation, the scale and depth of which can hardly be overstated. We are witnessing a #MultipolarWorld truly becoming a reality, and this trend is objective and irreversible.

• The era when the destinies of entire continents were determined by a narrow bloc of states is coming to an irrevocable end. A fairer world is taking its place, one in which the voices of all countries participating in international affairs must be heard. New centres of global governance are emerging, becoming focal points for reshaping the world order.

• Over the past five years, the #BRICS countries have accounted for more than 40% of global GDP, while the G7’s contribution has been less than 30%. There is no doubt that this balance will continue to shift in favour of developing countries.

• Africa is increasingly asserting itself as one of the poles of the global economy and politics. The continent is experiencing a new awakening: its sovereignty is growing stronger, and its influence and standing on the world stage are increasing. Above all, Africans have an unshakeable determination to defend their interests and a desire to shape their own future and choose their own path of development.

💬 Let me recall the words of Thomas Sankara, a great son of the Burkinabe people, the first President of Burkina Faso:
Debt is neo-colonialism, in which colonizers have transformed themselves into “technical assistants”. Under its current form, controlled and dominated by imperialism, debt is a skillfully managed reconquest of Africa, intended to subjugate its growth and development through foreign rules.

• It is no coincidence that Africa is called the continent of the future. According to UN projections, from 2030 onwards, the centre of global population growth will inevitably shift to Africa – a process that is already under way. By 2050, its population will exceed 2.5 billion, around 70% of whom will be young people under the age of 30.

• Russia is one of the most reliable guarantors of food security on the African continent. More than 40 African countries already receive Russian fertilisers and grain. We stand ready to further expand the geographical reach of our agricultural supplies. In the first nine months of 2026, Russia exported 13 million tonnes of agricultural products to Africa.

• Russia firmly maintains a leading position in the global race for technological sovereignty. I would like to emphasise that our country is ready to share its advanced expertise and high-tech digital know-how with our African friends.

• Our shared interest lies in improving Africans’ access to affordable, sustainable and environmentally friendly energy sources and helping develop domestic energy markets in Africa, including in areas where Russia possesses unique technologies. This work is already under way. More than 30 promising energy projects are being jointly implemented in 16 African countries.

• Since 2020, the number of African students studying in Russia has increased by 50%, while the number of Russian scholarships for Africa has almost tripled. A record number of citizens of African countries – around 40,000 – are studying at Russian universities. For the 2026-2027 academic year, the scholarship quota has been increased to 5,500 places.

❗️ Russia is sincerely interested in further developing and deepening trade, economic and humanitarian cooperation with all African countries in every possible way.

🎙 Opening remarks by Russia's Foreign Minister Sergey Lavrov at a working breakfast with the Foreign Ministers of African countries (Moscow, October 28, 2026)

💬 Sergey Lavrov: I am very pleased to see you all and to welcome you to Moscow for this meeting of Foreign Ministers on the sidelines of the Third Russia–Africa Summit.

We know that some of our African friends were actively discouraged [by the West] from travelling to Russia through political pressure, blackmail and threats to scale back assistance programmes. There were even fake reports. I read that there was supposedly an “outbreak of plague” in our country and that people should not travel here.

🤝 We are truly pleased that, despite these unscrupulous manipulations by the West, the overwhelming majority of our friends have come to the Summit and are taking a very active part in its work.

Today, Africa is experiencing what we call a second awakening.
In the 1960s, when the decolonisation process began, with our country playing a very active role, the primary goal was political independence. Today, having achieved political independence, Africans want to secure economic, energy and financial sovereignty.

❗️ Russia will always be an ally of African countries on this path. We are ready to continue sharing Russian expertise and helping strengthen your independence and sovereignty. This is an objective historical trend towards the emergence of a #MultipolarWorld.

The expansion of our diplomatic presence on the continent reflects Africa’s importance to Russian foreign policy. Since the previous Summit in 2023, eight more Russian embassies have opened, bringing the total in the region to 4️⃣8️⃣.

We are pleased to see reciprocal steps by our African friends
, who are also interested in opening diplomatic missions in Moscow. We are doing everything we can to facilitate this.

Today, I suggest that we exchange views on the most pressing international and regional issues that significantly affect the global situation, including our cooperation with our African friends.

A solemn reception was held on October 28 at the Kremlin in honour of the Heads of delegations – participants in the Third Russia–Africa Summit.

🎙 Welcoming remarks by President of Russia Vladimir Putin at a reception in honour of the participants in the Third Russia–Africa Summit (Moscow, October 28, 2026)

💬 Vladimir Putin: In its time, the Soviet Union provided substantial assistance to the peoples of Africa in breaking free from the shackles of colonial dependence and strengthening their sovereignty and national security.

The USSR helped develop agriculture and energy, build new factories and enterprises, roads, schools and hospitals, which played a major role in overcoming the acute socioeconomic problems facing the newly independent African states.

🎓 Hundreds of thousands of Africans received a quality education and advanced knowledge in the USSR and later in Russia, becoming highly qualified specialists in the professions most needed by their economies. They made, and continue to make, an invaluable contribution to their home countries. Russia continues, and will continue, this well-established practice of training African professionals.

Russia and Africa share a commitment to a just and #MultipolarWorld order, free from diktat and based on the sovereign equality of states and respect for their values and cultures.

🤝 We work closely together in many international forums, including the #UN, coordinating our positions on key global and regional issues.

Russia seeks to make a tangible contribution to addressing the challenges facing Africa, to take an active part in resolving ongoing crises and preventing new sources of tension on the continent, and to help combat terrorism and extremism, epidemics and hunger, while ensuring food, digital and environmental security.

☝️ There is a fine African proverb: when the roots are deep, there is no reason to fear the wind. Indeed, however the world may change, whatever the political or economic circumstances, the spirit and principles of Russia’s relations with African countries remain unchanged.

We are true friends and partners, always open to honest, constructive cooperation and able to listen to and understand one another. This enables us to steadily expand cooperation across all areas, work together to find effective responses to the key challenges and threats of our time, and promote growth for all, for the benefit of our countries and peoples.

***

🥂 Allow me to propose a toast to the African Heads of State and Leaders of African integration associations present here; to the further development of comprehensive cooperation between Russia and the countries of the African continent; to the well-being, peace and prosperity of our countries and peoples; and to the health of all participants in the Moscow Summit.

🎙 Opening remarks by President of Russia Vladimir Putin at a meeting with Prime Minister of Ethiopia Abiy Ahmed on the sidelines of the Third Russia–Africa Summit (Moscow, October 28, 2026)

💬 Vladimir Putin: Once again, congratulations on your election as Prime Minister.

Ethiopia actively participated in the Russia–Africa Summits in Sochi in 2019 and St Petersburg in 2023. Our talks today are taking place during your visit to attend what is now the Third Russia–Africa Summit. I would like to thank you for finding the opportunity to come to Moscow once again.

🤝 I value the friendly relations between Russia and Ethiopia, as well as our personal contacts, which are always substantive and constructive.

And, of course, I recall our recent talks at the #BRICS Summit in New Delhi in September, when we compared notes on the key areas of bilateral cooperation.

📈 I would like to highlight the substantial growth in bilateral trade, which exceeded $1.3 billion in January-September this year. This is more than double the figure for the whole of 2025. We have many promising large-scale projects across a wide range of areas, from energy, agriculture and industrial cooperation to the peaceful exploration of outer space, science, healthcare and education.

Russia and Ethiopia stand together in international affairs. We maintain dialogue at the #UN, within #BRICS and in other multilateral forums. We know that Addis Ababa is scheduled to host the UN Climate Change Conference in 2027. We wish you every success in hosting this major international forum.

Russia fully supports Africa’s emergence as one of the key centres of the new #MultipolarWorld order. We will pay particular attention to expanding trade and economic cooperation with African countries, ensuring food and energy security, and developing healthcare.

At the conclusion of the Summit, we will adopt its Declaration and a new Action Plan of the Russia–Africa Partnership Forum for 2027–2029.

🇷🇺🇪🇹 We now have a good opportunity to continue discussing the main tasks for further strengthening the multifaceted ties between Russia and Ethiopia, as well as current international and regional issues. We have already begun exchanging views on some of these in our one-on-one conversation.

#RussiaEthiopia
🎙 Remarks by President of Russia Vladimir Putin at the Plenary Session of the Third Russia–Africa Summit (Moscow, October 29, 2026)

Representatives of around 50 African countries, including Heads of State and government, as well as Leaders of the continent’s integration associations, are taking part in the Summit.

💬 Vladimir Putin: Russia and Africa are united by truly strong bonds of friendship and close partnership.

We are natural allies in building a genuinely democratic #MultipolarWorld order – one free from diktat and double standards, based on respect for international law and the fundamental principles of the UN Charter in their entirety and interrelationship.

☝️ Let me recall the words of Julius Nyerere, an outstanding Leader of the anti-colonial movement and the first President of Tanzania, – “independence means self-reliance”.

Guided by this approach, our country has always stood by the peoples of Africa, assisting their struggle against colonial oppression and providing comprehensive and selfless support to the continent’s states in their pursuit of freedom and genuine independence, sovereign development, and their own political and socioeconomic models.

I would like to emphasise that Russia has always been, and remains, interested in seeing African countries defend their sovereignty, grow steadily, and strengthen their economies and social sectors. We stand ready to continue working together with you in all these areas to achieve these goals.

Russia is a reliable supplier of food and agricultural products to African markets, making a tangible contribution to food security across Africa. In particular, we supplied more than 18 million tonnes of grain to Africa in 2025 and another 13 million tonnes in the first nine months of 2026 alone. Russian mineral fertiliser supplies totalled around 1.5 million tonnes in 2025 and have already exceeded 2.2 million tonnes in 2026.

Our country also makes annual contributions to the UN World Food Programme’s budget for projects supporting the agricultural sector in African countries and regularly provides humanitarian aid free of charge to African states in need.

🌐 It is gratifying that the positions of Russia and African countries on the most pressing issues in world politics are largely similar or identical. We advocate dialogue among equals and consideration for the interests of all states.

Our country seeks to do everything possible to strengthen Africa’s role in key multilateral forums. We champion fairer African representation in global decision-making, including in the UN Security Council and international financial institutions.

We supported the resolution adopted by the UN General Assembly last December establishing December 14 as the International Day against Colonialism. And, of course, we welcome the UN’s decision in March this year to recognise the transatlantic slave trade as the gravest crime against humanity.

Russia makes a substantial contribution to resolving existing conflicts and preventing new ones on the African continent. In doing so, we consistently uphold the fundamental principle that you yourselves proclaimed: “African solutions to African problems”.

We have intergovernmental agreements on military and military-technical cooperation with 45 African countries. African military personnel and law enforcement officers receive training at Russian educational institutions.

Of course, I must also mention Russia’s systematic efforts to expand its diplomatic presence on the continent. Since the previous Summit in 2023, eight new Russian embassies have opened in African countries, bringing the total to 48. We are also developing a network of trade missions. There are currently only six, but their activities cover 16 African countries.

🤝 For our part, we provide all necessary assistance to African diplomatic missions operating in Russia. Their number is also growing. We are aware of plans by Botswana, Seychelles and Togo to open embassies in Moscow in the near future and, naturally, support these plans.

🎙 Press conference by President of Russia Vladimir Putin and Chairperson of the African Union, President of Burundi Evariste Ndayishimiye following the Third Russia–Africa Summit (Moscow, October 29, 2026)

Key points:

• It is deeply gratifying that 21 African Leaders, high-level delegations from the overwhelming majority of the continent’s states, and the Heads of virtually all leading African integration bodies took part in the Moscow Summit.

• Our productive joint work culminated in the Moscow Declaration, which was approved at the Summit. This comprehensive, long-term document reaffirms the commitment of all our countries to building a just and democratic #MultipolarWorld order based on the universally recognised principles of international law and the UN Charter.

• An extensive list of specific tasks for developing Russia’s ties with African states in the economic, commercial, social and humanitarian spheres, and for implementing the decisions of this Summit, is set out in the Joint Action Plan for the period up to 2029, which was adopted on October 29.

• We are convinced that the current level of Russian-African trade – standing at $27 billion – is, of course, far from its limit. In many ways, we are only at the very beginning of this journey. As for our investments, they already amount to tens of billions of dollars. We will undoubtedly increase our trade turnover, there’s no doubt about it.

• Our Eurasian organisations – the EAEU and the CIS – are ready to work together with their pan-African counterparts. Our African partners have expressed support for the need to further improve mechanisms for financing reciprocal trade. Already, 85% of financial settlements for commercial transactions are carried out in national currencies, including the Russian ruble.

• The discussion held at the Summit reaffirmed that many African leaders regard agriculture as a key area for cooperation with Russia. They look to our country to continue taking every effort to strengthen food security across the African continent and supply their consumer markets with essential food products.

• Cooperation in the energy sector was also discussed in detail. Russia has consistently sought to meet the growing demand for hydrocarbon fuels in African economies.

• In all areas of interaction with our African partners and friends, specific requests were made for further Russian assistance in training qualified personnel and the workforce, improving sanitary and epidemiological well-being, and environmental conservation. The Russian Side will, of course, meet these needs.

❗️ The views of Russia and Africa on most of the pressing issues on the global and regional agenda are not only very close but often coincide. Together we do everything we can to strengthen the role of African states in global affairs, and we advocate fairer representation of Africans in the global decision-making system, including the UN Security Council and the international financial institutions.

• Russia is sincerely committed to building a truly strategic and multifaceted partnership with Africa. We are encouraged to see that our African friends are equally committed to working together, hand in hand.

🤝 Overall, we share the view that the Third Russia–Africa Summit was a success and will undoubtedly give a powerful boost to the further development of Russia–Africa cooperation.

🎙 Opening remarks by President of Russia Vladimir Putin at a meeting with President of Kenya William Samoei Ruto on the sidelines of the Third Russia–Africa Summit (Moscow, October 29, 2026)

💬 Vladimir Putin: Diplomatic relations between our countries were established back in 1963, and we are gradually approaching their 65th anniversary.

We maintain regular political dialogue at various levels. I remember your predecessor attending the first Summit in Sochi in 2019. Kenya has participated in all three summits. Our foreign ministers exchange visits, and our parliaments maintain regular contacts.

🇷🇺🇰🇪 We are interested in further developing trade and economic cooperation with Kenya. I would like to note that bilateral trade almost doubled in January-August of this year. This is a positive trend that we must sustain.

Supplies of Russian agricultural products have increased. Russia is also one of the leading exporters of fertilisers. Once again, I would like to stress the importance of maintaining this positive momentum.

We maintain fruitful cultural and humanitarian ties. We help train Kenyan professionals and are gradually increasing the scholarship quota for your young people, who, as I understand it, enjoy studying in Russia. 70 scholarships have been allocated for civilian fields of study next year.

Russian performing arts groups regularly visit Kenya. The Russian Ballet Academic Theatre performed there last December, followed by the Khokhloma ensemble in June and the Rossiya ensemble in September, among others. Just a month ago, Nairobi hosted a Day of Russian Culture. Kenyan performers also participate in international music competitions in Russia.

🤝 We share positions on a number of key international issues, including strengthening the UN’s central role, the importance of respecting its Charter, and building a #MultipolarWorld order.

Nairobi hosts a UN office, and we support further strengthening Kenya’s role in this universal organisation. It is the only UN headquarters located in a country of the Global South. Nairobi has even earned the unofficial title of the world’s environmental capital. We are very pleased about this, and much of it is thanks to the efforts of the Kenyan people themselves.

Russia consistently advocated establishing a UN office in Kenya. We support strengthening it, stepping up negotiations, and locating the secretariats of new environmental mechanisms and agreements there.

🎙 Opening remarks by President of Russia Vladimir Putin at a meeting with President of the Re-Foundation of Madagascar Michael Randrianirina on the sidelines of the Third Russia–Africa Summit (Moscow, October 30, 2026)

💬 Vladimir Putin: We enjoy longstanding friendly ties with Madagascar. Next year, we will mark the 55th anniversary of the establishment of diplomatic relations.

Our talks in Moscow in February gave fresh impetus to strengthening cooperation between Russia and Madagascar across a broad range of issues. There is, of course, considerable untapped potential for bilateral trade and economic cooperation. Trade remains relatively modest in absolute terms, but it is gaining momentum, and the trends are positive.

We also attach great importance to expanding humanitarian ties. Some 5,000 students from your country have already received an education in Russia. In April, the University of Antananarivo concluded a cooperation agreement with St Petersburg State University, and in June, MGIMO University and Madagascar’s Foreign Ministry signed a memorandum of understanding.

🎓 I understand that you have been awarded an honorary professorship by the Russian Presidential Academy of National Economy and Public Administration. Please accept my congratulations.

I would also like to highlight that, in April, the Russian Orthodox Church was granted legal status in Madagascar. Thank you for this. It is an important development, given that the Church has more than 1,500 parishioners on the island.

We certainly see your country as an important partner in shaping a #MultipolarWorld order and a balanced and just system of international relations.

🤝 We are ready to expand our cooperation in international forums, including, of course, the foremost among them – the UN.

🗓 On October 31, the meeting of the #G20 Foreign Ministers under the US chairmanship concluded in Atlanta, Georgia, USA.

The Russian delegation was helmed by Foreign Minister Sergey Lavrov.

🎙 Sergey Lavrov's presser following the G20 Ministerial

During the meeting, the Parties held a substantive discussion on a wide range of current international issues, focusing on the interplay between economic challenges and geopolitical instability.

Sergey Lavrov outlined Russia’s views on the factors fuelling global tensions, with particular emphasis on energy and food security and the smooth operation of supply chains and shipping routes on an open, non-discriminatory basis.

He stressed the importance of strengthening a #MultipolarWorld order, reforming global economic governance, and countering unfair competition and neo-colonial practices.

The participants offered detailed assessments of destructive actions that undermine international trade, including the interception of merchant vessels, sanctions, asset seizures and other unscrupulous methods.

☝️ Russia reaffirmed its commitment to remaining a reliable trading partner and a leading supplier of energy, food and fertilisers to countries in need.

The discussion also highlighted Russia’s considerable transport and logistics potential, including opportunities to expand the capacity of the Northern Sea Route.

👉 The parties underscored the unifying nature of President Vladimir Putin’s initiative to establish a Greater Eurasian Partnership and of efforts to build a common security architecture in Eurasia.

***

As is customary, Sergey Lavrov held a series of contacts on the sidelines of the event with his counterparts, including US Secretary of State Marco Rubio, India’s External Affairs Minister Subrahmanyam Jaishankar, Saudi Arabia’s Foreign Minister Faisal bin Farhan Al Saud, Indonesia’s Foreign Minister Arrmanatha Nasir and Japan’s Foreign Minister Toshimitsu Motegi, among others.
🎙 Remarks by Russia’s Foreign Minister Sergey Lavrov at the High-Level Plenary Session of the Fourth Minsk International Conference on Eurasian Security (Minsk, November 3, 2026)

Key points:

• Honest, open discussions on ensuring reliable and lasting Eurasian security – an issue of importance to us all – are more vital today than ever. This is particularly true given the #GlobalMajority’s clear demand for a new model of world order.

• Russia supports the emergence of a just system of international relations based on #Multipolarity. It must reflect the cultural and civilisational diversity of the modern world and its peoples, recognising each people’s right to determine their own destiny.

• We are consistently working to advance President Vladimir Putin’s initiative to establish a Greater Eurasian Partnership, put forward back at the First #RussiaASEAN Summit, by building ties between integration associations across Eurasia. This process is already underway, involving the #EAEU, #SCO and #ASEAN.

• Attempts to ensure the practical implementation of the principle of equal and indivisible security within the Euro-Atlantic – specifically Euro-Atlantic, rather than Eurasian – security framework have failed. The West proved unwilling to cooperate on an honest and equal footing.

• The OSCE’s current state is frankly deplorable. This is the result of the same confrontational logic of bloc mentality pursued by Western countries.

• Does the OSCE have a future when its history symbolises the failure of the Euro-Atlantic security model? Rooted in the illusions of the late Cold War era, this model requires a fundamental overhaul if it is to remain viable. Yet what we hear from Brussels are calls to build a system of “European security” without Russia and Belarus – or, frankly speaking, directed against our two countries.

• Today, we call for indivisible security through the development of a pan-Eurasian, rather than Euro-Atlantic, architecture, open to all countries and associations on the continent and reflecting the realities of a #MultipolarWorld.

• Commitment to the principles of indivisible security, openness and equality means that countries harbour no hostile intentions towards one another or towards third countries. This could involve developing a system of mutual and cross-cutting security guarantees at both bilateral and multilateral levels.

• We believe that the framework document – the Eurasian Charter of Diversity and Multipolarity in the 21st Century – should help consolidate a continent-wide consensus on the foundations of such cooperation.
